If your Organization has received a grant from Oak Bay in the past, describe how the money was used: The Funds are being used for the 11Sno’uyutth” Welcome pole design and carving services of Butch Dick master carver, and his son Clarence Dick, and a portion going towards the purchase of the 20 foot long by 3 foot wide cedar log. Describe how the funds that are currently being requested will be used. Funds for this project will be used to pay for the time and effort it takes to carve a very large Welcome pole for the Oak Bay HighSchool. The name of the totem pole is Sno’uyutth which means “spreading good energy” in Coast Salish. Sno’uyutth Project Objectives: 1) Developa FirstNations publicart work in perpetuity at the new Oak BayHighSchool.Thiswould be the first installation of its kindin Oak Bayand reflects the history of Coast Salishinthis area. 2) Educate students and citizensof all ages about the FirstPeople’scultural heritage in OakBay, through the carving process and the symbolisminthe completed pole. 3) Increase collaboration and understanding between community stakeholders. 4) Knowledgetransfer regarding Coast Salishculture throughout Oak Bay
Description-The CommunityAssociationof Oak Bay(CAOB)has commissioned artist and master carver Butch Dickand his son Clarenceto design and carve a Welcome pole at Oak BayHighSchool. Mr. Dickhas successfullycompleted projects of this kindat the Songhees WelinessCentre, Centennial Square, and the Signsof Lekwungenthroughout the downtown core. Mr. Dickwas an assistant professor at the Universityof Victoriaand now teaches at the Songhees Wellness Centre. Todate all of the important protocols between chiefs i.e., leader to leader have taken place includingthe CAOB,the mayor of Oak Bay,EsquimaltChiefAndyThomas, Songhees ChiefRonSam (represented by ButchDick),the principalof Oak BayHighSchool,the SchoolDistrict#61 and Farmer Construction who are buildingthe new School. Allpermissions have been granted and all stakeholders are eager to go forward.

Timeline-the design, planningand securement of the pole has taken place through 2014 and continues currently. The carvingwilloccur throughout the spring and summer of 2015 with the intended completion date of October. Fundraisinghas started and willbe ongoing untilthe funds are procured.

How will Oak Bay benefit? It willeducate students, teachers, seniors, residents and visitingtourists of the presence of the Coast Salishin our community. Investments of this type pay huge dividends in citizen participation, citizensatisfaction and makingOak Baya truly unique placeto live. To date the response from the community has been overwhelminglypositive.The “Sno’uyutth Welcome Polewillbe a legacyfor many years to come.
Listother sources of potential income : To date all fundraising is in progress. The Community Association of Oak Bay does not plan to spend more than the original budget of $88,500. As of December 31, 2014, the Association had raised a total of $20,626 and committed $2005 of its own funds to this project. Also at December 2014, the Association had spent a total of $10,401 on this project.
The Association plans to raise the remaining project revenues ($65,870) from a combination of grants, donations and fundraising projects including the $13,813 requested from the District of Oak Bayin this application. The other potential project revenues include requests to: the Rotary Club of Oak Bay, CRDArts Development Ideas grants, Island Savings and Credit Union, Coastal Community Credit Union, Oak Bay High School Alumnae, Oak Baybusinesses, Oak Bay Firefighters Association, internet crowd funding, and a number of CAOBfundraising events. In the month of January our benefit concert raised an additional $2700 and created a great amount of good will in the community. We plan to have fundraising events every month until the summer, and hope to raise similar amounts in each of these functions.
The Community Association of Oak Baywill manage the projects expenses . The Rotary Clubof Oak Foundation is providing charitable tax receipts for the “Sno’uyutth” Welcome pole project.
If the Grant is not approved, what impact would it have on the Organization? Municipal support is key to this project as it influences other potential funders. This is a very visible community art installation and requires everyone’s participation and approval to be successful. ______

Dear Mayor and Council,
Please find enclosed our application for community grant funding. The Community Association of Oak Bay is requesting a second allotment of grant funding for 2015 of $13,813 towards a one-time cultural project that will build a “Welcome Pole” at Oak Bay HighSchool in the front entranceway area. This project promotes reconciliation between the Lekwungen people and Oak Bayresidents, and bridges gaps between Indigenous and non-Indigenous citizens. The carving of a Welcome totem pole at the High School represents the Coast Salish cultural history of Oak Bay,and will educate students, teachers, local residents and visiting tourists. Investments of this type pay huge dividends in citizen participation, citizen satisfaction and making Oak Baya truly unique place to live.
We have worked very diligently to make sure that all the community partners have been informed and are on side regarding the construction of the pole. Allthe appropriate protocols with the Esquimalt and Songhees First Nations have been followed, and skilled artist Butch Dickand his son Clarence have been commissioned for the designing and the carving of this twenty foot high totem pole.
We have achieved additional funding since we first approached Council last fall, from other community partners including: the Oak Bay Police Association, Oak BayHeritage Foundation, Greater Victoria Real Estate Board, VanCity, numerous private donations and a benefit concert, for a total contribution to date of $26,350.96. We are approaching many more funders including: Rotary Club of Oak Bay,TOBank, CRDIdeas Grants, and other corporate and individual donors. We have a memorandum of understanding with the Oak BayRotary Foundation as a partner in the project and they are providing charitable tax receipts to donors over $50.00. The School District is on side, especially the Principal of Oak Bay HighSchool, along with School District #61 trustees. A site has been set aside on Cadboro Bay Road at the high school for the pole when completed. Farmer construction will be providing the installation of the pole on site at their cost, and the School district will provide the landscaping and on going maintenance of the pole once erected.
