The Church events in May all went well. The Fashion Show in The Parish Hall organised by the Fund-Raising Committee was well-attended and an enjoyable evening, with excellent refreshments. The Tea Party in Siward James was a pleasant afternoon and raised a good amount for the Diocesan M.U. Crisis Intervention Fund and we all enjoyed the Quiz Evening. The collection for Christian Aid took place 13th – 19th May. Our previous organiser has moved away and we are looking for someone to take this on. Some Charities have had a bad press this year but not Christian Aid. As we look at the news, we see there are still many areas of conflict, starvation and poverty, where there are persecuted people and hungry children. So it is good to support the Charities which can help them. We have three Weddings in June in St Michael & All Angels Church and others booked this year and next year. People say the Church lends itself to Weddings It is in a quiet, pretty setting with its lych- gate and has a good organ and a fine peal of bells. Do come to the Concert to be given by the Pax Singers in church on Saturday, 16th June at 7.30pm. They have a varied programme. It makes a pleasant summer evening if we are able to open the South door and take our drinks outside in the interval. Ember Days occur this month when we pray for more clergy and it would be so good to have more. It is difficult in rural Benefices like ours with five Parishes and seven churches for a priest to give the care and attention to each parish that he might have done when each parish had its own priest. We now look forward to welcoming our new Vicar to the Benefice. He is the Revd Paul Roberts and his wife is Rosie. They have two small boys, Jack who is 3 and Ben who is nearly 1. At the moment Paul is in the Lugwardine and Bartestree Group of Parishes. They will move into the Vicarage in June, by which time we hope the garden will be tidied up His Licensing Service will be on Monday, 2nd July in St Michael & All Angels Church in Bodenham at 7.30pm, followed by refreshments in St Michael’s School. Although it is in our Church it is a Service for the whole benefice and the other parishes will take part in the Service and help with the refreshments. This will be our last Churchwardens’ Letter and we should like to thank all the retired clergy who have so kindly helped us out in the interregnum, in particular Prebendary David Roberts, the Revd Alan Seabrook and The Revd Alison Leigh and the parishioners for all their help and support.

BODENHAM LEISURE CLUB The Coach trip to Chester proved to be enjoyable, glad to see a number of guests join us for the day. The next trip will take place on July 23rd, details later. Visitors and Guests always welcome to join us. The members wish to express their thanks to Mrs Margaret Hughes on her retirement as Club Secretary after many years. Well done Margaret. Mrs Gwen Bowden has taken up the post as Club Secretary. We also like to thank Ann and Louisa for their lovely display of Bobbin Lace work and explaining how it is all done, so beautiful! BODENHAM BOWLING CLUB The season got off to a shaky start as the prolonged wet weather made the green very heavy to play on so only a few ends played to ensure the green is not damaged before the schedule of “Friendlies.” We are delighted to have been able to welcome new members however are sad to have lost one or two also, due to increasing health problems and age. As I have said before the club holds a variety of woods to enable YOU to give the game a try and we will always be delighted to see new faces and there will always be someone on hand to give advise. We would ask that you wear flat soled shoes to protect the green. Club night is a Monday 6.00pm for a prompt 6.15 start. Our annual HOG ROAST will take place at the village hall on Sunday August 12th...inside or out dependant on the weather. This is open to members and their friends and families and of course anyone form the village who wishes to join us. Tickets will be available fairly soon so keep the date free. NEIGHBOURHOOD PLAN UPDATE

The independent planning inspector completed his Examination of our Neighbourhood Development Plan (NDP) in the first week of April and we received his final Report on it on 9 April. You can find a copy of the Report at http://www.alphadocs.co.uk/bpc/pcd/Bodenham%20 Examination.pdf .

The good news is that the Examiner recommended that, subject to some modifications, the Plan is fit to proceed to a referendum.

As you will see from his Report, he has, for mainly technical planning reasons, not accepted certain aspects of some of the policies we had proposed and has recommended that these be amended or reworded. However, most importantly for the future properly managed and sustainable growth of the Parish, he has agreed that our housing calculations are robust and that they meet the requirements set out in Herefordshire Council’s Core Strategy.

Furthermore, he has agreed the settlement boundaries which we have defined in the Plan. This is a key decision because, as he says in his Report, “Settlement Boundaries are a well- established means of ….. providing some certainty on where development is considered appropriate and where it is not.” In other words, if the Plan is agreed in the Referendum, it will afford us with the best available protection against large housing developments which we don’t want and with which our local infrastructure cannot cope, while allowing gradual small scale housing growth to continue where and when this is sensible.

We can therefore say that in all key respects the Plan has emerged very successfully from this stage of the neighbourhood planning process.

We will now work with Herefordshire Council on producing the modified version of the Plan ready for the final stage of the process - the Referendum to decide whether or not the Plan should be adopted.

This will be organised by Herefordshire Council and will take place on 12 July 2018. Everybody registered to vote in Bodenham Parish will be entitled to vote and a simple majority of votes (over 50% of those voting) in favour of Plan will be sufficient for it to come into force.This will be an important decision for the future development of the whole Parish with implications for virtually all residents, so please put “Must vote in the NDP Referendum” in your diary for 12 July!

Following the questionnaire I circulated last month, some of your responses have mentioned the role of parish councils (mostly supportive) so I thought It may be useful to explain their role in more detail. Town and parish councils were established by an Act of Parliament in 1894 and there are now some 9,000 councils in England with 80,000+ citizens serving as parish councillors. They are democratically elected (although they can be co-opted) and represent about 16 million people across the country. Your parish council will have an agreed charter or protocol setting out the various roles and responsibilities within the council and they play a vital part in representing the interests of local residents by helping to improve the quality of life and the local environment. The services delivered by parish councils are many and varied and can include planning, traffic and highways, community safety, allotments, cemeteries, playgrounds, community centres, seats and shelters, war memorials, and rights of way. As part of the localism agenda, they are now being encouraged to play an even greater role in their communities by developing their own Neighbourhood Development Plans. Parish councils are funded by way of a local precept, collected by the County Council via your council tax and you can see the amounts involved on your council tax bill. Parish councillors are not paid, but they are supported by a paid parish clerk, who will give advice and administrative support to the councillors and will take action to implement any decisions made by the council. The clerk’s role is not just secretarial as they are answerable to the parish as a whole and they are the authorised officer of the council in law. Councils can agree to delegate decisions to clerks because they are professional officers whose independence allows them to act on behalf of the council. As a District Ward Councillor, I place great value in working closely with the six parish councils within the Ward and I’m in regular contact with the parish clerks. I make every effort to attend all the regular parish council meetings and my role would be far more difficult without the clerks’ help and the support of the councillors. The diversity of parish councils is their strength and they can each make a unique contribution to the needs of their local community with a sensitivity that may be more difficult for the larger County Council to achieve. I would urge residents to attend your parish council meetings, that way you can see local democracy in action and if necessary you have the right to challenge the council’s decisions if you think they may be wrong, unfair or too costly. If you really want to make a difference, you can always put your name forward and stand for election to the parish council. Cllr Bruce Baker Hampton Ward
