CITY OF PROPOSED HOME RULE CHARTER AMENDMENT SPECIAL ELECTION QUESTION Shall the Pittsburgh Home Rule Charter, Article Two, Executive, be amended and supplemented by amending and adding new language to Sections 229 and 230 and adding a new Section, 231, expanding the powers of the Independent Citizen Police Review Board to allow the Board to require police officers to participate in investigations, conducting performance audits of the Police Bureau and preventing the removal of Board members except for just cause and with City Council approval? EXPLANATION OF BALLOT QUESTION Should this Home Rule Charter Amendment receive a majority of affirmative (yes) votes, Sections 229 and 230 shall be amended by expanding the powers of the Police Review Board to require police officers to participate in investigations conducted by the Police Review Board and with the Controller jointly conduct performance audits of the Police Bureau. Additionally, a new Section 231 would be created concerning the removal of independent Citizen Review Board members, provided that the Mayor would recommend removal only for just cause, unless Council, by a 2/3 vote overrules the Mayor recommendation.

NOTICE OF ELECTIONS PRE-CANVASS Pursuant to Pa. Act 12 of 2020, the Allegheny County Board of Elections, through the Allegheny County Division of Elections, shall commence a Pre-Canvass of absentee and mail-in votes on General Election Day, November 3, 2020 at 7:00 AM prevailing time. Authorized Representatives with proper credentials, and according to the Election Code, may attend the Pre-Canvass. The Pre-Canvass shall continue until the close of the polls, at 8:00 PM prevailing time.

PUBLIC NOTICE The Allegheny County Board of Elections will begin canvassing the return of the votes cast at the November 3, 2020 General Election as well examining provisional ballots beginning at 9:00 AM Monday, November 9, 2020 in Room 601 County Office Building, 542 Forbes Avenue, Pittsburgh, PA 15219.
