Looking back, financial year 2009/2010 has been both an extremely exciting and fruitful one for Lions Befrienders. In retrospect, it has been a year in which we managed to achieve much in many different fronts. Importantly too, we have taken progressive steps forward in ensuring that our association remains in the forefront in staying relevant to the developments in the eldercare sector in Singapore.

Expansion Of The Befriending and Outreach Programmes We are on track in our efforts to upscale our Befriending Programme. For the first time in recent years, the number of seniors under our care had increased by a significant 25% over the last financial year. At the start of the last financial year (i.e. on 1 April 2009), we were serving 1,761 lonely seniors. By the end of the financial year (i.e. on 31 March 2010), this number had grown to 2,214. A more important statistic I would like to draw your attention to is the fact that Lions Befrienders to date, served more than 9,000 seniors under the Befriending Programme since its inception in 1995. Coupled with the more than 3,000 seniors we had reached out to under our Outreach Programme, we have essentially served more than 12,500 seniors over the last 15 years since our inception.

Lions Befrienders is one of the organisations selected by the Ministry of Community Development, Youth and Sports to operate Seniors Activity Centres which are to be opened in different housing estates within the next few years. If this materialises, it would mean that we would expand our operations of our Outreach Programme beyond our current 3 Neighbourhood Links (NLs) situated in Ang Mo Kio, Bendemeer and Mei Ling Street.

Emphasising the Importance of Befriender Recruitment and Group Befriending I sincerely hope that through the expansion of both our Befriending and Outreach Programmes, we would be able to extent our reach to more lonely seniors. To ensure this, we will continuously put in place initiatives to facilitate Befriender recruitment. During the last financial year alone, we had managed to recruit 217 new Befrienders. Furthermore, we will also be implementing group befriending so as to ensure the optimisation of our manpower resources (i.e. our pool of Befrienders).

Ngee Ann Polytechnic’s Motion Sensor System Aside from ensuring that our seniors receive psycho-emotional support through visitations carried out by our Befrienders, we also look into harnessing the use of technology in looking after our seniors. In this respect, we have been working with the School of Engineering from Ngee Ann Polytechnic in conducting a trial run of a motion sensor system developed by the latter in the homes of 2 of our seniors. Essentially, the system allows for care- giver(s) of seniors to be contacted via sms should it detect non-movement after a pre-set period of time. The trial had proven to be successful and we are in the process of sourcing for funders and a potential manufacturer. We hope that this system could benefit up to 1,000 seniors who are living alone.

Lions Befrienders Training Academy Whilst caring of our beneficiaries is no doubt important, caring for the ones who serve them (i.e. our Befrienders) is a vital aspect of our service delivery as well. In line with this philosophy, we have decided on setting up a Lions Befrienders training academy that would

 set the tune for not only an established and rigorous training structure for our Befrienders but also one which is recognised for its specialty in the provision of training in the area of befriending. We are currently working with our existing trainers in developing a comprehensive curriculum and the relevant course materials required.

Other Noteworthy Achievements Financial year 2009/2010 would be remembered for our association’s achievements in the following areas:

a) Non-Profit Organisation Award for Volunteer Management In recognition for our best practices in volunteer management, we were accorded this award by the National Volunteer & Philanthropy Centre (NVPC) during the annual National Volunteerism & Philanthropy awards ceremony held on 21 November 2009. In my opinion, this award could not have been timelier given our focus on expansion and it will certainly be a tremendous boost to us in meeting the challenges we face ahead.

b) Extensive Media Coverage & Capital 95.8FM’s Adoption We had also enjoyed extensive media coverage is various mainstream media (i.e. newspapers, radio, television, magazines, etc.) during the last financial year. I am happy to that in the process, our achievements, initiatives, events, Befrienders and Befriendees were featured. This was in part contributed by the adoption of Capital 95.8FM of Lions Befrienders whom promoted us through their fund raising events and daily complimentary publicity air-time slots.

c) 80th Singapore Gold Cup and Launch of GIRO Programme I am thankful that Lions Befrienders had been selected as one of the 21 beneficiaries of the 2009 Singapore Gold Cup / Singapore Turf Club Charity Raceday held on 8 November 2009. We received a $50,000 donation through this charity event. In addition, we had the privilege of getting Minister Lim Boon Heng launch our association’s GIRO programme during our annual Awards and Appreciation Presentation on 24 October 2009. Through this programme, we hope to provide a more convenient way for potential and existing donors to make regular monthly donations to Lions Befrienders directly.

Conclusion A new dawn awaits us. With all the developments and achievements that I have highlighted above, I believe that Lions Befrienders is ready to take the next step forward in establishing itself as a leading direct services provider in the social services sector. There will certainly be daunting challenges ahead but I have the utmost confidence in my Management Team that they will be up to the task.

In closing, I would like to say a big thank you to all Befrienders, volunteers, Lions Clubs, donors, sponsors and networking partners for their continued support. Without them, Lions Befrienders would not be what it is today.

  Communications and Partnerships

Extensive Media Coverage Lions Befrienders received extensive media coverage in various mainstream English and Chinese media including television, radio and newspapers. The publicity generated has helped raise the profile of Lions Befrienders as an organisation that reaches out to lonely seniors. We had particularly received wide media coverage on the successful trial of the motion sensor system developed by Ngee Ann Polytechnic that was installed in 2 of our seniors’ homes, our achievement in being accorded the 2009 Non-Profit Organisation Award for Volunteer Management, our efforts in deterring con-artists masquerading as volunteers to cheat seniors of their money, the good work carried out by our dedicated volunteers and how our seniors have benefited from our programmes.

The extensive media coverage we received and generated was also due in part, to the adoption of Mediacorp’s Capital 95.8FM.

Adoption By Capital 95.8FM Lions Befrienders were adopted by Mediacorp’s Capital 95.8FM for the entire duration of financial year 2009/2010. During this period, the station had carried out various fund raising activities for Lions Befrienders. The most significant of these activities was the rice donation drive named ‘Share a Taste of Kindness’ held in September 2009. This initiative helped raise a total of about 94,000kg of Songhe brand rice, which was shared equally between Lions Befrienders and the Chinese Development Assistance Council.

Capital 95.8FM also helped promote our association by broadcasting daily 1 minute infomercials about Lions Befrienders. This was provided on a complimentary basis and has helped our Befriender recruitment efforts immensely given the many calls from the public expressing their desire to volunteer with Lions Befrienders. In addition, Capital 95.8FM helped promote our flag day and provided 2 bilingual emcees for our association’s Befriending Walk event.

 Public Education and Outreach Lions Befrienders reached out to the community by participating in the Young Changemakers Conference organised by the National Youth Council in July 2009 and the Project SPHERE dialogue organised by the Housing & Development Board in August 2009. These events provided us with a platform to conduct educational talks to youths from many different schools about the programmes run by Lions Befrienders as well as explore possible collaborative projects with student leaders from these schools.

In addition to conducting educational talks, we reached out to the public to further promote our cause at community fairs / road shows (e.g. Care Fair 2009 organised by Northeast CDC), public events (e.g. Active Ageing Festival organised by Council for Third Age) and events organised by educational institutions (e.g. YOUth Got Heart organised by Raffles Institution (Junior College)).

  Befriending Programme

HIGHLIGHTS Financial Year (FY) 2009/2010 was a significant year for the Befriending Programme. We were tasked by Ministry of Community Development, Youth and Sports (MCYS) to upscale our Befriending outreach to 7,800 lonely seniors within the next 5 years. Preliminary results of MCYS Social Isolation Survey 2009 indicated that there are projected 31,000 socially isolated at-risk seniors in our community. Of these, over 7,800 seniors live alone. They have no or limited family support and are highly dependent on others due to mobility, financial and other reasons. The grim numbers are slatted to grow to 42,000 by 2015.

ACHIEVEMENTS 1. Growth in the Number of Befriendees We had an unprecedented expansion in the number of Befriendees in FY 2009. There was a record increase of 696 Befriendees recruited in FY 2009, 125% higher than 309 Befriendees recruited in FY 2008.

The number of Befriendees at the end of FY 2009 also saw an exponential leap over the 5 years, as shown in the Chart 1 below. The 5-year comparison showed that there was an increase of 20% from 1834 to 2214 Befriendees. There were 26% more Befriendees (2,214) receiving Befriending service as at 31 March 2010, as compared to 1,761 Befriendees at the end of FY 2008.

2. Sustained High Satisfaction Rate from Our Befriendees The desired outcome of our Befriending Programme continued to remain high at over 90%, surpassing our target of 70%. The outcome is that our Befriendees would feel less isolated and more supported to age in place through improved social well-being and increased ability to cope with activities of daily activities and needs.

 Table below indicated that we have consistently exceeded our 2 key performance indicators for the past 3 FYs, measured through the Client Satisfaction Questionnaire.

3. Sustained Number of Group Activities Besides the weekly home visits of Befriendees, we also coordinated sponsored social activities. In the FY, the number of social activities coordinated remained high at close to 2,000. Such activities comprised outings, interactive activities, meal services, hongbao/ration distribution as well as group visits. These activities relieved the social isolation of our Befriendees. Annex 1 shows the list of networking partners, sponsors and donors.

4. Increase in Total Number of Contacts Made The contacts made with our Befriendees besides weekly home visits, included social activities and community-based support services rendered to them. In the FY, there were a total of 140,281 contacts, 14,390 (11.4%) more than FY 2008.

FY 2009 was a challenging but fruitful year for the Befriending Programme as we yielded positive expansion in the above four highlighted achievements. To continue meeting our progressively higher targets, we need to re-strategise our collaborative efforts with key networking partners and other platforms to intensify our outreach efforts islandwide over the next 5-year period.

HIGHLIGHTS AND STATISTICS Our Outreach Programme through our three Neighbourhood Links (NLs) complements our Befriending Programme to help our seniors to age in place actively with the support of our network stakeholders, volunteers, sponsors and donors.

OUR CORE SERVICES IN NEIGHBOURHOOD LINKS Social Integration • Seniors participate in a wide array of socio-recreational and enrichment activities to stay active. • Inter-generational bonding opportunities are also achieved through activities organised by educational institutes. Information and Referral Services Seniors get updated with latest news and they are referred to appropriate service providers when needed. Manage Alert Alarm System (AAS) Seniors get help expeditiously during emergency when they activate the AAS through pull-chord devices installed in their homes. Volunteer Recruitment and Training Volunteers are recruited and equipped with skills to help out in Programmes.

Vibrancy in our 3 NLs was evident in the total participation rate in activities and courses held. This also shows our success in catering to the varying interests of our members. Moving forward, our Government has adopted a holistic approach to enhance greater social integration to meet the challenges in our greying population. Besides upscaling Befriending service to more seniors, our Government will set up more Seniors Activity Centres (SACs) islandwide to better serve the seniors living in HDB rented flats. Three more SACs have also been offered to us over the next three years. Another strategy is to convert our existing NLs to SACs. The conversion serves to focus the service to a smaller cluster of seniors in rented blocks.

10 Volunteer Programme

Befrienders (Volunteers) are one of our core stakeholders in helping to meet the needs of our Befriendees. They are constantly recruited, motivated and developed to maximise their potential.

When What Activities Highlights of Befrienders’ Benefits

4 April 2009 Healthy Cooking Class • Organised by our Befriender Welfare Sub-committee for our 24 Attendees Befrienders. • It was a bonding session for Befrienders in learning health tips and cooking skills.

26 June 2009 Healthy Cooking Class • Due to overwhelming interests, a 2nd cooking class was 18 Attendees organised.

13 & 28 June 2009 Befrienders’ Get-Together • Bonding sessions between Befriender Executives and their 129 Attendees Befrienders strengthened rapport through social activities. • Sharing sessions through focus-group discussions also enriched their Befriending knowledge.

25 July 2009 Management-Befrienders • Management shared with Befrienders about our Befriending Get-Together Programme achievements, future developments and how 182 Attendees they could contribute. • Befrienders were also certified as Road Safety Ambassadors for our Befriendees, after participating in a road safety talk by Singapore Traffic Police.

September & Basic Conversational Malay Classes • 8 Malay conversational classes were conducted to improve October 2009 31 Attendees their interaction with Malay-speaking Befriendees.

Appreciation & • A total of 107 Volunteers were awarded during the annual 24 October 2009 Awards Presentation 2009 event organised specially for them.

Volunteer Polo T-shirts Befrienders’ feedback to have Volunteer T-shirts that would boost their volunteer identity and image were heard. They were rewarded with our Volunteer Polo T-shirts during the FY.

Focus Group Sessions On 18 and 19 December 2009, 56 Befrienders had opportunities to share their views with NCSS on their motivations in serving seniors, seniors’ needs and volunteer-related benefits.

2009 Non-Profit Organisation Award for Volunteer Management A distinctive achievement and highlight during FY2009/2010 was winning the 2009 Non-Profit Organisation Award for Volunteer Management. This award was accorded to us by the National Volunteer & Philanthropy Centre (NVPC) and it recognises our best practices in the management of volunteers.

Amongst the best volunteer management practices NVPC identified we had adopted include: • Commitment to volunteer management in terms of the level of staff involvement. Lions Befrienders has as many as 18 staff, aided by a group of appointed volunteer leaders, co- ordinate the work performed by volunteers • Established volunteer management policies, i.e. employment of a full-time Volunteer Co- ordinator, having a volunteer manual in place and the adoption of structured practices in recruitment, training and performance review methods • Commitment towards the implementation of volunteer management practices. This include a multi-channel approach towards volunteer recruitment, provision of relevant training and volunteers recognition methods • Established channels of communication for volunteers. This refers to the various platforms and tools open to volunteers for purposes of communicating with Lions Befrienders management and staff

Roll of Honour The continuation of providing services and caring of the lonely seniors require collaboration effort and support from the community and corporations altogether. We are indeed honoured to acknowledge our major donors this fiscal year.

We thank Singapore Tote Board for continuing supporting our outreach programme by donating $190,559.00 to our various appeals. For the first time, we benefitted $50,000 donation from Singapore Gold Cup presented by Singapore Turf Club. Our appreciation also goes to renowned fashion designer Mr Ashley Isham and Upfront Models Pte Ltd for raising a total of $12,520 through silent auction project held at Mandarin Galley last December.

In FY 2009/10, Fundraising Department/Committee raised more than $580,000 through projects and outright donation.

LB Flag Day Lions Befrienders Flag Day was held on 14 November 2009 led by an organsing committee headed by Lion Chia Lai Soon. About 1,300 volunteers, students, Lions Clubs members and staff members helped out in the project. A total of $122,774.59 was raised.

12 13 Befriending Walk 2009 The 3rd Befriending Walk took place on 3rd September 2009 at Pond. The event saw about 1,100 people joining the walk with the seniors and enjoying harmonious sing-along session. The organising committee led by Lion Chua King Wah helped raised $160,041.99 for our outreach programme.
