Southeast Asian Studies, Vol. 49, No. 2, September 2011 Revisiting Transnational Media Flow in Nusantara: Cross-border Content Broadcasting in Indonesia and Malaysia Nuurrianti Jalli* and Yearry Panji Setianto** Previous studies on transnational media have emphasized transnational media organizations and tended to ignore the role of cross-border content, especially in a non-Western context. This study aims to fill theoretical gaps within this scholarship by providing an analysis of the Southeast Asian media sphere, focusing on Indonesia and Malaysia in a historical context—transnational media flow before 2010. The two neighboring nations of Indonesia and Malaysia have many things in common, from culture to language and religion. This study not only explores similarities in the reception and appropriation of transnational content in both countries but also investigates why, to some extent, each had a different attitude toward content pro- duced by the other. It also looks at how governments in these two nations control the flow of transnational media content. Focusing on broadcast media, the study finds that cross-border media flow between Indonesia and Malaysia was made pos- sible primarily in two ways: (1) illicit or unintended media exchange, and (2) legal and intended media exchange. Illicit media exchange was enabled through the use of satellite dishes and antennae near state borders, as well as piracy. Legal and intended media exchange was enabled through state collaboration and the purchase of media rights; both governments also utilized several bodies of laws to assist in controlling transnational media content. Based on our analysis, there is a path of transnational media exchange between these two countries. -

By identifying the determinants that contribute to the successful impact can make the microcredit organization’s evaluation more strategic and efficient that can leads to outgrow of the lower income group (proxy by Bottom 40 Headcounts) and move-up to the middle-income group. The study utilizes the panel data (fixed effect analysis) of 16-states and federal territories (Malaysia) from the year 2011 to 2015. Based on the overall findings of this study, it is crucial to analyze the impact from the microcredit access and macroeconomic condition on the headcount of lower income group. The study reveals that the number of loans per microcredit office has significant positive effect on lower income group headcount. The numbers of borrowings from the agriculture sector and female to male ratio borrowings have significant negative effect on the headcount of lower income group. The finding implies that the female has a higher tendency towards reducing the headcount of lower income group. Additionally the general macroeconomic condition also influences significantly the lower income group, as this group is vulnerable to economic shocks. This paper will contribute to the existing microcredit studies in the following dimension namely implications for academic, microfinance institutions and policymakers. -

8 Kedah excos sworn in for new term The Malaysian Insider February 28 , 2012 KUALA LUMPUR, Feb 28 — Eight Kedah state executive councillors (excos) took the oath of office for a new term today at the Istana Anak Bukit in Alor Star, leaving two vacant spots in the state administration led by Datuk Seri Azizan Abdul Razak. They were Datuk Amiruddin Hamzah, Datuk Mohamed Taulan Mat Rasul, Datuk Dr Hamdan Mohamed Khalib, Lim Soo Nee, Abd Ghani Ahmad, Tan Joon Long @ Tan Chow Kang, Datuk Siti Ashah Ghazali and S. Manikumar, state news agency Bernama reported. Conspicuously missing were Kedah PAS deputy commissioner I Datuk Phahrolrazi Zawawi and Kedah PAS deputy commissioner II Datuk Dr Ismail Salleh, who had declined to accept their re-appointments. It has been speculated that Phahrolrazi and Ismail are unhappy with Azizan’s (picture) leadership in relation to various issues that have affected his administration in recent years, and have the support of several other excos. Phahrolrazi, who is reported to be on leave until March 1, previously said he had yet to receive an invitation letter from the state government to attend the swearing-in. “I respectfully inform you that I am rejecting the appointment as Kedah exco,” Phahrolrazi wrote in his letter, specifically mentioning Azizan’s appointment offer made on February 15. The PAS leadership said yesterday it wanted all 10 current Kedah state excos sworn in for the 2012 term, despite Mentri Besar Azizan saying only eight would be reinstated. PAS secretary-general Datuk Mustafa Ali confirmed rumours that Phahrolrazi and Ismail had declined to accept their re-appointments, but stressed that the matter was only a “technical issue.” He said that PAS president Datuk Seri Abdul Hadi Awang had met with Azizan as well as the two excos on February 17, where they had explained to him “difficulties” in continuing their duties. -

Capital expenditure has also increased due to higher private and public investment. Against this backdrop, economic growth is expected to moderate in the first quarter of 2018, a slowdown that will be compounded by rising debt servicing costs and gradual household deleveraging. Nonetheless, a solid outlook for consumer spending, a pick-up in infrastructure investment and a boost ahead of the elections bode well for this year’s GDP forecast. The Malaysian GDP is expected to expand a healthy 5.3% in 2018 and 5.0% in 2019. The recently approved Trans-Pacific Partnership should boost Malaysia’s long-term economic prospects, opening access to new markets. But growth is not all that a country lives on. One pressing issue is that the benefits of this strong growth do not accrue proportionately to all Malaysians. There is substantial dissatisfaction with the rising cost of living, particularly among the bottom 40 per cent of income earners in urban areas. Low-income households are also concerned about car ownership, housing, healthcare and other unavoidable expenditures that cut into household income. The issue of rising healthcare cost and housing costs has placed tremendous pressure on household incomes which has not risen in tandem with the rising cost of living. Both healthcare and affordable housing are long-term issues. -

February 11, 2016 The Honorable Mr. Barack Obama President of the United States of America The White House 1600 Pennsylvania Avenue, NW Washington, DC 20500 Dear Mr. President, As members of parliament from Southeast Asia, dedicated to the promotion and protection of human rights, we write to express our desire for you to make discussion of human rights and the democratic aspirations of the people of ASEAN a priority during the upcoming summit at the Sunnylands estate in California on 15-16 February 2016. As you are surely aware, democracy is struggling in Southeast Asia. Many countries in our region have taken dramatic steps backward in the past two years. While Southeast Asia appeared to be on the cusp of a genuine political transformation only a few years ago, more recently the region has instead witnessed military takeovers, the rollback of fundamental rights, intensifying government-sponsored discrimination against ethnic and religious minorities, and the increasing persecution of activists and opposition voices, including fellow parliamentarians. These setbacks constitute a fundamental threat to the future of the ASEAN Community and the US relationship with it. While we recognize and understand your administration’s desire to strengthen trade and security cooperation with Southeast Asian governments, we urge you to proceed with caution. Human rights, democracy, and basic dignity cannot take a backseat to economic or security prerogatives. Open dialogue on fundamental political and rights-based questions is vital to ensuring the sustainability of bilateral relationships and promoting broad-based benefits of trans-Pacific cooperation. When you sit down with ASEAN leaders in California, we urge you to press them on unfulfilled human rights commitments and to directly raise specific concerns with them. -

Telecommunications Managing the Content of Malaysian Television Drama: Producers, Gatekeepers and the Barisan Nasional Government (303 pp.) Director of Dissertation: Drew McDaniel Abstract: The purpose of this dissertation is to describe and analyze how drama television content is managed in Malaysia. By looking at the production process of local drama television programming, this study examines the interactions among the three major players – the Barisan Nasional regime, the major television networks and independent producers – who are responsible for shaping its content. Three research methods are used for this study: in-depth interviewing, the informal conversational interview and documentary research. Between June 2001 and November 2002, 32 interviewees participated in this research. The research finds that the Malaysian drama television producer’s ability to generate program content is constrained by the Barisan Nasional regime. Three observations are made to outline the power relationship between the government and the television industry. First, the government often encourages television producers to make drama programs with the theme of friendship and goodwill (muhibah) among different ethnic communities in order to nurture racial harmony.
