INTRODUCTION OF CHINCHINIM & DEUSSUA VILLAGES

The Village Panchayat Chinchinim – Deussua, consists of two revenue villages i.e. Deussua & Chinchinim, situated in Salcete Taluka, South Goa District, State of Goa.

The Panchayat consists of 11 wards and has 11 elected representatives i.e. ward members (Male -4 & Female -7) approx. 11290. As per 2011 census, the total population was 6908 with breakup 3263 males & 3645 females. Total households are 2929, 246 of OBC, 50 of SC and 948 of ST. The V.P. comes in the jurisdiction of ZP, 35 – Velim Constituency, South Goa Parliamentary Constituency.

Chinchinim – Deussua are beautiful villages surrounded on the banks of River Sal on the north, South & western and hilly areas eastern and partly west. These two villages are known to be the biggest rural villages of Goa having a predominant Catholic population. Its boundaries are as follows North by V.P. Dramapur – Sirlim, South V.P. Assolna and Cuncolim Municipal Council and Assolna bridge on River Sal, East by V.P. Sarzora and west by V.P. Orlim and Carmona and also Orlim Bridge on River Sal.

In the vicinity, one can also find two High Schools, one Higher Secondary School, Two Anganwadies with 38 Children, Post Office, Football ground, Hospital, Primary Health Centre, Sub-Health Centre, Panchayat Ghar, Rural Telephone Exchange, Electricity Sub-Office, Durga Farm and NUSI Academy, Eight Nationalized Banks, Three Co- operative Banks, Three Societies with fare Price shops. One Church and five Main Chapels. There are 6 registered Clubs and 2 SHG’s and 6 main Water bodies, Two Communidades i.e. Chinchinim & Deussua and one Temple- Datta Mandir with Festival in December, Two registered forums i.e. Forum for Senior Citizen Chinchinim & Forum of Chinchinim Villagers. V.P. Chinchinim – Deussua has 1 spring known as Bonkiwada at Sant Moddi, its mostly used for picnics. Also the water is considered having medical values – this Spring needs restoration and better improvement in order to make it a Heritage site and Tourist spot. The area itself is a Biodiversity Hotspot.

The Villages are famous for Religious persons, Footballers, Musicians, Doctors, Lawyers, Artists, Engineers, Teachers & others. Most of the villagers are Seafearers and employed in foreign countries.

Chinchinim is known as Chinchone in Konkani and its known to have got its name from a Portuguese version of Chinch-oneam. Chinch means a tamarind trees in the olden days. Chinchinim is also famous for the feast of Our Lady of Hope that is celebrated every year in the month of September, on a second Sunday which attracts thousands of devotees. There is a Hill-Top Holy Cross in Sant Moddi which is a famous highest site of the village and famous for the station of the Cross during the Season of Lent.

The V.P. is blessed having Durga Tollem now proposed to be selected and included in the Wet Lands of Goa. It attracts migratory birds and other influences i.e. the plants growth, wild life, fishes, improves water quality, climatic condition and others. Also Durga farm and vast agricultural land, partly taken up for cultivation of paddy crop during last 2 years.

The Deussua village is situated on the western side of Chinchinim, having a Water body known as Deussua Tollem originally known as TOLLOI, with St. Anthony Chapel, on the eastern side and surrounded by Residential houses on all North, south and West. The word Deussua is believed to be derived from the Words “DEV HANGA ASA” and is famous all over Goa for the devotion of St. Anthony, the Wonder Worker and Saint of International Repute. Thousands of Devotees throng to this Village on every Tuesday, Feast celebrated in June i.e. 13th June or nearest sunday. There is an age-old HOLY CROSS facing the Gram Panchayat Developmental Plan 2021 - 2022 Western side and Orlim Bridge on River Sal, it is located on the highest point known as DONGRAVOILO KURIS, famous for Live way of the Cross on Good Friday and during Lent.

AIMS & OBJECTIVES

The GPDP for 2021 -22 has been prepared focusing on the main objectives on the Ministry of Panchayat Raj and the guidelines issued by the Government of India in order to strengthen Panchayat Raj Institutions in India, with democratic participatory process “SABKI YOJANA - SABKA VISVAS/ ATMANIRBHAR/ SWAYAMPURNA” V.P. Chinchinim – Deussua. The main Aims & Objectives are as follows: 1. To create awareness about village Planning with peoples participation, from grass root level, specially by conducting structured Gram Sabhas. 2. To understand the status of various sectors in the Panchayat jurisdiction. 3. To conduct surveys, collect data and identify the problem/ issues to enable the V.P. to make evidence based assessment of the progress made and needs to be made. 4. To identify projects and proposals on works of public interest, in various sectors, specially benefiting the youth, ST/SC/OBC, women & poor section of the society. 5. To strengthen the bonds/ relations between Govt. – M.P., MLA, Zilla Panch member, V.P. & local inhabitants leading to responsive governance. 6. To focus on creating more awareness on COVID -19 Pandemic, others social issues, climate change, Solar energy etc. 7. To give final shape and implementation of a pragmatic and holistic GPDP 2021-22 of V.P. Chinchinim – Deussua with people participation

Suggestions of BMC

1. Suggestion for a Biodiversity park can be Walking Park, Medicinal plants, butterfly bird host plants and other indigenous plants and Fruiting Plants and request communidade for the land. 2. Retaining all the water bodies of the village. 3. Identifying biodiversity hotspot like the Bondkivoll Spring in Durga retaining the place for good use.

Gram Panchayat Developmental Plan 2021 - 2022 Police programme on COVID – 19 The programme was held on 1st May 2020 at two different places in Chinchinim i.e. at Baida Chapel and another in Isabel Classic Building compound, Alleamvaddo, Chinchinim. There was a message of precaution of COVID – 19 in way of songs sung by the police personnel’s. Special invite for the programme was Fr. Jose Antonio Costa, Parish Priest of Chinchinim. Gram Panchayat Developmental Plan 2021 - 2022 SAUSAGE TREE Sausage tree is originally known as Kigelia Africana, it bears a sausage shaped fruit that is up to 60 cm long, weights about 7 kg and blood-red tulip shaped flowers. The species is originally from Africa such trees are very few in Goa, there were 3 such trees in the Church compound of Our Lady of Hope, Chinchinim. Among those 3 trees 2 have been uprooted due to heavy rain & stormy winds and one remains and it is recommended to Forest Department for germination of its seedlings and start growing it. It needs conservation and protected as there are rare species.

Gram Panchayat Developmental Plan 2021 - 2022 Economic Revival A Survey was conducted ward wise by government appointed officials for information for Economic Revival as it’s a start to Atmanirbhar Bharat for the locals to encourage to start their own business. A meeting was conducted for Economic Revival along with Village Development Committee members to discuss on various issues and also appointed Rainbow Warriors to discuss on the issues faced.

Rebello, Facilitator of VDC Chinchinim – Deussua. Thereafter HDFC Bank felicitated the Panchayat by token of certificate as Neighborhood Heroes during Pandemic to the Sarpanch, Dy. Sarpanch, Ward Members, Secretary & staff. Followed by a discussion of the GPDP works for the year 2020 – 2021. Day 1 – Fish Vendors meeting on 07/11/2020 in the Office Vilage Panchayat Chinchinim – Deussua resource person was Mr. Kumar, E.E. PWD, Altinho, Panjim 10 fish vendors attended the meeting, various schemes related to fish venders were discussed.

Gram Panchayat Developmental Plan 2021 - 2022 Day 2 – Another meeting for fish vendors was organized on 13/11/2020 in the Office of Communidade of Chinchinim resource person was Savina Coutinho with strength of 18 Fish Vendors. Savina Coutingho & staff of Fisheries Department explained the scheme availing in their department, the present members were interested to know the benefits to avail the schemes. The Sarpanch has take names and detail of vendors to provide boxes and many were not present for the meeting so decided to conduct a meeting ncve again by appointing the resource person.

Gram Panchayat Developmental Plan 2021 - 2022 Day 4 – Rural Development Agency (RDA) was held on 27/11/2020 was conducted in Communidade of Chinchinim office resource person was (i) Sindia Dessai (RDA) (ii) Simran S. Naik, Internal Mentor, DRDA- North Goa & (iii) R. Kumar, S.M. for Panchayat with the strength of 16 beneficiaries.

Gram Panchayat Developmental Plan 2021 - 2022 Day 5 – Tribal Welfare Department was held on 05/12/2020 in the office of Communidade of Chinchinim the resource person was Rachna Abbeguin. The Schemes were explained to the locals and few beneficiaries attended i.e. 13 beneficiaries. Sarpanch requested the Resource person to conduct another session at the designated area where there are many beneficiaries in ward No. IV & V. therefore requested to held a session on 9th January 2021 at 4:00 pm to 6:00 pm at Baida Anganwaddi.

Gram Panchayat Developmental Plan 2021 - 2022 Garbage Cleanliness Drive The Cleanliness drive was conducted on 26th November 2020 on the by –pass road proceeding to Deussua and thereafter the cleanliness drive in the roadside in all 11 wards i.e. complete V.P. jurisdiction. In order to cover up black spots the Panchayat has installed CCTV at road proceeding from Deussua to Orlim Bridge

Material Recovery Facility (MRF) Construction of MRF in Sy. No. 438/1 of Chinchinim village in V.P. Chinchinim – Deussua, approval given and construction process being initiated. Gram Panchayat Developmental Plan 2021 - 2022 Thereafter cleaning the by-pass the Dangers Club of 2nd Palvem, Chinchinim has put up a Christmas star with a beautiful message as a Resolution for 2021 “Let’s Keep our By-pass Clean” Better Environment Better Tomorrow.

Mercado de Chinchinim With the support of Village Panchayat Chinchinim – Deussua and Fabrica, the Mercado de Chinchinim or Chinchinim Market was launched. Under Atmanirbhar & Swayampurna Goa. It gave an opportunity to Chinchinim villagers to participate and offer their homemade products for sale. Besides they will not have to pay for using the premises. Being the fourth Sunday since its launch, it is being held every Sunday from 5:00 pm to 8:00 pm. People have participated in huge numbers at the market. They have also made contacts and expanded their business. “VOCALS for LOCALS”
