Impact Report 2020 ANNUAL IMPACT REPORT 2020 JANUARY 2021 INTRODUCTION Project Impact context . Madagascar is among the poorest countries in the world with 75% of the population living on less than $1.90 per day. 65% of population is living in rural area where living conditions remain with a low rate of access to electricity (13%). Rural villages are often very far from national Grid and have few chances to be electrified. WeLight’s projects seek to solve this problem by improving the rate of energy inclusion to serve different off-takers. The objective is to deliver high quality electricity services for the need of households & productive usages.     CITY LIVELIHOODS AND VILLAGE LINKAGES: RURAL-URBAN MIGRANTS IN TAMATAVE, MADAGASCAR by LAURA MARIE TILGHMAN (Under the Direction of Bram Tucker) ABSTRACT Scholars have theorized that even as a greater number of Africans are migrating to cities they will continue to maintain strong ties to rural places of origin as long as urban economies offer minimal security or economic opportunity. In this dissertation I analyze two aspects of rural-urban migration and linkages in northeastern Madagascar. First, I analyze which aspects of contemporary Malagasy life may lead some migrants to change or weaken ties to their home villages and rural family members. Second, I analyze the role that rural linkages play in migrants’ urban livelihood strategies. During 12 months I studied the lives of 55 migrants originating from the Vavatenina District and currently living in the city of Tamatave. I used participant observation, structured interviews, livelihood and wellbeing assessments, and ranking exercises to determine migrants’ life histories, migration and livelihood strategies, and behaviors and values regarding rural linkages. First, I found that migrants with weaker rural linkages tended to be male, poor, Protestant, and had a spouse or parent who was from outside the Vavatenina District. I explore the influence of religion on rural-urban linkages in greater depth in a case study, arguing that as Protestant churches coalesce around a common narrative that demonizes select rural activities, migrants in turn not only abstain from these prohibited activities but in some cases have weaker overall linkages due to conflicts with family, smaller social networks, and ambiguity about future burial location.

Le cyclone Ivan est de catégorie 4 sur l’échelle de Saffir-Simpson. Ivan a touché 16 régions et 53 districts. • Plus de 191,000 personnes sans abris dans tout le pays dont 80,200 a Fenerive Est, 9,600 a Sainte- Marie, 22,000 a Soanierana Ivongo, 16,950 a Vavatenina, 2,000 a Mananara-Nord, 3,300 a Mananjary, 9,400 a Brickaville, 8,300 a Amparafaravola, 28,600 a Toamasina II, 2,500 a Morondava. • 58,868 hectares de rizières inondées dont 15,000 hectares dans la région d’Alaotra Mangoro, premier grenier a riz de Madagascar avec 30% de la production rizicole nationale, 14,000 hectares a Mahajanga II, 8,860 a Marovoay, 3,141 hectares a Lalangina, 3,060 hectares a Midongy du Sud, 2.590 hectares a Farafangana et Vangaindrano 2,808 hectares dans la région de Betsiboka, 2,500 a Bealanana. 135,708 hectares d’autres champs de cultures sont inondés. • Le Système des Nations Unies et la communauté des partenaires ont lancé un Flash Appeal le mardi 04 mars 2008 avec la participation du Ministre des Affaires étrangère. Le montant total demandé s’élève a 36.476.586 dollars, avec comme priorité d’assurer la sécurité alimentaire et nutritionnelle des populations sinistrées ainsi que leur accès à l'eau potable et à des structures sanitaires appropriées et améliorer leurs conditions d'hygiène.

    Le service technique municipal de l’eau de l’assainissement et de l’hygiène à Madagascar Onzième rencontre technique avec visites sur terrain du réseau Ran’Eau Foulpointe – Mahambo – Vavatenina - 30 au 31 mai 2013 Rencontre organisée par le CITE et le pS-Eau en collaboration avec le Ministère de l’Eau, le Ministère de la Décentralisation et les partenaires du réseau Animée par le pS-Eau et le Cite Préambule Le processus de la décentralisation et de la déconcentration entamé par les deux ministères avance progressivement dans le sens de : - La mise en place de la cellule technique interministérielle qui devient la commission d’habilitation des communes, - La planification de clarification et de vulgarisation du code de l’eau et des ses décrets d’application, - L’instauration du Service Technique municipal de l’Eau de l’Assainissement et de l’Hygiène (STEAH) sur arrêté interministériel, - La création de centre de formation pour la relève des agents, - Les sources de financement comme base de discussion par la cellule technique, - La plaidoirie auprès du Ministère des Finances et du Budget par tous les Ministères concernés, - La valorisation les structures existantes au niveau de la Commune, durant la phase transitoire à son habilitation. Les fonctions du STEAH - Planifier (ou être impliqué dans les processus de planification…) - Développer le service - Appuyer, suivre et réguler l’exploitation Avec quelles capacités et comment les renforcer ? - Techniques - D’animation - Juridiques - Economiques et financières - Politiques →Qui nécessitent des employés polyvalents et formés à cette diversité de tâches.
