14. In the downtown Lima, damages caused by the earthquake have been reported in approximately 300 houses and buildings, although most of them are not in immediate danger of collapse.

15. Government will use 23 million soles (US$ 7.28 million) to buy food for population affected by the earthquake, declared Prime Minister on August 26th. He said that United Nations’ World Food Program would be in charge of buying and dispatching the food.

The UN Response

19. The Flash Appeal request will be launched tomorrow, August 28th. UN agencies started to work in initiatives approved in the CERF.

20. An interagency team was deployed to the affected areas. The report of the interagency team activities on August 27th shows as follows:

UN inter-agency missions assessed the situation in Ica and Pisco. During the weekend a FAO visited the Yauyos province and the fishing area of Pisco to evaluate damages and needs in the agricultural, cattle and fishing sector. This mission was integrated by a delegation of the Ministry of Agriculture, the Regional Government of Lima, local and national media and FAO staff.

The total number of UN staff on the field is 29, belonging to the following organizations: PAHO/WHO, UNDSS, UNDP, UNICEF, WFP, USAR, UNDAC, OCHA and FAO. In the Pisco area 7 agencies have deployed staff members, while in Ica there is presence of 2 agencies.

Water and Sanitation In Ica, the WFP field missions have noticed no diseases as a result of the earthquake, even though the population uses masks as a prevention measure. Hospitals are working normally. Currently, water is stored in pots wich may result in health problems. In remote areas lack of water has been reported. In Pisco, field missions report a very good coordination in the health sector, with frequent coordination meetings of Minister of Health, UNDAC, the Red Cross and other NGOs. Seeral mobile hospitals have been set up in Pisco and the Minister of Health is carrying out a vaccination campaign in shelters (tetanus, influenza, hepatitis). There is scarcity of breathing masks although so far respiratory diseases have not been reported. Water distribution is still not optimal and it is mostly in bottles. With respect to the sanitation situation, latrines are lacking in rural areas and partially in urban areas too. Solid waste, debris and dust is causing environmental problems as well.

Food In Ica, as in previous days coordination related to food delivery is taking the form of potlucks, though the quantity is still not enough to cover all needs.

In Pisco, the UNDP mission has noticed a need for more food aid, even though shelters are well supplied. The community centres to provide meals are also being used and organized by dwellers, district authorities and private companies.

Infrastructure In Pisco, insufficiency of tents has been reported. There are informal shelters not coordinated with INDECI and UNDAC is trying to map these informal shelters with GPS. The FAO mission in the fishing area of Pisco reported that Lagunillas is the most affected village with 20% of its boats destroyed and 40% needing repair. In this place, the tsunami dragged boats 3 kms inland. However, during this week it is expected that 40% of the fishing boats will return to work in spite of post-traumatic stress among fishers.

Coordination In Ica, WFP team remarks the good organization and efforts of PRONAA in assisting 160 community dinning centers, which together with food provided by WFP and other institutions are effectively improving the quality of meals provided. In Pisco, local authorities have requested to the UN its support to local governments’ coordination. The UNDAC team reports the work of the OSOCC, permanently staffed and in permanent coordination with INDECI and NGOs working in the area.

Remarks In Pisco, reported needs are food, tents, training in water handling, solid waste management, psychological assistance and better distribution of aid. UNDSS and UNDAC teams have noticed the need of more logistic support in storage and transport of aid, more information on shelters and better coordination among sectors. No security issues are reported.

21. The WFP have distributed so far 1,220 tons in Pisco, Ica, Chincha and Cañete. The amount is enough to feed 160,000 affected people for 12 days. From this total tonnage, 10tons arrived from the WFP sub-regional emergency hub in Ecuador, 392 tons were loaned from WFP stocks in the country, and 818 tons were purchased on behalf of the Government of Peru. In support of this emergency, WFP has terminated a procurement process on behalf of the Government of Peru for 3,470 tons of food, and aid is being distributed by WFP government counterpart PRONAA.

22. To complement the Government's emergency response efforts, WFP Peru is now seeking for additional international support to assist 80,000 people over a nine month period through a wider scale Emergency Operation (EMOP), to provide assistance to the affected communities in rebuilding and repairing houses, irrigation and other essential community and agricultural infrastructure. The EMOP will prioritize rural areas, giving special attention to children below the age of 3, pre-school and primary school children, as well as affected families through initial general food distributions and Food for Work activities. US$6.1 million will be required for this EMOP, and while about US$2 million will come from the UN Central Emergency Response Fund, and US$500,000 from ECHO contributions, WFP will be relying on donors for the remainder. WFP is also assisting people in the highlands where crops have been damaged by frost an hailstones. In the departments of and Huancavelica, WFP will especially focus on food distributions to those who have been affected by both, frosts and the earthquake, in remote areas. WFP plans to start food distributions through several NGO, such as Care and Samaritan’s Purse, and other UN agencies, such as FAO in rural areas and IOM in refugee camps, and other partners are being considered.

International response

23. The Government of Germany granted more than 2 million euros for restoration of water supply systems in quake-affected areas in the South of Peru. This assistance will help affected people finding water supplies. The fund is devoted to the earthquake-ravaged areas, in particular to promote projects on restoring water supply and sewage system in Pisco and other affected areas.

24. The Government of Uruguay will donate a water-treatment plant and 5 technicians who are going to install and operate this equipment.

25. The Government of Venezuela will donate humanitarian aid, which includes: food, drinkable water, medicines, blankets, tents and equipments for debris removal.

26. The Government of Canada will donate US$ 2 millions as emergency aid to Peru.

27. CARE is targeting its relief efforts outside of the city of Pisco in smaller, more remote communities in the following provinces: Cañete: districts of San Luis, Imperial, Cerro Azul, Lúcumo, Coayllo; Chincha: districts of Chincha Baja, Tambo de Mora, El Carmen; Huancavelica: districts of Huayacundo, Huaytará, Ayavi, Santa Rosa del Tambo, Santo Domingo de Capillasom the province of Huaytará and districts of Ticrapo, Mollepampa, Cocas, Castrovirreyna, Huamatambo, Aurahua, Chupemarca, Arma and San Juan in Castrovirreyna.
