TRC HUMANITARIAN AID OPERATION

Period Covered: December 2017- February 2018 1. GENERAL SITUATION

Typhoon Tembin (Vinta) entered Philippine Area of Responsibility (PAR) on December 20, 2017. It has intensified into Severe Tropical Storm and made landfall in Cateel, Davao Oriental. The typhoon has weakened into Tropical Storm as it moved towards Davao Region, weakened into Tropical Depression in the areas of Zamboanga Del Sur exiting the landmass of Zamboanga Peninsula at 11 in the morning of December 22, 2017. Then re-intensified into Tropical Storm over Sea and made its 2nd landfall in Balabac, Palawan on December 23, 2017. Vinta intensified into Typhoon as it exits PAR on December 24, 2017. Situational reports from NDRRMC reflects a total estimated affected population of 151,713 families / 717,043 individuals in 1,114 barangays under MIMAROPA, Regions 7, 9, 10, 11, 12, ARMM and CARAGA. Of which, a total of 22,972 families / 112,553 individuals being served inside 204 evacuation centers and 5,303 families / 26,192 individuals outside evacuation centers. A total of 164 persons were reported dead and 176 individuals missing. A total of seventy-nine (79) areas in the affected regions were reported flooded. As of date, province of Lanao Del Norte, Municipality of Tambulig, Zamboanga Del Sur and municipalities of Zamboang Del Norte such as Labason and Zalug have already declared themselves under State of Calamity.

The typhoon has caused damages to shelters, structures like water dam and bridges, livelihoods and infrastructures. The typhoon cancelled domestic flights, and interrupted water supply, power supply, and communication lines.

Rapid Assessment and Detailed Assessment teams have since been deployed to the affected chapters. Preliminary reported recommendations were also taken into account for the creation of this Plan of Action and Appeal.

PRC launched its Response Plan and continues its service delivery in the affected province thru relief operations in support of the Turkish Red Crescent Societies, targeting to support at least 4,600 families with Food Items.

2. TURKISH RED CRESCENT ACTIVITIES After the events occurred, January 6, Turkish Red Crescent appointed two personnels for an emergency situation at Philippines. On 17.01.2018, Turkish Red Crescent have been distributed food parcels to 4,600 families (25,000 people) in Bukindon (Kitao-Kitao, San Fernando) and Lanao Del Sur (Madalum, ) with the Philippine Red Cross. In addition, the health issues and social activities of refugees’ camps who migrated to the city of Iligan from the region were observed by these personnels.

3. ASSISTANCE OF MAYON VOLCANO EXPLOSION

Between January 22 and 29, 2018, explosion of the Mayon Volcano in the Colonel of the Philippines happened, so 6,491 families (24,963 people) have taken shelter in schools around the country. Thus, it is difficult for children to continue their education and they are left behind in the curriculum according to their peers. The Mayon Volcano has been evacuated around 8- 9 km due to the gas injection which threatens the settlement around the occasional explosion, and the number of families who are displaced by the explosion reaching the 4th level is increasing day by day. In this context, due to provide the needs of children’s education who were moving away from the settlements, TRC has sent five 56m² inflatable tents to the region in bilateral relation with Turkish Airlines on 27.02.2018.
