Purpose/Summary To seek approval for the progression of a Traffic Regulation Order, the effect of which will prohibit parking at any time at the junction of Waddicar Lane and Rock View, Melling.

Recommendation(s)

It is recommended that : -

(i) A Traffic Regulation Order restricting waiting at any time at the junction of Waddicar Lane and Rock View, Melling, be approved;

(ii) the necessary legal procedures, including those of public consultation and advertising the council’s intention to implement the Order, be approved.

Reasons for the Recommendation: The Council has the power to make Traffic Regulation Orders under Section 1 of the Road Traffic Regulation Act 1984.

(A) Revenue Costs £800 - the cost of all implementation, legal and administrative procedures will be funded from within the Traffic Management revenue budget allocation for 2012 / 13

The Head of Corporate Finance (FD1411/12) has been consulted has no comments to make on this report as all associated costs will be met from Highways Management budgets. Head of Corporate Legal Services (LD760) has been consulted and has no comments to make on this report.

1.0 Introduction

1.1 Complaints have been received, via a Ward Member, regarding obstructive parking on Waddicar Lane, across the junction with Rock View.

1.2 Site observations have shown that the convenience store on the corner of Waddicar Lane and Rock View receives regular deliveries throughout the day. These deliveries are via large, rigid HGVs, which have to on Waddicar Lane whilst unloading.

1.3 Due to the size of the vehicles, and lack of any adequate turning facilities in Rock View, it is not possible for the vehicles to park in Rock View and unload at the side of the shop.

1.4 At the present time, there is a Zebra Crossing to the north of Rock View, and the zig zag markings extend half way across the mouth of Rock View.

1.5 On many occasions, HGVs have been witnessed parking up to the end of the zig zag markings, thus obstructing drivers turning into and out of the side road.

2.0 Proposals

2.1 In order to prevent obstructive parking at the junction, it is proposed to introduce a ‘No waiting or loading at any time’ Traffic Regulation Order on both corners. This would cover 5m either side of the junction on Waddicar Lane, and 10m both sides into Rock View.

2.2 A plan showing the proposals is attached as Annex A.

2.3 It is considered that these restrictions would simply prevent obstructive parking on the corner whilst not adversely affecting customer parking or servicing of the shop.
