He wrote that a "new newspaper, to be called, 'The Swarthmorean' will make its appearance this week under the able management and guidance of Robert E. Sharples, a Swarthmore graduate and resident of the borough, who founded and for several years has successfully managed the 'Delaware County Outlook'". "Many Engagements Are Announced. While some residents fear that its proximity to the Borough may be detrimental to home properites [sic], aviation experts declare that within ten years an airport will be as much of an advantage to a town as a railroad station, and many high officials of the Springfield Airport would probably come to Swarthmore to live." After describing the various courses, one of which was a "pineapple and cheese salad" for which Mrs. Arthur Robinson's recipe was featured, the article went on to describe a "nation wide movement" designed "to determine the best methods to improve conditions and solve household problems." An "extensive survey" had been circulated "to thousands of club women of Philadelphia" toward that purpose. "Calling attention [sic] the inefficiency of employees in the home, Miss [Grace] Godfrey [director of Home Economics at Drexel Institute] said that this is due to the fact that household work entails a social handicap as to hours of work, wage are unstable, and the type of work is unsocial." 2 The third, fourth, and fifth lines were out of sequence in the newspaper column. This question is difficult to answer because it is not easy to prove one way or the other since unethical conduct is usually hidden. However, in major business enterprises there are few open advocates for unethical dealing because it adversely affects the business's reputation, weakens employee morale and can create large potential risks for the business if the activity is not only unethical but illegal. There have been many examples in the press where unethical conduct has been extremely costly to countries, companies and many individuals. Recent events in the U.S. relating to Enron and World Com are examples where the real financial condition of the business was not apparent to investors because of lack of transparency and questionable accounting practices which resulted in overstating earnings. This situation with Enron in the U.S. arose recently after development of new trading markets with high risks. Significant speculation in a more competitive stock market with vanishing margins in some companies pushed business executives into unrealistic and dishonest accounting to maintain earnings, which, when discovered, provoked a steep downturn in the market for its stock and substantial losses for shareholders, including numerous pension funds.

In the first place they far outnumber all other persons who come under the consideration of the penologist. The census of 1910 shows that about 92 per cent of all sentenced prisoners were misdemeanant prisoners committed to county jails, workhouses, and houses of correction. This makes no account of prisoners awaiting trial. The United States Census Bureau did not deem it necessary to enumerate this important class of prisoners. In the second place, the two classes of prisoners considered by this Committee presumably include those who are most reformable, because it includes those who are imprisoned for the first time. -^ We believe that to its most earnest society ought expend J efforts in behalf of those who are not yet hardened in crime. / Everyone recognizes the difficulty of reclaiming those who have become fixed in criminal habits. NOTES AND ABSTRACTS COURTs-LAWS Summary of the Activities of the New York State Legislation, Session of 1921-Re: Prisons, Prisoners, Courts, Etc.-During the 1921 session of the New York State Legislature the attention of the legislators was directed principally to the Governor's programme involving the re-organization and elimination of State Departments and Commissions. Little hope was entertained by those interested in the administration of prisons and court procedure for the enactment of progressive legislation. However, quite unexpectedly some definite progress resulted, the most striking example of which is the establishment of a separate institution for the care of feeble-minded male delinquents. It was con- tinually necessary to combat reactionary and severe legislation which was intro- duced to cope with the so-called crime wave. The following bills became law: Chapter 101 makes it a felony for a man to'abandon his wife while she is pregnant and in destitute circumstances.
