T. Dunlap This statement is designed to record forthe Seventeenth Biennial Report--Part II certain highlights of progressof Oklahoma higher education as'viewed from the perspective of thestate-level coordinating agency, the Oklahoma StateRegents for Higher Education. The purpose of this section is top4ocument the historicalaccomplishments of Okla- homa higher 'education and provide summarydata for use by the 1975 Oklahoma Legislature, the Governor,colleges and universities of the State system, and other individualsinterested in the progress and prospects of higher education inOklahoma. ;, The Oklahoma State System of HigherEducation acc.epted the challenge in 1973-74 to begin to seek out newhigher education clientele during this levehng-off period oftraditional student enroll- ments and at the same nmelaid...the ground work to improve the efficiency land effectiveness of higher educationin Oklahoma. New clientele are being reached via anexpanded televised in- struction systdm, by. a more flexible extensionoperAtion, through a special consortium arrangement, and becauseof increased student aid and institutional cooperation. These efforts arereflected in a greater percentage enrollment increase in1973 than in the previous year, even though these efforts ,,have not yet been fullyimplemented. The efficiency and effectiveness of highereducation in Oklahoma are being improved throughinstitutional'progratn planning, televised instruction, cooperative program planningand because of program 8 budgeting., The Oklahoma State System of HigherEducation continued to grow in fiscal year 197344 eventhough the rate of growth in Okla- homa and throughout the country hasdecreased far more than an- ticipatec Student Enrollments. The number ,ofstudents enrolling in Okla- homa highs' education,bath public and private, in the Fall Semester' of 1973 'was 124,829 which was anincrease of 4,427 students (3.7%) more that the 120,402enrolled in the, Fall Semester, of theprevious year. -There NverV105,490of these enrolled in state -supported colleges and universities which is an increase of3.9Wover the 101,515 students enrolled its these institutions in the FallSemester of the previous year.. Thus, about 84.5% of all studentsenrolled in Oklahoma higher edu- cation in 1973-74 were in state-supportedinstitution? and about 15-5% of the students were if privateinstitutions of higher education. In .n11 Oklahoma higher education,both public and privates enrollments increased by 85.2% in the last decade, increasingfrom 67,420 in 1963 -to-124,829in 1973. In state-supportedinstituticmsrenrollments in- creased 96.6% in the past ten years, goingfrom 53,666 in 1963 to 105,490 in 1973. Approximately 69% ofOklahoma's high school gradu-' ates in the spring of 1973 started tocollege, in the fall of 1973. This college-going rate places OklahOma near the topof the 50 states. Of the 105,490 students enrolled in the StateSystem institutions in the fall of 1973, 92.0% were residents of Oklahomaand 8.0% were from other states and foreign countries. I Number of Institutions.In the 1973-74 Fiscal Year, Oklahoma had 40 colleges and universities in'operation, 26 of which 'were state supported institutions and 14 wereprivate institutions. Oklahoma ranks twelfth among the 50 'states in theratio of public institutions to population withotie institution per 98,000 citizens.Oklahoma ranks twenty-third amon e states in ratio oftotal institutions, public and private to star optilation with one institution for each 64,000 citizens.' tft Accreditation of Institutions. All 40 colleges and universities operating in the State ofOklahoma last year were accredited by the Oklahoma State Regents for' Higher:Education and 29 institutions of this group were accredited bythe regional accrediting agency, the North Central Association 61Colleges and Secondary Schools. Approxi- mately 91% of the students enrolledin Oklahoma higher education were at institutionsaccredited by the North CentralAssociation. Oklahoma ranks among the leading statesof the% nation in percent of its colltge students attending regionallyaccredited institutions.
