1. INTRODUCTION

1.1 OVERALL PROJECT DESCRIPTION

1. Urban Water Supply and Sanitation (Sector) Project (the project) will support the Government of Nepal in providing water supply and sanitation (WSS) services to selected 20 towns in Nepal. In line with the government’s 15-Year Development Plan for Water Supply and Sanitation in Small Towns (15-year plan) of 2009, the Asian Development Bank (ADB) has supported the government in providing WSS services in 70 of the 265 small towns in Nepal through three earlier phases(I, II and III) projects. Drawing on experience and lessons from the earlier interventions, this project will fund physical investments in WSS infrastructure in selected small towns (project towns) and nonphysical investments in the strengthening of sector policy, regulatory, institutional capacity, service delivery, and project management. Total project cost is USD 178.50 million where Asian Development Bank is financing USD 130 million. As a counterpart Government of Nepal is investing USD 39.50 million and Beneficiaries (municipalities and water users associations) is also financing USD 9.0 million during the construction.

2. The executing agency of the UWSSP is the Ministry of Water Supply (MOWS). The Project Management Office (PMO), under the Department of water Supply and Sewerage Management (DWSSM), Ministry of Water Supply is implementing the project. For scrupulous monitoring three Regional Project Management Offices (RPMOs) one in Eastern Region at Itahari, one in Central region at Kathmandu and other in Western Region Nepalgunj is established and all the project supervision & monitoring activities are implementing. Regional Design Supervision and Management Consultancies (RDSMC) are supporting the two regional RPMOs by conducting design overall implementation management and construction supervision in their respective regions' towns. PMO itself is supporting central region. One Project Management& Quality Assurance Consultants (PMQAC) is mobilized from 01 July 2019 and working under the PMO office in central & providing support to the PMO and RPMOs. The three RDSMC, western DSMC based at Nepalgunj, central DSMC based at Kathmandu and third eastern DSMC is based at Itahari for the design, construction supervision and monitoring of the towns under their jurisdiction

Urban Water Supply & Sanitation (Sector) Project (UWSSP), the Project Management Office (PMO), under the Department of Water Supply and Sewerage management (DWSSM) Ministry of Water Supply (MWS) through the government of Nepal has received the loan from Asian Development Bank (ADB) Loan No. 3711 NEP.

1.2 PROJECT OBJECTIVES

5. The objectives of the project are: • expanding access to community-managed water supply and sanitation (WSS) in 20 project municipalities by drawing on experiences and lessons from three earlier projects funded by the Asian Development Bank (ADB), and • institutional strengthening and capacity building of local governments, service providers, and the TDF • Improved project implementation with Environmental and Social Safeguard

1.3 SUMMARY OF THE REPORT

6. This report summarizes the environmental compliances and monitoring for the period January to June 2020. The sub-projects consist of surface water and ground water based water supply systems and sanitation (including construction of toilets, sewerage and wastewater treatment, and surface water drainage in some selected towns). All the sub- projects have been classified as Category B and only IEEs are sufficient.

7. The Environmental Specialists of the DSMCs (Design Supervision& Management Consultants) are responsible for environmental monitoring.

8. The IEE documents (with the EMPs) are part of the contractual documents and are provided to the RPMOs, Contractors and DSMCs.

1.4 PROGRESS FROM JAN TO JUNE 2020

9. Progress made in this first six month (January – June) of 2020 under different activities of Sub projects of different components of the UWSSP is follows.

1.4.1 Progress on the Output-1 Improved Water Supply and Sanitation Infrastructure 10. Out of 22 town projects envisaged in the PAM and 9 town projects are under implementation. Additional 2 town project were contracted and under implementation in this bi-annual reporting period. Thus there is not so much physical progress except for Subhaghat, Bhojpur and Diktel subproject with considerable level of progress based on the set targets. The slow progress occurred due to the unavoidable situation of COVID-19 pandemic and country lockdown called my Government.

1.4.2 Progress on the Output-2 Institutional and Community Capacities Strengthened 11. Once the contractor will fully mobilize and start the construction works, activities on Institutional and community capacities strengthening will also parallel start with different related activities.

12. PMO and RPMOs are working for monitoring and smooth implementation of the project representing implementation agency. TDF is also functional to provide the loan to the WUSC according the subsidiary loan agreement. Members of the PMQAC team joined the work from 1st July 2019 and are working in the PMO according to their schedule. Three regional design supervision and monitoring consultancy (RDSMC) for UWSSP working in the Eastern, Western and Central Region had been recruited and mobilized at site from Mid- October 2019 due to which the execution, monitoring and reporting of subproject is on track lacking at this moment.

13. The Regional Design Supervision and Management Consultancy (RDSMC) are stationed in Itahari for Eastern Region, in Nepalgunj for Western Region and in Kathmandu for Central Region for fulfilling the propose. Plush-BZ JV was hired for the Eastern Region, BDA-JPZ- Udaya for Central Region and ITECO-Unique was hired for the Western Region. These three DSMCs are taking charge of supervision and implementation monitoring of ongoing urban towns which are under implementation recently.

14. Government has posted required staffs in the PMO and RPMOs. Required personnel have hired by the consulting group and project activities are implementing smoothly. Currently, new PMQAC for PMO was in place and joined office from 1st July 2019 and had started supporting PMO with project work as per the guided ToR.

1.4.3 Performance of On-going Contract Packages 15. All 9 contracts are were awarded within 2019. Thus significant physical progress has not been achieved in this reporting period as per the set targeted due to Covid19 pandemic and

lockdown called by Nepal Government from March 24th, 2020 till now. After Mid May, 2020 with the permission of performing construction activities the slow progress have been accelerated since then till June.

18. Government has posted required staffs in the PMO and RPMO. Designated personal has been appointed as Environmental officer at PMO and in each eastern and western RPMO who are working for monitoring and smooth implementation of the project EMP representing as implementation agency. PMQAC at the canter and RDSMC each in three regions have been already mobilized with Environment Specialists. The details of Environment Safeguard Team at Different Level for Implementation of UWSSP are as per the Table 3.

The three DSMCs for Western, Eastern and Central region have been effectively mobilized at the site with designated inputs of Environmental Specialist for the monitoring and implementation of EMP. 3. DESCRIPTION OF SUBPROJECTS AND STATUS OF IMPLEMENTATION

21. Total 22 (18 water supply and sanitation, 2 Drainage and 2 DEWATS) projects in 20 municipalities are selected under Urban Water Supply and Sanitation Sector Project. The list of the projects municipalities are given below. Project has established the website where they disclosed and shear information regarding project and its recent activities. The project website is www.uwssp.gov.np. Regarding the disclosing of the safeguards documents in its website, they have disclosed approved IEE reports, SEMR, DDR etc. And continue to disclose as soon as IEE report get approved by through it ministry of each sub-project of UWSSP. Till this reporting period eleven IEE reports of Charikot (W01), Bhojpur (W02), Siddhanath Baijanath (W03), Diktel (W04), Illam (W05), Liwang (W06), Chainpur (W07), Subhaghat (W09), Pragatinagar (W10), Panchkhal (W14) and Deurali Hupsekot (W16) had been approved and had been disclosed by PMO on its website.

22. Out of 22 town Projects, eleven projects municipality namely Charikot of , Bhojpur of Bhojpur district, Siddhanath Baijanath of Magendranagar, Diktel of , Illam of Illam district, Liwang of , Chainpur of Bhojpur district, Subhaghat of , Pragatinagar of Dang district, Panchkhal of Kavre and Deurali Hupsekot of Nawalpur are awarded and under construction phase. Among the sub-project under implementation stage, IEE report of all sub-project has been approved by the MoWS whereas of respective subproject ready for contract award their IEE report has been submitted to MOWS and under final review and approval process through secretarial and ministerial level which consuming some time.

23. Till now ToR of two subproject, Khalanga of and Tikapur Drainage & FSM of has been approved by MOWS and under the IEE Draft Stage. Similarly, all projects municipalities are progressing for implementation phase as illustrated on following table.

4. COMPLIANCE STATUS WITH ENVIRONMENTAL COVENANTS

24. The Covenants of the Loan Agreement generally covered under Schedule 4 of the Loan Agreement are either complied or in the process of compliance within the given time frame. The government of Nepal has been complying with policy loan covenants such as project management and administration, social, environment, financial and technical as stipulated in the agreement. Details of Status of Loan 3711 Covenant Compliance will be provided in upcoming reports.

25. There are 31 loan and grant covenants specified for this project. Environmental safeguard related project activities are in compliance with covenants as regular follow up actions are being taken according to approved contract documents (please refer Appendix-1 for details).

The present environmental management report has been prepared based on the Environmental Management Plan (EMP) described in the IEE report of the project, which has been approved by the Ministry of Water Supply, Government of Nepal. The major activities undertaken during the preparation of the environmental management report are outlined below.

6.3.1 Field Visit and Supervision

125. Field visits, joint observations, suggestions on improvements to the field teams of contractors, supervision to DSMC field team, and coordination with the User Committees Consultant and PMO/RPMO/ICG were carried out from January to June 2020 in a very cooperative work environment. Project preparatory and assessment works were carried out on 9 town projects. 126. On 27 February 2020 at Charikot Project, a joint review meeting consisting of PMO, RPMO, DSMC, ICG User Committees held for the discussion on 9 point agreement made with the struggle group of Charikot Project. 127. On 13 January 2020 at Illam major consultations was carried out include the IPP dissemination through presentation among Sandakpur Rural Municipality Officials, political parties and local people of source area with Nepali version of distribution of IPP summary by DSMC and WUSC. 128. 17-18 March 2020 at Chainpur, Two days Orientation/interaction program was held among RPMO, PMO and DSMC team at Nepalgunj and discussed about the thematic activities as well as district level progress of the project 129. 10 Jan 2020 at Siddhanath Baijanath, Inauguration of OHT at Thapachowk was done by Water Supply Minister Bina Magar in present of PMO.RPMO, Consultant, WUSC and other local peoples. 130. On 6, 13 & 15 March 2020 at Liwang, Progress Review meeting with PMO, RPMO, DSMC and Contractor was carried out at Site Location and at WUSC office. 131. On 23 Jan 2020 at Illam, meeting was held among WUSC, DSMC, contractor, Municipality, PMQAC representatives & ICG on implementation of OSH and quality assurance at site.

132. Monthly progress reports and quarterly reports of each project towns were based on the works carried out in the field by the project teams. This information was collected to reflect the implementation status of EMP during this six-monthly review. Efforts were made to identify, mitigate and compensate the actual environmental impacts during different phases of the project and the methods for improving the effectiveness of the environmental management plan was discussed with the field team including User Committees and contractors.

6.3.2 Interaction, Public Consultation with the Local Community and Other Stakeholders

133. Consultations are being carried out with local people and their organizations and other stakeholders in the implementation phase. Local community, DPs and their family members, local representatives of political parties, school teachers, business persons, women, and vulnerable groups were contacted in different project locations for consultation and disclosures about the project, its impacts and measures to be adopted for mitigating the negative impacts. Another part of the disclosure was to answer questions raised by the communities including affected persons with regard to the project, its activities and impacts. The consulted people were informed about different aspects of the projects and likely resettlement impacts and mitigation measures. They were also informed about the (i) process of assessing resettlement impacts during feasibility and detail design, (ii) process of compensation determination in accordance to the Land Acquisition Act 1977 and provisions of compensation.

Especially in Charikot, Dolakha sub-project deputy director of PMO, Mayor of Bhimeshwor Municipality, PMQAC safeguard consultant, team leader CRDSMC and WUSC chairman/member of committee had visited the intake site for consultation with surrounding local residents in ward no 7 Makaibari areas. The consulted people were informed about different aspects of the projects and likely resettlement impacts and mitigation measures. They were also informed about the (i) process of assessing resettlement impacts during feasibility and detail design, (ii) process of compensation determination in accordance to the Land Acquisition Act 1977 and provisions of compensation. The consultation and training participants' attendance sheet attached in Annex 2-1.

A. Central Region Consultation

134. In implementing Charikot sub-project, interaction and meeting was continued by the PMO representatives, project consultant team, WUSC and Contractor in the project sites. Especially at the locality of Bhimeshwor Municipality, Ward No. 7, Makaibari, joint team of the project visited and interacted with the people and continuous efforts made to address their issues and concerns to make conducive environment in the construction sites. The consulted people were informed about different aspects of the project and possible measures to be addressed their demands under the project’s provisions. The consultations and training participants' attendance sheet attached in Annex 2-1.

135. To discuss on various issues of WUSC, Charikot, a meeting was organized under the vice chairpersonship of WUSC on 28 February 2020 in the office of WUSC. The agenda of the meeting were: i) Formation of GRC, ii) Endorsement of GESI AP, iii) Survey work of OBA, and iv) Preparation of EMP activities. Following decisions made against each agenda are as follow: Decision 1: It was decided to reform first level of GRC that was formed earlier. Decision 2: GESI AP was endorsed in the meeting, discussed extensively and got approval to conduct all activities as stated in GESI AP in stipulated time. Decision 3: It was decided to complete the survey work of OBA by April 30, 2020 and agreement to start the construction work of OBA within WUSC and RPMO by first week

of May 2020. The dates as agreed in the meeting were based on the agreed actions of ADB Review Mission scheduled from 26 January to 03 February 2020. Decision 4: Prepare the specific activities of EMP and conduct accordingly in proposed time in the close monitoring of WUSC, ICG and WUSC jointly

136. On 13- May -2020, discussion meeting was held about the progress and upcoming activities, decided to certify IPC-04 for payments among CRDSMC/WSUC/Contractor/ ICG.

137. On 12 - Jun -2020, meeting among PMO, PMQAC, CRDSMC/ WSUC/Contractor/ ICG was held at PMO office, Kathmandu. Discussed about the progress and upcoming activities, deliver the all required DI Pipes & Fittings, Submit Lab test reports of Filter media (Sand),Design of SCADA system, Approval of Land From Municipality for office Building plan, Adjust the error payments by WUSC.

Status of Makaibari Issue of Charikot UWSSP 138. Charikot Water Supply Project, being implemented by ADB Assistance comprising 3 schemes located at Bhimeshwor Municipality of Dolakha District and covering Ward Nos. 2, 3,4,5,6 and 7, is one of the projects under the scope of Central Region Design Supervision and Management Consultant (CRDSMC).

139. The formal difference of opinion at Bhimeshwor Municipality, Ward No.7, Makaibari area was raised by local people by lodging complaints in ADB NRM on November 2019. Majority of the people who put forward their disagreement regarding to implementation of the project belongs to local Tamang community and their major occupation is agriculture. The complaints are mainly focused on utilization of Hattichhahara water source, delivering them free of cost water through private taps in each household, deploying 50 % WUSC staff from them, allocating dedicated 50% revenue from water sales for their development activities, conducting annual social audit and progress report meeting in their community, nominating 51% WUSC members from their community and taking consent from them to deploy contractor before contracting process.

Chronology of Events: 140. Agreement with the Makaibari Struggle Group: 141. A nine point agreement has been reached on 26 January 2020 with the struggle group of Bhimeshwor Municipality, Ward No.7 Makaibari. The agreed points are: (1) O & M funds will be NRS 1,500 per household for Ward No. 7. (2) Minimum tariff rate will be applied up to use of 12 thousand litres. (3) Connection charge will be 50% less than other areas (4) Five percent of total revenue collected from minimum water uses will be provided for water source management fund. (5) Charikot WUSC not take over the existing water systems of Ward No.7 (6) WUSC to recruit its maximum personnel from Ward No. 7 engaging their representatives in selection committee. (7) WUSC to support Ward No 7 in emergency situation in its capacity. (8) WUSC to allocate some water in Ward No 7, Ranipokhari in consultation with Ward No 7 elected representatives. (9) WUSC to accept and treat struggle committee as WUSC sub-committee for Ward No. 7.

Review Meeting on the agreement reached with struggle group: 142. A joint review meeting appraised work progress at the Makaibari site of Ward No.7 and found that there is no any disruption in construction works and decided to provide full authority to the WUSC Chairperson for taking decisions from WUSC side in regards to endorsement process of 9 point decisions taken with the struggle group. The meeting was held on 27 February 2020 at Office of Charikot WUSC. Deputy Mayor, Ward Chairpersons and Members of Bhimeshwor Municipality, WUSC Officials, Contractor's representatives and Consultants' team had participated on the meeting. The meeting had reviewed the previous decisions reached with the local struggle groups on 26 January 2020. In regards, Aid memoire of ADB review mission scheduled from 26 January to 03 February 2020 had instructed to endorse the agreement reached with the struggle group from concern stakeholders. Accordingly, the joint review meeting had taken some decisions on the dispute raised by Makaibari people. The meeting decided to provide full authority to the WUSC Chairperson for taking decisions from WUSC side in regards to PMO-TDF endorsement/finalization of the nine point agreement.

B. Eastern Region Consultation

143. Consultations were carried out with community people, local organizations and other stakeholders during implementation phase. During project preparation, feasibility study,

detail design and implementation phase, safeguard Specialist and GESI Specialist of DSMCs, team leader of both DSMCs and ERPMO chief visited the project municipalities several times and consulted with the community people, local organizations and other stakeholders. Local representatives of political parties, school teachers, business persons, women, representative from Indigenous people and vulnerable groups were contacted in different project locations for consultation and disclosures about the project, its impacts and measures to be adopted for mitigating the negative impacts. Queries raised by the communities including indigenous people in regard to the project, its activities and impacts were well addressed.

144. Especially in Illam subproject ADB representative and safeguard consultant had visited the intake site for consultation with surrounding local residents during the months of previous quarter. The consulted people were informed about different aspects of the projects and likely resettlement impacts and mitigation measures. They were also informed about the (i) process of assessing resettlement impacts during feasibility and detail design, (ii) process of compensation determination in accordance to the Land Acquisition Act 1977 and provisions of compensation. During preceding reporting period (July to December 2019) the ER-DEMC team visited the site and interacted with Illam Municipality, WUSC, Sandakpur Rural municipality and local people of source area. On 25 December 2019 a team comprising ER-DEMC, representatives of Illam Municipality, WUSC and contractor visited intake area in Sandakpur Ward No-2 and interacted with Sandakpur Rural Municipality. The purpose of the site visit was to find out and address the issues/concerns of source area IPs. Discussion was held on demand of source area people and provision of IPP. It was agreed to construct access road to intake as per their demand and also agreed to organize orientation/ interaction at source area for information dissemination regarding IPP.

145. The IPP implementation in Illam and consultation with IPs is continuing. During this reporting period (Jan-June 2020) major consultations carried out include the IPP dissemination through presentation among Sandakpur Rural Municipality Officials, political parties and local people of source area on 13 January 2020, and distribution of IPP summary in Nepali version to Sandakpur Rural Municipality Officials, political parties and local people, especially IPs of source area on 13 January 2020. The minutes of consultation and training participants' attendance sheet attached in Annex 2-1.

146. At Illam Project, for the outstanding issue regarding on the agreed water withdrawal rate from the Rate and Mewa rivers which was not coinciding as per the detail design with source withdraw of 12.5 lps from both rivers as indicated in the agreed minutes of meetings of stakeholders which stated 10 lps; the consultations with all the stakeholders to obtain concurrence as per the designed water withdrawal rate from Rate and Mewa Streams from 10lps to 12.5 lps could not be carried out due to the current outbreak of Covid-19 and government call for lockdown and social distancing within the end of this reporting time. The project have intended to carry out the consultations with all the concerned stakeholders regarding the increased amount of water withdrawal from those two river as the situation is favourable and report it to ADB in next quarterly report.

147. • To prevent erosion hazard in slope cutting in vertical steep trains by maintain the minimum sole angle and use of retaining wall and gabion protection work as appropriate. • To minimized noise pollution, maintain the vehicle sped and regular maintenance of equipment • For controlling air and dust pollution, Water sprinkling on dry exposed surfaces as necessary. Limiting speed of construction vehicles in access roads and work sites to maximum of 20 kph. • Drilling work was carried out carefully with minimal vibration and disturbances. • Occupational safety equipment (OSE) were provided by contractors but the labourers, mostly untrained are not interested to use them because of their negligence and also absence of awareness on environmental issues. • No construction work was being carried out close to any streams or water bodies. • No surface water contamination due to oil spillages from construction equipment. • No potential loss of trees/vegetation/aesthetics in the scheme area was observed. • Local people have been employed and no child labour was employed. • In most of the cases, the wastes produced from construction area (like excavated and discarded materials etc.) that might pollute the environment were collected and disposed in designated/agreed areas. • No complaints from workforce & communities were observed along the project alignment regarding construction activities. • Local authorities should help to ensure the safety of the public around the excavation areas. • In case of minor injuries first aid is available. • Overall no major conflict with the community has been observed. A cordial relation has been maintained with the local community.

7.1 ENVIRONMENTAL MONITORING RESULTS

A. Environmental Monitoring carried out on Western Town Projects

148. Environmental monitoring on different physical environmental parameters like air, water and noise had not been carried out. Responsibility for Environmental Monitoring of different physical parameters lies on contractor under the supervision and monitoring of DSMC. This work will be carried out and expedited as the Environmental Mitigation Action Plan prepared by respective contractors has been approved by DSMC and will be carried out in the project influenced area and the results included in the next reporting period.

B. Enviromental Monitoring carried out on Eastern Town Projects

149. Responsibility for Environmental Monitoring of different physical environmental parameter like air, water and noise lies on contractor under the supervision and monitoring of DSMC in periodic time interval or when felt necessary by them at site as per IEE provision. For this reporting period, the water quality was monitored for the month of February, 2020 of Illam Sub-project and Diktel Sub-project and found to be within the Nepal Drinking Water Quality Standard except of few numbers of found to be within the Nepal Drinking Water Quality Standard except of E.coli on the water of Illam site. Its Test Result is attached as per Annex 6-1 & 2.

C. Enviromental Monitoring carried out on Central Town Projects

150. Monitoring of the construction activities in relation to EMP works and compliance of the requirements of the EMP provisions was carried out. The field team of CR-DSMC and Environmental Specialist have conducted regular monitoring in coordination with the WUSC members. Air quality, noise levels, water quality, solid waste management, and occupational health & safety aspects were primarily monitored in periodic time interval or when felt necessary by them at site as per IEE provision.

151. For this reporting period, the water and noise quality was monitored for the month of July, 2020 of their only ongoing sub-project of Charikot Town Project.

152. Noise heard within the tolerance limits. Inspection done using sound meter application as mobile application. Noise intensity of Office Building Charigyang site is measured by sound meter application through mobile phone which is Min: 43 decibel, Average: 50 decibel and Maximum: 72 decibel, it implies that the noise heard within the tolerance limits.

153. Water quality test of three sample site was done for the spring water of Bhootphokhari, Hattichhahara and Borkheban and found to be within the Nepal Drinking Water Quality Standard except of E.coli on the water of Borkheban site. Its Test Result is attached as per Annex 6-3.

8. TRAINING, WORKSHOP, SEMINARS DURING THE REPORTING PERIOD

A. Western region Training 1. Training and Orientation on UWSSP 154. Two days training on WUSC and Stakeholders Orientation on WRDSMC-UWSSP has been conducted in sub project municipality Kanchanpur, Mahendranagar town sub project location. The WRDSMC team expert (Team Leader, GESI Specialist, Environment and Social Safeguard Specialist) and Regional Project Manager of RPMO were involved in the training program During WUSC orientation, consultation training information was delivered on UWSSP modality, project cycle, participation, Role of stakeholders, GESI Mainstreaming/GESI Action Plan, OBA provision, Contract Management and Safeguards (Social and Environmental) aspects. The orientation was useful and fruitful in building support for further implementation of UWSSP activities. The total 42participants participated the orientation program. Out of 42 female (thirteen) 13 and male 29 (twenty-nine) respectively.

155. WRDSMC-UWSSP has been conducted one day’s training/orientation on “Core Labor Standards”. During the orientation period working labour and contractor representative and Stakeholders members participated in the orientation. The particular training has been conducted in Siddhanath Baijanath sub project Bhimdutta municipality, Kanchanpur. The WRDSMC team expert (GESI Specialist, Environment and Social Safeguard Specialist) were involved in the training program. During orientation, consultation training information was delivered on basic 4 (four) Principle “Core Labor Standard “such as: • Freedom of association and the effective recognition of the right to collective bargaining • Elimination of all forms of forced or compulsory labor • Effective abolition of child labor • Elimination of discrimination in respect of employment and occupation • During the consultation session Gender Based Violence, Labor Act-2074 and its provision and operational health and safety related issues were also discussed. The total 31 labor and contract representative participated the orientation program. Out of 31 female (one) 1 and male 30 respectively. • Regular field visit to construction sites and interaction with community people were carried out to assess and monitor the social issues. Such site visits and community interactions were carried out for OBA data collection and eligible household selection. • The summary of orientation/consultation meetings/trainings conducted so far during this semi-annual period (January- June 2020) is summarized in the table below;

B. Central Region Training

1. Training and Orientation on UWSSP

157. An orientation/ awareness program focusing on project components was conducted on 27 February 2020 at the Project site of Charikot UWSSP. Major topics focused on the program were Construction Management, Environment Sensitivity, GESI and Social Safeguard. Total 65 participants of which 45 male and 20 female were participated on the event. Participants of the program were Municipality and Ward representatives, Officials of local community based organizations, WUSC Officials, ICG Officers, representatives from Contractor and other stakeholders. Team Leader, Contract Management Specialist, Social Safeguard Specialist, GESI Specialist and Environment Specialist presented power point presentations in separate sessions. After the presentation sessions various issues related to the project implementation were discussed in last session. Especially in Social safeguard training, topics focused are as follows: • What is Social Safeguard? • ADB SPS policy 2009 and safeguard documentation. • Land required and its availability. • Indigenous people plan and its implementation. • Do no harm?

158. Grievance Redress Committee formation and its responsibility, members in the Committee, time frame and legal provision and other project-related documents.

2. Interaction/Awareness Meeting

159. Labor awareness program on Environment, GESI and Social Safeguard/Safety was conducted at Bhootpokhari of the project site on 27 February 2020 and Awareness on Hand washing and Corona Virus (COVID-19) was held on 28 February 2020 at Jilu area of the site. Participants of the both events were 42 (male-40, female-2) and 28 (female-23, male-5) respectively. Labours of the construction site and representatives of the Contractor were participated in the labour awareness program and local users and members of local community groups were the participants of the health and hygiene awareness program. Environment Specialist, Social Safeguard Specialist, Project Engineer and Community Mobilizer facilitated on the both events.

C. Eastern Region Training 1. Training and Orientation on UWSSP

160. During the months of previous reporting period two days training for WUSC and stakeholders orientation on UWSSP had been conducted in three project municipalities (Illam, Bhojpur and Diktel). Whole team of ER-DSMC (Team Leader, GESI Specialist, Social Safeguard Specialist and Contract Management Specialist) were involved in the training program and information was delivered on UWSSP modality, project cycle, participation, GESI Mainstreaming/GESI Action Plan, OBA provision, Contract Management and safeguards (Social and Environmental) aspects. The orientation was useful and fruitful in building support for further implementation of UWSSP activities.

161. During this reporting period (July to December 2019) a consultation meeting with WUSC on GESI and social safeguard was held on 25 December 2019 in Illam and the WUSC Illam approved GESI action plan on same date.

162. One day training/orientation programs were organized to Contractors/Labours in Illam town project on 27 Dec. 2019 and Bhojpur town project on 28 Dec. 2019 on following matters: • Gender equality and wages, • Gender based violence (including sexual exploitation and human trafficking), • Environmental safeguard issues (no use of fire wood, plastic bags, proper uses of garbage etc.) • Safety and Hygiene (Personnel Protection Equipment ) • Social behavior in project area (no use of alcohol and smoking during work), • Health and Sanitation. • Occupational health and safety standards

9. GRIEVANCE REDRESS MECHANISMS

164. A town project-specific grievance redress mechanism (GRM) has been established in each construction phase town projects to receive record, evaluate, and facilitate the resolution of AP’s project related concerns, complaints, and grievances. The GRM is responsible for the social and environmental performance at the sub project level. The GRM will aim to provide a time-bound and transparent mechanism to voice and resolve social and environmental concerns related to the town project.

165. A multi-tier GRM for the town project has been proposed; each tier having time- bound schedules and with responsible persons identified to address grievances and seek appropriate persons’ advice at each stage, as required. The grievance redresses process is basically initiated at site level at first. If the grievances that are immediate, urgent and site specific, the contractor and DSMC on-site personnel, who are the most easily accessible or first level of contact persons, will provide for quick resolution of grievances. Contact phone numbers and names of the concerned PMO site office focal person and contractors, will be posted at all construction sites at visible locations. The three tiers Grievance redress process is outlined as below.

166. 1st Level Grievance (Field/Ward Level): The phone number of the PMO site office should be made available at the construction site signboards. The contractor's representative, RPMO focal person, DSMC site engineer and Social Mobilize will visit site and immediately resolve the grievances on-site in consultation with each other, and will be required to do so within 5 days of receipt of a complaint/grievance. The record of such grievances will be maintained and if not be redressed will be forward to GRC.

167. 2nd Level Grievance (Municipality/ VDC Level): The grievances that cannot be redressed within 5 days at field/ward level will be reviewed by the grievance redress committee (GRC) headed by Mayer/ Executive Officer of concerned municipality with support from RPMO designated focal person and DSMC Environment Monitoring Person. The GRC will make attempt to resolve them within 10 days; and if not will be forwarded to PMO.

168. 3rd Level Grievance (PMO Level): All the grievances forwarded through GRC will be reviewed and discussed at central level. The PMO in consultation with PMO Social / environment specialists and FEDWASHUN representative will resolve them within 15 days.

169. In line with the Urban Water Supply and Sanitation Sector Project (UWSSP) Operational Guideline-2071 and ADB Project Administration Manual of UWSSP Grievance Redress Committees is being formed in all 9 town projects which area under implementation/ construction phase. All the town projects have been advised to expedite the tasks fully adhering to the process mentioned in Grievance Redress Mechanism (GRM). Urban Water Supply projects in all districts have also been advised to keep proper record system of grievances received in the following format as illustrated in the following Table 11.

9.1 GRIEVANCES DOCUMENTATION, DISCLOSURE AND REPORTING

170. According to project system of Grievances Redress Mechanism the GRC has been formed in all towns under the UWSSP. During the monitoring period 71 complaints has been record for the month of January to June 2020 as illustrated in the Table 12.

10. SUMMARY OF ISSUES AND WAY FORWARD FOR WORK

10.1 KEY ENVIRONMENTAL ISSUES AND CONCERNS

171. Considering the nature of the project, only minor negative impacts on the environment exist due to the implementation of the project. The key environmental issue, concerns likely to occur that were discussed and supervised/monitored are as follows: • Satisfactory but proper management of the solid waste and waste water was seen in the construction area which may have negative impacts on the site environment. • There is the possibility of contamination of ground water during drilling work due to spillage of oils.

10.2 COVID 19 PANDEMIC RISK AND MANAGEMENT ISSUES (CONSTRUCTION STAGE)

172. With the spreading of COVID 19 pandemic, risk in the construction projects has increased. The Contractor shall assess COVID-19 risks in workplace and plan and implement preventative measures by keeping work place in safe and hygiene conditions. The workplace will consist of Contractors facilities including office, laboratory, plants, equipment yard, material stock yard, labour camps/dormitories, and construction sites. Following procedures shall be followed strictly by the contractors:

(i) Risk Assessment 173. The Contractor shall carry out an appropriate COVID-19 risk assessment related to the execution of contract1. This risk assessment shall be done in consultation with the Employer, DSMC, and workers. The people who do the work are often the best people to understand the risks in the workplace and will have a view on how to work safely. In risk assessment the Contractor should have particular regard to whether the people doing the work are especially vulnerable to COVID-19.

(ii) Prevention & Mitigation 174. The Contractor will have a duty to reduce workplace risk to the lowest reasonably practical level by taking appropriate preventive measures. The Contractor will decide which actions he would take, just as for other health safety and health related hazards and translate this into specific actions including how it is organized, operated, managed and

regulated. When considering how to apply these actions, the Contractor shall take into account of Employer and Consultant's staff, sub-contractors, suppliers and other contractors and other people, as well as his employees so that everybody's health and safety is protected. In the context of COVID-19 this means working through these steps in order:

• Creation of awareness on COVID-19 risk and prevention measures; • Increasing frequency of hand washing and surface cleaning in every work place; • Making every reasonable effort to comply with the social distancing guidelines set out by the government (keeping people 2 m apart wherever possible. Social distancing applies to not just the place where people spend most of their time, but also entrances and exits, break rooms, canteens and similar settings; • In situation where the social distancing guidelines cannot be followed in full, in relation to a particular activity, take all the mitigating actions possible to reduce the risk of transmission between the persons.

175. Further mitigating actions include, but not necessarily limited to: • Staggering arrival and departure times at work to reduce crowding into and out of work place, • Increasing the frequency of hand washing and surface cleaning (ensure hand washing upon arrival), • Keeping the activity time involved as short as possible, • Using screens or barriers to separate people from each other, • Using back-to-back or side-to-side working (rather than face-to-face) whenever possible, • Reducing the number of people each person has contact with by using ‘fixed teams or partnering’ (so each person works with only a few others), • If people must work face-to-face for a sustained period with more than a small group of fixed partners, then assess whether the activity can safely go ahead. No one is obliged to work in an unsafe work environment, and

176. Using signage such as ground markings or being creative with other objects to mark out 2m to allow controlled flows of people moving throughout the site.

177. Considering the nature of the project, only minor negative impacts on the environment exist due to the implementation of the project. The key environmental issue that are likely to occur are as follows:

• Adequate sanitation facilities at the labor camps and supply of potable water; • Careful implementation of the project activities so that public and community safety is ensured; • Implementation of Environmental Mitigation Action Plan as a part of Site-specific EMP of Contractor and effective implementation;

178. Seriousness on the part of contractor and DSMC’s field team in strictly implementing the occupational health and safety measures at all work sites.

10.3 ADDITIONAL ACTIONS RECOMMENDED

179. • More effective mobilization of EHS focal person from the contractor’s team during project implementation at the field with regular monitoring and supervision of work • More detailed follow-up of EMP staff of Charikot project for GRC activities on regular basis to address any concerns/complaints of environmental safeguards • Increase in the provision and use of Personal Protective Equipment (PPE) (e.g. ear protection gears, masks, goggles, safety shoes etc.) at all work fronts. Ensuring compulsory use of masks (100%) at all times by the workforce. • Placement of visible and easily understandable WASH messages, safety signs, traffic signs and other environmental and social safeguards messages around the construction site. • Continuation of instructions to workforce, tool-box talks, awareness on environmental aspects, and WASH campaigning in local communities in coordination with the local stakeholders in line with preparation of WSP for the project. • Strict monitoring of personal hygiene (hand washing and sanitization), social distancing, and use of PPEs (compulsory use of masks) by the workforce, and continuation of the practices until the GoN issues new directives in relation to CovID-19 pandemic. • Strict implementation of COVID 19 risk management guidelines of WHO and GoN at project sites, campsites and work sites • Carry out Pre-medical screening of workforce and regular medical screening for every new comers at site • More awareness programs regarding project its scope of work and time table needs to be conducted in the communities in regular time interval • Workers, user committee members and concerned stakeholders will be trained on EMP to make them aware on environmental risks and potential measures. • EMP will be implemented with mitigation works, monitoring works, awareness raising, and social safeguards as well - through involvement of the contractor and WUSC

11. CONCLUSION AND RECOMMENDATIONS

181. The project sees increasing pattern in showing environmental concerns and addressing them in the field level. The overall implementation, supervision and monitoring of the environmental safeguard aspects of the town projects show that the coordination among the users, contractor, consultant and the authorities has improved and become efficient in terms of environmental safeguards aspects in the project sites and offices. At the same time, it is noteworthy that the awareness level on need of timely implementation of mitigation measures and environmental compliances is also increasing. Circumstances wise of uncertainty and havoc pandemonium

182. With sense of achievement, and looking into further possibilities – the current responsible RDSMC team realized that further interactions and campaigning is needed to be carried out for further promotion of environmental safeguards practices. Timely addressing of environmental concerns; systematic recording of the joint monitoring visits; encouraging the workers to use PPEs and more effective grievance mechanisms are the areas that need to be improved in the town project implemented and under construction recently.

183. We as project management& quality control assurance consultant (PMQAC) had been aboard into this project mobilized from 01 July 2019 and working under the PMO office. The three new DSMCs for Western, Eastern and Central region had been finally been appointed and mobilized at site from Mid-October 2019 and effectively mobilized at the site with designated inputs of Environmental Specialist for the monitoring and implementation of EMP.

184. The preparation of the SEMP is the responsibility of the contractor and checked & approved by the DSMC Team Leader. All the sub-projects currently under implementation had been already prepared and approved the SEMP. Till Now all the contractors of the on- going sub-project have appointed the EHS supervisor at site for the implementation and monitoring of EMP at site during the construction work.

185. Some of the other recommendations are: • Strict implementation of COVID 19 risk management guidelines of ADB, WHO and GoN at project sites, campsites and work sites; • Increase in the provision and strict use of Personal Protective Equipment (PPE) (e.g.; ear protection gears, masks, goggles, safety shoes etc.) at all work fronts by all the personals. • Place more effective safety signs, traffic signs and other environmental and social safeguards messages around the construction sites. • EMP activities should strictly implement with mitigation works, monitoring works, awareness raising, and social safeguards as well - through involvement of the contractor and WUSC. • Mobilization of concerned RDSMC Team on all the three region immediately to affectively work and coordinate with regional PMO (RPMO) of DWSSM to PMO

and finally to PMQMC for promote management and supervision of work to implement the EMP affectively at site. • Increased coordination among the stakeholders for EMP implementation in an effective and timely manner and carry out regular awareness programs in the communities. • Continuation of capacity building for environmental safeguards in all work fronts of the small town projects; • Need of the User Committees to be proactive in regular joint monitoring of the project sites to ensure the compliance of environmental safeguards requirements by the contractor, and all stakeholders as well; and • Documentation (Case stories, photo-evidence, video documents, etc.) of activities related to environmental and social safeguards is a requirement for future reference.

Decision: Decision on Agenda No.1: As per the 9 point agreement made between Water Supply and Sanitation Committee and Struggle Group of Ward No.7, Makaibari, construction works of the project are ongoing without any disruption. Now the construction work at the treatment plant of Bhutpokhari and pipeline digging works on the way of intake from Bhutpokhari to Shakti Chhahar is in implementation. As per the decision made in an agreement reached with the struggle group on 26 January 2020 (BS 2076/10/12), today’s meeting unanimously taken a decision that there is not found any construction related disturbance at the site. Decision on Agenda No.2: As per the decision, an Informative Orientation Program on Project Construction, Environment, GESI and Social Safeguard was conducted during the meeting.

Chapter 1: Introduction

1.1 Background of Project : The water supply and sanitation sector has always been a priority sector of the government. During the last decades, this sector has been able to receive a well-deserved priority from both the governmental and non-governmental agencies, due to which a considerable progress in terms of coverage in water supply and sanitation both could have been possible to achieve in the country.

The vision of UWSSP is to provide safe drinking water and proper sanitation for all. The mission of this sector is to provide safe and adequate drinking water and sanitation services to the entire population of the town in a sustainable manner at an affordable cost by mobilizing available resources applying appropriate technology.

The development of this sector, in addition to saving time in fetching water, will improve the health of the people and therefore create a healthy manpower that will contribute to productive economy of the country. The growth of the water supply and sanitation sector is expected to play a critical role in the process of developing healthy manpower with additional economic productivity, in reduction of the medical expenses, and ultimately in the achievement of the target of poverty alleviation.

The proponent of the proposed Charikot-Dolakha Urban Water Supply and Sanitation Project is the Project Management Office of Urban Water Supply and Sanitation Sector Project (UWSSP) under the Department of Water Supply and Sewerage Management, Government of Nepal. The project is focused on improvement of water supply and sanitation service delivery in small-scale urban and semi-urban centers across Nepal. The project will support the GoN to achieve the targets of Sustainable Development Goals (SDG-6). The service area of Charikot (Dolakha) water supply and sanitation subproject comprises coverage of wards (1, 2, 3, 4, 5, 6, 7, 8, 9, 10 completely and 12 and 13 partly) of Bhimeshwor Municipality Benefitted population in Base Year 2018 Population is 22,755 Nos. and in Design Year 2038 is 34,610 Nos. 1.2 About the overall environmental conditions of the project sites

1.2.1 Description of the Environment

The subproject is located in Bhimeshwor Municipality, which is situated in Dolakha district of of Nepal. It lies between 27°37'58" N to 27°44'42" N latitude to 85°5'12" E to 85°59'31" E longitude. The municipality is in a hilly region with an altitude ranging between 1100 to 3000 m above mean sea level with an average altitude of 2050 m.

The community forests within and nearby of the proposed subproject are Charnawati Community Forest, Susppa Community Forest, Gaurasoara Community Forest and Khorthali Community Forest.

Bhimeshwor is one of the emerging towns of Dolakha district. The economy of the municipality is extensively agrarian although most of the households in the subproject area depend on more than one occupation. The highest number of population ie about 36% engaged in Agriculture, whereas 26.68% are service holders, about 24% depend on business about 7% are engaged in foreign employment, 3% are labor and 0.10% are dependents (IEE Report). The average monthly income of 70% the households of the project area is between the range of NRs 10,000 to NRs 50,000. The growth in population of the project area is also contributed by the increasing trend of urban immigration and rental population.

Environmental Impacts The implementation of this project will not have major significant impacts on the environment, and the potential impacts are also local in extent and those can be mitigated with applicable mitigation measures. A total of 17,428.51 square meters of land will be required for construction of different project components. Most of the land area is public land. Barren open land parcels will be used for most of the structures. Some of the land parcels are within the ownership of community forests. The sites required for the construction of the project units have been selected in close consultations with the WUSC, and there is no need of relocation of any structure, and there is no any resettlement needs. The WUSC has obtained the permissions and agreements for the use of the required land. Degradation of land surface and possibility of landslides due to excavations works to be carried out for reservoir construction, and laying of the pipelines is one of the major concerns of the project works. There will be short term concerns of ambient air pollution, noise nuisance and water pollution in relation to the project works. The concerns of occupational, health and safety (OHS) along with community health and safety are among the major socio-economic concerns.

During execution of the construction works for access road to the structures, and pipe laying along forest, some vegetation will be lost, so greenery promotion and slope protection should be carried out during this period.

Chapter 2: Project Area and Project Activities

2.1 Defining the footprints (areas) of project components

2.1.1 Description of the Project

2.1.1.1 Water Source

Sources/Intake: Altogether, there are ten intakes. The first sub-system, SS-1 or OLD system comprises of six intakes and the other two sub-systems, SS-2 and SS-3, each comprises of two-stream intakes. Out of these six intakes of the old system, two are spring intakes, and four are stream intakes. As they are drawing water from these sources since the past with a cumulative safe yield of 11 liters per second (lps), the safe yield of the transmission system of this sub-system has been adopted as 10.6 lps. Hattichhara and Dovan are the major water sources/streams with safe yields 30.60 lps each. The water collected from the two streams will be collected in a collection chamber. Intakes are located in an altitude ranging from 2,669 m to 2,964 m.

2.1.1.2. Project System/Sub-Systems and Project Components Existing water supply structures which are in good conditions are proposed to be used under this projet as well. One existing reservoir of 100 cum has been proposed to be used. Seven new reservoirs will be constructed. Service area has elevation difference in order of 319 m. Thus considering the topography, landuse, settlement pattern and use of existing facilities; 2 separate systems are proposed and are briefly described below;

Sub-System-1: This is a Gravity Flow system. The source of this system are spring and small stream intakes in ward 1 and 7. The water is transmitted to the water treatment plant, by poly-ethylene (PE) transmission mains. This system is proposed to serve service areas in wards 2, 3, 6, and 7 of Bhimeshwor Municipality through 4 number of RVTs: Tower System RVT (50 cum), Existing RVT (250cum), Upper Dolakha System RVT (150 cum) and Lower Dolakha System RVT (150 cum) by poly-ethylene distribution mains. Distribution for this sub-system-1 is also feed by the transmission system of Sub- system-2 through existing treatment plant.

Sub-System-2: This is also a Gravity Flow system. The source of this system are small stream intakes in ward 7. Water is transmitted to the water treatment plant, by DI pipes and poly-ethylene (PE) transmission mains. This system is proposed to serve service areas in wards 3, 6 and 7. of Bhimeshwor Municipality through 3 number of RVTs: Makaibari system RVT (150 cum), Tindhare System RVT (150cum) and Charighyang System RVT (Simpani) (250 cum) by poly-ethylene and DI distribution mains.

Sub-System-3: This is also a Gravity Flow system. The source of this system are small stream intakes in ward 7. Water is transmitted to the water treatment plant, by poly-ethylene (PE) transmission mains. This system is proposed to serve service areas in wards 4 and 5 of Bhimeshwor Municipality through 7 number of RVTs: Upper Matti System RVT (50 cum), Lower Matti System RVT (50 cum), Upper Dhramghar

System RVT (50cum), Lower Dhramghar System RVT (50 cum), Upper Jillu System RVT (50 Cum), Middle Jillu System RVT (150 cum) and Lower Jillu System RVT (250 cum) by poly-ethylene distribution mains.

2.1.1.3 Components of the Project The project components include transmission mains, distribution reservoirs, distribution networks, treatment units, guard house, office building and other temporary and permanent facilities. The details of the components are described below;

Transmission mains There are three different transmissions mains for the different sub-systems. The total length of the transmission main of the Old System (SS-1) is about 12.665 kilometer (km). This transmission system transfers water to WTP-2 of SS-2 at the Tower area. As the pipe used in existing transmission line is sub- standard (regarding pressure rating), it is not recommended to be incorporated in the proposed transmission system.25. The transmission length of the Hattichahara Transmission system (SS-2) is about 9.468 km. The transmission main passes through valley crossing and pipeline along the river gorge in steep terrains that are the reason ductile iron pipe has been used. Similarly, a transmission of Ghatta Transmission system (SS-3) is about 13.305 km (Table 2). Distribution reservoirs

The distribution system comprises of a pipe network, which is looped in certain cases and branched in others. The network has been analyzed using EPA net, a design analytical software tool. The entire system has been designed using Polyethylene (PE), Ductile Iron (DI) and Galvanized Iron (GI) pipes. The sizes of the ductile iron pipes are 200 mm and 150mm. For proper saddle arrangements at the household connections in distribution pipe, the minimum diameter of the distribution pipe has been adopted as 50mm. Three types of pipes have been used in the distribution network; Ductile Iron (DI), Galvanized Iron Pipe and PE pipes. However, the uses of galvanized iron pipes have been limited. The total pipe length of various diameters is given in the Table 5. The total pipe length of the proposed distribution system works out to 143.36 km.

House Connections

Three types of house connections have been envisaged in the project. There are about 192 house connections from ductile iron pipes, about 2,882 house connections from PE pipes and about 768 house connections from galvanized iron pipes. This will make the total household connection of 3,842 in the project area. Most of the connection will be private. The house connection shall comprise of about 12 m pipe PE or galvanized iron Pipe (as per requirement) and water meters. The house connection pipe shall be PE-80 or 100, 20 mm OD diameter pipe of rating PN-16 for tapping from ductile iron or PE pipes. In the case of tapping from galvanized iron pipes, the house connection pipe shall be medium class galvanized iron of15 ND. Tapping of household connections in PE pipe have been proposed from PE saddles with ferrules and in the case of ductile iron pipe; ductile iron saddles shall be used with ferrules without touching the ductile iron pipes by the ferrules. Tapping from galvanized iron pipes has been proposed from PE saddle with ferrules. A dry dial volumetric rotary piston type water revenue meter for all house connections is proposed. These household water meters have 15 mm ND.

Appurtenances i. Line or Sectional Valves. Line or sectional valves are gate valves used to isolate sections of a pipeline in an emergency or for maintenance and repair. It should be noted that gate valves are suitable for isolation of a pipeline in either "fully open "or "fully closed" positions, but not for frequent open/close

operation and flow regulation. All valves shall be with nominal pressure rating PN16 unless in special circumstances where a higher-pressure rating is required. ii. Pressure reducing valves. Pressure reducing valves (PRVs) are recommended to maintain a preset, reduced, generally constant outlet (downstream) pressure for a range of flow rates and inlet (upstream) pressure in the distribution system. The bypass arrangement has been provided in PRV arrangements to maintain the system during breakdown of PRV and maintenance of the valves. All PRV valves shall be with nominal pressure rating PN 16 unless in special circumstances where a higher-pressure rating is required. iii. Air (Release) Valves. Air valves will be installed at all high points of the pipeline,in sections, which form a peak on the hydraulic gradient and on the downhill sideof line valves. Air valves shall be of combined type with a larger and smaller venting orifice, which permits passage of large volumes of air for vacuum breaking, and venting on starting up and closing down operation and a small venting cross section for the release of small volumes of air under full internal operation pressure. All air valves shall be Double Orifice Air Valves and shall be with nominal pressure rating PN 16 unless in special circumstances where a higher-pressure rating is required. iv. Washout valves. Washout valves (WOVs), formed by gate valves, have been proposed to allow sediment to be flushed out and to enable the pipeline to be drained for maintenance and repair work. At least one washout valve has been proposed at the lowest point between two sectional valves on the pipeline and the dead end of a pipeline. Double valves should be provided for washouts for trunk mains and primary distribution mains to suit operational needs. The upstream valve should be opened while the downstream valve should be closed so that thewash out pipe on the upstream side of the downstream valve is fully charged with water. Care should be taken to position the discharge points of the washout pipes to avoid water in stream course seeping through the washout pipes into the water mains. v. Flow Meters. A flow meter has been installed at the at the inlet and outlet mains of a service reservoir, within the treatment works to measure the quantity of water flow for a supply zone. For a DMA, a flow meter has been installed at the inlet of DMA to monitor continuously the quantity of water flowing into or out of DMA. The flow meter for DMA is the typical Waltman type flow meter which has been recommended. vi. Fire Hydrant. Fire hydrants are provided at major road junctions. These fire hydrants shall also be used for extinguishing fire in emergencies and flushing of the system as required. Fire hydrants, namely, stand post type, conforming to IS 908 is recommended. vii. Guard House/Office Building/Boundary wall

To safeguard storage tanks and RVT from vandalism as well as contamination, a Chain-link boundary (CLBW) wall and barbed wire fencing (BWF) have been proposed. A galvanized chain link fencing over the 450 mm high parapet wall has been proposed from aesthetic and economic considerations. Barbed wire with concrete posts have been proposed for fencing in a fringe area of town and rural areas of the municipality. A two bay two storied building for office (OFF-1) is proposed at Charighyang Area. The

building comprises of a big meeting hall, water quality laboratory, administrative rooms, store for household meters and other small gadgets in addition to the guardroom, kitchen and bathroom.

Three single storied Guard House (GH-1) are proposed at the three WTP locations (WTP-2, WTP-3, and WTP-4). The Guard House building comprises of residence facilities for a guard and a room for tools for repair and maintenance. Similarly, four small Guard Houses (GH-3) are proposed at the three reservoir locations. The Guard House comprises of two rooms.

To add bleaching solution in distribution, each RVT sub-system has its dosing system. The dosing pump house (DPH) with two compartments has been proposed. The one compartment house dosing pump and other compartment is recommended for the chemical store. Altogether nine numbers of Dosing Pump House have been proposed. As the system comprises of many RVTs and other structures to be protected and operated, different sizes of building structures and different types of boundary have been discussed with the WUSC and proposed in the project. Table 2.3 summarizes these in detail.

2.2 Determination of the receptors (within or adjacent to the project boundary) 2.2.1 Location of Project The Subproject is located in Bhimeshwor Municipality, which is situated in Dolakha district in of the Eastern Development Region of Nepal. It lies between 27o37'58" N to 27o44'42" N latitude to 85o05'12" E to 85o59'31" E longitude. Bhimeshwore Municipality is bounded by Nandu VDC in the east, Bonch VDC in the west, Suspa Kashemawoti VDC in the north and VDC in the south. The Lamosanghu- road passes through the Bhimeshwore Municipality. Lamosanghu is located on the Arniko Highway (also referred to as the Kodari Rajmarga). The subproject area is approximately 139 km from Kathmandu.
