District Profile:

The Rajanpur city is situated on the right bank of River Indus however District itself is situated on both sides of River Indus. is bounded on the North by DG Khan on the East by Muzafar Garh & Rahim Year Khan Districts lying across the River Indus on the south lies District Jaccobabad of province while on the West is the District Dera Bughti & Barkhan of province. It comprises 12,318 squares Km Area. Population density of the district is 90 persons per sq Km. Rajanpur District is sub-divided into three administrative divisions called tehsils; tehsil, and tehsil. There are 44 union councils in the district.

The flood affects district Rajanpur almost every year. It is caused by two main factors i.e. Hill torrents, riverine. However, this year monsoon season starting July 2013 with torrential rains gave rise to heavy flash floods in the affected areas of the Suleman Mountain range.

Channels (Naalas) namely, Darra Kah Sultan, Darra Chachar, Darra Potokh and Darra Surri (streams) over flooded with heavy rains also aggravated the situation in the hill torrent side of District Rajanpur.

The monsoon spell started in Southern during last week of July 2013. Above Average Heavy downpour in the last 3 days of the spell gave rise to tremendous Hill torrents in the Western Mountain Ranges. More than 150,000 cusec water is now in the area. The heavy rains and the resultant torrents played havoc in the district. Houses were demolished, possessions lost, fields inundated, link roads destroyed. Hill torrents, unleashed by heavy rains, swept through over 187,000 acres of farmland and affected over 165,000 people in Rajanpur (As per UNOCHA report).

Widespread damages have been reported in 4 UCs of Rajanpur and 10 UCs of Jampur. The hill torrent flood has affected the two (2) Tehsils of Rajanpur till now and the water is on its way to . The actual figures of losses are yet to be compiled by the Government, which can be enormously high.

The district government has declared the state of emergency in the district as per attached letter.

District government has established 32 Relief Camps in the district for the flood affectees but yet none is functional either due to lack of resources or in some cases the affected people are still strangled in their houses.

Tehsil Rajanpur

As per District government till now 4 UCs out of total 19 UCs are under water. The water is now on its way to Jahanpur. The flood level in Chak Hulwani, Chak Daat, Chak Jalapur, Chak Babul and Chak Dreshak has been recorded between 4-5 fts with varying depths. Flood water has recently reached to Chak Gabol and Jageer Gabol and submerged the crops and fields. Moreover, heavy rainfall has started again in the district which has escalated the vulnerability of the affected communities at large.

The boats of Rescue 1122, army, civil defence and police are engaged in rescuing the people from flood water and so far more than 350 persons have been evacuated and shifted to safer places in Tehsil Rajanpur but still lot more are left.

Objectives of the Assessment:

a. To assess the flood damages and the needs of the flood affected population. b. To develop a report for the humanitarian community for possible response.

Assessment Tools & Techniques:

The ongoing flood has severely affected the population of District Rajanpur, the assessment team used the following assessment tools:

Market System:

Though main markets are open and routine market operations are on, still there is significant price hike noticed as is always the case during disasters. Most of the consumables are coming from the bigger markets

Assessment Findings:

a. There was no Early warning by the Government and people were not informed of the potential floods to adopt precautionary measures or evacuate the area. b. 90 % of people are still in need of rescue to the safer areas. c. The water level in the affected area reached 3 to 5 feet. d. The flood has affected 14 Union Councils, 64 Mozas of District Rajanpur e. A total of 21428 households are affected. f. Since the people were not prepared for the flood, they could not effectively prepare and carry/store food, water, non-food items, basic medicines and fodder for livestock. g. The roads leading to the villages are either washed away/sub-merged, making people to rely on diesel run boats. h. The Government has established 32 Relief Camps in 44 Union Councils and providing shelter, water, and cooked food. i. 150,000 flood affected people need food, clean water, health service, sanitation, and NFI services. j. The government has issued an appeal to help the flood affected families.

According to the District Coordination Officer Rajanpur,

Ghazi Amman Ullaha DCO Rajanpur requested the humanitarian organizations working in the District to assist district government in taking care of the flood affected villages and families..

Immediate needs of the flood affected communities: Affected People of District Rajanpur are in a desperate need of humanitarian assistance and protection.

a. Food and dry energy food, clean water, sanitation and health services for 20,000 families. b. Temporary shelters for 10,000 families. c. NFIs for 10,000 families. d. Medicines and health treatment especially for children, and pregnant mothers. e. Resources for rescue and transportation to Government relief and health camps. f. The interventions are required in the entire WASH sector including safe drinking water, toilets and hygiene kits for 10,000 people. g. Fodder and vaccination for livestock. h. Shelter for housing livestock.

Strength:

a. PartnerAid has presence in Rajanpur District for three years. b. PartnerAid staff is well experienced to effectively respond emergency situation. c. The staff is actively supported by the PartnerAid trained Village Development Committee members. d. PartnerAid has good network with local Government line departments, local humanitarian organizations and local Community.

Recommendations:

Provision of food initially cooked food is most needed for at least two to three weeks; there is no fuel wood available for cooking purposes. The crop damages have resulted in vacuum of daily wage laborers therefore food rations would be required to support these poor communities for two to three months until the time they can resume their labor work.

Shelter need Tents, Tarpaulin Sheets to cover the assets and keep women, children, elderly and disabled from rain and sunlight as well as to give them a sense of protection. Water and sanitation is one of the major needs in both the districts, settlements and IDP Camps. Provision of pure sachet (for water purification), provision of water through trucking, repair of existing facilities and installation of new hand pumps and emergency latrines is recommended.

Health and Hygiene women and children need immediate support. The situation environment is becoming ideal for mosquitoes and flies which will aggravate the already worsening situation of malaria in whole of the country. People do need consultation, medicines, mosquito net, hygiene kits and awareness. Mobile teams and camps will serve the purpose. Pregnant and lactating women need special attention and nutrition in this regard.

Fodder for Livestock livestock will die or people will sell at very cheap rates in the absence of fodder as all the fodder resources they had are inundated in flood. Even the grass and plants alongside the roads is not available for animals to be used as fodder.

Special Needs of Vulnerable groups Women and children along with elderly and disabled people are most vulnerable at this situation. Apart from food and health needs, they need special attention to cope up with the existing situations. They are under much pressure and trauma could be seen from their faces and gestures during group discussions.
