July 2019 sitting of Tynwald – Question 14 Review of Speed Limits

During the above sitting of Tynwald, following a supplementary question from Mrs Caine MHK, I undertook to come back with more information and can advise as follows.

Mrs Caine asked about the process for which Local Authorities and Hon Members can refer specific roads. I can advise that such requests can be referred to the Department by any of the following:-

Such reports will enable us to capture the issues in our database and address them.

Mrs Caine also referred to specific areas. As I advised in my answer at July Tynwald, the Highway Services Division has reviewed the accident statistics across the and there are 33 locations where there are clusters of four or more recorded injury collisions in a five year period. I attach a list of the 33 locations for your information. The Division is focused on activities to address problems at these locations. Firstly, in order to try and reduce casualties and secondly to meet the objectives of the Road Safety Partnership which is to reduce ‘Killed and Seriously’ injuries accidents on our roads by 40% over the next 10 years.

The Area Traffic Management Liaison Groups have not met for some time due to staffing issues, however I have asked that they be reconvened.

As I also advised at the July sitting, Highway Services Division is reviewing the Island’s towns and villages and is looking to implement more self-enforcing 20mph zones. This is a move to ensure that our urban environment is not just there to cater to vehicle movements but that this environment better reflects the fact that this is where most of us live and work.

There are also longer term plans to look at quiet roads and lanes where lower speeds such as 20mph may be appropriate. Yours sincerely
