PART I.—RECOMMENDATIONS.—NIL. PART II.—MINUTES. 1351. Minutes : RESOLVED : That the minutes of the meeting of the Committee, held on llth September, 1950, having been circulated be taken as read and signed as a true record.

1352. 10, Byron Road, : The Clerk submitted an application, dated 21st September, 1950, from Messrs. Stevenson, Harwood & Tatham for a determination, under section 17 of the Town and Country Planning Act, 1947, as to whether the proposed use of the above-mentioned premises for the manufacture of products for the waterproofing and preservation of buildings, constitutes statutory development. RESOLVED : That the application be received ; and that the Committee hereby determines that the proposed use of the premises known as 10, Byron Road, Wealdstone, for the purposes mentioned above, constitutes a material change in the use of the premises, requiring planning permission.

1353. Central Residents' Association : RESOLVED : That the Committee receives a letter, dated 17th September, 1950, from this association (a) urging the abatement of alleged contraventions of previous and present planning control at various premises in the District; (b) containing suggestions with regard to land at Moat Drive, Harrow; (c) requesting that a survey of advertisements in the District should be undertaken, to ensure that hoardings which have been increased in size without permission should revert to their former size, and that the same should be appropriately rated ; and (d) requesting information with regard to proposed development at the corner of Shelley and Marlborough Roads, Wealdstone, and at the corner of View and Victor Road, Harrow; and hereby instructs the Clerk to reply thereto, in appro­ priate terms. 1354. Building Restrictions (Wartime Contraventions) Act, 1946 : Cavendish Works, Burnt Oak Broadway, Edgware : The Committee considered an application, pursuant to section 2 of the above-mentioned Act, in respect of the erection and continued use of a structure at these premises for the manufacture of buttons. RESOLVED : That the application be received ; that the Committee hereby determines that the erection, and use, of a structure at Cavendish Works, Burnt Oak Broadway, Edgware, for the manufacture of buttons, constitutes a contravention of previous planning control; and that, subject to the elimination of noise or other nuisance to surrounding residents, the Committee hereby determines that such use shall, however, be deemed to comply with planning control, until 15th October, 1951. 744 loth November, 1355. Building Restrictions (Wartime Contraventions) Act, i960- 1946 . 488^ Kenton Road, Kenton : The Committee considered an application, pursuant to section 2 of the above-mentioned Act, in respect of the continued use of these premises as flats. RESOLVED : That the application be received ; that the Committee hereby determines that the present use, as flats, of the premises known as No. 488, Kenton Road, Kenton, constitutes a contravention of previous planning control; and that such use shall, however, be deemed to comply with planning control, until 15th October, 1955.

1356. Conferences : RESOLVED : (1) That the General Purposes Committee be asked to approve the sending of delegates, during 1951, by this Committee to the conferences of the following organisations :— (a) Town and Country Planning Association. (&) International Federation of Housing and Town Planning. (c) National Housing and Town Planning Council. (2) That the Committee hereby agrees to confer with the Housing Committee in regard to the appointment of delegates to attend the conferences referred to in items (b) and (c) above.

1357. National Housing and Town Planning Council : Annual Conference 1950 : RESOLVED : That, subject to the concurrence of the Housing Committee, Councillor Miller be hereby appointed to attend the annual conference of the National Housing and Town Planning Council, to be held at Harrogate, from 23rd to 25th Novem­ ber, 1950.

1358. National Housing and Town Planning Council : Election of London Regional Executive Committee : RESOLVED : That the Clerk be hereby instructed to submit to the National Housing and Town Planning Council the voting paper (as now completed) for the election of two members to the London Regional Executive Committee of that body. 1359. Builder's Yard : Dennis Lane, : Arising out of resolution 1029 (10th June, 1949), RESOLVED : That, subject to the concurrence of the County Council, the Clerk be hereby instructed to serve an enforcement notice (to expire on 15th April, 1951) upon the occupier of the above-mentioned builder's yard, in respect of the continued use thereof, in contravention of previous planning control. 1360. Builder's Yard : Junction Road, Harrow : RESOLVED : That, subject to the concurrence of the Middlesex County Council, the Clerk be hereby instructed to commence enforcement pro­ ceedings in respect of the use of this builder's yard in contravention of previous planning control. 1361. 20, Westfield Drive, Kenton : The Clerk submitted a letter, dated 9th October, 1950, from the occupier of these premises, stating that he has been unsuccessful in obtaining alternative accommoda- 745 tion, and requesting an extension of the time within which the io*..j«g«(*if1 contravention was required to cease, as indicated in the enforcement notice, dated llth August, 1950. RESOLVED : That the letter be received; and that the Clerk be instructed to notify the applicant of his1 right to submit a formal application for planning permission to continue the present use of these premises. 1362. 21, Broadfields, Harrow : RESOLVED : That,, subject to the concurrence of the Middlesex County Council, the. Clerk be hereby instructed,to commence enforcement proceedings in respect of the use of the premises known as 21, Broadfields, Harrow, for the storage of builder's materials, in contravention of previous planning control. 1363. Land at the Rear of Headstone Drive : Arising out of resolu­ tion 1108 (14th October, 1949), th£ Clerk reported that the owner of the above-mentioned land had, oaa, 15th August, 1950,, been served with an enforcement notice requiring him to remove storage sheds and a clinker and ballast foundation from the site, within a period of three calendar months; and submitted an application from the owner, asking for an extension of time, to enable him to find other aerive, Kenton, complaining ol the condition of these huts and the surrounding land. The Clerk reported that the huts are at present occupied by No. 101 Squadron of the Air Training Corps, and that the land is in the ownership of the Middlesex County Council. Town and Country Planning Act, 1947, Part VI : Claims for Loss of Development Value : RESOLVED : That the Com­ mittee receives the report of the Clerk (a) that the Ministry of Town and Country Planning has determined that the under-men­ tioned land, in the ownership of the Council, is land to which section 82 of the Town and Country Planning Act, 1947, applied on 1st July, 1948 : Description or situation of land Village Way, Harrow Former sewage farm, Greenhill, Harrow Former Newton sewage farm Kynaston Court, Boxtree Road, Isolation Hospital Honeypot Lane, Stanmore South Vale, Eastcote Lane, Harrow Grove Fields, Lowlands Road, Harrow Former Wealdstone sewage farm (6) that a claim for loss of development value in respect of land owned by the Council at Wordsworth Road, Wealdstone, had been submitted to the Central Land Board ; that the land in question is let to Mr. A. The Clerk also reported that the District —' Valuer had expressed the view that there is no development value in the Council's freehold reversion, and that he proposes not to award compensation. 1369. Festival of Britain, 1951 : Local Celebrations : Arising out of resolution 1301 (9th June, 1950), the Surveyor reported as to the possibility of securing the removal of structures in Northolt Road, South Harrow, and Station Road, Harrow, and the improvement of the appearance of various premises in High Street, Harrow-on- the-Hill. RESOLVED : (1) That the report be received ; and that the Clerk be instructed to communicate with the Middlesex County Council as to the possibility of action being taken to secure the removal of a structure situate at the corner of Rosslyn Crescent and Station Road, Harrow, and to report thereon in due course, with an indication of the probable amount of compensation which would be payable by the Council in respect of such removal. (2) That the Surveyor be instructed to report further, in due course, as to the present business user of the premises known as No. 106, Station Road, Harrow.

1370. 14, St. John's Road, Harrow : Arising out of resolution 1026 (10th June, 1949), RESOLVED : That, subject to the concurrence of the Middle­ sex County Council, the Clerk be hereby instructed to commence enforcement proceedings in respect of the use of part of the above- mentioned premises for office purposes, in contravention of previous planning control.

1371. Conversion of Single Dwelling Houses for Use as Flats : Arising out of resolution 1315 (20th July, 1950), the Clerk .submitted a letter, dated 30th September, 1950, from the Middlesex County Council stating that the County Council does not consider it appro­ priate that representations should be made to the Ministry of Town and Country Planning to secure amending legislation to extend the time for the enforcement of previous planning control in regard to flats ; but that action should be taken forthwith, under the Building Restrictions (Wartime Contraventions) Act, 1946, and the Town and Country Planning Act, 1947, in appropriate cases. The Clerk also submitted a letter, dated 22nd September, 1950, from the Ministry of Town and Country Planning, stating that it is not considered practicable to introduce legislation to extend the period within which enforcement action can be taken. RESOLVED : That the letters be received and noted; and that the Committee hereby records its intention to consider, on their merits, applications for permission for the conversion and/or con­ tinued user of single dwelling houses as flats, in cases where previous planning control is being contravened. 748

That the Committee receives and notes, a letter, dated 19th cSSttJL September, 1950, from the Middlesex County Council, stating that the County Planning Committee has decided, in view of the need for economy by Electricity Boards, that objection should not be raised to " open " type electricity sub-stations and transformers erected on suitable sites in the County, subject to permission for such development being for limited periods of twenty years, and to such other conditions as may be appropriate in each case ; but that the erection of this type of transformer should not be permitted, if particularly unsuitable from a planning point of view.
