The move effectively replaces previous city-imposed mask-wear- ing policies to align with a new Los Angeles County Department of Public Health Officer order and guidance from the U.S. Centers for Disease Control and Prevention regarding the use of face coverings, both of which were released late last month. The city’s new policy, with cer- tain exceptions, allows fully vacci- nated people to be outdoors without a mask when alone, with members of their household and with a small group of people who are either fully vaccinated or are not fully vaccinat- ed but not at high risk for severe ill- ness or death from the coronavirus. The policy still requires everyone to wear masks at crowded outdoor events, in crowded spaces where physical distancing is not possible and it is not known if everyone in the space is vaccinated, in indoor public settings unless it was other- wise permitted by the county health department, at worksites and busi- nesses, and in any setting where the county health officer order requires masking. “The city of West Hollywood is encouraged by new CDC guidelines regarding use of masks and we are doing everything we can to quickly align with L.A. County to ensure that regulations are simple to under- stand and follow for everyone,” West Hollywood Mayor Lindsey Horvath said in a statement. “Let’s all remember, when we’re in dense outdoor crowds such as concerts and when we’re in indoor public spaces such as drug stores and gro- cery stores, masks are still required whether you’re vaccinated or not. We’re finally at a stage of the pan- demic where there’s a good supply of vaccine availability. Getting back to normal means we must all do our part to get vaccinated and to encour- age people we know to get vacci- nated. No matter which vaccine you choose, please get vaccinated.” West Hollywood’s new policy was passed as part of the city’s con- sent calendar, but prior to the vote, Councilwoman Sepi Shyne asked city staff to clarify how the new pol- icy is going to be enforced. “It’s my understanding that align- ing with the county means we’re not going to be enforcing any cita- tions,” she said. “If that’s not the case, I do feel that it’s too confus- ing. … It really would be an oppor- tunity for discrimination to happen. If that’s not part of it, we need to pull it from consent and take a vote.” City Manager Paul Arevalo said “we’re going to curb the enforce- ment” unless people are in large crowds or inside an enclosed facili- ty. “It’s just too complicated,” he said. “Many issues can arise that you mentioned and just the pres- sures on staff.” The move comes as the Los 6 May 13, 2021 Beverly Press/Park Labrea News Planning Commission divided on development agreement for One Beverly Hills n Affordable housing, activity is as important as people more than four units must make having a roof over their heads,” provision for the inclusion of public benefit cause Gordon said. affordable units except for the problems for project Ostroff agreed with Gordon’s developer of the biggest project in assessment. the city’s history. After some debate over what Licht described as “seman- tics,” the commissioners eventually unanimously approved Community Development Director Ryan Gohlich’s suggested wording. “The Planning Commission is unable to recommend whether or not the development agreement is consistent with the general plan because the commissioners hold differing views regarding consisten- cy with the general plan and were unable to reach a consensus,” Gohlich said. Licht was in support of approving the development agreement as it had been brought to the commis- sion. “I think it’s a wonderful project, as I’ve stated, and it’s a wonderful benefit for the city, not just the pro- ject, but the finances involved as well,” Licht said. Ostroff disagreed, noting that the developer is saving “in excess of $184 million” by not including affordable units in its project. “It’s just not enough. Period. That’s my view,” Ostroff said. Gordon said she supported the majority of the development agree- ment, but she took issue with the affordable housing component. While she felt that the development agreement was “from a dollar per- spective … reasonable,” she pre- ferred the money be “earmarked” for affordable housing instead of going into the city’s general fund. “Why is this not going into an earmarked affordable housing fund? … To me, that’s kind of a no- brainer … No event, no special Beverly Press/Park Labrea News 7 May 13, 2021

Richard Hofstadter was an American historian, professor of American history at Columbia University and public intellectual of the mid-20th century. He became the “iconic historian of postwar liberal consensus,” largely due to his emphasis on ideas and political culture rather than the day-to-day doings of politicians.
