MEETING WITH THE NATIONAL GOVERNORS' ASSOCIATION DATE: February 28, 1983 LOCATION: East Room TIME: 10:00 to 10:45 a.m.

I. PURPOSE

To meet with the Nation's Governors to discuss the impact of the national economy and the Administration's FY 84 Budget proposal on the states. You are not expected to make any commitments in this meeting.

II. BACKGROUND

The National Governors' Association (NGA) is holding its Annual Winter Conference in Washington, D.C. February 27 through March 1, 1983. They are scheduled to hear from Paul Volcker, Senator Domenici, Congressman Jones, Secretary Block, Secretary Baldrige, Secretary Regan, Attorney General Smith, and Chief Justice Burger.

Governor Scott Matheson (D-Utah), Chairman of NGA, is attempting to involve the governors more deeply in the federal budget process. The governors are concerned that a large federal deficit will choke off economic recovery and thereby continue the pressure diminishing state revenues. Matheson has proposed a resolution which would have the governors take specific positions on a number of areas of the Budget:

1. Reduction of the federal deficit to approximately 2% of GNP or $90 billion by 1988. 2. The enactment of the bipartisan commission recommendation on Social Security. 3. The limitation of 1984 appropriations for non­ defense discretionary spending to the 1983 level and' the restriction of increases from 1985 to 1988 to one half the rate of inflation. 4. Modest reductions in means tested entitlement programs. 5. The restraint of growth in non-means tested entitlement programs. -2-

6. The limitation of growth in national defense appropriations to between 4% and 6% real growth over the 1984 and 1985 period and 3% over the entire 1984-1988 period. 7. The possible increase in federal revenues to attain the goal of a federal deficit of 2% of GNP in 1988.

In a conference call last Thursday between Governors Matheson and Thompson, Jim Baker and I, we stated to the governors their proposal was a constructive step and although we disagreed with some of the points, we would not oppose it. We feel it is helpful that the governors may go on record in support of the Social Security compromise, and restraint in the growth of means tested and non-means tested entitlement programs. Their call for possible federal revenue increases approximates your proposal for a trigger tax. We disagree with the governors on their defense proposal and their call for outyear increases in non-defense discretionary spending.

We are not endorsing Matheson's proposal. We believe Matheson will have difficulty in achieving passage of the proposal as presently written. We do believe it would be helpful, if the governors are involved in the budget debate in Congress.

o I would like to welcome the 15 newly-elected governors who are in attendance today. As a former governor I can understand how you feel as you face the challenge of being the Chief Executive of your state. Being was one of the most rewarding experiences of my life. I am sure you will find your tenure equally memorable. o During the first two years of my Administration, the National Governors' Association has played a key role on many Administration initiatives. That prominence and effectiveness is continuing under the leadership of Scott Matheson. o I can understand your concern about the state of our economy and the affect the recession has had on federal and state revenues. o As I mentioned last night at the State Dinner, I believe there is reason to be encouraged. The lowering of inflation and interest rates provides a solid base from which economic recovery can take place. o I can also understand your concern that nothing be done that would diminish that economic recovery and thereby cause continued downward pressure on state revenues. o If the economic recovery is stronger than some economists have predicted, some of our federal deficit problems will be eased. o Deficit spending is a concern for all of us. o I believe that unless the states are economically strong, it will be more difficult for them to assume the increased authority and responsibility that I have talked about returning to them. o As you know, last Thursday I sent to Congress a Federalism proposal containing four mega-block grants which would provide to the states increased flexibility to meet the needs of their citizens in a variety of areas. Many of the suggestions raised by the governors' negotiating team during the negotiating process are contained in that legislation. -2-

o I want to reiterate to you my strong support for significant adjustments in the state-federal relationship. o Many of the strides we have made in this area are due to our close working relationship. Together we have already accomplished much in the areas of Block Grants and Deregulation. o I believe the federalism legislation sent to Congress is another step in the right direction. o I realize that there are areas of the Fiscal Year 84 Budget where we disagree. Congressman Hunter is currently serving his second term in the House of Representatives. He served in the U. S. Army and holds his J.D. from Western State University of Law. Duncan is a member of the House Armed Services Committee. Because he represents San Diego he is very concerned about the transfer of naval repair work from the San Diego area to other parts of the country.
