Dear Student, you are kindly requested to read these introductory pages which provide you with useful information about how to submit an application for a study grant and the related supplements. Please note: the information given here does not replace the detailed contents of the competition notice. An application for a study grant and, if off‐site, for an accommodation, can be submitted by all students registered in first and subsequent years, as well as those registered for research doctorate courses or specialisation schools (apart from those of the medical area, pursuant to Italian Legislative Decree no. 368 of 17.8.1999) who are capable, worthy and without financial means. Such students must be validly registered with the Università degli Studi of and the Institutions for Higher Education in Art and Music (AFAM) based in . A brief description of the benefits as well as information on how to fill in and submit the application is available herebelow.

WHAT YOU CAN REQUEST: Study grant This is an amount of money, assigned by public competition, disbursed in one or two instalments, the amount of which is determined in connection with the income classification and the type of origin of the student, who may be classified as “on-site”, “commuting” or “off‐site”. You can apply for a study grant if you register, for academic year 2018/2019, for a three‐year degree course, a single‐cycle specialised degree, a master’s degree, a research doctorate, a specialisation school (with the exception of those of the medical area pursuant to Italian Legislative Decree no. 368 of 17.8.1999) with the Università degli Studi of Genoa and the Institutions for Higher Education in Art and Music (AFAM) based in Liguria. The study grant application includes a request for classification for the Canteen Service, which allows you to access the Canteen centres at special discounted prices. The study grant exonerates you from payment of university fees and regional taxes for the right to university study.

Accommodation service Off‐site students awarded study grants may be accommodated in one of the ALFA Residences. The requirements necessary to participate in the competition are the same as for the study grant. At the time of the online application, if you are requesting a bed, as a student registered for a year after the first, on research doctorate courses and specialisation schools, you may opt for an accommodation at an authorised Residence (a list of such places is available on ALFA website) or at an ALFA residence, when submitting the on‐line application. ALFA will pay to the authorised entity the amount relevant to the portion assigned to the Accommodation Service and you will therefore only pay any supplement due. If you are an off‐site student but do not require the accommodation service, you may be able to receive a study grant as a commuting student (Articles 2 and 20).

APPLICATION REQUIREMENTS: Economic requirements In order to request a study grant and related supplements, if you reside in , you must meet the economic conditions specified in this notice (University ISEE). The request must be submitted annually, within the terms established by the notice. 2. Study grant assignees are entitled: a) to the study grant pursuant to Art. ;20 b) to the free assignment of a meal each day and a second meal for a reduced price at the Canteen services; c) if assigned accommodation, to free use of accommodation in the university residences or, at the request of the student, use of accommodation in the authorised residences, with any supplements paid by the student or, in the event that no places should be available, the disbursement of rental contributions, the concession of which is subject to the submission to the Regional Agency for Employment, Training and Certification (ALFA) of a specific request in accordance with the terms and conditions set out under Article 26 “Rental contribution”, below; d) to exemption from payment of university fees and regional taxes for the right to university study. 3. Those awarded study grants in services are entitled to use the canteen service and accommodation, if such have been awarded, in accordance with the methods specified under Article 20, as well as exemption from payment of university fees and regional taxes for the right to study. 4. The benefits for which this competition is held are intended for full‐time students registered with Università degli Studi di Genova (the University of Genoa), including those registered on Specialisation and Research Doctorate courses, as well as students registered with the Institutes for Higher Education in Art and Music based in Liguria.

Article 2 Definitions relative to the students 1. The term on‐site student is used to refer to a student who resides in the municipality in which the course of studies attended is based. The term off‐site student is used to refer to a student who resides in a place that is some distance from the place of the course attended and who therefore requests accommodation near the university, using the ALFA residential structures. If a student residing in municipalities that are considered as “off‐site” with respect to the university locations (pursuant to Table A attached to this notice) should not request accommodation in the residential structures of ALFA, he shall be considered a “Commuting” student. The term commuting student is used to refer to a student who is not considered as off‐site yet resides in a municipality other than that of the place of the course of studies attended. If student who has been classified as a on‐site ‐ off‐site ‐ commuting student believes that he should actually be classified differently, on the basis of the travel time necessary to reach the municipality where the course of studies attended is based using public means of transport, he may request that his status be reviewed ate th same time as submitting his application for a study grant. To this end, he must therefore submit a specific, duly documented request to this end, showing the time taken to reach the municipality where the course of studies attended is based, from his place of residence. Where conditions are Amet, ALF will uphold the request, at its own judgement, through the publication of the definitive rankings. Foreign students are considered as off‐site regardless of their place of residence in Italy, except where their family unit resides in Italy and as long as they request accommodation near the university site, using ALFA residential structures. 2. In the context of this notice, except for cases for which specific distinctions are necessary: a) the term registered for a three‐year degree or for level one courses means the students registered on three‐year courses of studies run by the University of Genoa, Conservatorio di musica “Niccolo’ Paganini” di Genova (the “Niccoló Paganini” School of Music of Genoa), Conservatorio di musica “Giacomo Puccini” di (the “Giacomo Puccini” School of Music of La Spezia), Accademia Ligustica di Belle Arti di Genova (the Linguistic Academy of Fine Arts of Genoa) and Accademia di Belle Arti “Isadora Duncan” di San Remo (the “Isadora Duncan” Academy of Fine Arts of San Remo); b) the term registered for a master's degree or for second level courses will also be used to refer to students registered for a specialised two‐year degree run by the above‐specified universities and institutes; c) the term registered for a single‐cycle master's degree shall also be used to refer to students registered for a single‐ cycle specialised degree.

Article 3 Conventional year of registration 1. The requirements of merit that must be met by students always refer to the conventional year of registration. This coincides, for students registered on first and second level degree courses, on single‐cycle master's degree courses and on previous system degree courses, with the total number of University registrations made from the academic year of first registration through to, and including, the academic year 2018/2019. 2. As regards changes of course, if the University has established the change in course “without validation of previous career” or if the student has waived his studies in connection with his “previous career”, the years of registration will not be counted and neither will changes of course prior to academic year 2018/2019. These students cannot, however, in any case request ALFA benefits if already requested twice for the same course year. 3. Students awarded study grants in previous academic years, submitting an application for a grant for the second time for the same course year, may obtain it as long as, if awarded, they return the amount of the study grant received previously. Those submitting an application for accommodation for the second time in the same course year, will be placed below those submitting an application for the first time. Those who have already requested ALFA benefits twice for the same course year, cannot request them again. 4. As regards registrations and/or course changes with validation of credits/years of the “previous career”, in the event of the recognition of credits or years previously acquired, even if drequeste and/or obtained after submission of the application, the calculation of the number of years of registration or remaining with the University will be performed starting from the first year of registration on the course of origin or previous career. 5. Students who have achieved a university diploma granting them admission to a first level degree course or single‐ cycle specialised degree course may take part in the competition for a number of semesters equal to the difference between the duration of that degree course increased by one semester (or three semesters if the student is disabled with recognised disability of at least 66%) and the semesters taken to achieve the university diploma. 6. In the event of a transfer from another University, in order to be admitted to the competition for ALFA benefits, students must be validly registered with the University by 31 October 2018. 7. For students obtaining the recognition of examinations relative to non‐university courses held by public or private organisations, the first year of registration with an Italian or foreign university is considered as the year of registration. In order to assess whether or not the requirement of merit is met, only credits acquired form the University of Genoa will be considered. 8. The student may request ALFA benefits as registered on a first level or single‐cycle degree course if in possession of a degree certificate or equivalent title, achieved abroad and not recognised in Italy. If, moreover, even after registration, any of the examinations taken abroad should be recognised in Italy, the calculation of the duration of studies for which benefits can be obtained is carried out starting from the first year of registration with the foreign university.

Article 4 Definitions relative to economic conditions 1. For the purpose of this notice, the following definitions apply: a) CAAF Authorised Tax Assistance Centre, either run by a union or linked to other category associations, which the student can contact to submit the DSU Declaration (DICHIARAZIONE SOSTITUTIVA UNICA ‐ DSU) necessary to calculate the indicator of equivalent economic position (ISEE) for beneficial provisions for the right to a university study; b) ISEE certification Certificate issued by the Italian national social security institute (INPS), specifying the ISEE and ISPE indicators and the value of the equivalence scale; c) ISE Indicator of Financial Situation:; d) Equivalence Scale variable coefficient according to the number of members of the family unit and the existence of any situations of difficulty therein, of those envisaged by the regulations; e) ISEE Indicator of Equivalent Financial Situation: this is obtained by dividing the ISE by the equivalence scale (this value is calculated by the INPS); f) ISEEU Indicator of Equivalent Financial Situation for the right to University study.; g) ISP Indicator of Assets Situation; h) ISPE Indicator of Equivalent Assets Situation: it is obtained by dividing the ISP by the equivalence scale; i) ISPEU Indicator of Equivalent Assets Situation for the right to University study.

Please note: The calculation of the number of credits only includes those recorded on the examinations certificates issued by the University of Genoa or by the Institutions for Higher Education in Art and Music (AFAM) , indicating that they have been acquired by 10 August 2018.

2. It is specified that for all degree, specialised/master's degree and single‐cycle specialised/master's degree courses, the course credits are considered as acquired and therefore valid in terms of meeting the requirement of merit only when incurred in full, at the end of the last useful module and consequently included in eth student’s career and registered on the certificate of examinations issued by the University of Genoa or by the Institutions of Higher Education in Art and Music (AFAM), specifying that they were acquired by said date. Any excess credits, i.e. those not going towards achieving the title, are not valid in terms of calculating merit. 3. Students registered for degree courses in medical professions, run by the School of Medical and Pharmaceutical Sciences, who complete their practical traineeships envisaged for the academic year 2017/2018 after 10 August 2018, may specify in advance, on the application for benefits, the related credits that will be considered, subject to registration by the University of Genoa by 31 October 2018. 4. If the student fails to achieve the minimum number of credits pursuant to paragraph 1, he may use a bonus in addition to the credits effectively achieved, as specified below. Students registered for: three‐year degree or single‐cycle specialised/master's degree: • if used for the first time to achieve the benefits for the 2nd conventional year of registration up to a maximum of 5 credits; • if used for the first time to achieve the benefits for the 3rd conventional year of registration up to a maximum of 12 credits; • if used for the first time to achieve the benefits for a conventional year of registration after the 3rd up to a maximum of 15 credits. If the student makes partial use of the bonus, the portion of the bonus not used in the reference conventional year may be used in subsequent years. The bonus accrued and not used in the three‐year degree may be used if the student registers for second level specialised/master's degree courses. Individual bonuses are not cumulative. Example: any student asking to use the bonus in order to achieve the requirement of merit for the 2nd year of a three‐year degree shall be entitled to a total bonus of 5 credits for the entire university career (three‐year degree + master's degree); a student deciding to use it for the 3rd year, will be entitled to a total bonus of 12 credits, etc. Therefore, if the student uses 3 bonus credits for the 2nd year, he shall be entitled to use only the remaining 23 bonus credits for the rest of his university career. Any student using the whole or part of the bonus cannot count, as credits valid to achieving the requirement of merit for the award of a study grant and accommodation for the following academic year, the bonus or portion of it used the previous year. If the credits declared on the application do not suffice to achieve the requirement of merit laid down by this competition notice, the portion of bonus useful to obtaining the study grant, if available, will be assigned automatically. 5. In the case of exceptional events, which have prevented students from achieving the number of credits necessary to request benefits for academic years after the first, the Director of the ALFA Right to Study Area, shall, upon grounded, duly documented request to do so, to be made at the time of submitting the application to take part in the competition, postpone the terms envisaged for the achievement of the minimum levels of merit required, by up to three months.

If the student has married, in order to define the income capacity received in tax year 2016 of no less than € 6,500.00, the spouse’s income must also be considered. b) if the student cannot be considered as “independent”, in his own DSU, that of the parents must also be provided; c) any student who does not meet the requirements to be considered “independent” can in any case submit the ISEE relative only to his economic position, but only if meeting one of the following conditions: • orphan of both parents; • member of a religious order; • member of a host community; • imprisoned.
