1 Introduction

1.1 Employment Land Availability 1.1.1 Wyre Council has identified a variety of potential employment sites in the Borough to provide choice and to meet a range of needs and uses for different types of employer.

1.1.2 The adopted Wyre Local Plan (1999) has allocated land on a number of sites for industry, warehousing, B1 offices and distribution, in a number of locations to meet the needs of the Borough. The Fleetwood-Thornton Area Action Plan (AAP) which was adopted in 2009 also has a number of allocated sites for employment use. All these sites are reviewed in this document.

1.1.3 This Employment Land Monitoring Report provides:

 An overview of the policies effecting employment land allocation and take-up in Wyre along with a brief overview of other documents produced by Wyre Council which have regard to employment issues.

 Details of all known employment land take up from 1 April 2017 to 31 March 2018.

 Details of all known employment land losses from 1 April 2017 to 31 March 2018.

 Details of all known employment land commitments, at 31 March 2018.

 Site plans where there is still available land.

1.2 Limitations 1.2.1 It must be noted, the figures included in this document do not include permitted developments. It should therefore be assumed that some smaller developments (i.e. change of use) have also been developed and are not included in this document.

1.2.2 Where there has been an application permitted which includes intensification of an existing employment site, i.e. an extension or additional floor to existing employment building, only net additional floorspace is recorded as the site area already exists and would be misrepresentative. Therefore, gross figures may be recorded as no take up or loss (0 hectares).

2 Relevant Policy

2.1 National Planning Policy Framework (NPPF)1 2.1.1 The National Planning Policy Framework (NPPF) was published 27 March 2012. The Framework sets out the Government’s planning policies and how these are to be applied.

2.1.2 The NPPF states that the planning system should contribute to building a strong, responsive and competitive economy, by ensuring that sufficient land of the right type is available in the right places and at the right time to support growth and innovation.

2.1.3 A core planning principle of the NPPF is to proactively drive and support sustainable economic development to deliver the businesses and industrial units that the country needs. Every effort should be made objectively to identify and then meet the development needs of an area, and respond positively to wider opportunities for growth.

2.1.4 Local planning authorities should ensure that their evidence base is based on adequate, up-to-date and relevant information with regards to the economic, social and environmental characteristics and prospects of the area.

2.1.5 Local planning authorities should assess the existing and future supply of land available for economic development and its sufficiency and suitability to meet the identified needs.

2.2 Wyre’s Development Plan 2.2.1 The Development Plan for Wyre currently comprises the following documents:

 Saved Policies of the Wyre Local Plan (1999) until such time as these are replaced by the new plans in preparation (see paragraph 2.5);

 The Fleetwood-Thornton Area Action Plan (adopted 2009);

 Joint Minerals and Waste Local Plan (2009); and

 Joint Lancashire Minerals and Waste Local Plan: Site Allocations and Development Management Policies (2013).

2.2.2 In accordance with Paragraph 215 of the NPPF, ‘due weight’ should be given to saved policies in the Wyre Local Plan and the AAP depending upon the degree of consistency with the NPPF.

2.3 Wyre Borough Council Adopted Local Plan and First Deposit Draft 2.3.1 Wyre Borough Council’s Local Plan was adopted on 5 July 1999. The employment and industry policies were prepared in accordance with the Lancashire Structure Plan 1991-2006, and allocations were made accordingly to meet the Structure Plan requirement of 55 hectares. The employment and industry policies and allocations of the First Deposit Draft were prepared in accordance with the Joint Lancashire Structure Plan 2001-2016, which required 125 hectares of employment land provision. The employment land allocations were revised as appropriate to meet this target, most notably on the Fleetwood-Thornton Strategic Location for Development (Policy SP2 in Adopted Local Plan; now Fleetwood-Thornton Area Action Plan (AAP) area, see paragraph 2.4).

2.3.2 The status of the employment land in Wyre is therefore complex, with a residual number of allocations in the Adopted Local Plan and First Deposit Draft. It is important to note that Policy EMP1 of the Adopted Local Plan was not in conformity with the JLSP on the grounds of not providing sufficient employment land. It was not re-saved as a result.

2.3.3 It should be noted, that the First Deposit Draft was published for public consultation in April 2004. However, it was abandoned in 2006 in favour of preparing a new style Wyre Local Development Framework (LDF) including a Core Strategy and an AAP. Therefore, no weight is given to the First Deposit Draft but the proposed allocations are still referred to in this document. Due to changes in national planning policy, in 2012 the Council decided to produce a new single Local Plan (see paragraph 2.5).

2.4 Fleetwood-Thornton Area Action Plan (AAP) 2.4.1 An AAP focuses on significant development and improvement of an area with the aim to provide a clear vision and planning framework for the area as a whole in order to guide investment and support planning decisions. Wyre currently has one AAP covering the Fleetwood-Thornton area.

2.4.2 The Fleetwood-Thornton AAP was adopted by Full Council in September 2009. Saved Policy SP2 ‘Strategic Location for Development’ is superseded by the Fleetwood-Thornton AAP. The remaining saved policies continue to be applicable within the AAP where relevant. Since the AAP is a more recent development plan than the Local Plan, where specific allocations made in the Local Plan are in conflict with proposals in the AAP, allocations within the AAP will take precedence.

2.5 Wyre’s Emerging New Local Plan 2.5.1 Wyre's emerging new Local Plan (formerly referred to as the `Core Strategy`) will set out a vision for growth and development of the entire borough to 2031, including where new homes, employment and shops will be located as well as which areas will be regenerated and conserved. The new Local Plan will replace the existing Local Plan (1999) and the AAP (2009) and a new Local Plan Policies Map (formerly referred to as the Proposals Map) will also be published.

2.5.2 The new Local Plan will set out an overall strategic policy approach to employment development as well as specific employment land policies and allocations to consider development proposals against.

2.5.3 The Employment Land Monitoring Report currently monitors existing employment allocations in the adopted 1999 Local Plan, Fleetwood-Thornton AAP and First Deposit Draft. The existing allocations have been reviewed within the Employment Land Study (see section 2.7), some of which are not proposed to be taken forward in the new Local Plan in their current form.

2.5.4 The new Local Plan will allocate employment land for the period 2011 – 2031 to meet the objectively assessed employment need of 43 hectares. The employment allocations in the new adopted Local Plan will supersede the existing allocations once adopted, which are currently being monitored in this report.

2.6 Authorities Monitoring Report (AMR) 2.6.1 The Authorities Monitoring Report (AMR) (formerly referred to as the Annual Monitoring Report) is a statutory document, which monitors both the production and implementation of policy. Wyre’s AMR includes a chapter on Business Development and Town Centres, in which the employment land situation in Wyre is considered.

2.7 Wyre Employment Land and Commercial Leisure Study 2012; Update and Update Addendum 2015; and 2017 Addendum II 2.7.1 During 2012 Wyre Council employed consultants to undertake an assessment of employment land across the Borough to form part of the Council’s evidence base for the Local Plan. The Study recommended an appropriate quantum of adaptable and flexible employment floorspace for the Borough to pursue, in terms of quality and quantity, as well as recommendations on policy interventions to stimulate development. The Study included a ‘call for sites’ exercise and also undertook viability appraisals to establish the deliverability of specific sites.

2.7.2 An update to the 2012 study was undertaken in September 2015 to reflect the latest demand forecasting elements of the 2012 study and an update addendum was produced in December 2015 to undertake sensitivity testing of the demand forecast. An Addendum II of the 2015 Commercial Market Review was undertaken in July 2017 to reflect the latest demand forecasting elements of the 2015 Study. The 2015 update and the update addendum 2015 and 2017 should be read in conjunction with the 2012 study.

3 Wyre’s Employment Land Supply

3.1 Wyre’s Employment Allocations 3.1.1 Wyre Council currently has an employment land supply of 27 sites allocated for the use of employment development, 17 of which have available land for take up as shown in table 1 (site plans are available in appendix 5). Allocating land for employment identifies sites where employment creating developments would be acceptable or encouraged. The categories of land use applicable are those defined as B1 (business), B2 (general industry), and B8 (storage and distribution) in the Town and Country Planning (Use Classes) Order, 1987 (as amended). A full list of allocated sites including take up and land availability can be seen in table 9 (page 14). The 2017/18 monitoring year is not directly comparable to previous years (2011/12- 2014/15) due to changes in monitoring methodology.

3.1.2 Wyre’s employment land supply is made of the following:

 7 (6 available) sites allocated in the AAP,  19 (10 available) sites allocated in the Adopted Local Plan,  1 (1 available) site allocated in the First Deposit Draft.

3.1.3 It is important that a range of sites of varying size, location and quality are available in order to provide choice and to meet a range of needs and uses for different types of employer. The quality of a site relates to factors such as ease of access, its environmental surroundings, existing buildings and services at or near the site and the economic implications of development there.

3.2 Wyre’s Existing Employment Areas 3.2.1 Wyre has 34 existing employment areas (see Table 2) as identified in the Wyre Employment Land and Commercial Leisure Study 2012 and 2015 and additional areas have also been identified by the Council in 2017. A proforma for each site is included with the study and subsequent updates.

Please note that some of the existing employment areas will be protected as an employment site in the emerging Local Plan.

4 Employment Land Take Up and Losses

4.1 Introduction 4.1.1 In order to monitor take up rates (completions), information was compiled from extant planning permissions, building control records and onsite monitoring. Take up is recorded by gross site area (hectares) and additional net floorspace (sqm). However, where there has been an application permitted which includes intensification of an existing employment site, i.e. an extension or additional floor to existing employment building, only net additional floorspace is recorded as the site area already exists and would be misrepresentative. Therefore, gross figures may be recorded as no take up or loss (0 hectares).

4.1.2 More details regarding individual completions and losses can be seen in the appendices.

4.2 Employment Land Take Up on Allocated Sites 4.2.1 As shown in table 3, during 2017-2018, there was 0.46 hectares gross take up on one of the 27 sites allocated for employment use. There was an additional 311 square metres developed. More details are available in appendix 1.

4.3 Employment Land Take Up within Existing Employment Areas 4.3.1 To avoid double counting, this section excludes allocations within existing employment areas, such sites are mentioned in section 4.2.

4.3.2 As shown in table 4, during 2017-2018, there was no gross (hectares) take up within existing employment areas. However, there was an additional 1,717 square metres take up. More details are available in appendix 1.

4.4 Other Employment Land Take Up 4.4.1 As shown in table 5, during 2017-2018, there was a total 2.9 hectares gross take up on 15 other sites which were not allocated or within an existing employment area. There was also an additional 14,869 square metres take up. More details are available in appendix 1.

4.5 Gross take up on previously developed land (PDL) 4.5.1 In total, an additional 3.36 hectares (gross) was developed during 2017-2018. Table 6 illustrates 93 percentage of land was taken up on previously developed land (PDL).

4.6 Employment Land Take Up since 2011 4.6.1 Table 7 illustrates gross take up (hectares) between 2011 and 2018 was 12.61 hectares. This equates to an annual average take up of 1.8 hectares per annum. In terms of allocated sites, there has been a total take up of 4.27 hectares, equating 0.61 hectares per annum. In terms of unallocated sites, there has been a total take up of 8.34 hectares, equating 1.19 hectares per annum.

4.7 Employment Land Losses (current year and since 2011) 4.7.1 As shown in table 8, during 2017-2018, 5.12 hectares of employment land was lost to other uses. Since 2011, there has been a total 7 hectares lost to other uses equating to 1 hectares per annum. More details regarding individual losses between 2017 and 2018, including floorspace can be seen in appendix 2.

5 Employment Land Availability

5.1 Employment Land Availability on Allocated Sites 5.1.1 This document identifies a range of employment sites on offer to potential developers. As of the end of March 2018 there was approximately 76.86 hectares of land available, which is currently allocated for employment development. Table 9 illustrates availability on each individual allocated site. The AAP has 65.94 hectares available, the Adopted Local Plan has 8.71 hectares available and the First Deposit Draft has 2.67 hectares available. Where there is land still available for take up, a plan can be seen in Appendix 5.

5.1.2 It must be noted that when the Fleetwood-Thornton AAP was adopted (September 2009) several employment allocations within the adopted 1999 Local Plan and the First Deposit Draft were reallocated for alternative uses (i.e. housing) and the availability figure was significantly reduced.

5.1.3 The Employment Land Monitoring Report currently monitors existing employment allocations in the adopted 1999 Local Plan, Fleetwood-Thornton AAP and First Deposit Draft. The existing allocations have been reviewed within the Employment Land Study (see section 2.7), some of which are not proposed to be taken forward in the new Local Plan in their current form and may be reallocated for alternative uses, such as housing.

5.1.4 The new Local Plan will allocate employment land for the period 2011 – 2031. The employment allocations in the new adopted Local Plan will supersede the existing allocations which are currently being monitored in this report.

5.2 Employment Land Availability through granted planning permissions 5.2.1 As at 31 March 2018, there were 45 commitments totalling approximately 16.63 hectares (gross) and providing an additional 56,108 sqm floorspace (net). These are planning permissions granted but the development has not been implemented or completed.

5.2.2 Of the 45 commitments, 3 are allocated sites, 16 are within existing employment areas and the remaining 26 are other sites located around the borough. More details can be seen in appendix 3.

5.2.3 However, there are an additional 18 commitments which include a loss of employment land, totalling approximately 10.81 hectares (gross) and 30,419 sqm floorspace (net). Of the 18 commitments, 4 are allocated sites, 9 are within existing employment areas and the remaining 5 are other sites located around the borough. There is also one additional commitment for the change of use within B use class. More details can be seen in appendix 4.

6 Conclusions

6.1.1 Since 2011, the majority of take up has been within the Fleetwood-Thornton AAP. This is to be expected as the allocations within the AAP have the most land available (65.48 hectares) and the sites were allocated in 2009 after the Adopted Local Plan (1999).

6.1.2 When considering Wyre’s current supply of employment land, several points must be kept in mind:

 Hillhouse is a major secure site, which is beneficial for certain types of business and currently contributes 60% of Wyre’s portfolio. The site is an Enterprise Zone and it is likely that interest there will continue in the future, particularly existing operators who want to expand and new operators who wish to take advantage of the Enterprise Zones financial incentives;

 Several of the sites currently allocated for employment use are now deemed unsuitable as they are of poor quality and have limited or poor access. The Employment Land and Commercial Leisure Study 2012; the Employment Land Study Update and Update Addendum 2015; and 2017 Addendum II recommends several sites for deallocation through the new Local Plan.

6.1.3 The recommendations in the Employment Land Study and the information provided in annual employment monitoring reports are used to review the employment allocations in the Borough as part of the evidence base used in the preparation of the Council's new Local Plan.

It must be noted that allocated employment land is not owned by Wyre Borough Council and any further information required should be established through the appropriate land owners. Some boundaries may have changed. The plans should be used for illustrative purposes only.

7.5.1 Allocating land for employment identifies sites where employment creating developments would be acceptable or encouraged. The categories of land use applicable are those defined as B1 (business), B2 (general industry), and B8 (storage and distribution) in the Town and Country Planning (Use Classes) Order, 1987 (as amended).

7.5.2 These plans should be used in conjunction with the appropriate Proposals Map (available using link http://www.wyre.gov.uk/info/200320/current_planning_policies):
