Weedon is already one of the larger villages in the area and has assimilated a great deal of development in the past. Expanding its size by around a sixth is a very significant increase that would be likely to impact on social cohesion and the sense of community in the village. Sites WB9 /2 and WB 9/3 are also both isolated from this community.

Section 4 of the DNP has environmental objectives to: “prioritise the reuse of brownfield land, designate and manage local green space encouraging community participation, identify and enhance areas of wildlife interest and to define and maintain important views across the village and wider countryside”. None of these objectives would be served by building on prime agricultural land. The WB 9/3 site is in the middle of fields through which people regularly enjoy walking a route that links Lovers Lane and Tithe Lane. Both WB9/2 and Wb9/3 would ruin views across open countryside and the context in which the historic Depot buildings sit.

For all of the reasons above, I believe that the plan should be amended to remove sites WB 9/2 and WB 9/3 and revised to show only small scale developments, in keeping with the village’s rural 5

The correct name noted on all Government publications and plans is of course Ordnance Road, which is historically accurate as it forms an access to the Ordnance Depot. Use of this name throughout the plan will make it easier to understand the Neighbourhood Plan.

In our view the most appropriate road access for this draft residential allocation is the re-use of Ordnance Road west of the village, which can then form the western bypass linking into the A45.

Ordnance Road is a fully engineered access road and for 50% of its length is surfaced to national highway standards. It is the logical route from the west of the village out onto the A45 and should be reviewed as part of this plan. We note this aspect also in relation to The Weedon Depot and any future intensification of uses at that site.

Looking at this draft allocation on plan there is clearly an opportunity to use and bolster established field boundaries as defined site areas.

In this respect the defined draft allocation on page 87 appears to be imposed arbitrarily cutting across the logic of established field boundaries and giving a huge swathe of land north of Queen Street as a ‘backland’ or a zone of separation. Frankly this wastes space resulting in isolated pockets of farmland which will give rise to the usual urban edge issues of access and conflict with agricultural use and animal husbandry. In our view this aspect of detail needs to be reviewed.

P103: I have concerns about the condition of the drainage system for Billing School Place. Stated only as: ’fair and fit for purpose’. How can this be as this is a fairly new build? Surely future builders should be made to provide better quality pipes for durability and checked that they have done so?

Whilst it is acknowledged that the current intense use of this railway corridor by long-distance West Coast Mail Line services travelling at high speeds and at frequent intervals precludes the possibility of a station and stopping train service in the foreseeable future, as with the forthcoming propose A45 Daventry Link Road being a ‘once in a lifetime/generation opportunity, so too is the prospect of a new (re-opened) railway station at Weedon .

I raised this as a comment on my feedback form when I visited the Weedon Bec Neighbourhood Plan open event at the Village Hall, and also submitted it on the ‘Wish for Weedon’ tree, but note there is no mention of its future potential of revitalized rail access to Weedon anywhere in the draft plan.

Assuming – as now seems increasingly likely – the HS2 (High Speed Two) rail link from London to Birmingham goes ahead, the status and type of rail traffic on the through Weedon will change, and it could well offer opportunities for a stopping train service (eg London to Crewe services) at a new, replacement Weedon rail station.

As such - though necessarily years away - the Weedon Bec Neighbourhood Plan should be mindful of the potential for this and ensure that access from the public highway/space for a station car park and

No. Vision/Objecti ve/Policy No. Support / Object / Comment Parish Council Consideration Amendments to N Several areas of the Weedon Bec Neighbourhood Plan need to be addressed by a fundamental overhaul to the development strategy, failure to do so will undoubtedly lead to the plan being found unable to meet a number of the basic conditions at Independent Examination. 7.1.3 The Weedon Bec Neighbourhood Plan contains a number of matters which contravene the following basic conditions: (a) Having regard to national policies and advice contained in guidance issued by the Secretary of State, - Gladman contend that the strategy as proposed by the Weedon Bec Neighbourhood Plan’s vision, objectives and a number of policies, including their supporting text, seek to constrain the delivery of sustainable housing development. This is in direct conflict with the National Planning Policy Framework and policy set out in the West Northamptonshire Joint Core Strategy which embraces the presumption in favour of sustainable development. - The Weedon Bec Neighbourhood Plan fails to have any regard to the advice and guidance contained in PPG; Neighbourhood Plans, Strategic Environmental Assessment, Housing Land Availability and Open Space, and Viability. - The designation of land of New Street in Policy WB7 does not conform with national policies as it would not meet the tests outline in paragraph 77 of the NPPF.

No. Vision/Objecti ve/Policy No. Support / Object / Comment Parish Council Consideration Amendments to N (d) The making of the order contributes to the achievement of sustainable development - A number of policies throughout the Weedon Bec Neighbourhood Plan actively seek to constrain the ability for development to come forward and are used as mechanisms to prevent future sustainable development. - There is little flexibility or contingency within the plan to deliver sites, particularly where there is an automatic presumption against sites of 5+ units (outside the sites proposed allocations) and this is therefore not aligned with the aspirations of the NPPF to ‘boost significantly the supply of housing’. Therefore the Weedon Bec Neighbourhood Plan will fail to maintain the village’s vitality and will not provide housing of a scale to meet localised or district wide needs. (e) The making of the order is in general conformity with the strategic policies contained in the development plan for the area (or any part of that area) - The emerging Local Plan Part 2 for the District of Daventry is in its very early stages, following adoption of the West Northamptonshire Joint Core Strategy. This Part 2 document will set the strategic policies for the rural area of Daventry and therefore the Weedon Bec Neighbourhood Plan has no detailed strategic context upon which it can be based. Bringing forward a neighbourhood plan when the Part 2 Local Plan is in its infancy is pre-empting its outcomes, as

Therefore there is no full relevant, sound or up-to-date evidence base for (the rural areas of Daventry) which to assess the Weedon Bec Neighbourhood Plan against. (f) The making of the order does not breach, and is otherwise compatible with EU obligations - There is no detail on whether a Strategic Environmental Assessment has been undertaken for the Weedon Bec Neighbourhood Plan and it is therefore unclear whether the plan will meet all EU obligations required in order to become part of the Development Plan. 7.1.4 Gladman would like to remain involved throughout the preparation of the Weedon Bec Neighbourhood Plan and therefore request to be continue to be involved in the development of the plan and future consultations. Gladman wish to take part in the hearing session(s) of the examination of the Neighbourhood Plan. 7.1.5 Please notify us immediately of any steps taken towards a new Plan version and any further Regulation 14 or Regulation 15 submissions.
