INTRODUCTION The development of service facilities and related development of yacht harbors and navigation fairways was carried out within the framework of the theme “Research of marinas, existing facilities and bases, and, in general, the development of a conceptual scheme for the development of service of yacht harbors, navigation fairways of the Russian part of the from the state border of the Russian Federation with Finland and to the administrative border of St. Petersburg, including the southern and northern shores of the Gulf of Finland and the outer islands ”for the 30 Miles RusFin project of the Russia - South-East Finland cross-border cooperation program. Purpose of the work: to prepare analytical materials for improving the infrastructure of the small fleet of the Leningrad region in the water area of the Gulf of Finland and the development of international yacht tourism. Yachting is one of the most popular types of sea tourism, and the , despite its northern location and rather harsh climate, is an attractive destination for yachtsmen around the world. The beautiful nature of the islands and the coast, sights, well-developed infrastructure and hospitality - all this creates the preconditions for the formation of a powerful brand of the Baltic Sea as a yacht. In addition, yachting is a traditional form of recreation and recreation in many Baltic countries, where the population is historically associated with the sea and marine activities. Such, for example, as Finland, and Denmark. Yachting is actively developed in Estonia, Lithuania, Germany. Despite similar natural conditions, in St. Petersburg, the largest city on the coast of the Baltic Sea, the number of visits of foreign yachts is tens, or even hundreds of times less than in other cities on the Baltic coast. If Tallinn, Stockholm, Helsinki annually visit 12-25 thousand guest yachts, then St. Petersburg reaches no more than two hundred. One of the main reasons for this is the underdevelopment of the infrastructure for basing small-size fleet on the route to St. Petersburg - on the Gulf of Finland in the Leningrad Region - and the absence of checkpoints for tourist yachts and boats near the state border of the Russian Federation. It should be borne in mind that crossing the maritime borders of the EU member states are not required checkpoints. The need to go through border control in order to enter Russian waters introduces

5 certain difficulties and requires additional time, which has some impact on the choice of the route by yachtsmen. For example, guest ships need to travel a distance of 100-120 miles from the checkpoints in Estonia and Finland to the Russian checkpoint at Fort Konstantin in Kronstadt. This report has developed proposals for the presence of yacht clubs and service facilities in the Russian and Finnish parts of the Gulf of Finland in accordance with the concept of "30 MILES" adopted by the project, which assumes that the daily (day) passage of a small vessel should not exceed thirty miles, which is the generally accepted distance of a comfortable day trip for a "family" yacht. After such a transition, the vessel should be able to get up in the marina and rest the crew. Typical small boats were considered the most common yachts / boats up to 10 meters (up to 30 feet) in length, designed mainly for one-day boat trips, and 10-18 meters (30- 56 feet), popular for short sea voyages. The paper also provides suggestions for the location and equipment of a Russian checkpoint close to the state borders of Russia with Finland, allowing foreign yachtsmen (and in the opposite direction - domestic yachtsmen) to use bases in the eastern Russian part of the water area of the Gulf of Finland, thus making them attractive for yachting areas that are currently not of interest due to logistic inaccessibility. The proposals were prepared on the basis of a desk analysis of open data and should be clarified based on the materials of field surveys.

BASIC TERMS AND DEFINITIONS For the purposes of this work, the following definitions of the basic concepts are adopted: Marina (yacht marina) - any facility for basing and servicing small boats that provides a protected (all-weather) anchorage for at least 30 yachts 6-18 meters in length and provides a full or partial set of services for servicing small boats and crew members. Marina assumes the provision of paid or free services. This is a place where you can moor at the existing berth, get all the necessary services and materials for the further navigation of the vessel and its crew, stop for a short or long time with the possibility of accommodating people and survey the sights of the surrounding area, or anchor in an emergency or in case the need for yacht parking, including without financial investments. Such a stop must not violate national laws, shipping regulations, and any applicable legal restrictions and property rights.

Service - a system of facilities and services in the marina designed to create a comfortable moorage for short and long-term rest, allowing to provide all the necessary needs of the crew and passengers on the way to the destination. Slipway - an artificial or natural inclined platform that allows launching / lifting boats into the water from transport (car) trailers.

INITIAL MATERIALS For this work, in order to classify marinas and light anchorage, the following initial materials were used: 1. Decree of the Government of the Leningrad Region No. 22 dated January 27, 2012 "On approval of the Concept for the development and placement of facilities for basing and servicing small-sized fleet in the Leningrad Region until 2020" (as amended on July 22, 2019);

Finland, among all the countries of the basin of the Baltic water basin, stands out for its development and an abundance of marinas. The presence of a large number of small islands in the coastal zone makes it possible to create small marinas on them, convenient for short-term rest, including a weekend getaway, with a field camp setting and not requiring the creation of capital infrastructure. Including marinas are also equipped in the interior of the country at every more or less significant water body, which allows traveling with a boat on a trailer throughout the country. The geographical position and natural environment with a large number of rivers and lakes within the country only increase the popularity of water recreation and the possibility of creating marinas. The main requirements for the creation and arrangement of marinas are transport accessibility and environmental safety. Due to the mentality of Finnish citizens created over decades and the harshness of criminal prosecution in most marinas, there is no such type of service as the protection of the facility (the work of local

8 police structures is enough), which contributes to their placement on all water bodies, including rivers and lakes. Information on all registered and operating marinas in Finland is available at http://www.vierassatamat.fi/en. Each marina contained on the specified site is described in the form of a port card and contains information about the location of the marina, its coordinates, contacts, a layout of the berths indicating the depths of the water area, the weather forecast at the time of viewing, as well as the services provided in the marina. Thus, the user through the specified information site can receive the minimum information necessary for him when planning a route or en route along it. From the analysis of the site, it appears that most of the marinas have a minimum set of service facilities and are intended for short-term rest or shelter. Also, marinas in Finland are conventionally divided into guest and home. For the purposes of this work, 5 marinas of various classes and range of services were selected, located near the border with the Russian Federation.

The last figure shows an example of a typical full-fledged guest marina with a winter storage base. Most of the small boat harbors in Finland have berths for storing ships in the summer and areas for winter storage. During winter storage, most boat owners carry out maintenance on their boats (oil and filter changes, boat bottom washing, some painting work, etc.) Larger service is usually not possible during summer. Larger operations like hull repairs, engine replacements and so on are usually performed by separate companies. These are private business companies that have their places outside of small boat harbors. Most of the guest yacht marina are for guests only and are completely closed during the off- season. Only sometimes there are several guest offers in home marinas - mostly near large cities. The home marina is designed to give club members a place to leave their boats when not in use. For example, as a moorage. It often happens in summer (at the berths) and in winter (rises in the yard). A guest yacht marina is usually for guests only. It can be, for example, a "green marina" without any services or a full range of services, where you can get almost everything. Or anything between the two. Prices in home marinas usually consist of two factors: the membership fee for the club that takes care of the marina and the berth for the boat. Prices vary, but as an example € 100 per year for a membership and around € 500 for a berth (including summer and winter seats). There are also home marinas that operate in the city or the surrounding area (no club at all) and prices are slightly lower there. Guest harbors are usually served by private small companies, where they pay a small fee per night (like in hotels). Prices vary, but on average they can be around € 25 per night. The management of marinas on the territory of Finland is carried out as a rule by business structures that maintain them (hotels, restaurants, etc.), or by municipalities that are in charge of this or that territory. There are no regulatory acts concerning the activities of marinas in Finland, including those regulating their activities, the safety of vessel traffic, other aspects, apart from the Law on Water Transport of 01.06.2020, the Law on Environmental Protection in Maritime Transport (1672/2009) and Directive 2000/59 / EC, so called ship waste. However, there are laws and regulations on environmental issues, for example, waste management in ports and on ships, etc. EU Directive 2000/59 / EC regulates most of the issues and there are many changes ahead. There are currently new directives requested for an opinion and are under development. The proposal proposes amendments to at least the Marine Environment Protection Act (1672/2009). They will implement Directive (EC) 2918/883 of the European Parliament and of the Council on port reception facilities for ship-generated waste, amending Directive 2010/65 / EC and repealing Directive 2000/59 / EC, so-called ship-generated waste. The proposed changes mainly concern smaller ports such as marinas, fishing ports and ports used to connect ships and water buses. Waste management and waste management requirements will apply to most of these ports. The Ship Waste Directive also requires changes to the regulations.

There is Keep the Archipelago Tidy, which is the main voluntary organization in Finland that supports and guides yachtsmen and ports in solving environmental problems, and is a Finnish environmental organization for boaters and all those who travel on and around Finnish waterways. All further studies of Finnish marinas and service facilities in them are subject to a full-scale survey, which will be performed at the next stages of this work after the opening of the borders and the possibility of surveying and fixing objects on the ground.

RESEARCH OF EXISTING MARINAS ON THE TERRITORY OF ST. PETERSBURG AND THE LENINGRAD REGION (THREE MARINAS IN EACH SUBJECT) WITH A DESCRIPTION SIMILAR TO POINT 1.1.

On the territory of St. Petersburg and the Leningrad Region, there used to be a large number of marinas, however, since land plots in coastal areas began to actively interest investors for the construction of residential complexes and other objects, the profitability of which is incomparably higher than in marinas, most marinas have ceased to exist, therefore their deficit arose . Currently, the checkpoint across the state border of the Russian Federation in has stopped working, there is no checkpoint across the state border from Estonia. The only checkpoint exists in Kronstadt - Fort Konstantin, the distance to which from Finland and Estonia is more than 100 miles, in connection with which the most important task is to create checkpoints in the area of Vyborg and the Narova River. The Russian yachting community proposes the creation of such a checkpoint in Vysotsk and has chosen a place for its location (description of the project - point 1). On the western side of the Gulf of Finland in the Kingissep 21

District of the Leningrad Region, the parties need to conduct surveys for the location of the checkpoint and prepare the necessary documentation.

Project Description The port will be located on the main transport route from the European Union through Finland to the Russian Federation and back, as well as on the waterway from the central regions of Russia through St. Petersburg to Vyborg.

The port also has a convenient central location on the waterways of the on the route from St. Petersburg to Savonlinna through the Saimaa Canal and back. The port will become a convenient intermediate guest moorage for those traveling along the water routes of the Vyborg Bay, as it is located between the Lavola yacht club on one side and the West yacht club and the Johannes port on the other side. Owners of small vessels (boats and yachts) sailing along the waterways of the Vyborg Bay will be able to moor at the safe berth of the port for rest, restocking, going ashore and getting acquainted with the sights of the Trongsund protective fortification complex. Tourists traveling by land will be able to use the services of the yacht club for renting boats or renting boats. The main tourist sites are within 20 km from the port.

Infrastructure of the quay complex and coastal area

The project for the construction of the Trongsund port involves the installation of two L-shaped berthing lines for mooring small vessels (boats and yachts), with the possibility of access for people with disabilities. Trongsund yacht port has 42 berths. Each berthing line is equipped with 2 service pumps providing water and electricity supply to moored small vessels. The coastal area includes access roads and a car park. The access roads and the existing road are suitable for use by all types of road transport. For the construction of the berthing complex, pontoon equipment produced by the Marineplast group of companies will be used, which has been designing and building infrastructure facilities for water tourism for over 15 years.

Attractions

The complex of defensive fortifications Trongzund. This is a fortification defensive fortification, which has been partially preserved to this day. The fortress is located on the outskirts of the city. It was built to cover the city of Vyborg from the sea. It was built in 1867 in the narrowest part of the bay, an isthmus about 170 meters wide. The fortress consisted of bastions, batteries and casemates that were built on the rocky shores of the island. But with the rapid development of artillery, the fortress turned into an ineffective structure. Currently, most of its fortifications have been destroyed, and the surviving part is heavily overgrown with forest.

DESCRIPTION OF THE MARINAS MANAGEMENT SYSTEM AND PROVISION OF SERVICE TO CONSUMERS

All marinas located on the territory of St. Petersburg and the Leningrad Region are private and managed by the created administrations (if the owners are individuals or legal entities) or bodies of autonomous organizations (non-profit organization and other public organizations). The provision of services, as a rule, is carried out directly upon contact, however, some types (for example, winter storage, descent / ascent, etc.) must be ordered in advance. Almost all operating marinas are located either on the territory or in the immediate vicinity of settlements with shops, a pharmacy, hospitals, transport infrastructure facilities (train stations, public transport stops). In addition, with the help of the marina administration, you can order a taxi or get information about the nearest service points or gas stations. Information about such objects can also be obtained on the Internet resource of the marina or a nearby settlement.

in contrast to Finland, Russian Federation has a complex system of legislative acts (federal, regional, municipal). Also, most of the rules are governed by regulatory documents - GOSTs. In addition, there are orders from various services and state authorities because there are restrictions on navigation in certain areas of the Gulf of Finland. RESEARCH OF THE NEED OF CONSUMERS IN PROVIDING SERVICE SERVICES AND DETERMINING THE MINIMUM SET OF SERVICE SERVICES PROVIDED CURRENTLY

The needs of consumers in the provision of services depend on many factors. These are the duration of stay on the way, the time spent in the marina, goals and desires while staying in the marina, weather conditions, crew composition, etc. As a rule, the minimum set of services is: the possibility of booking a mooring place, navigation support at the entrance to the marina and inside it, ensuring safe mooring, telephone communication with the marina administration, availability of the ability to connect to electricity and replenish water supplies, shower, toilet. These are the services that the crew needs in any case, regardless of the time and purpose of their stay in the marina. For a long stay, it is necessary to have crew accommodation on the shore (hotel, cottages), a sewage pumping point, bath-Laundry complex, a meals (restaurant, canteen), the availability of information on local attractions and the future path of the route, the ability to carry out minor repairs of marine equipment, the presence in the Marina or nearby Department stores, pharmacy, first-aid post.

Currently, a minimum set of services is available in almost all operating marinas. Additional service facilities are available in all Class A and partially Class B marinas.

DETERMINATION OF THE PARAMETERS OF THE CLASSIFICATION OF MARINES IN THE TERRITORY OF SOUTH-EASTERN FINLAND AND THE PRESENCE OR ABSENCE OF A LEGAL FRAMEWORK ON THIS ISSUE

Ports in Finland are divided into 4 categories depending on the level of service: 1. Kotisatama - home port, that is, the port where ships are stored for a long time and usually without providing additional services. 2. Käyntisatama - the port to visit, the level and number of services can be varied. 3. Vierassatama - guest port. It is a port with a full list of services such as shower, toilet, sauna, gas station, water and electricity, laundry room, garbage disposal and sewage pumping, cafe, etc. 4. Turvasatama - security port, entry is allowed only in case of emergency. First aid and repair services are provided in such ports.

DETERMINATION OF MARINE CLASSIFICATION PARAMETERS ON THE TERRITORY OF THE LENINGRAD REGION WITH ANALYSIS OF THE EXISTING LEGISLATIVE BASE

The classification of marinas in the Leningrad Region is determined by the Decree of the Government of the Leningrad Region № 22 dated January 27, 2012 (as amended on July 22, 2019). The following categories of basing objects were used for classification:  OBJECT OF BASING AND MAINTENANCE OF SMALL FLEET OF CLASS "A" (port (marina) with a full range of services) - a set of movable and immovable property intended to ensure the basing of small vessels during navigation and inter-navigation periods and the provision of a full range of services for the maintenance of small vessels and crew members;

 OBJECT OF BASING AND SERVICING OF SMALL FLEET OF CLASS "B" (port (marina) with a limited range of services) - a set of movable and immovable property intended to ensure the basing of small vessels in the navigation and inter-navigation periods and the provision of a limited range of services for the maintenance of small vessels and crew members;  OBJECT OF BASING AND MAINTENANCE OF SMALL FLEET OF CLASS "C" (mooring) - a set of movable and immovable property intended solely for the basing of small vessels during navigation and inter-navigation periods without the provision of maintenance services for small vessels and additional services for crew members;  OBJECT OF BASING AND MAINTENANCE OF SMALL FLEET OF CLASS "D" (base for maintenance and storage of small boats) - a set of movable and immovable property intended to ensure the basing of small boats in the inter-navigation period and the provision of a specialized set of services during the navigation and inter-navigation period, related to maintenance of small vessels.

PROPOSALS FOR THE DEVELOPMENT OF BASIC UNIFIED SYSTEM OF CLASSIFICATION IN VIEW OF MARINE LEGAL FRAMEWORKS OF BOTH COUNTRIES, THE GEOGRAPHICAL LOCATION, THE CHARACTERISTICS OF WATERS KIND ACCEPT THE SHIP, THE RIGHT KINDS OF COASTAL AND WATER (SURFACE) INFRASTRUCTURE FOR CONSUMERS DEMAND SERVICES.

The concept of "30 MILES" is largely aimed at the development of inbound / outbound yachting tourism, which requires taking into account the requirements and opinions of small fleet anchorages in other countries of the region and their classification systems, in connection with which the following version of the classification of marinas is proposed, taking into account generally accepted standards (due to the lack of regulatory documents on the classification of marinas in other countries).

Since Finland does not have a document similar to the Russian and approved at the legislative level, it is proposed to present a unified classification of marinas and anchorages of small vessels in the form of a table, taking into account the current classifications in Finland and the Russian Federation.

In this way: The Finnish ports of Vierassatama (guest port) will correspond to the Russian category "A", that is, ports with the provision of the maximum range of services and intended for short-term and long-term anchorages. The Finnish ports of Käyntisatama (port for visiting) will correspond to the Russian category "B", that is, ports with a different list of services. The Finnish ports of Kotisatama (home port) will correspond to the Russian category "C", that is, ports with a limited list of services and intended mainly for the storage of ships. The Finnish ports of Turvasatama (security port) will correspond to the Russian category "D", that is, ports without services and intended mainly for short-term visits for shelter or short- term mooring. It is necessary to understand that the table shows the minimum necessary indicators for the classification of a port. Additional services are available in any class. There may also be discrepancies between the above classification parameters and the requirements of the legislation of both countries, which entails priority in compliance with the legislation of the country where the port is located.
