The pertinent point for me is in the definition of this phase of the consultation. This is the final opportunity for you to have your say on the legal compliance and soundness of the Local Plan before it is submitted to the Government for examination by an independent Planning Inspector. I don’t feel that I am competent to make comment on those grounds.

DRAFT LP HOUSING – comment provided by Cllr Dilliway 20.04.2021

An agenda of national overall housing need, when translated into the Draft Local Plan, must take account of a situation more peculiar to the present-day growth of this Borough. Having origins in the Government’s New Towns Act of 1949, designed to accommodate post-War London overspill, Bracknell, one of a ring of new towns around the Capital, now contends with a new form of development pressure based on a policy which requires the Borough to provide a share of calculated national shortage.

If projected local household growth is to be accurately assessed, it should include the new family demographics moving into differing Town and, especially, Northern Parish environments. Priority given to affordable housing need, as expressed in the Executive Summary, suggests a figure for the affordable category in the Northern Parishes which could be difficult to achieve.

Calculated Borough household growth must include the new family demographics moving into the Northern Parishes, particularly Binfield. Local need in these situations may ironically preclude the likelihood that young people from these households would in future be able to afford the average price of property in the area in which they had been raised, weakening the business case for developers to build for this category because land values and subsequent property prices have steadily become divorced from a lower range affordability. Affordable housing need assessment, as reported in the BFC Draft Local Plan summary, refers to the NPPF 2019 March 2019 inclusion of new home ownership products, such as Help-to-Buy. This Government scheme has been in place in Warfield with only limited success within Berkeley’s Woodhurst Park development.

Analysis of Rented Affordable Housing and Affordable Ownership combined shows annual figures for Northern Parishes which conflict with evidence of planned or already provided affordable homes in Binfield. It is a stretch to consider, for instance, that private sector rented accommodation currently exists in the parish to a degree which supports the Local Plan’s Northern Parishes figure of a further 77 required annually towards 2036.

There could be a route to meeting figures more closely representing the part Binfield may play in Borough calculations of future needed affordable accommodation. The June 2020 Local Government Boundary Commission for survey indicates ward changes creating a new Binfield South & Jennett’s Park Ward. Proposed development at Amen Corner South could provide a planning opportunity to satisfy a need for Affordable Housing, given that the price and character of such design might sit more comfortably juxtaposed to the established Town environment of Jennett’s Park.

Continuing housing development pressure on the landscape character and established historic village environment of Binfield threatens to eventually do avoidable and unnecessary harm when more appropriate and sustainable opportunities for built form exist elsewhere. In using the Government’s recently reformed Standard Method of approach to calculating housing need, claimed to be “simpler, quicker and more transparent”, care must be taken to heed the Iceni survey advice that doing so “has removed much of the scope for professional judgement or debate”. Blindly accepting the figure of 615 minimum local housing need per annum in Bracknell Forest might be considered as running counter to evidence of growth of need in the ageing population category. Care must be taken to utilise existing built form, not only in the Town Centre regeneration scheme, but in parishes where accommodation suitable for the elderly category is being granted planning for luxury private development. Binfield House can be viewed as an example of missed opportunity in this context.

A summary of Bracknell Forest Draft Local Plan should include the comment that this opportunity to plan Bracknell Borough’s future should not be wasted on the altar of national need formulae.

Agenda Item 6.3 – Proactive Planning – Street Naming

1. Background As the Committee will be aware Binfield Parish Council maintains a “Names Bank” which is shared regularly with and used for naming streets in new developments.

An early and informal request has been received from Keir Price of Burrington Estates who is involved in one of the developments along Tilehurst Lane, with 53 homes. Three street names have been requested.

The Names Bank has not been reviewed since Summer 2019 and some of the detail below will be out of date. Amendments or comments which refer to old information are shown in red.

2. Names Bank

In brief we have 7 names that are in the Names Bank and have full descriptions. We can potentially increase by 16 if we provide descriptions for the names, where missing, to Rose Petersen at BFC. There are also an additional 16 names that BPC have on a list but is not on the BFC list. Back in 2019 the list was shared with Cllr Terry Dilliway and RP At BFC to try and resolve the differences.

BERESFORD, Major The Lord Patrick Tristram de la Poer Beresford (1934-2020). Internationally famous polo player and pony breeder, Lord Patrick, second son of the 7th Marquis of Waterford, was a one-time admirer and companion to Princess Margaret. Following a distinguished military career as an officer in the Royal Horse Guards and Special Air Service, Patrick Beresford settled in his Wicks Green, Binfield, home and was for years a popular and respected parishioner. Return to list. GOUGH, William, born Holborn, London in 1796. The Gough family pioneered, and for 200 years were involved in, wheeled public transport in East Berkshire, Binfield becoming an important stage along bus and coach routes between Reading and London. The family retired to . Gough was already on list but description awaited; cannot have Gough on twice. HINMAN, James Henry. After Army service in the WWI Great War, James Hinman founded the early motor repairs garage and motor coach service in , Binfield in 1921 at the junction of London Road and Beehive Lane. The family business served the parish for more than 50 years. New, agree if to add.

3 Next Steps

3.1 Remaining descriptions – There are 16 names pending on the BFC list but which require descriptions – these are detailed in 2.2; There is one name on the BPC list without a description, DUNCAN, detailed in section 2.5. What support is required for Cllr Dilliway to be able to provide these descriptions? If descriptions cannot be sourced can the ones without descriptions be removed.

3.2 Determine which Gough? – Gough cannot appear on the list twice for both William and Henry so a selection must be made.

3.3 Accept Hinman onto list – is this an acceptable addition?
