1. INTRODUCTION & SCOPE OF STATEMENT

1.1 This Transport Statement (TS) has been prepared on behalf of Brookmans Park Golf Club Limited to consider the highways and transport implications of a proposed residential development for 14 residential dwellings under Use Class C3 on land located to the west of Golf Club Road, Brookmans Park from where access is proposed. The location of the site in the context of the surrounding highway and transport networks is indicated in Figure 1.

1.2 The scope of the TS was agreed with County Council Highways Department on 4th August 2014.

1.3 Section 2 of the assessment provides a review of the proposals in the context of national and local planning policy. A review of the site's access to key services and baseline highway conditions is provided within Section 3 with details of the development scheme and the proposed access arrangements provided within Section 4.

1.4 A critical analysis of development-related total travel demand, an estimate of the likely modal share characteristics and multi-modal trip generation are presented within Section 5 in addition to an assessment of the impact of the development on the local transport network. Finally, the assessment is summarised and concluded within Section 6.

2. POLICY CONTEXT

2.1 An important consideration of the promotion of the proposed development is to highlight the guidance given with respect to transport policies at both National and Local Government level. In overall terms, planning policy seeks to achieve a balance by integrating land use and transport policy to create more sustainable development by appropriate location and design.

National Planning Policy Framework

2.2 The National Planning Policy Framework (NPPF) was published in March 2012. Within the core planning principles as highlighted in para. 17 of the NPPF it states that planning should "...actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable..."

2.3 With respect to promoting sustainable transport, para. 29 states that "The transport system should be balanced in favour of sustainable modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas."

2.4 Section 4 of the NPPF continues on the theme of promoting sustainable transport. Para. 32 of the NPPF requires developments that generate significant amounts of movement to be supported by a Transport Statement of Transport Assessment. Within such documentation there is a requirement to ensure that:

• opportunities for sustainable transport modes have been taken up;

• safe and suitable access to the site can be achieved for all people; and

• cost effective improvements can be made, if required, to the limit the significant impacts of development.

2.5 Para. 32 goes on to state that "...development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe."

Welwyn Hatfield District Plan

2.6 The Welwyn Hatfield District Plan was adopted by Welwyn Hatfield Borough Council in April 2005. The majority of the policies were saved in April 2008. The emerging Local Plan will gradually replace the District Plan saved polices. Those which are relevant saved policies are detailed below:

2.7 Policy M1 deals with integrating transport and land use. It is stated that the 'key to attaining a more sustainable pattern of movement lies in changing attitudes towards the car and to lessening dependency upon it especially for short journeys'.

2.8 Policy M14 details the guidance on parking standards for new developments. The policy states that the Council will require parking provision for new development to be made in accordance with the standards set out in the Council’s supplementary planning guidance on parking. These standards represent the maximum allowable provision.

Welwyn Hatfield Borough Council Pre-Application Consultation

2.9 In January 2014, Welwyn Hatfield Borough Council provided informal pre-application advice with respect to the site and providing new housing in the Green Belt. This advice included limited comments from the Highway Authority but did make reference to a planning permission for a new dwelling to the rear of 101 Brookmans Avenue, with vehicular access from Golf Club Road, which was granted subject to "sufficient visibility being achieved".

2.10 With regards to the proposed development of the site, the advice went on to say that "it would not be unreasonable to consider the potential impact on users of the public rights of way if a further 14 dwellings use this access to reach the public highway and the likely impact on the safety of pedestrians. It also appears that the access narrows as it reached the junction of Brookmans Avenue and Georges Wood Road and that this access has no lighting."

3. SITE ACCESSIBILITY & BASELINE HIGHWAY CONDITIONS

The Site

3.1 The site is bounded by the rear gardens of surrounding residential properties served from Brookmans Avenue to the south, Brookmans Park Golf Course to the west and north and Golf Club Road to the east.

3.2 Golf Club Road provides access to Brookmans Park Golf Club and the six residential dwellings located in Ash Close at its northern extent. It is also used as a pedestrian access for pupils of Chancellor's School, via the gate at the south-western corner of the playing fields.

3.3 Figure 2 details the location of the site in a local context.

3.4 A key element of planning at national and local level is to ensure that residential development is accessible by public transport, walking and cycling to a range of facilities including jobs, shopping, leisure facilities and community services. Table 3.1 and Figure 3 summarise the wide range of facilities that are within a 2km walk catchment of the site.

Access by Foot & Cycle

3.5 In respect of walking and cycling, both national and local planning policy advocate that these modes of travel are the key modes for all local trips which have the potential to substitute short car trips - particularly those trips that are shorter than 5km.

3.6 Figure 4 indicates the potential walk and cycle catchment areas of the site based on a measured 2km walk distance and 5km cycle distance from the centre of the proposed development.

3.7 As shown in Figure 4, the entirety of Brookmans Park is within reasonable walking distance of the site, including the railway station, village centre and both primary and secondary schools. and are accessible by bicycle from the site.

3.8 Within the vicinity of the site, carriageway widths are wide enough to accommodate both cyclists and vehicles and visibility is generally of a good level, aiding inter-visibility between cyclists and vehicles.

Public Transport

3.9 Brookmans Park railway station is located approximately 1.4km west of the site and is managed by Thameslink and Great Northern.

3.10 The station provides regular services to key local and regional destinations. Table 3.2 shows some destinations, with journey duration and frequencies.

Baseline Road Conditions

3.11 In the vicinity of the site, Brookmans Park is a predominately residential area, characterised by a number of nearby roads operating as shared surface streets, whereby pedestrians and vehicles share the carriageway, as is the case for Golf Club Road.

3.12 Golf Club Road is a private road owned by Hertfordshire County Council, running northwards from the staggered crossroads with Brookmans Avenue / George's Wood Road / Mymms Drive. Golf Club Road measures approximately 4.1m in width at its narrowest point on approach to its junction with Brookmans Avenue and operates as a shared surface street.

3.13 At present, Golf Club Road serves Brookmans Park Golf Club and the six residential dwellings located in Ash Close, which have full and unrestricted access. Golf Club Road is subject to an informal speed limit of 10mph and is also utilised by pupils who walk to Chancellor's School via a gated pedestrian access to the school playing fields, at which point the junction of Golf Club Road and Brookmans Avenue is visible. There is no vehicular access to the school from Golf Club Road, which is designated as Public Footpath 68.

3.14 It is understood that when Chancellor's School was being developed, Brookmans Park Golf Club and other adjoining landowners entered into a Deed with the County Council, who agreed to maintain in perpetuity, the whole of Golf Club Road to a width of not less than the existing width and to a standard that is reasonably fit for the passage of motor vehicles and pedestrians for purposes other than industrial uses.

3.15 Brookmans Avenue forms the western arm of the staggered priority junction with Golf Club Road / George's Wood Road / Mymms Drive. The road leads towards the village centre at Bradmore Green and Brookmans Park railway station. The road is characterised as primarily residential uses and has a footway along its northern side to varying width, separated from the carriageway by a narrow grass verge. The speed limit of Brookmans Avenue is 30mph.

3.16 Georges Wood Road forms the eastern arm of the priority staggered crossroads and is also characterised as primarily residential and the absence of a footway on either side of the road means that pedestrians share the road space with vehicles with road hump traffic calming measures enforcing a speed limit of 20mph. To the east, George's Wood Road joins with A1000 Great North Road, which provides access to the wider highway network including the M25 and the M1.

3.17 There are other roads in the vicinity of Golf Club Road which provide shared surface streets for pedestrians and other road users and are subject to a 30mph speed limit including Mymms Drive, which forms the southern arm of the priority staggered crossroads, and Calder Avenue, a residential cul-de-sac that takes access from Mymms Drive.

Baseline Traffic Surveys

3.18 In order to assess current traffic conditions along Golf Club Road in the vicinity of the site, an Automatic Traffic Counter (ATC) was installed over the period of Monday 8th September to Sunday 14th September 2014 inclusive. The full results of the ATC survey are attached as Appendix 1 to the TS.

3.19 From the results of the ATC survey, the average speeds in a northbound and southbound direction past the site were 25.4mph (40.64 kph) and 27.1mph (43.36kph) respectively.

3.20 On Tuesday 9th September, a multimodal traffic survey was undertaken on Golf Club Road in order to obtain a profile of movements over a period between 0700 and 1400. The peak period for both pedestrians and vehicles was between 0800 - 0900, during which time there were 42 two-way vehicular movements. The ATC shows that the 5-day average AM peak is 46 two-way vehicle movements.

3.21 Manual for Streets and Roads in Hertfordshire Highway Design Guide indicate that shared surface streets are appropriate where the volume of motor traffic is below 100 vehicles per hour during the peak periods and so the current level of vehicular activity on Golf Club Road falls within this criteria.

3.22 The multimodal survey shows that there is pedestrian activity on Golf Club Road during the AM peak, with 173 two-way pedestrian movements counted. Of these movements, 168 were schoolchildren accessing the Chancellor's School. No cycle activity was observed on Golf Club Road. The survey indicated that there is little vehicular drop off activity on Golf Club Road itself, with only one drop off recorded during the AM peak hour.

Road Safety Analysis

3.23 In order to review the road safety record of the highway in the vicinity of the subject site, Personal Injury Accident (PIA) data has been obtained for Golf Club Road, Brookmans Avenue, Georges Wood Road, Mymms Drive and Calder Avenue from Hertfordshire County Council. The data supplied from each authority is attached to this report as Appendix 2.

3.24 Analysis has been undertaken to determine if there are any trends or locations of accidents on the local highway network in the vicinity of the site. PIA data was secured for a complete five year period ending in April 2014. A total of five PIAs occurred within the assessment cordon, of which all have been classified as ‘slight’ (minor). This is illustrated below in Figure 5.

3.25 Of the five PIAs recorded, two took place at the priority junction of Great North Road / Mymms Drive. The first involved a car turn left onto Great North Road which collided with a pedal cyclist heading north on Great North Road. The second involved a vehicle turning right out of Mymms Drive into the path of an oncoming vehicle. Both incidents were attributed to failure to look properly.

3.26 One incident occurred at the crossroads junction of Mymms Drive / Moffats Lane / Calder Avenue which involved a vehicle travelling east on Moffats Lane. The driver failed to give way at the junction and subsequently collided with another vehicle travelling south on Mymms Drive.

3.27 The remaining two incidents recorded occurred along Bradmore Green. One took place approximately 70 metres west of the junction with Brookmans Park / Brookmans Avenue and involved a vehicle passing a LGV which made contact with the wing mirror. This was attributed to passing too close and poor manoeuvring. The second incident occurred at the junction with Bradmore Green service road whereby a vehicle turned right from the service road into the path of an oncoming vehicle which was attributed to failure to look properly.

3.28 No significant pattern or trend is apparent from the analysis of the PIA data and none of the incidents recorded involved pedestrians, which indicates that there is no safety issue with pedestrians sharing the road space with vehicles on Golf Club Road or on Georges Wood Road, Mymms Drive or Calder Avenue, which are all likely to operate with traffic levels in excess of those recorded on Golf Club Road.

3.29 On this basis, it is considered that the increase in movement (by all modes of travel) associated with the proposed residential development, and as quantified in Section 4 of the TS, will have no adverse effect on highway safety.

4. PROPOSED DEVELOPMENT & ACCESS STRATEGY

Proposed Development

4.1 The indicative architects site plan is included as Appendix 3 of this document. As referred to within Section 1, the proposed development will comprise the construction of 14 residential dwellings, under Use Class C3, on land to the west of Golf Club Road.

Access Strategy

4.2 Vehicles will access the site from Golf Club Road, which will remain a shared surface, with low levels of traffic providing a pedestrian friendly environment, as observed in the baseline traffic surveys. This classification also reflects the existing characteristics of the local road network with a number of nearby roads operating as shared space.

4.3 In accordance with the Roads in Hertfordshire Highway Design Guide, for residential developments under 50 dwellings, the proposed vehicular accesses will be by means of shared surface streets served off the existing Golf Club Road to be provided to a minimum width of 4.1 metres.

4.4 Although the layout of the site is indicative, it is proposed that the development be provided with two priority junction accesses as shown in Drawing 14041/01 included as Appendix 4 to the TS. The junction towards the southern end of the site will provide access to the majority of the development with a 4.8 metre wide shared surface access allowing a refuse vehicle to enter and leave the development in forward gear. The second priority junction located towards the northern end of the site will provide a 4.1 metre wide shared surface access to a limited number of houses with refuse collected from Golf Club Road.

4.5 Along the frontage of the site, street lighting would be provided.

4.6 The ATC recorded average speeds of 25mph to 27mph on Golf Club Road and for shared space a design speed of no more than 20mph is desirable. To achieve this, it is proposed that traffic calming measures be introduced on Golf Club Road as shown in Drawing 14041/01. This will be in a similar form to the road hump arrangement implemented on Georges Wood Road, which is subject to a 20mph speed limit.

Visibility Requirements

4.7 In respect of the inter-visibility between vehicles emerging from the proposed residential and traffic on Golf Club Road, the two key elements to be assessed are the set back distance, or ‘x’ distance, along the minor arm and the distance a driver can see along the major road (i.e. Golf Club Road when exiting, or ‘y’ distance). The ‘x’ distance is regarded as a function of capacity. The shorter the distance, the slower traffic will approach a give-way line. The longer the distance, the opportunities for approaching drivers to look for gaps in traffic on the major road will increase and therefore enable them to approach at a higher speed.

4.8 At an ‘x’ distance of 2.4 metres, an approaching driver will have to slow to a virtual stop at the give- way line to observe traffic on the major road without encroaching onto it. Consequently only one vehicle at a time can safely exit from the minor road under these operating conditions. It is evident that the volume of traffic emerging from the new access way will be low and therefore a 2.4 metre ‘x’ distance is appropriate.

4.9 The ‘y’ distance is based upon sight stopping distances (SSD’s) of traffic approaching on the major arm of a junction. The 85%ile speed data recorded (included as Appendix 4) will be used to provide the appropriate visibility or 'y' distances to the left and right along Golf Club Road for the proposed site access junction.

4.10 The SSD is the distance within which drivers (on the major arm of a junction) need to be able to see ahead and stop from a given speed. In other words, SSD’s are a function of vehicle speed, deceleration rate and driver reaction time. The basic formula for calculating SSD is outlined within Manual for Streets.

4.11 As noted from the ATC Survey (8th September to 14th September 2014 inclusive), the 85th percentile speed of traffic on Golf Club Road is 32.2mph (51.5 kph) northbound and 33.9mph (54.2 kph) southbound, requiring SSD's of 45.07 metres and 48.75 metres respectively. Drawing 14041/01 included as Appendix 4 to the TS shows that adequate visibility can be achieved at both the proposed site accesses onto Golf Club Road.

5. PERSON TRIP GENERATION & IMPACT ON SURROUNDING TRANSPORT NETWORKS

Development Trip Generation & Modal Share Characteristics

5.1 Under the DfT's Guidance on Transport Assessment (2007) a TS should consider the weekday morning and evening peak periods when analysing the adjacent transport system with particular focus on the peak period traffic flows on the road network. It is during the weekday morning and evening peak periods when the greatest change in terms of trip generation arising from the proposed development, in particular vehicular trips, combined with peak trips on the surrounding road network.

5.2 For the purpose of providing a robust assessment of potential trip generation associated with the proposed development, the TRICS sub-category 'Houses Privately Owned' has been adopted. Further filtering has also been undertaken to include detached houses sites in only. Based upon the above criteria, Appendix 5 provides a copy of the TRICS output that includes the details of the sites identified through the filtering process.

5.3 Table 5.1 provides a summary of the weekday AM and PM hourly peak and daily total person trip rates based on the proposed development of 14 residential dwellings under Use Class C3.

5.4 The next stage is to breakdown the total person trip rates by mode of travel. The methodology adopted is based upon localised modal split data derived from the 2011 Census Method of Travel to Work data for the Welwyn Hatfield 015A Lower Layer Super Output Area, a copy of which is included as Appendix 6 to the TS. Table 5.2 provides a summary of weekday AM and PM peak hourly total person trip rates by mode of travel for the proposed residential development.

5.6 From Table 5.3, it can be seen that during the weekday AM and PM peak periods, the proposed development would have the ability to generate in the order of 13-24 person trip movements during the weekday peak hours of which around 9-15 would be car or van driver trips. Of the remaining trips, 4-9 movements would be by non-car modes of travel, i.e. walking, cycling or by public transport.

5.7 With the bus and train services accessed from Brookmans Park village centre, it is likely that some train journeys in particular will be linked with car trips and so to provide a robust assessment, total person trips of car driver and public transport modes have been combined giving 86% of the modal share, so not to understate car driver trips. The AM and PM peak hours are shown in Table 5.4 below.

Impact of Additional Trips

5.8 From Table 5.4 it can be seen that by combining car driver and public transport trips, the development site has the potential to generate an estimated 20 vehicle trips during the AM peak hour, which coincides with the peak level of pedestrian activity on Golf Club Road, associated with the school. 5.9 Manual for Streets and Roads in Hertfordshire Highway Design Guide indicate that shared surface streets are appropriate where the volume of motor traffic is below 100 vehicles per hour during the peak periods and so the 20 development traffic movements in addition the 42 observed traffic movements, indicates that this level of vehicular activity on Golf Club Road could be accommodated on a shared surface street.

5.10 The proposed development is likely to generate a small number of pedestrian and cycle trips and this will have a negligible effect on the operation of Golf Club Road as a shared surface.

6. SUMMARY & CONCLUSIONS

6.1 This Transport Statement (TS) has been prepared on behalf of Brookmans Park Golf Club Limited to consider the highways and transport implications of a proposed residential development for 14 residential dwellings under Use Class C3 on land located to the west of Golf Club Road, Brookmans Park from where access is proposed. A summary of the findings within the TS is provided below:

• Golf Club Road is a private road owned by Hertfordshire County Council, running northwards from the staggered crossroads with Brookmans Avenue / George's Wood Road / Mymms Drive. Golf Club Road measures approximately 4.1m in width at its narrowest point on approach to its junction with Brookmans Avenue and operates as a shared surface street.

• The site is within walking and cycling distance of a range of local amenities including shopping, leisure, educational and community facilities.

• Golf Club Road serves Brookmans Park Golf Club and the six residential dwellings located in Ash Close, which have full and unrestricted access. Golf Club Road is subject to an informal speed limit of 10mph and is also utilised by pupils who walk to Chancellor's School via a gated pedestrian access to the school playing fields.

• It is understood that when Chancellor's School was being developed, Brookmans Park Golf Club and other adjoining landowners entered into a Deed with the County Council, who agreed to maintain in perpetuity, the whole of Golf Club Road to a width of not less than the existing width and to a standard that is reasonably fit for the passage of motor vehicles and pedestrians for purposes other than industrial uses.

• In the vicinity of the site, Brookmans Park is a predominately residential area, characterised by a number of nearby roads operating as shared surface streets, whereby pedestrians and vehicles share the carriageway, as is the case for Golf Club Road.

• A multimodal traffic survey was undertaken on Golf Club Road in order to obtain a profile of movements over a period between 0700 and 1400. The peak period for both pedestrians and vehicles was between 0800 - 0900, during which time there were 42 two-way vehicular movements and 173 two-way pedestrian movements. Of these movements, 168 were schoolchildren accessing the Chancellor's School. No cycle activity was observed on Golf Club Road. The survey indicated that there is little vehicular drop off activity on Golf Club Road itself, with only one drop off recorded during the AM peak hour.

• In order to review the road safety record of the highway in the vicinity of the subject site, Personal Injury Accident (PIA) data has been obtained for Golf Club Road, Brookmans Avenue, Georges Wood Road, Mymms Drive and Calder Avenue from Hertfordshire County Council.

• No significant pattern or trend is apparent from the analysis of the PIA data and none of the incidents recorded involved pedestrians, which indicates that there is no safety issue with pedestrians sharing the road space with vehicles on Golf Club Road or on Georges Wood Road, Mymms Drive or Calder Avenue, which are all likely to operate with traffic levels in excess of those recorded on Golf Club Road.

• Although the layout of the site is indicative, it is proposed that the development be provided with two priority junction accesses. The junction towards the southern end of the site will provide access to the majority of the development with a 4.8 metre wide shared surface access allowing a refuse vehicle to enter and leave the development in forward gear. The second priority junction located towards the northern end of the site will provide a 4.1 metre wide shared surface access to a limited number of houses with refuse collected from Golf Club Road.

• Based on speed survey information, adequate visibility can be achieved at both the proposed site accesses onto Golf Club Road.

• Along the frontage of the site, street lighting will be provided.

• The ATC recorded average speeds of 25mph to 27mph on Golf Club Road and for shared space a design speed of no more than 20mph is desirable. To achieve this, it is proposed that traffic calming measures be introduced on Golf Club Road as shown in Drawing 14041/01. This will be in a similar form to the road hump arrangement implemented on Georges Wood Road, which is subject to a 20mph speed limit

• The proposed development would have the ability to generate in the order of 13-24 person trip movements during the weekday peak hours of which around 9-15 would be car or van driver trips. Of the remaining trips, 4-9 movements would be by non-car modes of travel, i.e. walking, cycling or by public transport.

• With the bus and train services accessed from Brookmans Park village centre, it is likely that some train journeys in particular will be linked with car trips and so to provide a robust assessment, total person trips of car driver and public transport modes have been combined giving a 86% of the modal share, so not to understate car driver trips.

• By combining car driver and public transport trips, the development site has the potential to generate an estimated 20 vehicle trips during the AM peak hour, which coincides with the peak level of pedestrian activity on Golf Club Road, associated with the school. However, this equates to one vehicle trip every three minutes, which is not considered to have a material impact on the operation of Golf Club Road as a shared surface street.

1 INSTRUCTIONS

1.1 Engagement

1.1.1 This report was commissioned by Oakbridge Homes Ltd, with instructions to carry out an assessment of trees on or adjacent to the site in line with the recommendations of BS5837: 2012.

1.1.2 The instruction was to survey the trees on or adjoining the site and to produce a plan showing the tree constraints. This information will be used to inform the layout of the site.

1.2 Objectives

1.2.1 To illustrate the findings of the Arboricultural Inspection. This report sets out the criteria by which the site and trees were assessed.

1.2.2 To provide an assessment of the Tree Constraints of the site as described in the Tree Constraints Plan Ref: 3041.Brookmans.Oakbridge.TCP (see Appendix B)

2 REPORT LIMITATIONS

2.1 Assessment of Health and Safety

2.1.1 As trees and shrubs are living organisms whose health and condition can change rapidly, conclusions and recommendations are only valid for one year. The health, condition and safety of trees should be checked regularly, preferably annually.

2.2 Soil Assessment

2.2.1 I did not examine the soil or take samples for analysis, as this is a preliminary report. Should soil samples be required, this will be highlighted in the report.

2.3 Assessment Point of View

2.3.1 The trees were examined from ground level only. Should further, more detailed information be required, this will be highlighted in the report.

2.3.2 Trees on neighbouring land may have only been assessed from the site with some measurements estimated. This does not generally affect the Arboricultural Implications Assessment.

3 STATUTORY PROTECTION

3.1.1 Where Local Planning Authorities assess trees as beneficial to the wider community in terms of their amenity value, they may be protected by a Tree Preservation Order (TPO). None of the trees surveyed are included in a Tree Preservation Order.

3.1.2 In certain areas classified as Conservation Areas, all trees with a stem diameter of 75mm (measured at 1.5m above ground) are protected by Conservation Area legislation. This site does not lie within a Conservation Area.

3.1.3 Full Planning Consent would allow those works described in the supporting documentation or necessary to implement the consented development to go ahead without the need for any further notice or application to the Local Planning Authority.

3.1.4 Trees may also be protected by Planning Conditions attached to any Planning Consent.

3.1.5 The National Planning Policy Framework provides information and guidance on the issues raised by this legislation. See, for example:

4 SITE INFORMATION

4.1.1 The trees inspected are growing both within the site and on neighbouring land

4.1.2 The site is on an area of land in the south-east corner of the Brookmans Park Golf Club in Hatfield.

4.1.3 The site was identified in the Strategic Housing Land Availability Assessment Phase 2 as BRP13. The site is described as Greenfield Land with a site area of 0.7ha.

4.1.4 The land slopes down slightly toward the southern boundary (see full topographical survey for detail).

4.1.5 The southern boundary adjoins the rear gardens of dwellings on Brookman’s Avenue and 2 Golf Club Road.

4.1.6 The site is to be considered for residential development.

5 TREE INSPECTION

5.1 Identification

5.1.1 All significant individual trees within the site were surveyed.

5.1.2 Most of the significant individual trees within the site (that were not already tagged by a previous survey) were tagged with numbered aluminium tags attached to the tree with two nails at around head height.

5.1.3 Inaccessible or neighbouring trees have been designated the prefix ‘NT’ (=’No Tag’) and numbered.

5.1.4 Seven Groups were identified and designated a letter.

5.1.5 Reference to the trees’ locations can be made using the plans appended to this report.

5.2 Assessment

5.2.1 The trees were assessed on the following criteria, which relates directly to BS5837: 2012:

• Species – gives information on expected growth, habit, life expectancy and suitability for situation.

• Age Class – Indicates the tree’s stage of growth in a normal life span.

• Remaining contribution (in years) – information used to assess the retention category of the tree and potential future growth.

• Diameter of main stem or stems at 1.5 metres above ground – information to use in calculating the Root Protection Area (RPA). Where a tree is multi- stemmed, its RPA is calculated in accordance with BS5837: 2012 Annex C and D.

• Physiological and structural condition.

• Category grading in accordance with Table 1 BS5837: 2012, reflecting the tree’s or group’s landscape function and condition.

5.3 Findings

5.3.1 The survey details can be seen at Appendix A.

6 CRITERIA FOR THE ASSESSMENT OF THE POTENTIAL IMPACT OF DEVELOPMENT ON TREES

6.1 Root system

6.1.1 Construction can impose enormous strain on trees through damage to, or loss of root mass. The root system is the part of the tree most susceptible to damage during construction Any retained trees could be at risk of root damage through:

• Demolition and site clearance

• Excavation causing root severance

• Siting of services and excavation causing root severance

• Access for plant and vehicles which may cause compaction of the root zone leading to root death through asphyxiation

• Storage of materials or spillage of damaging substances such as fuel oil, petrol or lime, which can kill roots.

• The raising of soil levels which can kill roots through asphyxiation

• The lowering soil levels which removes root mass, including many of the fine water collecting roots and beneficial humus layer

6.1.2 The symptoms that can arise from root damage as identified above can take several years to become evident.

6.2 Above Ground

6.2.1 Construction can threaten the aerial parts of the tree through:

• Physical damage by contact from various plant and delivery vehicles

• The lighting of fires

6.2.2 A development may affect the way the wind passes the retained trees, through raising its speed or direction. This may leave weakened or newly exposed trees liable to wind throw.

6.3 General

6.3.1 The British Standard 5837: 2012 ‘Trees in Relation to Design, Demolition and Construction’ gives guidance that is more detailed on the implications of constructing near to trees.

7 CRITERIA FOR THE ASSESSMENT OF THE POTENTIAL IMPACT OF TREES ON A DEVELOPMENT

7.1 Tree Value

7.1.1 It is desirable to retain trees as they add maturity and structure to a site; provide shade and amenity value; screening or acoustic barrier.

7.2 Root Protection Area

7.2.1 The Root Protection Area (RPA) required for each tree may affect the layout of road, footpath, housing services and other built structures. It may be possible to pave a proportion of the RPA. This will depend on a number of factors and these are considered at Section 9 as appropriate to the layout proposed.

7.3 Shade

7.3.1 Building within the shade area can be acceptable where internal layout, fenestration or proposed use of buildings means they are not adversely affected by a lack of daylight received. Some shading may be welcomed in the summer when solar gain can make room temperatures uncomfortable. It should also be noted that deciduous trees only cast shade for seven or eight months of the year, depending on species.

7.4 Future Growth

7.4.1 Whilst trees may be small at the time of survey, future growth may be considerable, both in height and radial crown spread.

7.5 Seasonal Nuisance

7.5.1 Leaves falling from any of the retained trees may block gutters of a house.

7.5.2 Fruit, blossom and leaves can become a potential slip hazard.

7.6 Engineering and Design

7.6.1 Trees can affect the type and depth of foundations used.

7.7 Suitability

7.7.1 Some trees are not suitable for retention due to brittle wood, poisonous berries or leaves, prickles and thorns.

7.8 Apprehension

7.8.1 Very large trees worry some people because they perceive the trees to be imposing and dangerous. This is typically unfounded.

8 CONCLUSIONS

8.1 Health, Condition and Safety and other matters

8.1.1 Few of the trees surveyed have individual merit but the best or largest trees have been tagged and individually described to help inform tree retention/removal decisions.

8.1.2 The smaller trees in Groups E and F are even-aged and the removal of some of the trees is unlikely to affect the overall function or amenity of the group formed by the trees that surround the Paddock Site.

8.1.3 Few issues of health or safety of the trees were found. The most notable exception is Sycamore 2464, which is infected by the fungal decay pathogen Kretzschmaria deusta. This causes the wood to degrade in such a way that it becomes liable to a sudden ‘ceramic’ like fracture without any loss of wood volume. This tree must be removed whatever the planning future for the site.

8.1.4 Oak 2476 is a veteran tree with may features that typify the natural niche habitat that are highly desirable for retention. This tree and the younger Oaks (still significant trees in their own right) must be considered sacrosanct.

8.1.5 The deadwood seen in the crowns of some of the older trees presents a hazard of falling debris, with the level of risk affected by the activity below or near the tree. Removing the deadwood will reduce the level of risk, often to an acceptable level. Whilst dead wood is a safety consideration, it is also good habitat for invertebrates so it is advantageous to retain some dead wood if possible. The decision whether to remove the deadwood must be based on what actual harm may arise if the dead wood were to fall. I consider that in the context of development, it would be prudent to remove all ‘significant’ dead wood generally and only insecure dead wood from Oak 2476.

8.2 Arboricultural Constraints

8.2.1 Root Protection Area: The Arboricultural Implications Plan (see Appendix B) shows the constraint of the Root Protection Area (RPA) as a magenta circle or polygon around each tree or group of trees. This is the area where if the trees are retained, ideally no excavation should take place; the soil level should not be raised or lowered; no materials should be stacked; there must be no contamination and no services should be routed. However, trees may be tolerant of some disturbance and recent advances in construction techniques can avoid causing significant damage to roots. This will depend on a number of factors including tree species and site conditions along with the type of construction methods available to the developer.

8.2.2 Shade or Light-Loss: The shade footprint that may be cast by the trees has been shown as a grey hatch. The shade area is based on a solar inclination of 45 degrees in line with the median suggested by BS5837: 2012 that covers the main daylight hours. This simplifies the actual shade area that may affect the site but it is considered to be a good representation of the area in question.

8.2.3 Above Ground Constraints: The height of the lower crown above ground is shown in the Tree Survey Table (Appendix A). Lifting (or raising) the crown to a set height above ground in order allow access for plant and machinery or to erect fences for example would be an acceptable arboricultural practice. Crown spread may in itself be a constraint where it is greater than the RPA radius. Reference must be made to the Arboricultural Implications Plan in Appendix B or the data in the tree survey schedule in Appendix A.

8.2.4 Trees on Neighbouring Land: Trees on neighbouring ground have been taken into consideration. These have been shown on the drawings as appropriate and in accordance with BS5837.

8.3 Design Objectives

8.3.1 Aim to retain the larger Oak trees specifically noted and tagged (as indicated on the Tree Constraints Plan)

8.3.2 Some of the younger trees in Groups E and F could be removed without significantly affecting the value of the woodland group surrounding the land. Please involve me as design progresses so I can assess layouts and advise as appropriate.

8.3.3 Design a layout that takes account of the root protection areas of retained trees, with an aim to leave at least 2m beyond the radial extent of the RPA to make the practical execution of development feasible, (subject to other constraints)

8.3.4 Design a layout that takes account of the mature crown spread of the trees, allowing at least 5m between the edge of the mature crown and a habitable dwelling.

8.3.5 Design a layout that takes the shading and above ground constraints into account. Shady areas beyond the crown spreads of trees would be best for car parking. Gardens must receive direct sunlight over a reasonable proportion of the area (25% is suggested) to be satisfactory.

Background - The survey follows national guidelines JNCC (2010) allowing for a day-time inspection and recommendations for further surveys if considered necessary. If a deviation from the guidelines has been made this will be detailed in the Method Section. The following report details the findings and recommendations for the site of Brookmans Park Golf Club, Hatfield, Hertfordshire, AL9 7AT. The client commissioned Cherryfield Ecology to undertake a PEA as the proposals include for a new club house and flats to be built on a field. Results and Findings - A mixed woodland block and improved grassland field with an area towards the current club house of amenity grassland. There are several trees with suitable roosting features for bats. The woodland block offers nesting habitat for breeding birds and the improved field/woodland offers suitable common reptile habitat. Impact Assessment and Recommendations - If present common reptile would lose the use of the improved field. If bats are present and the trees need to be removed there could be a loss of roosting habitat. Nesting habitat will be lost in the development. Further survey is recommended for common reptiles to establish presence or likely absence. Further survey for bat is only required if the suitable trees are being removed and precautions for breeding birds are given, please refer to section 4 for full detail.

1.0 Introduction

The client, Brookmans Park Golf Club, has commissioned Cherryfield Ecology to undertake a PEA for the site of Brookmans Park Golf Club, Hatfield, Hertfordshire, AL9 7AT. Planning permission is being sought to build a new club house and flats on a field. This survey has checked all habitats, buildings, trees or structures due to be affected by the proposals for the habitats on site, protected species, signs of protected species or habitat value e.g. crevices, badger setts, ponds etc. The inspection was conducted on the 23/09/2016. The survey can only ever provide a ‘snap shot’ of the site at the time of the survey and circumstances may change following this report. Health and Safety restrictions or obstructions may limit the ability to find evidence. Biological records have been requested to give the report context and allow a study of the surrounds. The information is often sensitive and therefore a synopsis is provided and the full data released separately for verification. The survey can be conducted between mid-March and mid-October (south)/1st April and 30th September (north), however it can be limited due to bad weather and in the winter, when some species are not as active, thus evidence and species are often not found. During these periods habitat value (likely presence) becomes more important to the assessment of the site. Summary of legislation and National Planning Policy that protects wildlife in England:

• Conservation of Habitats and Species Regulations 2010. • Wildlife and Countryside Act 1981 as amended. • Countrywide and Rights of Way Act 2000. • Natural Environment and Rural Communities Act 2006. • National Planning Policy Framework (“NPPF”). • Circular 06/05. This legislation makes it illegal to:

 Intentionally or deliberately kill, injure or capture a protected species.  Deliberately disturb a protected species, whether at rest or not.

 Damage, destroy or obstruct access to a resting place.  Possess or transport a protected species or any part of that species, unless acquired legally.  Sell, barter or exchange a protected species, or any part of a species. Species Specific information: - All EU protected species have the same protection and the detail under Bats also applies to GCN, Dormouse, Otters and the two EU protected reptiles. Breeding birds All nesting birds are protected under the Wildlife and Countryside Act (as amended) 1981, which makes it an offence to intentionally kill, injure or take any wild bird or take, damage or destroy its nest whilst in use or being built, or take or destroy its eggs. Furthermore a number of birds enjoy further protection under that Act and are listed on Schedule 1 of the Act. These further protected birds are also protected from disturbance and it may be necessary to operate a “no-go” buffer zone around such nests – typically out to 5m. Bats All 18 species of bat common in the UK (17 known to be breeding) are fully protected under the Wildlife and Countryside Act (as amended) 1981 through inclusion in Schedule V of the Act. All bat species in the UK are also included in Schedule II of the Habitats Regulations 2010 which transpose Annex II of the Council Directive 92/43/EEC 1992 on the Conservation of Natural Habitats and of Wild Fauna and Flora (“EC Habitats Directive”) which defines European protected species of animals. Bats species are afforded further protection by the Countryside and Rights of Way Act 2000; and the Natural Environment and Rural Communities Act 2006. This combined legislation makes it an offence to: 1. Intentionally or deliberately kill, injure or capture bats. 2. Deliberately disturb bats, whether at roost or not. 3. There are six species of reptiles in Great Britain (Edgar et al. 2010) and four of these are commonly found; the grass snake (Natrix natrix), adder (Vipera berus), common lizard (Zootoca vivipara) and slow worm (Anguis fragilis). All native British species of reptiles are legally protected through their inclusion in Schedule V of the Wildlife and Countryside Act 1981. As such, all species are protected from deliberate killing or injury. Therefore, where development is permitted, and there will be a significant change in land use, a reasonable effort must be undertaken to avoid committing an offence. The same act makes the trading of native reptile species a criminal offence without appropriate licensing. Two species of reptile; the smooth snake (Coronella austriaca) and sand lizard (Lacerta agilis), are further protected through their inclusion in Schedule II of the Habitats Regulations 2010 which transposes Annex II of the Council Directive 92/43/EEC 1992 on the Conservation of Natural Habitats and of Wild Fauna and Flora (“EC Habitats Directive”), which defines European protected species of animals (“rare reptiles.”) Badgers Badgers (Meles meles) Both the badger and its habitat are protected under The Protection of Badgers Act 1992, Schedule V of the Wildlife and Countryside Act 1981, and Appendix III of the Bern Convention 1979. This legislation makes it an offence to: • Kill, injure, take or possess a badger. • Interfere with, damage or destroy a badger sett including e.g. obstruct access to a badger sett. • Cruelly treat or harm a badger. • Disturb a badger in a sett. Great Crested Newts Great crested newts are listed in both Annex IV of the EC Habitats Directive and in Schedule V of the Wildlife and Countryside Act 1981. GCN are afforded further protection by the Countryside and Rights of Way Act 2000; and the Natural Environment and Rural Communities Act 2006.

2.0 Methods

The survey follows the national guidelines JNCC (2010) and the following equipment is available for the inspection:  Torches (e.g. LED Lensar type).  Ladders (Standard 4m telescopic surveying ladder).  Endoscope where holes, cracks and crevices are accessible.  Mirrors (extendable and movable mirror face).  Binoculars (Pentax close focus).  Thermometer/hygrometer.  Camera.  Sample bags for collecting dropping and feeding evidence.

Target notes are made when appropriate to highlight e.g. protected species or an ‘other feature(s)’ of ecological note. If a deviation from the guidelines has been made the reason and justification will be explained below: - No deviation from the standard guidelines has been made for this survey. Limitations This survey provides a snap –shot of the site at the time of the survey(s) only. Species are highly mobile and can and do turn-up from time to time unexpectedly. All care has been taken to ensure the results and recommendations are suitable to the context of the development and the information gathered on surveys.

3.0 Results

The following section details the results of the desk study, inspection and survey, it includes MAGIC information, biological records data and map/aerial photo information. The results detail the building, structure or tree (numbered for reference) description of any evidence found and habitat value if no evidence has been located.

3.1 Desk Study The desk study is centred on Grid Ref – TL248047 and postcode – AL9 7AT.

Magic: The following statutory sites have been located on the search (see Figure 1)–  There are two bat EPS licences issued in the search area. The first of these is for common pipistrelle Pipistrellus pipistrellus and brown long eared bat (BLEB) Plecotus auritus. It is located approx. 1km to the east and was issued in 2009. The second is for common and soprano pipistrelle P. pygmaeus along with BLEB. Issued in 2013 it is located approx. 1.8km northwest.  A single SSSI is found in the search area, located approx. 1.8km to the west it is known as Water End Swallow Holes and is designated for permanent sink holes in chalk with alder carr woodland.

Biological records have been ordered from Herts Environmental Records Centre (HERC, 2016). This includes several LWS sites in the area (see data). There are 2904 records for the site of these most are in flight bird records. Notable records include grass snake Natrix natrix and barn owl Tyto alba from Brookmans Park estate.

Site Location and Surrounds: The site is located in Hertfordshire, Hatfield and is surrounded by low density and fields in the immediate local. Table 3 details the commuting, feeding and habitat features in a 1km radius of the site.

Feature Description Water course There are several agricultural and tributaries to brooks in the wider landscape, but no rivers or brooks in the immediate surrounds. Water bodies There are two large lakes on the golf course, these are located approx. 450m and 600m to the east of the site. Gobions lake is found the south of the site approx. 450m from the site. Woodland Scattered woodland copses are found across the golf course and the wider landscape. A larger woodland block is found approx. 100m to the east of the site. Further larger blocks of woodland are found to the north and northwest of the golf course. Linear e.g. hedgerows There are hedges and tree lined roads in the housing estate to the south of the golf course. Pasture/arable/grassland A large school playing field is found directly to the east of the site across the road. Other A golf course is located to the north and western boundaries.

3.2 Habitat, Building, Tree or Other Structure The following section details the structures/habitat reference, description, evidence located and likelihood of species presence (see Figure 8 for site plan).

Habitats Mixed Woodland A block or copse of mixed coniferous and deciduous woodland bounding an improved grassland field, the wood is approx. 35m wide and 145m long. It is dominated by oak Quercus robur with occasional Scots pine Pinus sylvestris. The understorey is dominated by ruderal plants such as bramble Rubus fruticosus agg. and nettle Urtica dioica. There is a large number of smaller holly Ilex aquifolium beginning to dominate in small patches. Cherry laurel Prunus laurocerasus is found towards the gardens of neighbouring houses. A leylandii Cupressus × leylandii hedge is found on the boundary (see Figures 2 to 5).

Badgers No setts, runs or latrines found. A sett is located on the golf course, however it is known to be over 500m from the proposed development zone. Breeding Birds The woodland offers nesting habitat and at least three disused nests were found in the tops of trees. Amphibian No amphibians found, although the woodland edge and improved field is suitable for use by amphibian it is likely that the lake area offers better opportunities for shelter, breeding and foraging. Reptile The woodland edge, grassland field and rubble piles found offer suitable reptile habitat and the records show that grass snake has been found close to the site. It is likely that slow worm and common lizard would be present also. Other Mammal e.g. dormouse No suitable habitat located and no evidence of other protected species.

4.0 Conclusions, Discussion and Recommendations

The following section details the conclusions, discussion and recommendations in the context of the proposed works. Conclusion, Discussion and Potential Impacts The development will involve utilizing the amenity of the golf course for the club house, no species will be affected by this work. The secondary area of the improved grass field for flats will potentially affect common reptiles, breeding birds and bats. Recommendations Bats –There are five trees with moderate potential to support roosting bats it is recommended that one dusk and one dawn survey is undertaken to show presence or likely absence. If bats are found to be present one further surveys will be required to meet national standards and apply for an EPS licence. However if the trees can be left in situ no further surveys are required. Five surveyors will be required to cover the trees should they need to be removed. These must be undertaken between May to September with at least two of these between mid-May to August. Any lighting near or shining onto any trees should be designed to minimize the impact it has on potential bat roosting and commuting. Lighting should be in-line with the BCT lighting guidelines (Bats and Lighting in the UK (Bat conservation trust, 2008) http://www.bats.org.uk/publications_download.php/1136/guidance_notes_light_pol lution_20111.pdf. This lighting should be of low level, be on downward deflectors and ideally be on PIR sensors. This will ensure that the roosting and commuting resources that the bats are likely to be using is maintained. No up-lighting should be used.

Reptile – As the site is suitable for reptile use, a full reptile survey will be required. This involves placing our felts across the site and then checking them once a week in temperatures of 9oC to 18oC, with no rain and little cloud cover. This survey can be undertaken between March to mid Oct (depending on weather). It is advised that the site is not cleared of any vegetation until complete.

Breeding birds – although no ‘in-use’ nests were found the site has the potential to support breeding birds. Therefore any vegetation removal should occur outside the nesting season (March to August). If not possible a check for nests will need to be undertaken and any nests found to be ‘in-use’ would require a 3m buffer until it is no longer in use.

Background - The survey follows national guidelines allowing for refuges, commonly known as ‘felts’, to be placed across the site and then checked for reptiles. Recommendations for mitigation if considered necessary are detailed in section 4. If a deviation from the guidelines has been made this will be detailed in the Method Section. The following report details the findings and recommendations for the site of Brookmans Park Golf Club, Hatfield, Hertfordshire, AL9 7AT. The client commissioned Cherryfield Ecology to undertake a full reptile survey as the proposals include for a new club house and flats to be built on a field. Results and Findings - No reptiles found on site. Impact Assessment and Recommendations - No impacts are foreseen. No recommendations are considered necessary for the site, although sensible precautions are given in section 4.

1.0 Introduction

The client, Brookmans Park Golf Club, has commissioned Cherryfield Ecology to undertake a full reptile survey (FRS) for the site of Brookmans Park Golf Club, Hatfield, Hertfordshire, AL9 7AT. Planning permission is being sought to build a new club house and flats to be built on a field. This survey has utilized standard methods for checking for reptiles, by placing out felts, tins or carpet tiles across the site. These are then checked in suitable weather for reptiles. Whilst checking the felts the surveyor also looks for reptiles moving around the site. The inspection(s) was conducted on the 06/03/2017, 13/03/2017, 21/03/2017, 27/03/2017, 03/04/2017, 11/04/2017, 22/04/2017 and 25/04/2017 The survey can only ever provide a ‘snap shot’ of the site at the time of the survey and circumstances may change following this report. Health and Safety restrictions or obstructions may limit the ability to find reptiles e.g. flooding. Biological records have been requested to give the report context and allow a study of the surrounds. The information is often sensitive and therefore a synopsis is provided and the full data released separately for verification. The survey can be conducted between March to October when temperatures of between 9-18°C are generally accepted to be the optimum for reptiles to be active. These months are generally considered optimal for observing active reptiles, except the warmest summer months (where temperatures can exceed 18°C, which are considered sub-optimal). Summary of legislation and National Planning Policy that protects bats in England: • Wildlife and Countryside Act 1981 as amended. • Countrywide and Rights of Way Act 2000. • Natural Environment and Rural Communities Act 2006. • National Planning Policy Framework (“NPPF”). • Circular 06/05.

This legislation makes it illegal to:  Intentionally or deliberately kill or injure common and rare reptiles.  Deliberately disturb or capture rare reptiles.  Damage, destroy or obstruct access to rare reptile habitat.  Possess or transport a rare reptile or any part of a rare reptile, unless acquired legally.  Sell, barter or exchange common and rare reptiles.

Rare reptile species are found in highly restricted ranges in the south east of England and receive full European protection. There are populations of sand lizard in e.g. coastal Wales and Cornwall. Smooth snake populations are found in lowland heaths in e.g. Surrey.

The survey consists of pacing out felts, tin or carpet tiles across the site. These are then checked for reptiles in suitable weather and notes made of the species, sex and age. From this information an estimate of the population can be made e.g. more than 5 slow worm on the site would be a good population.

4.0 Conclusions, Discussion and Recommendations

Recommendations Although no reptiles have been found on site, animals may turn-up from time to time unexpectedly, therefore the following will be observed –  Cut and maintain the grass at a height of no more than 50mm.

 When works begin if a reptile is found unexpectedly, work will stop and further advice sought.
