CHURTON PARISH COUNCIL

Minutes of the Meeting of the Council held at CHURTON VILLAGE HALL, on TUESDAY 16 JANUARY 2018 AT 8PM.

Present: Cllr C Hayes (Chair), Cllr P Kitchin, Cllr P Thacker.

In Attendance: Mrs Claire Taylor (Clerk), Cllr H Greenwood, Mr E Trevor-Barnston, Mr J Gallagher, Mr R Prossor.

1.APOLOGIES FOR ABSENCE. Apologies for absence were received from Cllr K Cundill.

2.CO OPTION OF NEW COUNCILLORS

Mr. R Crump, Mr. D Rudd and Mrs. A Thacker were all co-opted onto Churton Parish Council as Councillors. Proposed: Cllr C Hayes and seconded: Cllr P Kitchin.

3.GENERAL PUBLIC SPEAKING TIME John Gallagher confirmed that sufficient funds had now been raised to finance the War Memorial but that fundraising would continue. No build date had yet been finalised but it was hoped to be in situ by May. Planning had been approved and the memorial would be in sandstone to match the Village Hall. Residents had been asked to supply memories to archive in a time capsule. Residents would be informed when there were details of an unveiling ceremony to share.

4.DECLARATIONS OF INTEREST. Members were invited to declare any personal, prejudicial or pecuniary interests they had in any item on the agenda, subject to the rules regarding disclosure contained in the current Members’ Code of Conduct and as defined by regulations made under section30(3) of the Localism Act 2011. No declarations were made.

5) POLICE UPDATE/COMMUNITY SAFETY Noted: PC Gigg had advised that a Driver Engagement Day would be held within the next week. Noted: PC Gigg had advised a resident on home safety issues.

6) APPROVAL OF MINUTES OF LAST ORDINARY MEETING HELD ON 7 NOVEMBER 2017 Agreed: Proposed by Cllr P Kitchin and seconded by Cllr P Thacker.

7) TO CONSIDER MATTERS ARISING FROM THE MINUTES (i) Severn Trent: Clerk to ask Kerryll Prossor for contact details to facilitate continued representation at future meetings. (ii) Newsletter: Noted that Cllr Hayes had progressed the newsletter and volunteers would be needed to help with distribution. (iii)Speeding: Noted: Continues to be an issue with a request from a resident at Briarfields for a lower speed limit to be enforced and dangerous conditions reported on Sibbersfield Lane in particular. Clerk to ask Helena Crawford, Highways for an update on request for details on possible speed assessment at Briarfields vicinity. (iv)Marathon: Agreed: Clerk to write to Ian Tordoff who had previously indicated that he would be in a better position to communicate on improvements for future marathons once he had been debriefed following the 2017 marathon.

10) UPDATE FROM THE VILLAGE HALL COMMITTEE Cllr Cundill to update at next meeting.

Holly (T2) - crown top and trim branches because of excessive shading. Planning in general: Concern was raised with regards to the amount of applications being submitted for new / additional cow sheds and in particular the resultant light pollution. Pump Lane potential development by Grosvenor Estate: On 11 December Grosvenor Estates had advised that there was nothing further to update on in respect of the proposals for Pump Lane and would come back to the Parish Council when there was something substantive to advise of. Clerk to write to the estate requesting an update and any revised deadlines plus an assurance that there would be a consultation.

12) STANDING CONSIDERATION OF ANY HIGHWAY MATTERS (i) Noted: Cllr P Thacker had raised various issues with Helena Crawford, Highways and it had been agreed that a ward walk would be arranged. (ii) Noted: Kerbside from Sibbersfield Lane to Stannage Lane needed cleaning. Clerk to request. (iii)Noted: A Frame in White Horse car park obscuring visibility. Clerk to speak to Ash.

13) TO RECEIVE / RESPOND TO ANY MATTERS RELATING TO CHESHIRE WEST AND CHESTER COUNCIL Received: CwAC Chester Local Plan (Part 2) Draft Consultation Land Allocations and Detailed Policies. Out for comment 11 December 2017 to 29 January 2018. Essentially the final version the Council intends to submit to the Secretary of State for examination.

14) FINANCE MATTERS Resolved: That the payment of salaries and expenses, the payment of invoices for goods received and services rendered be approved and the receipts and balances noted.

Cheque raised for clerk’s salary and expenses.

Cheque raised for litter pickers fee. Cheque raised for Insurance renewal due 18 March 2018 for £344.76. Agreed: to renew through Came and Company for a further year. Proposed: Cllr C Hayes and seconded: Cllr P Thacker. Cllrs C Hayes, P Thacker and P Kitchin to coordinate signing and delivery of bank signatory forms.

15) CORRESPONDENCE AND INVITATIONS RECEIVED SINCE LAST MEETING (i) Letter received from Smaller Authorities Audit Appointments regarding appointments for the 2017/18 financial year. Where the higher of income or expenditure for the year was 25K or less an exemption could be declared from a limited assurance review by an external auditor. It would still be necessary to complete and publish an annual return and have an appointed external auditor to deal with any questions or objections from local electors. (ii) Stagecoach Bus Company had invited representation from the Parish Council to attend a meeting to discuss the future of the C56 bus service. Cllr Hayes and the Clerk were to attend 23 January. (iii)Notification received that the Best Kept Village competition was to be run by Essar again this year. (iv) Noted: Cllrs Hayes and A Thacker had attended a licensing service at Aldford Church. 16) DATE OF NEXT MEETING Agreed: 13th March 2018 at 8pm in Churton Village Hall
