Decision: Refuse permission OPC Comment: Odiham parish council raises no objection to this planning application, subject to approval from the Conservation Officer.

Case: 14/02186/HMC Address: Waterside Cottage, Mill Corner, North Warnborough, Hook, Hampshire RG29 1EZ Description: Loft conversion, velux windows both front and rear roof slopes, adding additional parking space Decision: Grant permission OPC Comment: Odiham parish council objects to this planning application as the proposal does not comply with Hart DC’s parking guidelines. These guidelines are a minimum and, we feel, given the narrowness of the road and the amount of traffic on the adjacent main road, even the minimum is not appropriate. The council believes there is an easy solution to this problem of finding one additional car parking space.

The prominence of the roof of the extension is very unsympathetic to the conservation area.

APPLICATION FOR AN EXISTING USE LAWFUL DEVELOPMENT CERTIFICATE Use of land for standing a caravan for the purpose of human habitation: the erection of a storage building Decision: Regrettably, Odiham parish council has not retained evidence that might help in this matter.

Description: replacement and extension of existing sand school to give an exercise area 50mx20m (no floodlighting is required or proposed) Decision: Odiham parish council does not object to this application, but that is on the basis that there is to be no flood lighting, as stated. It would however like to comment that a drainage study should be carried out to ensure that no contamination of the Broadoak stream (which runs into the canal) will occur from any run off from the school, as this site is subject to inundation.

Odiham parish council also recommends that the transport study is looked at again against the stated use of the horses for shows and fetes, all clearly off site. It further comments that the condition for private use and not commercial use also be retained. Additionally, can confirmation be given that neighbours have been consulted?

Case: 14/02633/HMC Address: Locke Cottage, Hook Road, North Warnborough, Hook, Hampshire RG29 1EU Description: Detached pitched roof double garage Decision: Odiham parish council objects to this planning application due to the detrimental effect on the Conservation Area, whose character in this part of the village is defined in the North Warnborough CA appraisal as:

Open spaces interspersed with houses are a significant part of the loosely developed character of this part of North Warnborough. Views across the village to and from the canal and across the surrounding fields are an important characteristic of the conservation area. (4.2)

and where views of special note include:

Views between the buildings on Hook Road and Bridge Road to the canal in both directions as the canal loops round.

The space where this garage would sit is one of the few remaining gaps on this side of the road. OPC has argued that if the land under consideration for planning permission opposite this site were to be granted (14/01704/MAJOR), gaps must be retained across that site to maintain the character of the Conservation Area. It follows that such gaps as remain on the western side of the road should also be protected and retained, for the same reasons.

OPC believes that if the original plans for the property had included a garage, permission would not have been granted.

Odiham parish council further seeks practical consideration of the availability of the turning circle in the driveway to allow drivers to exit in forward gear, and retention of enough car parking to meet the Hart guidelines.

Cllr Fleming noted that the recent outcome for the Glen Haven planning application was to refuse it. New plans are to be put forward and a meeting for further discussions with residents and OPC has been proposed on Wednesday 26 November. Cllr Hale confirmed he would endeavour to attend this meeting if he could, in order to represent OPC and support the residents.

139/14 AGREEMENT OF THE COMMITTEE’S RESPONSE TO BELL CORNWELL’S PROPOSED DEVELOPMENT AT THE ACORNS, HILLSIDE LANE, RYE COMMON

It was agreed that OPC feel unable to comment. Following a lengthy discussion, a number of policy issues were raised that OPC felt unqualified to comment on.

140/14 DISCUSSION AND AGREEMENT ON BUDGET PROPOSALS TO BE PUT FORWARD TO FULL COUNCIL FOR 2015/16

Budget proposals for 2015/16 were discussed. After circulation (Appendix 1), it was agreed that the planning budget for 2015/16 should be increased from the proposed £600 to £1,000.

Specifically, Cllrs confirmed that they would value training on Community Infrastructure Levy (CIL) and planning.

141/14 DISCUSSION AND AGREEMENT ON OPC’S RESPONSE TO HART DC REGARDING THEIR CONSULTATION ON COMMUNITY INFRASTRUCTURE LEVY (CIL)

It was agreed that Cllrs needed to understand better how CIL works and will therefore need to look into this in further detail. In particular, investigations into the reduction of the amount and to learn and understand more about GAP. The consultation runs until 12 December 2014 and it was agreed that OPC’s response would be done via email.

142/14 REPORT ON THE PROPOSED TIMING OF THE NEIGHBOURHOOD PLAN AND TO SEEK OPC’S ENDORSEMENT OF THE APPROACH

It was reported that Hart DC’s local plan is due sometime in 2016. Currently Hart has a 6 year land supply which, if no further permissions were granted, would run out in May 2015. The Neighbourhood Plan group have a very good firm of consultants working for them who have advised that they should put together a plan as soon as possible and in any event before Hart DC. It should also come up with its own justifiable number of houses to be built, which would ideally be in line with Hart DC.

The NH Plan group is aiming to have everything in place by the summer of 2015. A meeting is being held with Hart DC on 5 December 2014 to discuss this further.

143/14 UPDATE ON THE NEIGHBOURHOOD PLAN PROGRESS

Cllr Fellows reported that there are currently some issues with availability of people within the Neighbourhood Plan group due to other commitments. There are four dates currently planned in January for engagement with the community. This will be a preliminary exercise as the engagement still needs to be fully defined. The public will be able to ask questions about the sites but the NH Plan group won’t actually be exposing recommended sites in January.

It was recommended that there is the need to start advertising these dates soon as January will come round very quickly. Future additional dates are being looked at as well.

144/14 AGREEMENT TO INVITE REPRESENTATIVES OF , AND LONG SUTTON PARISH COUNCILS FOR INFORMAL DISCUSSION ON HOUSING DISTRIBUTION BEING PROPOSED BY HART DC

It was agreed to arrange a meeting with representatives from Greywell, South Warnborough and Long Sutton parish councils regarding the 150/200 houses that have been allocated for the area. As it is understood, there are SHLAA sites in Long Sutton and South Warnborough but none in Greywell.

145/14 DISCUSSION AND AGREEMENT ON THE FUTURE MEETING DATES FOR THE PLANNING COMMITTEE

It was agreed to continue holding separate planning meetings as per the circulated proposal (Appendix 2).

146/14 REPORT ON THE DEER PARK MEETING HELD ON TUESDAY 18 NOVEMBER 2014

Cllr Hale gave a brief overview on the recent Deer Park Meeting that was held on 18 November. Full notes taken at the meeting will be circulated to all Cllrs with the agenda for the full council meeting to be held on Monday 1 December 2014. It was agreed that a pdf copy of OPC’s notes would also be sent to everyone present at the meeting.

It was also agreed that a letter would be drafted to Bell Cornwell to be approved by full council regarding various questions raised by the committee on the proposed plans for the Deer Park.

The committee further agreed that the engagement of the community should involve Odiham parish council. How best engagement could be done is open for further discussions.

147/14 CONSIDERATION OF THE LETTER FROM MR TURVER ABOUT THE PROPOSED NEW TOWN

Two letters had been received, one from a resident in Winchfield, one from a resident near Odiham Common, asking for support from Odiham parish council to object to the proposed plan from Hart DC for 7,000 new homes in the Winchfield area. It was agreed that the committee would draft a response via email to be used for any future letters stating that it is OPC’s responsibility to represent our own residents and that we do not recommend sites for possible development which are outside our parish. If large quantities of correspondence do come in over time, then OPC could look at providing a special page on it’s website.
