2019 Legislative Scorecard

2019 LEGISLATIVE SCORECARD Planned Parenthood Affiliates of California (PPAC) advocates on a number of legislative and regulatory issues that impact reproductive health, women’s health and rights, sexual health education, and access to affordable and quality health care. The PPAC Legislative Scorecard is designed to provide the public with information about how their state legislators voted on these important issues. Below are the bills that represented PPAC’s highest priorities in 2019 and the scores for each legislator based on their vote. The 2019 scorecard includes the vote record for state legislators who currently represent Californians in elected office. Description of Scored Legislation

The Budget Act of 2019 – SB 109 (Committee on Budget Fiscal Review) ‐ The 2019 budget bill included $10M to establish the California Health Center Security Grant Program which will help protect health centers that provide abortion services who may be the target of violence and vandalism. AB 1264 (Petrie‐Norris) – Planned Parenthood’s sponsored bill to reduce unnecessary barriers and requirements to accessing medications, like birth control, via telehealth. AB 241 (Kamlager) – Aims to improve care for all people by requiring continuing education courses for physicians, surgeons, nurses, and physician assistants to include implicit bias and bias‐reducing strategies. SB 24 (Leyva) – Improves access to abortion by requiring all CSU and UC student health centers to offer medication abortion. SB 464 (Mitchell) – Seeks to reduce maternal mortality by requiring hospitals and alternative birth centers to implement an implicit bias program for all health care providers involved in the perinatal care of patients, including requiring the providers to complete training through the implicit bias program and a refresher every two years.
