Could you advise regarding providing refreshments, a room where the event can be held (I was thinking potentially the visitation room or the gym), and identifying inmates who can be interviewed and submitted for OVSP review. Ideally, I think it would be great to include a few work-release or vocational-academy graduate inmates who can speak about how their education has benefitted them while they’ve been incarcerated.
One question for you – will DWD employees and other event guests be subject to the same requirements as members of the public regarding the background check, metal detector, and limitations on items that can be brought in? I only ask as I want to be sure that we communicate expectations early to DWD as we continue planning this event and that we establish a clear process to bring decisions forward for your review.

WIN is unable to make the change to the template to make the Careers tab stand out as this would constitute a fundamental change to the site template. However, since the DOC has partner managed CSS available, it might be possible to make updates using that. As is the case with partner managed CSS, WIN cannot provide CSS support or troubleshooting. I strongly suggest testing the CSS in UAT prior to working in Prod.
As for the popup, WIN does not have an in-house solution available. In the past, we have implemented a modal on the DOA site for a legal disclosure (https://doa.wi.gov/Pages/StateFinances/CapitalFinanceLaunch.aspx). However, this route is not recommended as it cannot be dismissed gracefully. If you dismiss it once, and then revisit the page at any time it will pop up again and it makes for poor user experience. Additionally, it needs to be placed on every page where you want it to show and will even popup while editing the page.
A better example of what we are able to do can be seen on the DVA site (https://dva.wi.gov/Pages/home.aspx). Their chat box in the lower right corner was added in via the designer. DVA provided the snippet from their vendor and the designer placed it in the master page. The benefit here is that 3rd party solutions can better handle more situations than the modal on the DOA site. You can also easily make it sitewide, so it will pop up on the first page visited and not just limited to the homepage. So, if you have a snippet from a 3rd party for a popup, we can work to get it into the page for you.

Waupun’s program produces license plates, Columbia’s program produces a number of printed products, Redgranite’s program refurbishes motorized wheelchairs and other equipment for a non-profit organization, Jackson’s program produces many of the road signs used on Wisconsin highways, and Fox Lake produces office furniture.
The Milwaukee Women’s Correctional Center and Robert Ellsworth Correctional Center have work release opportunities available for inmates. Inmates at Taycheedah can work picking canteen items.
There are also a number of ongoing vocational education programs.

I am trying to go inside our state penitentiaries to see what kind of work prisoners are doing behind bars. Most people always picture prisoners just sitting in a cell, but as you and I know, they’re doing much more than just that. Many prisons across the country have work programs that prisoners can volunteer for - both on and off campus. I’m not sure what kind of programs Wisconsin prisoners can work in and I think it would be fascinating to see what types of jobs they participate in. I understand the security concerns involved with going inside a prison, so I’d like to go over my options and I’m willing to take the time to plan this one out. Attached is the Department’s response to your request. Please note that the Department is providing a standard report of all sex offenders required to register with the Department which includes the two statuses you are seeking. The Department has interpreted “unaccounted for” sex offenders as absconders, which is defined below, and sex offenders “who haven’t registered” as non-compliant sex offenders, also defined below.
The Department defines non-compliance with sex offender registration requirements as: failing to mail back the registration or confirmation letter; failing to update a change of residential address, employment information, school information, or Internet identifiers; providing false information when the registration or confirmation letter is returned to the Sex Offender Registration program; the sex offender fails to report or have their photograph taken for the Sex Offender Registry; or a registered sex offender is deported and fails to contact the Sex Offender Registration program within 10 days of their return to their country of legal origin.
Sex offenders are required by law to keep their information current. When a registered sex offender becomes non- compliant, the Department is generally able to contact the offender to quickly bring them into compliance to protect the public. A knowing or intentional failure to maintain current sex offender registration information is a Class H felony. When the Department believes a sex offender has violated state law regarding their registration requirements, we refer the alleged violation to the relevant district attorney for prosecution. In 2017, the Department referred 709 cases of non-compliance to district attorneys for prosecution and we’ve referred 450 cases of non-compliance so far in 2018.
Absconding means that an individual on community supervision is failing to maintain contact with their agent according to their supervision plan. When an individual on community supervision is placed in absconder status, we issue an apprehension request, which is the same as an arrest warrant, and work with law enforcement to bring them into custody.
We also have a Sex Offender Apprehension and Felony Enforcement Team, comprised of eight retired law enforcement officers and a retired prosecutor, who work closely with law enforcement agencies across the country to bring wanted sex offenders into custody and work close with the U.S. Marshal’s Service to apprehend fugitive sex offenders. We have 18 sex offender registration specialists who work proactively to keep sex offenders in compliance with registration requirements. Additionally, high-risk registered sex offenders are placed on a GPS monitoring bracelet that reports their location 24 hours a day.

Essentially I am just looking to interview one person within your department for the purposes of a class project. This research is not being published, just used for a class presentation and paper. However, it appears that I would have to go through DOC approval. Unfortunately, we start presenting 11/26. I'm not sure how long the approval process is, but I would need time to schedule an interview and transcribe the interview before then! I am not sure if I can recruit someone who is willing to sit down for a 30-60 minute interview on their own time, or if that would still require approval? The study is on the structure of mental health services across Wisconsin institutions. I am essentially interested in how an offender is treated for mental illnesses while incarcerated.

Hi Danny – just to clarify:
There will be several people who will need to monitor the emails and attachments. Clare and Glen are authors, but not all of the group are authors. One of this group is an LTE who normally would not have authoring access.
What would be the best approach for all in the group to see the attachments? If we need to make them all authors, that’s probably an option although if there is a better way, please let me know!
