The Council has given committees a wide range of powers to make decisions but sometimes a committee does not have the authority to decide on a matter and must pass it to the Council to decide. If this is necessary, the paragraph will have a “C” after its number in the minutes and will be submitted to the next Council meeting on 14th May 2009 for approval. COUNCIL 2009-2010 2 2nd APRIL 2009 1 Lord Dean of Guild—Valediction. 1 The Deputy Lord Provost intimated that Mr John Chapman would shortly demit office from the position of Lord Dean of Guild of the Merchant’s House. On behalf of the Council, the Deputy Lord Provost thanked Mr Chapman for his continued interest in the affairs of the Council, for his valuable assistance on civic and ceremonial occasions and for the willingness of the Merchant’s House to maintain the ancient ties with the Council. Mr Chapman replied in suitable terms. Councillor Tom McKeown—Reason for absence approved. 2 Having heard the Solicitor to the Council explain that Councillor Tom McKeown had not attended any Council meetings for 6 months owing to illness, the Council approved the reason for absence. Minutes approved. 3 The minutes of the Council of 12th and 19th February 2009 (Print 7, pages 655 to 668) were submitted and approved.
