At the outset the oath of allegiance to the Constitution of was administered to Group Captain J. Mathew, Nominated member of the Board, by the President, Cantonment Board, Deolali, as required under Section 17 of the Cantonments Act, 2006.

At this stage, CEO, Cantt Board stated that due to urgency, the Supplementary issue (Item No. 20) relating to “Devolution of Powers of Vice Presidents of Cantonment Boards and Constitution of Three Committees” is required to be discussed on priority basis and thus, the issue was taken up for discussion, at initial stage.

20 DEVOLUTION OF POWERS OF VICE PRESIDENTS OF CANTONMENT BOARDS AND CONSTITUTION OF THREE COMMITTEES – REGARDING.

Ref : DGDE, Delhi Cantt. letter No. 29/Business Regulation/C/DE/2021 dt. 03.02.2021, addressed to PDDEs, all Commands and copy endorsed to CEOs of Cantonment Boards.

Vide ibid letter in Para 2(i), it was intimated that MoD vide letter No. 14(12)/2018- D(Q&C) dt. 23.12.2019, issued instructions for implementation by all CBs regarding Constitution of three more Committees viz. the Finance Committee, the Education Committee & the Health & Environment Committee under section 48(e) of the Cantonments Act, 2006 and also advise all the Cantonment Boards to suitably amend their Business Regulations for constitution of said Committees consistent with the composition and delegate roles and responsibilities and functions suggested by the Government, etc. 1

In para-4 of ibid DGDE letter dt. 03.02.2021, it was mentioned that The draft Business Regulations received from Cantt Boards have been examined. It is observed that the Cantt Boards have constituted the three committees and have empowered them by assigning the duties and responsibilities of the Board, as suggested in the MoD letter dt. 23.12.2019. However, it is observed that the Boards have resolved that the committees will be recommendatory in nature and will require confirmation by the Boards. Thus, the proposed amendments of Business Regulations are not in consonance with MoD letter ibid.

In para-5 of ibid DGDE letter dt. 03.02.2021, it was mentioned that the Cantonment Boards may be directed to revisit/ reconsider the matter in the light of guidelines issued by the MoD vide letter dated 23.12.2019. You are requested to forward the amended business regulations by 08.02.2021 positively.

20 RESOLUTION : CEO, Cantt. Board clarified over the issue in detail.

Deliberate discussion took place over the issue, as under Shri BN Mojad- Elected Member stated that it was the public demand for years together.

The President, Cantt Board wanted to know what is difficulty faced by the current system.

Shri SS Thakre- Vice President stated that as he understood, the Vice President will be directly elected and he will be responsible to public, for any decision taken by the Board and that the said issue is now at proposal stage only.

Shri BN Mojad- Elected Member stated that the existing system is also good. The Vice President is representing the civil population whereas the President, Cantt Board looks after the interest of both civil and military population.

The President, Cantt. Board stated that Health and Finance not only impacts civil population but effects both military and civil population. Elected representatives have lots of political compulsions and due to public pressure; they may not be able to do justice to both military and civilian population.

Shri SS Thakre- Vice President stated that even if, Vice President is elected from public, President Cantonment Board remains Head of the Board.

Col Atul Bisht, Nominated Member stated that collective decision and collective debate will be compromised, if powers of Finance Committee, Health Committee, Environment Committee & Education Committee is awarded to the Vice President and various committees by devolution of powers. Views and Say of non-Committee member will be neither be taken at committee stage nor at Board stage. Moreover nominated members many time are unable to attend committee meetings due to official commitment, so if existing system is changed, their right / opinion will be compromised permanently.

President Cantt Board also supported this and stated that there will be no say of non committee member, either at committee level or Board level. PCB further stated that due to party politics development of wards from which committee has no representation may be adversely affected.

Shri SS Thakre- Vice President stated that Vice President, since politically elected, will be responsible to all the Wards and has to give equal treatment for all the Wards.

Col Atul Bisht- Nominated Member stated that forum for dispute resolution will go away. Present system of recommendatory nature of committees provides for dispute resolution for decision taken at committee level and acts as a check and balance mechanism.

CEO, Cantt Board stated that the President, Cantonment Board or the Board cannot reverse the decision of the Committee. He further added that this is devolution of power and decision of committee will be binding on the Board and come up before the Board only for noting purpose.

The Vice President & all Elected Members stated that they desire to work under the President, Cantt Board, as earlier and they have no complaint with PCB as the head of the Board.

Shri SS Thakre- Vice President, Cantt Board stated that he has due respect to the Chair and other Elected Members also. They are representing the public as they have been elected from public and that final authority should be with the President, Cantt Board. The Vice President has to function under the command of the President, Cantt. Board. At the same time, as a Vice President, he supports devolution of power to the Vice President and various committees as suggested by Sumit Bose Committee.

Shri BT Kataria and Smt Kaveri rattan Kasar also supported views of Shri S S Thakre and Shri B N Mojad.

The President, Cantt Board stated that many issues will not even come up for detailed discussion of the President, Cantt Board if power is permanently given to committees. Further he stated that many of the sections proposed for devolution fall under executive domain and may lead to increased partisan politics at ground level.

Col Atul Bisht- Nominated Member stated that as far as democratic power is concerned, it is already with the elected members. However, by devolution of power to committees; balance of power is being compromised.

CEO, Cantt Board stated that at least power should be permanently delegated to Education Committee as it is related to civilian population only. PCB and nominated members agreed to it, however all elected members stated that devolution should be for all committees or none.

President, Cantt Board stated that authority of Board as most neutral and high- ranking authority must not be diluted. He further added that opportunity to all elected members is available in existing system and there has been hardly any complaint or dissatisfaction.

All elected members and Vice President supported the proposal, as suggested by Shri Sumit Bose Committee.

All Nominated Members opposed.

Finally based on Majority decision Board resolved not to recommend devolution of power to Health and Environment committee, Finance Committee and Education Committee and further resolved that decision of Health and Environment committee, Finance Committee and Education Committee should remain to continue recommendatory in nature.

Brig Shakti Vardhan - Health Officer left the meeting at this stage with the permission of the Chair.

At this juncture, Shri SS Thakre- Vice President handed over to the President, Cantt Board letter dated 05.02.2021 duly signed by the Vice President & all Elected Members of the Board on the subject “Point discussed in the Board meeting are not part of proceeding dt. 13.01.2021 received on 03.02.2021” and wanted to have discussion over the same.

Vide letter mentioned ibid 03 issues were raised.

First issue was related to taking over of street lights by cantonment Board vide CBR No 16 dated 13.01.2021. Mr Thakre stated that in the Board meeting he had supported taking over of street lights, which is not reflected in the proceedings.

CEO stated that Proceedings clearly reflects the terms and condition at Sr.No. 03 in CBR No. 28 dt. 13.11.2009, wherein it has been mentioned that street lights will be taken over only after all plots are developed, hence no exception can be made for individual case.

Shri B N Mojad stated that terms and condition is not correct and it burdens residents since cantonment Board levies property tax just after completion of individual house but asking for completion of all houses in a lay out plan before taking over of basic facility like street light.

CEO stated that lay out plan was issued in 2009 and why no question was raised at that time. Taking a decision contrary to terms and condition mentioned in the sanctioned lay out plan will be tantamount to favouring individual applicant.

With respect to second issue raised in the letter, about issuance of completion certificate for STP & Underground Sewerage System, CEO brought the attention of all members to the proceeding and stated that issue raised is factually incorrect. In the CBR No. 17 dt. 13.01.2021, it is clearly written that completion certificate is being issued to STP. As far as some connectivity issue of pipelines at end points is concerned, CEO assured the Board that work order amounting to Rs 20 lakhs will be issued immediately and expenditure will be done from grant received under 15th Central finance Commission. All members expressed their satisfaction to this.

With respect to 3rd issue raised in the letter, Shri S S Thakre- Vice President stated that NOC issued to PWD for execution of work with respect to Rs 5 crore fund received from Govt of should be one time only. Since Cantonment Board has separate department for public works and all municipalities are allotted funds directly for execution of work, there is no logical basis for issuing NOC to PWD of Govt of Maharashtra for execution of work. Further quality of work executed by PWD , Govt of Maharashtra is not good and it is difficult to fix responsibility in case of poor quality work.

Shri B N Mojad stated that amount of Rs 5 crore was approved in 2018 itself during the time of then Hon’ble Chief Minister Shri Devendra Fadnavis and Hon’ble MP Shri Hemant Godse has worked very hard for this. Further lots of effort have been put in by the elected members of Deolali Cantonment for this allocation .

01 PAYMENT OF ARREARS OF DEARNESS ALLOWANCE :-

To consider and approve the payment of arrears of Dearness Allowance to the employees of the Cantonment Board, Deolali at the revised rate from 9% to 12% w.e.from 01 January, 2019 to 30th June 2019 (06 months) as per Govt. of Maharashtra Finance Dept. Resolution No. Govt. Resolution No. Mabhava- 2019/PraKra13/Seva9 dated 14 January 2021.

01 RESOLUTION : Considered and approved. The proposal be forwarded to the PDDE SC Pune for their approval.

CEO, Cantt Board informed that so far in the year 2020-21, no education grant has been recieved by the State Govt. of Maharashtra. Directions of Govt of Maharashtra with respect to implemention of Shalarth is almost complete, and all efforts are being made for receiving education grant at the earliest.

02 REPRESENTATION.

To consider Representation dtd. 06.01.2021 received from Shri SS Thakre- Vice President & all Elected Members, Cantt Board Deolali regarding to take up the matter for discussion in the Board meeting relating to heavy fine imposed by the Board on the mutton/ chicken stall holders in Deolali Cantonment area. It is mentioned in the said representation that a heavy fine of Rs. 3 lakh has been imposed on each chicken/mutton stall holders and their stalls have been sealed further, thereby their business has been stopped totally. As the said stall holders are from economically weaker section do not afford to pay such amount and due to sealing of their cabins their source of livelihood has come to an end.

02 RESOLUTION : Considered and discussed.

Shri BN Mojad- Elected Member stated that the fine should be on very lesser side and sealing should be removed. He further stated that the fine to be imposed should be Rs. 50/- per day. The Vice President-Shri SS Thakre, Elected Members-Smt. KR Kasar & Shri BT Kataria further supported the view of Shri BN Mojad- Elected Member that the fine should be required to be lowered suitably.

CEO, Cantt Board stated that the court case has been filed already and fine can be lowered now by the Hon’ble court only .

The President, Cantt Board stated that let the Hon’ble Court decide the matter.

03 REPRESENTATION.

To consider Representation dtd. 20.01.2021 received from Shri SS Thakre- Vice President & all Elected Members, Cantt Board Deolali regarding to take up the matter for discussion in the Board meeting relating to installation of CCTV cameras at various places in Deolali Cantonment area. It is further mentioned in the said representation that during the meeting of Shantata Samitee (Peace Committee) held on 09.01.2021 at Deolali Camp Police Station, in the presence of the Commissioner of Police, Nashik, issues regarding safety of citizens of Deolali Cantt. and minimisation of criminalisation were thoroughly discussed and it was concluded that installation of CCTV cameras at various places is very important and thus the Board Members concerned requested for issuing necessary directions to the Chairman/Secretary of Housing Societies, Group Housing Societies, commercial complexes, schools, banks and other Govt. establishments in Deolali Cantt to install CCTV system inside and outside their campus.

03 RESOLUTION : Considered and discussed.

Shri SS Thakre- Vice President stated that from security point of view, it is necessary that every housing societies incl. group housing societies and that commercial complexes and other organisations i.e. schools, bank etc. within the limits of the Cantonment should install CCTV system inside and outside their campus.

He further added that those residents, who keep tenants in their properties, should execute an agreement as required by law and copy should be endorsed to the local Police authorities, as it will help in reducing the occurance of crime.

It was resolved that a letter should be written to the local Police Authorities in this respect.

It was further resolved to issue directions to the Chairman/Secretary of Housing Societies, Group Housing Societies, commercial complexes, schools, banks and other Govt. establishments in Deolali Cantt to install CCTV system inside and outside their campus.

04 RENEWAL OF CONTRACT OF HOSPITAL STAFF.

Ref : CBR No. 15 dt. 27.02.2020 and Office Report dt. 15 /01/2021 from Medical Supdt., Cantt General Hospital, Deolali.

Vide ibid Resolution, the Board approved re-engagement of staff on contract basis for Cantt. General Hospital up to 31.01.2021. The work of staff concerned is found to be satisfactory, as reported by the Medical Supdt. of Cantt Hospital vide Office Report under reference and requested that the said staff is required to be re-engaged for further period of 11 months (i.e. from 02.02.2021 up to 31.12.2021) by giving suitable break, for smooth functioning of hospital.

05 RENEWAL OF ENGAGEMENT OF INDIVIDUALS ON CONTRACT BASIS.

Miss Rashmi Rajendra Jadhav was engaged as Data Entry Operator (for Dak Management System) on contract basis for the period from 02.01.2020 to 30.11.2020 on consolidated fixed payment of Rs. 16969/- (Rupees Sixteen thousand nine hundred sixty nine only) vide this office letter No. 622/ACC/E-2/1109 dt. 28.02.2020. Her earlier contract engagement as Data Entry Operator is ended on 30.11.2020. Similarly, Shri Vishal Ambadas Palde was engaged as Data Entry Operator (for Property Tax Module & ABAS work) on contract basis for the period from 01.02.2020 to 31.12.2020 on consolidated fixed payment of Rs. 02/- per entry & Rs. 593/- per day vide this office letter No. 622/ACC/E-2/590 dt. 31.01.2020. His earlier contract engagement as Data Entry Operator is ended on 31.12.2020.

The services of Miss Rashmi Rajendra Jadhav & Shri Vishal Ambadas Palde on contract basis are required further.

In the meantime, Miss Rashmi Rajendra Jadhav has been engaged afresh as Data Entry Operator on contract basis w.e.from 02.12.2020 to 30.10.2021, on consolidated fixed payment of Rs. 16969/-. Further, Shri Vishal Ambadas Palde has been engaged afresh as Data Entry Operator on contract basis w.e.from 04.01.2021 to 30.11.2021, on consolidated fixed payment of Rs. 16969/-.

05 RESOLUTION : Considered.

Shri BT Kataria- Elected Member stated that, as stated on the Agenda side, Miss Rashmi Rajendra Jadhav, who has been engaged afresh as Data Entry Operator on contract basis w.e.from 02.12.2020 to 30.10.2021, on consolidated fixed payment of Rs. 16969/-, should be engaged as Junior Assistant on consolidated fixed payment of Rs. 23283/-, similar to that of Miss Swati Tanagi Pagere, who has been re- engaged vide CBR No. 11 dt. 13.01.2021, which was agreed to by the Board.

The Board further resolved to approve engagement of Shri Vishal Ambadas Palde as Data Entry Operator on contract basis w.e.from 04.01.2021 to 30.11.2021, on consolidated fixed payment of Rs. 16969/-.

In r/o Health Committee Resolution No. 2, CEO informed the Board that rates from SMBT Hospital, could not be obtained as they are taking time to respond

Shri BT Kataria- Elected Member stated that as Shri Vasu Seth Shroff- Philanthropist has kindly donated for the Dialysis Unit of Rs. 1.12 Crores and he (Shri Vasu Seth Shroff) desired that there should be minimum rates for the purpose, minimum rates may be fixed in the matter concerned.

In respect of rates for Dialysis Unit, Board resolved to approve rates, as mentioned below, which were earlier considered vide CBR No. 02 dt. 27.02.2020..

SN Details Rate quoted by ( in Rs.) Kothari Charitable Trust, Pune 1 Dialysis charges per patient per 1300 session for single use dialyser 2 Dialysis charges per patient per 900 session for four time use dialyser 3 Emergency charges per carrying 2000 out dialysis after normal working hours.

It was further resolved that the name plate of existing Board members may be placed at the place of Homodialysis Unit at Cantt General Hospital, Deolali and an invitation be given to existing Board Members in the matter at the time of inauguration.

Mr BT Kataria-Elected Member further requested to consider the request for continuation of services Dr Sonioya D. Kadam, BHMS at Cantt. General Hospital, Deolali, which was earlier raised in Health Committee Meeting held on 05.02.2021 . CEO assured to look into the matter favourably.

08 APPROVAL FOR SETTING UP OF ANGANWADIS IN DEOLALI CANTT. BOARD.

To consider and note letter No. BaViPraAaNa-2/Ashta/New Angawadi/15/20-2021 dated 15.01.2021 received from Bal Vikas Prakalpa Adhikari (Nagari), Nashik-2 conveying approval for setting up of Two Anganwadis in Deolali Cantonment Board. It is further mentioned in ibid letter to convey the places, where the Anganwadis, so sanctioned, are to be opened so that further action in the matter can be intiated by them.

08 RESOLUTION : Considered and noted.

It was resolved that the 02 anganwadis, so sanctioned, be set up one at Charanwadi & another for Stationwadi area, in the midst of Old & New Stationwadi.

09 REPRESENTATION.

To consider Representation dtd. 01.01.2021 received from Shri BN Mojad- Elected Member, Cantt Board Deolali requesting to reduce the Fixed Deposit amount to 10% instead of 25%, being taken as a Deposit amount by the Cantonment Board Deolali from the Developers for development of Layouts. It is further mentioned in the said Representation that due to present situation of Covid-19, there is a financial crisis faced by all and in order not to have heavy burden on the developers, it is required to reduce the percentage of Fixed Deposit amount, as stated above.

09 RESOLUTION : CEO stated that deposit amount @ 25 % of development cost was imposed to ensure that residents don’t face difficulty in case of developer not doing proper work. Reduction in security deposit will geopardise interest of residents.

Board resolved to reject the proposal.

10 INCREASE OF LICENCE FEE FOR ALLOTMENT OF ADDITIONAL CANTONMENT FUND QUARTER TO PRESENT EMPLOYEES, RETIRED EMPLOYEES OR BLOOD RELATED EMPLOYEES.

Ref: CBR No. 08 dt. 27.02.2020.

Vide ibid CBR, it was resolved to increase the monthly license fee to Rs. 3000/- per month, which will be valid for a period of one year and the said rates be reviewed after a period of one year.

As the period one year has been over from the date of the above CBR, the rate fixed above, i.e. Rs. 3000/- per month is required to be reviewed and to be increased to Rs. 3500/- per month.

10 RESOLUTION : Considered and approved.

At this stage, Shri BT Katariya- Elected Member presented letter dt. 07.02.2021 duly signed by Elected Members of the Board- S/Shri BN Mojad, BT Katariya & Smt. KR Kasar, Smt. MT Karanjkar & Smt. PB Dhiware requesting to take immediate action for removal of encroachment on Govt. land, which is the only access to the plot holders blocked by Shri RN Singh, by way of encroachment on Govt. land.

The matter was discussed and it was resolved that PCB will make a site visit and in case allegation is found true, necessary action will be initiated

11 UNAUTHORISED CONSTRUCTION OF BUILDING ON THE FIRST FLOOR.

Shri Narayan Mojad has constructed the Building admeasuring –5.90M x 7.60M on the first floor at Shigwa Bahula, Deolali, without any approval of the competent authority hence it is an unauthorised construction of Building on the First Floor.

A show cause notice was issued to Shri Narayan Mojad, vide this office Notice No.1309/BLD/E-8/5217 dated: 14.12.2020. He has not given the reply to the show cause notice issued to him. It is therefore recommended that Notice U/s 248 & 320 of the Cantonments Act, 2006 be issued to Shri Narayan Mojad, at Shigwa Bahula, Deolali.

11 RESOLUTION : The Board considered and approved the issuance of Notice under Section 248 of the Cantonments Act, 2006 to Shri Narayan Mojad giving him 30 days time to remove the said unauthorised construction. In case of non compliance, another notice under Section 320 of the Cantonments Act, 2006, giving him 15 days time, will be served upon him, to remove the same, failing which the demolition will be carried out departmentally at his risk and cost.

12 UNAUTHORISED CONSTRUCTION OF BUILDING ON THE FIRST FLOOR.

Shri Nandakishor Falle has constructed the Building admeasuring –2.8M x 3.4M (01 Bedroom), 6.20M x 3.15M (Hall), 3.3M x 2.5M (Kitchen) and 1.2M x 2.2M(Bathroom) on the first floor at Shigwa Bahula, on Dhondy Road, Deolali, without any approval of the competent authority hence it is an unauthorised construction of Building on the First Floor.

A show cause notice was issued to Shri Nandakishor Falle, vide this office Notice No.1309/BLD/E-8/432 dated: 19.01.2021. He has not given the reply to the show cause notice issued to him. It is therefore recommended that Notice U/s 248 & 320 of the Cantonments Act, 2006 be issued to Shri Nandakishor Falle, at Shigwa Bahula, on Dhondy Road, Deolali.

13 UNAUTHORISED CONSTRUCTION.

Shri Baburao S Dhurjad & 02 others (Owner) and Harish Ajmera (Occupier) has constructed the Hotel Ajmera Foods admeasuring –176.96 sq mtr on ground floor at 144 Dhurjad Mala, Near Coral Garden on Lam Road, Deolali, without any approval of the competent authority hence it is an unauthorised construction of “Hotel Ajmera Foods”.

A show cause notice was issued to Shri Baburao S Dhurjad & 02 others (Owner) and Harish Ajmera (Occupier), vide this office Notice No.1309/BLD/E-8/5340 dated:31.12.2020. He has not given the reply to the show cause notice issued to him. It is therefore recommended that Notice U/s 248 & 320 of the Cantonments Act, 2006 be issued to Shri Baburao S Dhurjad & 02 others (Owner) and Harish Ajmera (Occupier), at 144 Dhurjad Mala, Near Coral Garden on Lam Road, Deolali.

Shri Pradeep Patel, Director, M/s Madhoor Buildwell Pvt.Ltd. has completed the construction of plinth beam & further started the construction in the area admeasuring- 15.30M x 45.20M by constructing 40 Columns on the land bearing Rev.Sy.No.38A/1/1,38-B & 38/C of Sansari at Anand Road, Deolali, without any approval of the competent authority hence it is an unauthorised construction of the super structure.

A show cause notice was issued to Shri Pradeep Patel, Director, M/s Madhoor Buildwell Pvt.Ltd, vide this office Notice No.1309/BLD/E-8/169 dated:08.01.2021. He has not given the reply to the show cause notice issued to him. 15 REGARDING FLAT RATES OF WATER CHARGES TO THE RESIDENTS OF DEOLALI.

Ref : CBR No.02 dated 03/06/2020.

It has been reported by the Officiating Sectional Engineer (Water Supply), Cantonment Board, Deolali that with reference to above CBR, this office has imposed a flat rate of Rs.100/- per flat per month on an experimental basis and the bills were issued for the period from April 2020 to Sept. 2020 accordingly.

Hon’ble Elected Members of Cantonment Board, Deolali have written to this office vide their letter dt. 22/01/2021 and requested to impose the system as earlier used for charging the bills on the basis of actual meter reading and not on the basis of flat rates to societies/ bungalows/ apartments and further requested to reconsider this decision.

15 RESOLUTION : The Board considered and discussed in detail.

Shri SS Thakre- Vice President stated that the residents are not receiving enough quantity of water as Cantt Board is not able to provide water in sufficient quantity to its residents and requested that the earlier system of billing based on water meter reading may be reverted back to. Flat rate was introduced on experimental basis and since there is lots of dis-satisfaction among Society, it should be discontinued.

Shri BT Kataria-elected member stated that as a citizen of Deolali he has always opposed charging of flat rate system. Further since he is residing in flat and not having individual connection to his flat and connection given to society, the imposition of flat rates should not be carried further and earlier system of meter reading should be reverted back to.

CEO, Cantt Board stressed that there is heavy loss incurred by the Board on water supply to its residents and in order to reduce the deficit, increase in water rate is necessary. He further added that an audit objection has been raised by the Office of the Principal Director of Audit, Defence Services, Pune vide letter No. 348/DP/FSC- 06/2019-20 dt. 02.02.2021, for the loss and Board must maintain water supply at no profit no loss.

Deliberate discussion took place over the issue and it was finally resolved that the present water rate of Rs. 4.21 ps. per 1000 litre for domestic connections be increased to Rs. 4.90 ps. Per 1000 litres. These new rates will be effective with effect from 01/04/2021.

16 VALUATION OF DAMAGED SUGAR CANE CROPS.

Office of the Agricultural Officer, Nashik. letter No. Ja.Kr./UViKruA/Vyapar/Phal.Mulya/5738/220 dated 04.12.2020, (iv) TalukaAgricultural Officer, Nashik Letter No. 28/220 dated 05.01.2021 & (v) The District Supdt. Office of the Agricultural Officer, Nashik. letter No. Ja.Kr./UViKruA/Vyapar/Phal.Mulya/126/2021 dated 19.01.2021.

Vide this office letter under reference, it was informed to the District Supdt., Office of the Agricultural Officer, Nashik that this office has proposed to lay underground drainage pipe through the lands bearing Rev. Sy. No. 368/1, 368/2 & 369 of Bhagur. The owner has recently planted sugar cane crops on the said land. The area from which the proposed underground drainage pipes are to be laid is approx. 5 Mtrs in width & 700 Mtrs in length i.e. total approx. area is 4900 SqMtrs.

As per Section 198 of the Cantonments Act, 2006, the compensation has to be given to the concerned farmers against the damage of the crops.

Vide their letter No. Ja.Kr./TaKruA/Us.Mulya/113 dated 28.12.2020 received from Tahsil Agricultural Officer, Nashik informed that they have visited on 22.12.2020 at Smt. Janabai B. Kasar & Other 02 farm and conducted a survey and submitted a report regarding compensation to be paid on sugarcane crop as under.

16 RESOLUTION : CEO stated that as per Section 198 of the Cantonments Act, 2006, the compensation shall be payable to the owner or occupier for any damage sustained by him which is directly occasioned by the carrying out of Laying of Underground Drainage.

The Board considered and resolved to pay the compensation of Rs. 61,912/- to Smt. Janabai B. Kasar & Other 02, towards damages of the crops.

17 VALUATION OF DAMAGED FRUIT TREES

Ref: The District Supdt. Office of the Agriculture Officer, Nashik letter No. Ja.Kr./JiKruA/TanTra/Phal.Mulya/sewage network plan/5737/2020 dated 04.12.2020.

This office was proposed to lay underground drainage pipe of STP scheme through the land bearing Rev Sy. No. 374 (part) of Bhagur having ownership of Mr. K. Ferzandi. The owner had planted Guava, Coconut &Chiku fruit trees on the said land. Therefore, this office was informed to the District Supdt., Office of the Agricultural Officer, Nashik to carry out valuation of the cut trees as mentioned below in order to work out the compensation as per Sec.198 of the Cantt. Act,2006.

i) Guava – 12 Nos. ii) Coconut – 06 Nos. iii) Chiku – 31 Nos.

Accordingly, Tahsil, Agricultural officer, Nashik made site visit and submitted their report for a compensation amount of Rs.4,84,633.20/- & the valuation charges of Rs. 14539/- at of 03 % of compensation amount i.e. (03% of Rs.4,84,633.20/-) to be paid against the valuation of cut trees, vide their letter under reference.

At this stage Shri SS Thakre- Vice President raised the issue of Collector land at Bhagur and demanded for removal of encroachment by the Cantonment Board, further requesting to give a positive thought to the issue.

The CEO clarified that he is an Estates Officer for Class ‘C’ land whereas the land concerned is Collector land and thus he has no authority to remove the said encroachment.

Shri BN Mojad- Elected Member also insisted for removal of said encroachment at the earliest.

After deliberations, the Board resolved that the CEO, Cantt Board should write a letter to the Collector, Nashik in this respect stating the facts. 18

Shri BT Kataria – Elected Member stated that the Civil Area Committee meeting didn’t take place in January 2021 despite assurance by CEO due to which mutation of old grant sites is pending and residents are suffering.

CEO, Cantt Board clarified the most of the cases involve sub division of site and mutation can’t take place in light of existing MoD guidelines.

Shri BT Kataria- Elected Member requested that the higher authorities may be requested to look into the pending cases of lease renewal.

Shri BN Mojad- Elected Member stated that during the period of Pandemic Covid- 19, the staff of Cantt Hospital, UPHC, Shigwe Bahulla, so also staff of Administration of the Board worked very hard and requested to honour them with Certificates, which was agreed to by the Board

Shri SS Thakre- Vice President & Elected Members stated that the Cantt General Hospital Deolali has received Raksha Mantri Excellence Award which is a big achievement by the Cantt Board and a board in this respect may be put up in CB General Hospital campus as a mark of respect for the services rendered in very difficult times of Covid-19.

Shri SS Thakre- Vice President stated that the tenure of existing board is going to end on 10.02.2021. During the period of this 06 years tenure, he would like to place on record enormous contribution made by Late Shri DW Adhav- Elected Member. He further stated that with the support of present CEO, Cantt. Board-Shri Ajay Kumar, PCB- Brig JS Goraya and Garrison Engineer-Shri Abhimanyu Parida, Nominated Members- Col Atul Bisht & other Military Nominated Members on the Board, the Board, functioned very efficiently.

He further stated present CEO, Cantt Board-Shri Ajay Kumar worked hard in raising resources of the Board, as the Board is facing financial problem presently and the Dy. CEO- Shri Sanjay Sonawane also took efforts for improvement of sanitation and functioning of schools of the Board.

He added that due to limitations with respect to funds and rules, many works couldn’t be executed and if the members of the present Board get opportunity in future, they will certainly try to fulfill the same. He further expected co-operation from the President, Cantt Board and CEO, Cantt Board in future also for development of the Cantonment.

He also stated that with the help of previous PCBs- Brig. Pradeep Kaul, Maj General P. Ramesh, current PCB- Brig J S Goraya, previous CEOs- Shri Puspendra Singh, Shri Amol Jagtap, Shri Vilas Pawar, and current CEO- Shri Ajay Kumar, this Board has done unparalleled developmental works.

He further stated that Shri VR Patil- Asst.Engineer, Shri RC Yadav- the then Sectional Engineer (W/S), Shri UV Gorwadkar- Admn Officer, Shri RS Thakur- Health Supdt., Shri VS Band- Store Keeper, Shri RD Nere- Steno., Shri SA Sahashrabhojane- Comp. Asstt., Shri SS Bhandare- Retd GC have co-operated the Board positively in it’s smooth functioning and in meeting the demand of civic services for the general public. . He would like to heartily thank all above officers and staff for their co-operation as he is aware that Administration & Board are two wheels responsible for effective and efficient Cantonment administration.

He louded the positive contribution made by Brig. Sudumbrekar-the then Health Officer and Brig Shakti Vardhan, current SEMO for their guidance in running Cantt Board General Hospital.

He further stated that during the tenure of existing Board, many landmark projects were executed like widening of Lam Road, concreting of Sunday Bazaar, completion of Jogging Track. Big mile-stone project like STP, Primary School were started and completed in last six years of this Board. He thanked Shri Hemant Godse- Hon’ble Member of Parliament and Late Shri Parrikarji, the then Defence Minister for this feat.

He further stated that during this Board Street light were converted into LED, major road resurfacing was achieved and ‘Abhyasika’ was started. Door to door garbage collection, Ghanta gadi, provisions of dust bins to residents was achieved during this Board which helped in improvement in sanitation of Deolali.

Moreover, during this period Board constructed its own Cremation ghat with the generous donation from Shri Vasu Seth Shroff & his family, who have also donated for construction of Dialysis Center, which will be inaugurated very soon. He would also like to acknowledge donation from Shri Maharaj Birmani & Smt. Renu Birmani of Sivannanda Electronics for construction of hall for senior citizen.

At this stage, he presented two cheques of Rs. 2.50 lakh each from Shri Maharaj Birmani & Deolali Rotary Senior Citizen Forum, total Rs. 5 lakhs donation for construction of a Hall for Senior Citizen by the Cantonment Board, Deolali.

On behalf of the Board, CEO, Cantt Board thanked both the parties for their gesture.

Shri SS Thakre- Vice President further stated that he would also like to place on record on this occasion that Smt. Nirmala Sitharaman- the then Defence Minister, Shri Rajnath Singh- the Defence Minister, Shri - Ex-Raksha Rajya Mantri, all such dignitaries have helped in execution of the projects of the Board. He further thanked Ex- Chief Minister of Maharashtra State-Shri Devendraji Fadnavis, the then Water Resources, Medical Education & Irrigation Minister, Maharashtra State- Hon’ble Shri Girishji Mahajan for their efforts in release of State Govt. grants to the Cantonment Board Deolali.

He further added that due to construction of reservoir on Darna River by MES, residents of Deolali are receiving ample quantity of water in summer season.

The President, Cantt Board- Brig JS Goraya, in his concluding address stated that there is unparallel development in the Cantonment Board during the last six years period and the Board successfully carried out its work during challenging time of Covid-19 pandemic . It shows commitment and dedication of all elected and nominated members, CEO and entire staff of Cantonment Board Deolali. He thanked Hon’ble MP Shri Hemant Godse & Hon’ble MLA Smt Saroj Ahire for their active participation and support for the development of Deolali and fruitful suggestions, which were implemented for the benefits of the people of the Cantonment.

He further stated that the financial constrains are challenge for a political representatives to execute their election promises. He expected that till fresh elections are held, elected members will keep providing ground based feed back for the betterment of people of Deolali

Finally CEO, Cantt Board- Shri Ajay Kumar thanked President, Cantt Board- Brig. J. S. Goraya, Ex PCBs- Maj Gen P Ramesh, Brig. P. Dhananjayan for their valuable guidance, constructive support and active involvement in functioning of the Board. He further thanked all Elected & Nominated Members of the Board for constructive participation , which was key reason in successful implementation of key projects.
