R-19-487 CITY HALL: DECEMBER 5, 2019 BY: COUNCILMEMBER BANKS SECONDED BY: COUNCILMEMBER NGUYEN WHEREAS, Article VI, Section 21(H) of the State Constitution and Act 445 of 1983 provides for payment of ad valorem taxes on certain basis for property owners performing certain improvements in Historic, Economic Development, and Downtown Development Districts; and WHEREAS, in accordance with the procedures established by Resolution R-11-517 the following described property has been submitted to the Mayor’s Office of Economic Development for review, said property being described as municipal address 1020 Thalia Street owned by Sun Days are Fundays LLC and WHEREAS, the Mayor’s Office of Economic Development recommends disapproval with regard to participation in the aforementioned tax program; NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NEW ORLEANS, That the Council after consideration of the recommendation of the Mayor’s Office of Economic Development, hereby approves participation of municipal address 1020 Thalia Street owned by Sun Days are Fundays LLC and further identified by the State Board of Commerce and Industry as application number RTA #2017-0514 the Property Tax Abatement Program authorized by Act 445 of 1983 and Article VII Section 21(H) of the Constitution, effective December 5, 2019; therefore BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF NEW ORLEANS, That a copy of this resolution be forwarded to the State Board of Commerce and Industry. M-19-489 CITY HALL: DECEMBER 5, 2019 BY: COUNCILMEMBER GIARRUSSO SECONDED BY: COUNCILMEMBER BANKS BE IT MOVED BY THE CITY COUNCIL OF THE CITY OF NEW ORLEANS, That the City Planning Commission is hereby directed to conduct a public hearing to consider amendments to Ordinance No. 4,264 M.C.S., amended by Ordinance No. 26,413 M.C.S., as amended, the Comprehensive Zoning Ordinance of the City of New Orleans, to amend Section 21.6.N Fences and Walls to include height requirements for fences in Lake Terrace (bounded by Lake Ponchartrain, the London Avenue Outfall Canal, Robert E. Lee Boulevard, and Bayou St. John) as follows: (i) Front Yard: One and One-Half (1.5) feet; (ii) Side Yard and Rear Yard: Five (5) feet. BE IT FURTHER MOVED BY THE CITY COUNCIL OF THE CITY OF NEW ORLEANS, That in the process of studying and reviewing the proposed request, the City Planning Commission staff is directed and granted the flexibility to make all appropriate changes to the proposed regulations and any existing corresponding regulations in the Comprehensive Zoning Ordinance, as amended, to establish consistency and continuity with the format of the existing zoning code, to add references wherever references are customary, needed, and/or appropriate, to make appropriate adjustments to clarify and ambiguities ore mistakes, and to make adjustments deemed necessary in light of public testimony resulting from this review. WITHDRAWN. SUBSTITUTE NO. R-19-490 CITY HALL: DECEMBER 5, 2019 BY: COUNCILMEMBER MORENO (BY REQUEST) SECONDED BY: COUNCILMEMBER BANKS WHEREAS, the Louisiana Watershed Initiative was formed in order to coordinate statewide floodplain management efforts through a watershed management approach in response to the 2016 Great Floods and in preparation for future storm and flood events. This coordination includes outreach with local communities to build support for watershed region management approaches that can more effectively address mounting water risks statewide; and WHEREAS, coordination among Orleans Parish and its regional partners within Watershed Region No. 8 is critical to reducing flood risk and preserving the health, safety, and welfare of the residents of Orleans Parish; and WHEREAS, the Louisiana Watershed Initiative has requested applications for participation in a Regional Capacity Building Grant Program, which may enable the provision of technical assistance to Orleans Parish and its regional partners if awarded, thereby furthering immediate watershed management and flood risk reduction goals; NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NEW ORLEANS, That the Council hereby grants the Regional Planning Commission permission to submit a Regional Capacity Building Grant Program application on behalf of Orleans Parish and the other parishes in Watershed Region No. 8, and to serve as the coordinating entity and financial officer for Region No. 8 in conjunction with the State of Louisiana Watershed Initiative. President Joe Biden claimed his seat last year, which in turn prompted the resignation of former Congressman Cedric Richmond, who is now working for the White House. The special election to replace Richmond concluded this past weekend, with voters siding with Congressman-elect Troy Carter, who, as a result, will soon resign from his state Senate seat, which will require another special election. Now there are three sitting state representatives (Gary Carter of New Orleans, Mack Cormier of Belle Chasse and Rodney Lyons of Harvey) and one former state senator (David Heitmeier of Algiers) who are considering running in the special Senate election to replace Carter. Should any three of the state representatives win, yet another special House election will need to be called this year by the legislative leadership. Secretary of State Kyle Ardoin has increasingly expressed concern over the growing number of elections put before voters, but there’s only so much he can do when those races are connected to the Legislature. “While it’s true that we seem to have several elections in Louisiana, it’s not the job of the secretary of state to call them,” said Ardoin. “We just conduct them in a fair, accurate and transparent manner.” If you don’t believe elections beget elections in Louisiana, just look at the runoff ballot from this weekend — particularly the bottom of the ballot.

    Application Louisiana Endowment for the Humanities Louisiana Culture Care Fund 2021 Louisiana Endowment for the Humanities Organization Information In an effort to help ensure the survival of Louisiana’s critical cultural institutions and assist in their recovery from the economic impacts of the COVID-19 pandemic, the Louisiana Endowment for the Humanities (LEH) has relaunched the Louisiana Culture Care Fund, a grant program providing funding to humanities organizations and other cultural entities. With funding provided by the National Endowment for the Humanities (NEH), awards will range between $3,000 and $20,000, and applications will open Friday, May 21. The LEH especially encourages applications from minority-serving institutions and organizations as well as from rural and underserved areas of the state, but applications are welcome regardless of an organization’s size, audience, and location. No cost share is required for grants offered through the Louisiana Culture Care Fund.
