Howard H. Baker, Jr
Howard H. Baker, Jr. Howard H. Baker, Jr. served three terms as a United States Senator from Tennessee (1967-1985) and was Tennessee's first popularly elected Republican Senator. He rose to national prominence during the Watergate Hearings of 1973-1974 as Vice Chairman of the Senate Watergate Committee, the highest ranking Republican on the Committee. He served as Minority Leader of the Senate from 1977-1981 and as Majority Leader from 1981 until he retired from the Senate at the end of this third term in January, 1985. He was a candidate for the 1980 Republican presidential nomination and served as President Ronald Reagan's Chief of Staff in 1987-1988. For the next thirteen years he worked in several Tennessee law firms. In 2001 President George W. Bush appointed him as U.S. Ambassador to Japan. Howard Henry Baker, Jr. was born to Howard Henry Baker and Dora Ladd Baker on November 15, 1925 in Huntsville, Tennessee. His mother died when he was eight years old and his maternal grandmother, Lillie Ladd Mauser, helped raise him and his younger sister. When Howard Baker Jr. was eleven, his father married Irene Bailey. Howard Jr. attended primary and secondary public school in Huntsville before going to the McCallie School, a military preparatory school in Chattanooga, in 1941. He graduated from there in 1943 and immediately enlisted in the U.S. Navy. As a candidate in the Navy's V-12 officer training program, Baker studied electrical engineering at the University of the South in Sewanee, Tennessee and at Tulane University. -

Revolving Congress: The Revolving Door Class of 2019 Flocks to K Street Nearly Two Thirds of Former Members of 115th Congress Working Outside Politics and Government Have Picked Up Lobbying or Strategic Consulting Jobs By Alan Zibel, Public Citizen Research Director May 30, 2019 – Nearly two-thirds of recently retired or defeated U.S. lawmakers now working outside politics have landed jobs influencing federal policy, providing further evidence that members of Congress continue to spin through Washington’s revolving door at astonishing rates. Public Citizen analyzed the post-Congress employment activities of the 115th Congress, which started in 2017 and concluded on Jan. 3 of this year. Of the former members who have found new jobs outside of government and politics, 59% (26 of 44) were working for lobbying firms, consulting firms, trade groups or business groups working to influence federal government activities. Many others were working in television (14%) law (9%) corporate jobs (7%) academia (7%) or state-level groups (5%). Category Count Pct. Purpose This Instruction implements the Department of Homeland Security (DHS) Directive 257-01, Rev. 1 “Law Enforcement Officers Safety Act” and establishes the procedures with respect to qualified retiring, retired, separated and separating law enforcement officers1 and the application of the relevant provisions of the Law Enforcement Officers Safety Act (LEOSA), as amended. II. Scope This Instruction applies throughout the Department of Homeland Security (DHS) to “qualified retired law enforcement officers” as set forth in LEOSA. This Instruction applies to DHS Components' handling of LEOSA matters with such individuals who meet the definition of a “qualified retired law enforcement officer” who have retired or separated from DHS Components since DHS was formed in 2003; with future such individuals; and with such individuals from predecessor agencies when these individuals make LEOSA inquiries with appropriate DHS successor Components. III. Authorities A. Title 18, United States Code (U.S.C.) § 926C, “Carrying of Concealed Firearms by Qualified Retired Law Enforcement Officers” [Law Enforcement Officers Safety Act of 2004, as amended] B. Office of Public Affairs U.S. Department of Homeland Security Homeland Security Starts with Hometown Security As Secretary Napolitano said in the inaugural “State of America’s Homeland Security” address in January, our nation is more secure than it was two years ago, and more secure than when DHS was founded eight years ago. All of our efforts are guided by a simple but powerful, idea ‐‐ homeland security begins with hometown security. We are all safer when local law enforcement works together with the communities and citizens they serve, and their partners in the Federal government and the private sector, to protect against the threats we face. Since it was formed in 2003, DHS has achieved significant progress across its key mission areas: preventing terrorism, securing our borders; enforcing our immigration laws; securing cyberspace; and ensuring resilience to disasters: Preventing terrorism and enhancing security. Protecting the United States from terrorism is the cornerstone of homeland security. Most recently, in January 2011, Secretary Napolitano announced the new National Terrorism Advisory System (NTAS), which will more effectively communicate information about terrorist threats by providing timely, detailed information to the public, government agencies, first responders, airports and other transportation hubs, and the private sector. DHS has also led a global initiative to strengthen the international aviation system through partnerships with governments and industry, investments in new technology, and enhanced international standards and targeting measures. In November 2010, the Department fulfilled a key 9/11 Commission recommendation by fully implementing Secure Flight, under which the Transportation Security Administration (TSA) checks 100 percent of passengers on flights within or bound for the United States against government watchlists.
