ANTECEDENTES Mediante documentos de la referencia el señor RONNY SCHELLER GELB, identificado con carné de extranjería Nº 154485 representante legal de la empresa TIENDAS POR DEPARTAMENTO RIPLEY S.A, con RUC Nº 20337564373, solicita Autorización Sanitaria para la importación y comercialización de juguetes. II. VERIFICACION Se verifican los expedientes Nº 5247 y 5249-2008-AIJU de acuerdo a los requisitos establecidos en el Reglamento de la Ley Nº 28376, Ley que prohíbe y sanciona la fabricación, importación, distribución y comercialización de juguetes y útiles de escritorio tóxicos o peligrosos, aprobado con D.S. No aplica III. EVALUACION TECNICA DE LOS COMPONENTES DEL PRODUCTO La evaluación técnica correspondiente se realiza en base a los informes de ensayos realizados por diversos laboratorios internacionales de acuerdo a la Norma Europea EN 71 – Parte 3 y Norma Americana ASTM F-963-03 Migración de ciertos elementos, analizados para los elementos cadmio, cromo, plomo, bario, arsénico, mercurio, selenio y antimonio los números de reportes de ensayo por códigos de juguetes se resumen en el anexo Nº 1 adjunto al presente informe. De la revisión exhaustiva a cada reporte de ensayo, detallados en el anexo Nº 1, se verificó que los resultados reportados, comparados con los valores reglamentarios establecidos en el anexo IV del D.S. Nº 008-2007-SA, no superan los límites máximos permisibles para los elementos y/o sustancias mencionados. IV. CONCLUSION Y RECOMENDACIÓN La empresa TIENDAS POR DEPARTAMENTO RIPLEY S.A, ha presentado los requisitos establecidos en los artículos 19º, 20º, 21º y 36º del Reglamento de la Ley Nº 28376, Ley que prohíbe y sanciona la fabricación, importación, distribución y comercialización de juguetes y/o útiles de escritorio tóxicos o peligrosos, D.S. Nº 008-2007-SA y su modificatoria con D.S. Nº 012-2007-SA. De lo evaluado se concluye que es procedente otorgar la autorización sanitaria a favor de la empresa TIENDAS POR DEPARTAMENTO RIPLEY S.A, para la importación, y comercialización de juguetes; la presente autorización se extiende para todas las importaciones a realizar por el administrado cuya descripción y códigos de juguetes sean los señalados en el anexo Nº 1 adjunto al presente informe (Expedientes Nº 5247 y 5249-2008- AIJU). El número de la Autorización Sanitaria otorgada por la DIGESA y el Número de Registro Nacional deberá incluirse en el rotulado final de cada producto, además del símbolo de advertencia sobre la edad apta y medidas preventivas de uso en idioma castellano. La vigencia de la presente autorización es de dos años. ANALISA DATA 4.1 Gambaran Umum Sasaran Penelitian 4.1.1 Mattel Incorporation Mattel didirikan pertama kali pada tahun 1945 oleh Ruth Handler, Elliot Handler (suami Ruth Hadler), dan Harold Matson di California Selatan.Mattel menetap di kantor Hawthorne, California, sejak tahun 1948. Di tahun 1974, Mattel melakukan restrukturisasi dan berganti nama menjadi Mattel Incorporation. Visi dari perusahaan Mattel adalah “Creating the Future of Play”, dimana artinya Mattel berusaha untuk menciptakan mainan-mainan terbaru untuk membentuk masa depan dari dunia mainan. Misi mereka mengarah pada “Kepemimpinan”. Arti kepemimpinan menurut versi Mattel adalah kemampuan untuk mengembangkan dan mengkomunikasikan gambaran menarik dari masa depan yang mengilhami dan memotivasi orang lain untuk mengambil tindakan. Mattel juga menunjukkan kompetensi kepemimpinan dan dorongan untuk sukses dalam strategi bisnis mereka.Tahun 1975, Ruth dan Elliot Handler keluar dari Mattel karena usia mereka yang tua dan saat ituRuth Handler sedang menjalankan pengobatan atas penyakit kanker payudara dan kemudian meninggal di Los Angeles, California, pada tahun 2002. Sejak itu, Harold Matson berjuang demi mengembangkan Mattel sesuai dengan visi dan misinya. Salah satu organisasi Mattel yang diberi nama Mattel Children’s Foundation,didirikan pada tahun 1978, dengan tujuan untuk membantu anak-anak Amerika yang memiliki kesulitan dalam hal akuntabilitas keuangan.
