Chassagnon Welfare Economics Welfare economics aims to define and to measure social welfare, and to provide evaluations of public policies. A typical question : between different economic situations, more precisely, between different resource allocations, which is the best ? It follows that a deep critical analysis of the instruments is required in that field. Individual and collective welfare First, the welfare should be defined at the individual level. Chapter 4 Freedom and Progress The best road to progress is freedom’s road. John F. Kennedy The only freedom which deserves the name, is that of pursuing our own good in our own way, so long as we do not attempt to deprive others of theirs, or impeded their efforts to obtain it. John Stuart Mill To cull the inestimable benefits assured by freedom of the press, it is necessary to put up with the inevitable evils springing therefrom. Alexis de Tocqueville Freedom is necessary to generate progress; people also value freedom as an important component of progress. This chapter will contend that both propositions are correct. Without liberty, there will be little or no progress; most people will consider an expansion in freedom as progress. Neither proposition would win universal acceptance. Some would argue that a totalitarian state can marshal the resources to generate economic growth. Many will contend that too much liberty induces libertine behavior and is destructive of society, peace, and the family. For better or worse, the record shows that freedom has increased throughout the world over the last few centuries and especially over the last few decades. There are of course many examples of non-free, totalitarian, ruthless government on the globe, but their number has decreased and now represents a smaller proportion of the world’s population. Perhaps this growth of freedom is partially responsible for the breakdown of the family and the rise in crime, described in the previous chapter. Dictators do tolerate less crime and are often very repressive of deviant sexual behavior, but, as the previous chapter reported, divorce and illegitimacy are more connected with improved income of women than with a permissive society. -

I reexamine a well-established econometric literature linking economic freedom to growth, and argue that their positive findings hinge on two problems: conceptual conflation and ahistoricity. When these criticisms are taken seriously, a very different view of the historical record emerges. There does not appear to be enduring relationship between economic liberalism and growth. Much of the observed relationship between these two variables involves a one-shot transition to freer markets around the Cold War’s end. Several concurrent changes took place in this historical context, and it is hasty to conclude that it was market liberalization alone that produced the economic turnaround of the 1990s and early-2000s. I also question market fundamentalists’ view that all forms of liberalization are helpful, arguing that the data show little to no benefit from reforms that did not attract foreign investment. Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Contending that the neo-liberalist global economic order is the contemporary parallel for Mill's religion of humanity, this work further demonstrates how these philosophical flaws have spread to infect the core of globalization in the 21 st century as well as their implications for future international relations. -

ME, MYSELF & MINE The Scope of Ownership _________________________________ PETER MARTIN JAWORSKI _________________________________ May, 2012 Committee: Fred Miller (Chair) David Shoemaker, Steven Wall, Daniel Jacobson, Neil Englehart ii ABSTRACT This dissertation is an attempt to defend the following thesis: The scope of legitimate ownership claims is much more narrow than what Lockean liberals have traditionally thought. Firstly, it is more narrow with respect to the particular claims that are justified by Locke’s labour- mixing argument. It is more difficult to come to own things in the first place. Secondly, it is more narrow with respect to the kinds of things that are open to the ownership relation. Some things, like persons and, maybe, cultural artifacts, are not open to the ownership relation but are, rather, fit objects for the guardianship, in the case of the former, and stewardship, in the case of the latter, relationship. To own, rather than merely have a property in, some object requires the liberty to smash, sell, or let spoil the object owned. Finally, the scope of ownership claims appear to be restricted over time. We can lose our claims in virtue of a change in us, a change that makes it the case that we are no longer responsible for some past action, like the morally interesting action required for justifying ownership claims. iii ACKNOWLEDGEMENTS: Much of this work has benefited from too many people to list. The Philosophy of Free Trade and Its Applicability in East Asia ¿Está ligada la cultura al pensamiento de libre comercio?: su filosofía y aplicabilidad en el Este de Asia Tae Jin Park [email protected] West Virgina State University ABSTRACT Proponents of free trade, especially theorists known as “neo-liberals,” preach free trade as a global ethic and emphasize four great benefits from it: 1) reciprocal economic growth; 2) individual freedom; 3) political democracy; 4) international peace. This review article will examine the validity of these assumptions in East Asia. Although many East Asian states are great beneficiaries of the liberal international trade system that has developed since the end of World War II, their political and economic developments generally do not conform to Western expectations because their cultural values are still “Confucian” and their political economy relied heavily on state leadership. The philosophy of free trade is largely incompatible with East Asian historical experiences. The credibility of the free trade doctrine in East Asia comes from the power and influence of the U.S. rather than from the usefulness of the free trade doctrine. Key words: Free trade, neo-liberalism, East Asia, Confucianism, capitalism, democracy. Frontier Culture: The Roots and Persistence of “Rugged Individualism” in the United States Samuel Bazzi, Martin Fiszbein, and Mesay Gebresilasse NBER Working Paper No. 23997 November 2017, Revised August 2020 JEL No. D72,H2,N31,N91,P16 ABSTRACT The presence of a westward-moving frontier of settlement shaped early U.S. history. In 1893, the historian Frederick Jackson Turner famously argued that the American frontier fostered individualism. We investigate the Frontier Thesis and identify its long-run implications for culture and politics. We track the frontier throughout the 1790–1890 period and construct a novel, county-level measure of total frontier experience (TFE). Historically, frontier locations had distinctive demographics and greater individualism. Long after the closing of the frontier, counties with greater TFE exhibit more pervasive individualism and opposition to redistribution. This pattern cuts across known divides in the U.S., including urban–rural and north–south. We provide evidence on the roots of frontier culture, identifying both selective migration and a causal effect of frontier exposure on individualism. Overall, our findings shed new light on the frontier’s persistent legacy of rugged individualism. 1 1 A new normative economics for the formation of shared social values 2 Neil Ravenscroft 3 School of Environment & Technology, University of Brighton, Lewes Road, Brighton BN2 4 4GJ, UK 5 6 [email protected] 7 Introduction 8 9 It is widely accepted that transition towards a more sustainable society is in part dependent 10 upon an ability to link scientific knowledges - generated in fields such as sustainability 11 science - with socio-political actions that foster sustainable outcomes. For Miller, et al (2014: 12 p.239), this is about strengthening ‘… the role of values in science and decision-making for 13 sustainability,’ while for Rodriguez-Morales and Rawluk (this issue), it is primarily about the 14 deployment of political power in sustainability decision-making processes. In their work, 15 Westberg and Polk (2016) argue that this is about catalysing knowledge exchange between 16 sustainability science and society in such a way that new composite, socially constructed, 17 knowledges are generated that can inform the development of sustainability policy. As 18 Rawluk, et al (this issue) argue, this revolves around complex social-ecological 19 conceptualisations of values that inform the resource trade-offs that society is prepared to 20 accept in pursuit of sustainability, with the fundamental question being one of how choices 21 are made about these trade-offs (see also Anderson, et al, 2015, 2016). 22 23 Conventionally, in neoclassical economics, the social welfare questions raised by the pursuit 24 of sustainability have been addressed by reference to the aggregation of individual 25 preferences – often expressed and captured through market mechanisms (Bartkowski and 26 Lienhoop, 2018). -

July 2012 Three Dimensions of Classical Utilitarian Economic Thought ––Bentham, J.S. Mill, and Sidgwick–– Daisuke Nakai∗ 1. Utilitarianism in the History of Economic Ideas Utilitarianism is a many-sided conception, in which we can discern various aspects: hedonistic, consequentialistic, aggregation or maximization-oriented, and so forth.1 While we see its impact in several academic fields, such as ethics, economics, and political philosophy, it is often dragged out as a problematic or negative idea. Aside from its essential and imperative nature, one reason might be in the fact that utilitarianism has been only vaguely understood, and has been given different roles, “on the one hand as a theory of personal morality, and on the other as a theory of public choice, or of the criteria applicable to public policy” (Sen and Williams 1982, 1-2). In this context, if we turn our eyes on economics, we can find intimate but subtle connections with utilitarian ideas. In 1938, Samuelson described the formulation of utility analysis in economic theory since Jevons, Menger, and Walras, and the controversies following upon it, as follows: First, there has been a steady tendency toward the removal of moral, utilitarian, welfare connotations from the concept. Secondly, there has been a progressive movement toward the rejection of hedonistic, introspective, psychological elements. These tendencies are evidenced by the names suggested to replace utility and satisfaction––ophélimité, desirability, wantability, etc. (Samuelson 1938) Thus, Samuelson felt the need of “squeezing out of the utility analysis its empirical implications”. In any case, it is somewhat unusual for economists to regard themselves as utilitarians, even if their theories are relying on utility analysis. -

It is as if the central question was whether people should be publicly or privately rented – with the Great Capitalism-Communism Debate and Cold War being like a “Peloponnesian War” over whether slaves should be publicly owned (Sparta) or privately owned (Athens). Although Marx would have personally favored abolishing the (private) wage-labor relation, the deficiency was in his theories. He had: no theory of inalienable rights to critique wage-labor per se; no labor theory of property about workers appropriating the whole product (positive and negative fruits of their labor); and no theory about democracy in the workplace (or elsewhere). The major fork-in-the-road started with the inchoate “labor theory” of Locke, Smith, and Ricardo. Marx tried to develop it as the labor theory of value and exploitation, and the so-called “Ricardian Socialist” (such as Thomas Hodgskin and to some extent, Proudhon) developed it as the labor theory of property – while modern economics bypassed it entirely with the marginalist revolution. We argue that the Left should take the branch indicated by the labor theory of property.
