Why Support SCEF?

The San Carlos community is committed to equity among all of our public schools. Since 1982, the parent-led San Carlos Education Foundation (SCEF) has worked to raise funds to ensure essential school programs are maintained for all of our students. Unlike other states where localities decide how much to allocate to education, in California per-pupil funding is determined at the state level. Unfortunately, these funds are not sufficient to ensure a well-balanced, quality education for our students.

In the late 1970s, Proposition 13 and various legal rulings limited a community’s ability to tax its residents to pay for schools. Our property taxes, as high as they are, no longer stay in San Carlos. California funding for education has dropped from the top 5 in the nation to 32 in 2016–17. Funding from the state provides only bare-bones education for our children. For 36 years, San Carlos parents, businesses, and community members have stepped forward to help fill this gap. In 2017–18, because of this generosity, the Foundation donated more than $2.4 million to our schools. This represents approximately 6% of the District’s annual budget to provide support for essential programs. Your donation makes a difference for every child, every day in every classroom.

The San Carlos School District (SCSD) has made significant progress and experienced changes over the past several years and the San Carlos Education Foundation (SCEF) has been integral and constant in the implementation of a communi- Michelle Harmeier ty-based vision for learning for our students. Thanks to the support of SCEF, our Upper Elementary students will have access to Maker Space environments, Michelle Harmeier, Ed.D. quality health and wellness/PE instruction, music electives, Superintendent, San Carlos School District expanded library resources, and 1:1 computer/student ratio for use during the day. Most fourth- and fifth-grade students in California do not have access to such an enriching, balanced educational program.

Our middle schools now offer 1:1 computer/student ratio and a WIFI network for students; STEM instruction, Design, World Languages, and Arts courses, as well as continued growth of our first-class music program, including orchestra, band, jazz band, and choir. This is a direct result of the contributions made by SCEF.

The San Carlos School District is able to provide a balanced and enriching education for our students due to the significant financial contribution made by our community through SCEF. San Carlos has one of the lowest-funded school districts in the San Francisco Bay Area

Financial Performance

Every year, the San Carlos Education Foundation grants funds to the San Carlos School District and Charter Learning Center equivalent to what we raise, plus any endowment distributions, minus projected expenses. In FY 2017–18, $59,885 was distributed from the SCEF Endowment as part of the annual grant to fund programs. Since 2008, more than $900,000 has been distributed to our schools from the endowment fund.

Our audited financial statements for the year ended June 30, 2017 are available on our website–www.scefkids.org. Fiscal Year 2017–18 numbers are presented for informational purposes. Our Foundation manages our operations using a net proceeds model, in which we view revenues net of direct expenses. As such, costs for our annual auction gala and other events are deducted from the associated revenues. Therefore, revenues and costs under US Generally Accepted Accounting Principles will differ from those presented herein. 5 Welcome to New and Returning School Leaders

Our district has seen many changes over the past year. As a result, there are new faces on our campuses. We thought it would be helpful to introduce you to school site leaders working in our community. Working with Pam Jasso and Tom Domer, these Principals bring with them extensive experience in personalized learning, conflict resolution, use of technology in the classroom readers workshop, and project-based learning.

Leah Scholer, White Oaks Leah comes to the San Carlos School District with more than 10 years’ leadership and educational experience. She comes to us from Burlingame, where she served as the Response to Intervention/ Instruction Specialist and the Administrator Designee at McKinley Elementary School, and taught 2nd and 3rd grade for eight years. She has a broad range of experience leading and supporting teachers in instructional design and implementation, with a focus on second-language learners and learning disabilities. Leah has experience with Reader’s and Writer’s Workshop, project-based learning and integration of technology into the instructional program.

Pam Jasso, Heather Pam has served as Principal at Heather for more than 16 years. She received her master’s in educational administration at San Francisco State University and worked in the Millbrae School District as both a teacher and an administrator. Pam is committed to partnering with teachers and parents to better know individual students and how best to meet their needs—socially, emotionally, and academically. She deeply believes in the importance of teaching the 5Cs—Collaboration, Communication, Critical thinking, Creativity, and Citizenship—as well as the Habit of Mind of Ownership in providing a 21st-century education, striving to team with teachers and parents as partners in the education of their students.

Jennifer Gaboury, Arundel Jennifer Gaboury joins us as an instructional leader with more than 15 years of experience serving and supporting schools in both Northern and Southern California as a teacher and administrator. She comes to San Carlos from her role as the principal of Cipriani Elementary School in Belmont-Redwood Shores School District. Cipriani has been recognized at the state level for its implementation of PBIS with a Silver Award and was just recognized as a 2018 California Distinguished School for its work with growth mindset.

Catherine Waslif, Brittan Acres Catherine began her career teaching middle school at St. Matthew’s Catholic School in San Mateo, then spent the following 23 years in Milpitas Unified School District. Before coming to Brittan Acres, Catherine was Principal at Spangler Elementary. She taught 4th–6th grades, middle school English and English, as a second language. She was promoted into administration as a Vice Principal and later Principal. While serving as the Principal of William Burnett Elementary School, Burnett received both the California Distinguished School Award and the Title I Academic Achievement Award.

6 In addition to the educators, librarians, tech associates, and school counselors that we help fund each year, SCEF pro- vides each SCSD school with a Principal Flex Fund, Fund-A-Need dollars, and a Field Trip grant. San Carlos School District Principals use these funds to address individual school site needs. At CLC, the governing board and Executive Director use our funds to pay salaries of key educators and fund library, milestones, numeracy, and seminars.

Kristen Ugrin, Tierra Linda Kristen has been a Principal for nine years in two neighboring districts. She was an elementary principal in Millbrae for four years and has been an elementary principal for San Mateo-Foster City for the past five years. She started her teaching career in Marin 16 years ago as a teacher, and has served as district-level English Learner program coordinator in Millbrae supporting elementary and middle schools. She has extensive experience supporting special education programs and is the leader of a project-based learning magnet school.

Alex Friel, Mariposa & Arroyo (interim) Alex has been an administrator for eight years in both Campbell and San Mateo-Foster City school districts. She served as an elementary principal and assistant principal for six years and as the Coordinator of English Language Development. She was a teacher who began her teaching career 17 years ago as a 5th- to 7th-grade teacher in Campbell Union School District, then taught 3rd and 5th grade in Palo Alto and San Francisco Unified, where she developed her experience with Reader’s and Writer’s Workshop. Her diverse background has provided her the opportunity to implement and support differentiated learning in classrooms to address students’ individual needs.

Tom Domer, Central Tom has been working in education for the past 16 years. He began his career at a middle school in San Francisco teaching English and history. More recently, he served as vice principal at a school in Pleasanton of nearly 1,200 students where he was charged with moving the school to full implementation of the new Common Core Standards. Before being named as Principal of CMS, he served as the school’s vice principal.

Stacy Emory, San Carlos Charter Learning Center Stacy has been at the school since it opened its doors in August 1994. She has her degrees in systematic biology (emphasis in botany) and was hired by CLC as a founding educator because it wanted “A scientist, not a science teacher.” She was in the classroom as seventh- and eighth- grade math and science teacher for 11 years before she moved into administration. Her first admin- istrative position was Resource Choreographer, which was later expanded and renamed Director of Curriculum and Resources. In 2013, she assumed the helm as School Executive Director.

7 Why Am I Asked to Donate and Support Public Schools?

Ask any realtor: The number-one reason why people move to San Carlos is the quality of the schools. Yet our successes disguise the reality that we are one of the lowest-funded districts in the county.

SCEF raises essential funds from parents and the community to help bridge the gap between what the state provides and a well-rounded public education for all students.

California funding for education has improved in recent years, but ranks 32nd in the nation and provides only a bare-bones education for our children. In recent years, the state legislature has applied pension liability payments to all school district budgets, effectively taking away any increase in top-line funding.

We continue to count on your financial contributions. Your support of SCEF makes a tremendous difference to the programs available to students. These programs would be severely reduced if the district relied solely on state funding.

The amount collected in San Carlos does not meet the minimum required by law for elementary school districts. SCEF honored Daniel Elkes, Elkes Foundation and Rajiv Bhatnagar, MD of the Palo Alto Medical Foundation, at the 2018 Chamber of Commerce dinner with the first annual Champions for Schools Award for their commitment to students and the SCEF Endowment Fund. Creating A LASTING LEGACY

The SCEF Endowment Fund was created in 2008 to steward a $1.5 million gift from the Palo Alto Medical Foundation. In the time since the Fund was established, it has grown to more than $2.4 million while providing more than $900,000 to the San Carlos School District and SCCLC to support programs dedicated to health, wellness, and physical fitness. The purpose of the Endowment Fund is to: (1) Help provide stable and perpetual support for SCEF and local public school programs. (2) Grow beyond its disbursements to meet the future needs of students. (3) Preserve capital and increase the annual grant to schools over time. The growth of the fund in recent years is due to prudent oversight by the SCEF Endowment Committee and the Board of Directors and to very generous donations from those who believe that the future success of our schools depends on a strong school foundation.
