Continuing Programs

Tribal Education and Livelihood Program

The Tribal Education and Livelihood Program of the university was established in 1991 to enhance the functional literacy and livelihood opportunities of the tribal groups located at the mountain ranges of Singnapan and Matalingahan of Jose Rizal and Bataraza municipalities. These municipalities are one of WPUs partners in development.

As of 2010, the number of enrollees was 286. There was a decline in the number of enrollees during the period. However, it is significant to note that some of the students from these tribal centers were accelerated to formal elementary schools. The adults were also taught simple math operations, reading and writing. Practical agriculture and agro- forestry, environmental consciousness, health and hygiene were also part of their trainings while enrolled in the program.

Abaca Productivity Enhancement Project (Abaca Expansion)

This is a partnership project of the university with Fiber Industry Development Authority (FIDA). The rationale behind this project is to introduce a permanent crop to farmers side by side with their cash crops to improve farm productivity. At present, there are nine (9) farmer-cooperators of the project who are already engaged in small-scale abaca fiber extraction/processing. The university also introduced abaca plantation in tribal centers.

ANNUAL REPORT 2010

Rice Profitability EnhancementProgram

This project enhances rice production profitability of rice farmer-cooperators right at their farms by using hybrid and certified rice seeds as an entry point. The farmers are advised to use the hybrid/certified rice seeds side by side with the traditional seeds which they have been using. This program also served as a show window to adjacent farms to promote the performance of hybrid/certified seeds. After harvest, a Field Day is conducted to discuss the problems encountered during the cropping season in the presence of technicians from the university. In this way,farmer-technician consultation and farmer-to- farmer consultation are enhanced. At present, there are 179 farmer-cooperators of the project.

Gender and Development (GAD)

GAD key result areas are on livelihood trainings and technical assistance. Majority of the livelihood trainings conducted are on food processing such as banana chips making, cashew nut, and minced fish products. Technical assistance rendered during the period includes organic farming, vermicomposting, and candle making.

Supplementary Education on Ecological Development

The SEED is a pioneering extension intervention of the University in collaboration with the Department of Education. This program aims to supplement the knowledge and skills of public school teachers on productive and sustainable use of natural resources. It likewise promotes environmental awareness among elementary pupils and their parents. The output of the program is the establishment of mini rainforest within the school campus.

Aside from protection and rehabilitation of forest resources in their schools, students and their parents were given training on traditional and organic vegetable production to supplement their income and ensure availability of nutritious food. Vegetable seeds such as pole sitao, tomato, pechay, squash and okra were given to students free of charge. Seedlings grown in the different mini-rainforest were provided by WPU.

Banana Tissue Culture Project

The project is the output of the Tissue Culture Laboratory Project which aimed to promote tissue cultured banana (lacatan) as an industry in the province of Palawan. The extension services established demonstration farm, conducted education and training on cultural practices, pest management and post harvest handling. Research studies were also conducted on propagation and marketing of banana.

Coastal Resource Management (CRM)

The Coastal Resource Management Project was an offshoot of the SPCP – Marine Institute International (MII) linkage project in 1997. WPU organized the fisher folks in Marikit, San Juan, Aborlan and conducted resource and social assessment of the area. Likewise, training needs assessment for the establishments of alternative livelihood activities were conducted. As a result, three livelihood programs were implemented. These are the seaweed farming, deep sea corral, and fish processing and fish by-product utilization.

In order to promote the concept of CRM province-wide, an orientation on coastal resource management and fisheries co-management was conducted in various municipalities of Palawan. Further, alternative livelihood trainings requested by the CRM stakeholders were conducted by the faculty and staff of WPU. Other environmental related activities such as rehabilitation and protection of coastal areas through the conduct of the Handog sa Dagat Program, and Pulot Basura sa Baybay were also conducted. Research studies on sea cucumber culture, green mussel, spawning of siganids species, oyster culture, and seaweeds farming were likewise undertaken in the project site.
