Introduction of Zone Officers Jay Thomas introduced all of the Zone Officers present.

Agenda distributed and approved This year, in an effort to be eco-friendly, the Agenda and Minutes were distributed electronically to the LSCs and each Southern Zone Delegate registered for the USAS Convention. Each LSC was also asked to forward the electronic files to their delegates. No paper copies were distributed.

These Agenda items were added to the Agenda that was previously distributed: 1. Proposal for the Zone Age Group Championships to add scoring for swimmers with a disability. 2. Proposal to remove the Open Water events from the Zone Age Group Championships, and to create a separate Zone Open Water Championships Meet.

Approval of 2013 Meeting Minutes Moved/Seconded/Passed

Reports of Officers, Committees and Others:

Jay Thomas, Non-Coach Zone Director Jay gave a report on the activities of the past year. Jay chaired the Safe Sport Program Review Task Force that was responsible for reviewing the Vieth Report. The Task Force proposed several legislative items, which will be presented at the House of Delegates Meeting.

This is Jay’s last meeting as the Non-Coach Zone Director. Jay thanked everyone in the Zone, and on the USA Swimming Staff, for their support for the past four years.

Tim Bauer, Coach Zone Director Tim will give his report later.

Herb Schwab, Secretary/Treasurer Herb reported that the Southern Zone account balance is $10,687.92.

Brian Dangelmaier, Age Group Chair Brian reported on the 2014 Southern Zone Age Group Championships, held in San Antonio, TX. Brian was not able to attend the meet, since he had a conflict with the Senior Zone Championships. BJ Allenstein (ST) acted as Brian’s replacement for the meet. The meet was held in a great pool, with great staff and great hospitality. It was a fast meet. There were very few issues.

There were 568 athletes from 14 LSCs. There were 28 meet records set, and 32 Summer Junior cuts. There were 11 disability swimmers from 4 LSCs.

The Team Awards were: 1st place Georgia 2nd place Florida 3rd place Southeastern

The Charlene Craddock Award was presented to Florida Gold Coast.

There were no major issues. The meet evaluation reports were all good. There are some housekeeping items to deal with. 1. Need to look at the timeline for Friday’s session to include the athletes’ parade. 2. There were some concerns about the awards. Even though some changes were made to the awards presentations for this past year, there is some discussion about completely removing the awards presentation.

Brian also presented a comparison of our Zone’s results with the other three Zones. These results are included in the attachments.

Jimmy Parmenter, Senior Chair Jimmy reported that the 2014 Senior Zone Championships were hosted by Gulf Coast Swim Team at Florida Gulf Coast College. There were 514 Southern Zone September 18, 2014 Page 3 of 8

athletes from 47 teams. There were 64 athletes from 4 teams out of the Southern Zone.

For 2015, the Southern Zone Senior Championships Committee is recommending: 1. Continue support of this meet – offers great opportunity for senior level athletes to train and race through August each year. 2. Keep time standards at National 15‐16 AA for 2015. 3. Finals Start Time: Begin finals at 5:00 p.m. ONLY if prelims finish by 12:30 p.m. Note: 6:00 p.m. start time if prelims timelines go past 12:30 p.m. 4. Pre‐seed all events except relays and distance (400’s and longer). 5. Order of events: Move the Women’s 800 Free Relay to Wednesday night finals. (Keep all other events in same order). 6. Event Limit: Move back to 6 Individual events max limit. 7. Close meet to only Southern Zone Teams. 8. Entry Fees: Change $15.00 Individual Events, $30,00 Relays, Surcharge $10.00, Time Trials $20.00. 9. Continue current bid process (submitted 30 days out from convention in the same format as current age group bids). Bids must come from host club attached to facility. NOTE: Clubs that have attended the Southern Zone meet in the past few years. Those bids will be looked at first. (We will take bids from the floor.) 10. PENALTIES: “Failure to Swim” a positive check‐in event or Finals, A,B,C,D will result in the swimmer being fined $50.00 CASH ONLY. Upon receiving payment of fine, the swimmer will be eligible to continue competing in the meet. NOTE: All no show fines must be paid before swimmer is permitted to swim his next event including relays. 11. Swimmers who fail to check‐in may swim, only if an open lane is available without creating another heat. 12. Awards – Same 13. Scoring: Proposal to score 3 heats. 14. 1500 Check‐in deadline: Proposed the scratch deadline 9:00 day of race. 15. Order of event on Saturday: Prelims 200 IM, 50 Free and 1500 Free. Saturday Finals order: Women’s 1500 Free, 200 IM, Men’s 1500 Free, 50 Free.

A concern was expressed about having all of the 200’s on the same day. Jimmy will discuss this concern with the Meet Evaluation Committee.

A motion was made to accept these proposed recommendations. M/S/P

Wayne Shulby, Officials Chair Wayne thanked all of the officials that participated in the Zone meets this past year, including the Sectional Meets and the Age Group Championships and Senior Championships. Wayne encouraged the LSCs to continue to use these meets as developmental opportunities for officials.

Wayne presented statistics on the number of officials for each LSC and for the Zone. Wayne encouraged the LSCs to help increase the number of officials registered and officiating at the meets.

2016 Southern Zone Age Group Championships Dates and Site Nominations/Presentations The dates for 2015, set at last year’s Convention: August 4-8, 2015, with Open Water on August 9, 2015

For 2016, the proposed dates are: August 2-6, 2016, with Open Water on August 7, 2016 M/S/P

No Bids were received by the deadline of 30 days before this Meeting. Bids were taken from the floor: Cary, NC Indian River may bid on this meet, depending upon later discussions about the Open Water Events.

It was decided to hold off awarding this meet, until the Open Water events have been discussed.

2016 Southern Zone Senior Championships The dates for 2015, set at last year’s Convention: August 3-7, 2015, at Greenville, SC

The proposed dates for 2016 are: August 2-6, 2016 M/S/P

Timely bids for the 2016 Southern Zone Senior Championships were received from:

Gulf Coast Swim Team Florida Gulf Coast College, FL Shockwave Tupelo Aquatic Center, MS

Each venue was allowed to present their bid, and answer questions from the delegates.

Tupelo Aquatic Center was selected as the host by secret ballot.

Suzanne Dangelmaier, Diversity Rep Suzanne reported on the activities of the Diversity Committee. The Diversity Committee is promoting the theme of “Be Diverse AND Include”. Suzanne encouraged the LSCs to have their Diversity Coordinators become more involved and more active, and to form a Diversity Committee in each LSC. The Zone held the Zone Diversity and Inclusion Camp last year, and will hold similar camps every two years. In the off-years, each LSC is encouraged to hold their own Diversity and Inclusion Camp. For more information, the Southern Zone has included a Diversity page on the Southern Zone website.

Scholastic All America Swimmers Jay congratulated the Southern Zone for having the most Scholastic All America Swimmers in the four Zones. Among the LSCs, North Carolina LSC had the most Scholastic All America Swimmers, and SwimMAC Carolina was the club with the most athletes on the Scholastic All America list.

Southern Zone Age Group Handbook Matt Webber (SE) presented the recommendations from the Task Force assigned to update the Zone Age Group Championships Handbook. The Task Force tried to simplify the Handbook and update the Handbook to conform to current procedures. The recommendations are: 1. Remove Section I, II, and III: Responsibilities of Zone Age Group Chairman, Meet Evaluation Committee Job Description, Meet Bid Procedure. Re-number remaining sections. 2. Reworded “Zone Meet Host Responsibilities, At the Meet, line regarding timers” 3. Eliminated the designation of a “trading post.” 4. Removed the athlete parade from the meet information. This allows hosts to run at their discretion, but removes requirement. 5. Changed and simplified language in regards to results distribution requirements. 6. Deleted eligibility statement under “Visiting LSC Obligations”. 7. Changed Code of Conduct to an LSC created Code of Conduct. 8. Changed chaperone requirements to reflect 5 to 1 athlete to chaperone/coach ratio, with a maximum of 12 chaperones. 9. Formatted Section III: Zone Meet Rules and Regulations to include liability and eligibility sections. 10. Awards section updated to state only 1st-3rd place awards will be handed out on medal stand. All others will be given to Zone Head Coach. 11. Amount of Champions Medals and t-shirts was amended to reflect actual amount needed. 12. Inserted Meet Committee into Section III. 13. Deleted items 7-10 under Section IV: Zone Meet Disability Information. 14. Deleted Sample Meet Information within Meet Handbook. This changes Appendix I to include only warm-up procedure and order of events. Zone Age Group Chair will provide host team with a sample meet information packet that the host team can choose to use. 15. Changed Warm-up group names from 1, 2, 3 to A, B, C. 16. Deleted LSC Mailing Roster. 17. Deleted Zone Code of Conduct. 18. Various formatting updates that do not change content. 19. Remove Appendix IV: Zone Meet Records.

Item 1 from the Recommendations was withdrawn, since it deals with modifications of parts of the Zone Bylaws. Those recommendations from Item 1 will be brought back to the Zone Meeting at next year’s Convention. A Motion was made to accept the remaining recommendations from the Task Force.

An Amendment was made to change Item 14, and “require” the host team to use the sample meet information. The Amendment was seconded and passed. After a full and complete discussion, the Motion, as amended, was passed.

Proposal to Change the Scoring for Swimmers With a Disability Stu Hixon (GA) submitted the attached proposal to modify the scoring for swimmers with a disability, competing in the Zone Age Group Championships. The proposal allows those swimmers to be scored, based upon their preliminary results.

The proposal includes the provision that the swimmers with a disability would swim with the able-bodied athletes in the preliminary events. The swimmers would then be broken out and scored according to how many disability athletes are in that PARTICULAR event. That is, for five athletes, the scoring would be 6-4-3-2-1; for four athletes, the scoring would be 5-3-2-1; for three athletes, the scoring would be 4-2-1; for two athletes, the scoring would be 3-1; and one athlete, the scoring would score 2 points.

The Motion was made and seconded.

An Amendment was made to allow the swimmers with a disability to be able to compete in Finals in their own heat. One heat would be added to Finals with all ages included. The Amendment was seconded, and passed.

The Motion, as amended, was passed.

Proposal to Create a Zone Open Water Championships Julie Smiddy (FG) submitted the attached proposal to remove the Open Water event from the Zone Age Group Championships and create a separate Open Water Championships meet, to be held earlier in April, May, or June. This would be effective for 2015. The proposal is: 1. Establish a Southern Zone Open Water Championship. This would replace the open water swim competition at age group zone meet 2. Time period: April/May/June 3. 2-3 athletes of each gender and age group 11-12/13-14/15- 16/17-18 with 3-4 coaches to represent each LSC 4. Each LSC would establish their own criteria for selection (as they do for Zone Age Group Championships) 5. Option for other teams /swimmers to participate, but those swimmers would not score for LSC Championships; this would encourage more participation and also alleviate costs. The host may also add on other open water competitions when the course is set up.

The Motion was made, and Seconded.

An amendment was made to add a “Senior” category to the age groups listed in the proposal. The Amendment was seconded, and passed. After a full and complete discussion, the Motion, as amended, was passed.

In consideration of this Motion being passed, a Task Force was formed to implement these Open Water Championships for 2015. The Task Force will report back to the Zone, within 30 days, with the dates and plan for the meet. The Task Force will consist of two Coaches, two Non- Athlete Members, and two Athletes. Jay asked for volunteers for the Task Force. The Task Force members are: Matt Wilson (Non-Athlete), Tim Byerly (Non-Athlete), Sid Cassidy (Coach), Don Henshaw (Coach), Taylor Cooper (Coach), Alicia Finnigan (Athlete), and Chris Roberts (Athlete). The Task Force will report back to the Zone Directors and the Zone Delegates within 30 days.

Two venues have submitted bids to host these Championships: Ft. Myers, FL Seven Lakes, NC

After a full and complete discussion, a Motion was made to allow North Carolina to host the Championships in 2015, and Ft. Myers to host the Championships in 2016. M/S/P

2016 Southern Zone Age Group Championships Site Nominations/Presentations (Continued) Indian River’s venue is not equipped with blocks at both ends of the pool, which would be necessary for the 200 meter relays. Indian River withdrew their bid for hosting the 2016 Zone Age Group Championships.

A Motion to award the 2016 Age Group Championships to Cary, NC was made and seconded. M/S/P

Zone Board of Review Jay and Tim, after discussions with the other Zones, proposed to form the Zone Board of Review by requesting that each LSC provide one Athlete, one Non-Athlete, and one Coach to be nominated for the Zone Board of Review. For the Non-Athlete and Coach Members, prior LSC Board of Review experience is desired. Also, it would be preferable for the Non-Athlete and Coach Members to have some legal experience. This would constitute a pool of 45 members to use for the Zone Board of Review. M/S/P

Each LSC is requested to submit their nominations to Herb by October 31, 2014.

Zone Sanction Appeal Panel The Zone Sanction Appeal Panel was created by legislation to handle appeals and disputes for denied LSC sanction requests. A Motion was made to use the same body that was created for Zone Board of Review to also sit as the Zone Sanction Appeal Panel. M/S/P

New Business Seth Maslowski (NC) expressed the desire of the Zone athletes to create a biannual or quarterly newsletter for athletes. This newsletter would be created by the athletes, and for the athletes. After some discussion, it was decided that the Athletes will have a page on the Southern Zone website, devoted to the athletes, and the athletes can interact and post a newsletter on that web page.

Announcements Tim Bauer thanked Jay for his great work as the Non-Coach Zone Director for the past four years.

2014 Senior Zone Southern Championships Was hosted by Gulf Coast Swim Team at Florida Gulf Coast College. 514 Athletes – Last year at Plantation we had 325 Athletes 47 Teams

64 Athletes Total from out of Zone 4 Teams from out of Zone

For 2015 the Southern Zone Committee is recommending:

1. Continue support of this meet – offers great opportunity for senior level athletes to train and race through August each year.

2. Keep time standards at National 15‐16 AA for 2015.

3. Finals Start Time: Begin finals at 5:00 p.m. ONLY if prelims finishes by 12:30 p.m. Note: 6:00 p.m. start time if prelims timelines go past 12:30 p.m.

4. Pre‐seed all events except relays and distance (400’s and longer).

5. Order of events: Move the Women’s 800 Free Relay to Wednesday night finals. (Keep all other events in same order).

6. Event Limit: Move back to 6 Individual events max limit.

7. Close meet to only Southern Zone Teams.

8. Entry Fees: Change $15.00 Individual Events, $30,00 Relays, Surcharge $10.00, Time Trials $20.00.

9. Continue current bid process (submitted 30 days out from convention in the same format as current age group bids). Bids must come from host club attached to facility. NOTE: Clubs that have attended the Southern Zone meet in the past few years. Those bids will be looked at first. (We will take bids from the floor.)

10. PENALTIES: “Failure to Swim” a positive check‐in event or Finals, A,B,C,D will result in the swimmer being fined $50.00 CASH ONLY. Upon receiving payment of fine, the swimmer will be eligible to continue competing in the meet. We had a good mix of experienced and first time meet referees for our meets. I would like to encourage the LSCs to continue using these meets as development opportunities for officials in the section/zone. Officials who have successfully served in the positions at LSC championship meets and are ready to expand their experience should be selected to serve with experienced officials to ensure a good experience for our athletes while developing the next generation of officials.

While each LSC continues to grow the number of officials, we do have a challenge to grow at the same rate as we grow our athletes. I feel that each LSC has a sufficient number of officials to serve our athletes, but we need to ensure that we do not burn out our officials and continue to develop the next generation. Kentucky continues to have the highest ratio of officials to athletes of any LSC in the country, but the Southern Zone has the lowest ratio of officials to athletes.

The challenge to grow our officials is not only the responsibility of the official’s committee in each LSC, but to each team. Our zone tends to be number one in most categories, let’s see if we can grow our officials!

South Carolina Diversity/Inclusion Committee Diversity Select Camp May 2014 - News Letter SC Swimming First Ever Diversity Camp The camp was an outstanding success. The Aquatic Director at the Drew Wellness Center, began the camp with the opening address and tour. He gave a tour of the center showing pictures of African-American competitive swimmers in the 1950's to 1972. The motivational speaker, Christopher Sullivan, inspired the athletes with words of wisdom. Mr. Sullivan, who is a 26 years old entrepreneur, discussed the importance of setting goals. He told them the importance of setting a goal, making a plan and working the plan. He used himself, a young business owner, as an example of what can happen when you set goals and work hard. The new women’s swim coach at Columbia College, Jason Gallaher, addressed the athletes. He spoke to the athletes about the Clearing House, SAT, ACT and encouraged them to search college websites and fill out their swim team department questionnaire. He coached the swimmers in the first pool session with some college practice sets. The afternoon session began with Coach Shawn Hendrix swim coach at North Carolina A&T. She started talking with athletes about education and college swimming with right attitude. Then she did a dry land exercise session that included Yoga and stretches. After the dry land session, she had the swimmers in the pool and had them perform various drills. She explained the importance of the drills and the need for proper conditioning.

! ! ! ! ! ! ! We closed out the camp with a goal setting session with the athletes and their parents. They discussed the importance of the family unit, with both the athlete and the parents working toward achievable athletic goals. The athletes were reminded of the importance of respect for adults and the need! to develop a good moral character and roses for each mother! During the lunch session, Ms. Lisa Love, a dietician from the University of South Carolina, counseled the athletes about nutrition. She outlined the right foods to eat before and after practice and swim meets in order to maximize performance. She had an open question and answer session after her presentation.! ! ! ! ! North Texas and South Texas LSCs ! ! North Texas Swimming and South Texas Swimming hosted their first Diversity Select Camp in Arlington Texas on June 7, 2014. The one-day camp was held at the University of Texas at Arlington. Fifteen athletes were represented from eight teams across the two LSCs for the inaugural select camp.

Head coaches for the camp were Shannon Gillespy, representing North Texas, and Scott Gainey, representing South Texas. Camp staff included three additional coaches from the NT LSC. Athletes had the opportunity to interact with each other, learn from their experiences in and out of the water, and participate in an educational session.

Brett Ringgold, who competed for USA Swimming at the 2013 FINA World Junior Championships, shared his experiences as an athlete with the camp attendees. During the sessions with Brett, he shared his training experiences, nutritional information, and experiences being a part of the National Select and National Diversity Select camps. As a member of the camp staff, Brett also spent valuable time with the athletes in the water.

Diversity Select camps provide athletes from underrepresented populations programming in and out of the pool which empowers swimmers at the local, LSC, Zone, and USA Swimming levels. Camp programming includes pool training, motivational, educational sessions, and team building activities.

The Southern Zone Handbook committee was charged with rewriting/ editing the Southern Zone Age Group Championship Handbook. Please accept the following committee recommendations as proposed legislation for the 2014 Southern Zone Meeting.

1. Remove Section I, II, and III: Responsibilities of Zone Age Group Chairman, Meet Evaluation Committee Job Description, Meet Bid Procedure. Re‐number remaining sections. Reasoning: Redundant with Zone By‐Laws.

2. Reworded “Zone Meet Host Responsibilities, At the Meet, line regarding timers” Reasoning: Simplified language

3. Eliminated the designation of a “trading post.” Reasoning: Was not being done by meet hosts.

4. Removed the athlete parade from the meet information. This allows hosts to run at their discretion, but removes requirement. Reasoning: Parade was not supported by committee or assorted coaches surveyed.

5. Changed and simplified language in regards to results distribution requirements. Reasoning: Language was dated and did not reflect central distribution through a website.

6. Deleted eligibility statement under “Visiting LSC Obligations”. Reasoning: Redundant to Zone Meet Rules and Regulations

7. Changed Code of Conduct to an LSC created Code of Conduct. Reasoning: Zone Code of Conduct is redundant to both the LSC Code of Conduct and USA Swimming Athlete and Coach Code of Conduct.

8. Changed chaperone requirements to reflect 5 to 1 athlete to chaperone/coach ratio, with a maximum of 12 chaperones. Reasoning: Language throughout document was contradictory. Simplified.

9. Formatted Section III: Zone Meet Rules and Regulations to include liability and eligibility sections. Reasoning: Formatting and organization of document change.

10. Awards section updated to state only 1st‐3rd place awards will be handed out on medal stand. All others will be given to Zone Head Coach. Reasoning: Speeding up Finals session.

11. Amount of Champions Medals and t‐shirts was amended to reflect actual amount needed. Reasoning: Every athlete on winning team should receive shirt and medal. Maximum of 54 athletes on a winning team.

12. Inserted Meet Committee into Section III. Reasoning: Appropriate place.

13. Deleted items 7‐10 under Section IV: Zone Meet Disability Information. Reasoning: Matches scoring of disability athletes that is in current meet information.

14. Deleted Sample Meet Information within Meet Handbook. This changes Appendix I to include only warm‐up procedure and order of events. Reasoning: Allows host team to format the Meet Information as they see fit, and also eliminates chance of error in meet information by only including information once within Meet Handbook. Zone Age Group Chair will provide host team with a sample meet information packet that the host team can choose to use.

15. Changed Warm‐up group names from 1, 2, 3 to A, B, C. Reasoning: Helps avoid confusion.

16. Deleted LSC Mailing Roster. Reasoning: Not needed anymore.

The Zone Age Group Chairman (Z.A.G.C.) shall be elected by the Zone members in even years to serve a two-year term.

Pre-meet Act as Meet Coordinator for the Annual Southern Zone Age Group Championships and the Annual Southern Zone Age Group Open Water Championships. Following the annual meeting, put together the general meet information for the upcoming year's host. By January 1, forward drafts to Zone Directors, Zone Secretary and meet host for review. Approve the final draft of the meet information for both meets, as completed by the meet host. Ensure the meet host distributes meet information in accordance with Section IV. To ensure smoothly run, quality competitions for the athletes, the Z.A.G.C. shall act as liaison between LSC's, meet host and Zone Directors regarding any questions or problems that may arise prior to the meets.

Meets The Z.A.G.C. or Designee will attend the meets to ensure smoothly run, quality competitions for the athletes; the Z.A.G.C. shall run the General Meeting prior to the start of competition and Chair the Meet Committee.

Post-meet Work with meet host to ensure that post-meet obligations are met in a timely manner. Chair the Zone Championship Evaluation Committee and report on that Committee’s meeting to the annual meeting of the Zone. Update the Southern Zone Meet Records and distribute them to the member LSC’s at the Annual Southern Zone Meeting at the USA Swimming Convention.

Zone Handbook Will update the Zone Handbook as required and directed by the voting membership of the Southern Zone LSC’s attending the Southern Zone Meetings at each year’s USA Swimming Convention. Ensure that the distribution of the Southern Zone Handbook will be as follows: One (1) Copy to each of the member LSC’s General Chairman. One (1) Copy to each of the member LSC’s Age Group Chairman. One (1) copy to each of the Southern Zone Directors. Ensure that a copy of the Meet Handbook is posted on the Southern Zone Website, if applicable.

Membership The Z.A.G.C. shall serve as Chairman. At least six (6) additional members shall be appointed by the Z.A.G.C. If at all possible the committee should include: the immediate past Zone Meet Director; the immediate past Meet Referee; no more than one (1) representative from each LSC; representation from coaches, athletes and lay people.

Purpose and Duties Shall meet at the annual convention to evaluate past meets and establish the meet format, order of events, fees and general procedures for the conduct of the meet. Any item included in this provision may be rejected by a two-thirds (2/3) vote of the SZC at the annual meeting. An amendment or substitute of a rejected item may be adopted by a majority vote of the SZC.

SECTION III - ZONE MEET BIDS

Bid Procedures A written statement of LSC intention to bid must be submitted to the Z.A.G.C. thirty (30) days prior to the first session of the annual Zone meeting. (Convention) This written proposal shall include general information on the facilities (Appendix II). No additional bids will be accepted after this time. Zone Meet bids must be made 2 years in advance beginning with the 2004 USA Convention. All bidders must agree to meet or exceed all of the criteria and requirements contained in this handbook as well as in the USAS Zone Age Group Championship Contract. OW bid to remain “connected” with pool bid Bidding host to provide historical venue viability data at time of bid. Also provide contingency plan in case of unforeseen venue closure (POW). • Bidding hosts can elect to not host OW event. • If bidding host declines OW bid other LSCs or teams can submit bid for OW only, including at a different date or in conjunction with an existing event within the zone.

Rotation o The rotation was suspended at the Convention in 2007.

Facility Requirements The facility shall meet the preferred standards for National Championships as found in the current USA Swimming Rules and Regulations. Facilities must have the capability to run the meet in two courses or from "both ends" of the same course (chase starts). Must have 50 split capabilities. An on-site warm-up pool is required

SECTION IIV - ZONE MEET HOST RESPONSIBILITIES

Pre-meet Obligations By March 1, the Meet Host will have a conference call with all LSC Zone Team Directors. Formatted: Font: 8 pt, (Intl) Arial By March 1, the meet host shall add specifics (i.e. key officials' names, pool specifications, warm-up procedure, admission fees (if any), hotels, restaurants, maps, special events, etc.) to the meet information draft provided by the Z.A.G.C. and return completed information letter to the Z.A.G.C. By March 1, the meet host shall distribute the completed meet information to the Z.A.G.C., Zone Directors, Zone Secretary and the LSC's in the following manner: one (1) copy each to the LSC General Chair, LSC Age Group Chair, Official's Chair and permanent office. Formatted: Font: 6.5 pt, (Intl) Arial By March 1, the meet information will be posted on the Southern Zone Website. By July 1, the meet host shall mail an invitation, registration to officiate form to the Official's Chair of each LSC, and a current address form for key positions in the LSC (see #2 above for positions) to the General Chairman of each LSC. Such forms should be returned to the meet host by the entry deadline. In addition, the host agrees to the following: To sign and adhere to all requirements and agreements in the USA Swimming Zone Age Group Championship Meet contract and the USA Swimming Southern Zone Age Group Open Water Championships. Post a Psych Sheet, timelines and info needed 24 Hrs after the entries have been received. To provide a specific, detailed warm-up schedule and procedure in the meet information letter and ensure the enforcement of these procedures by the Meet Marshals. To provide pool time for practice/warm-up one (1) day prior to the start of the meet. Additional time may be scheduled at the discretion of the Meet Director (the day of the distance/meeting event in the morning). To provide a meeting room for the General Meeting which shall be held two (2) hours prior to the first event of the meet and 1 hour prior to the start of the first open water event. Officials - The following minimum standards for the number of officials at the Zone Championships: 1 Referee; 1 Starter; 2 Place Judges; 2 Stroke Judges; 4 Turn Judges; Administrative Referee; Marshals as needed; Relay Take-Off Judges as necessary. To provide heat sheets to all LSC coaches and meet officials. To provide an Exception Report at the General Meeting for all to view and correct. To check membership credentials of all coaches, chaperones and officials as required by USA Swimming. To determine, in consultation with the Z.A.G.C., the make-up of the Meet Committee. The Committee shall include the Z.A.G.C. or Designee (Chairman) Head Referee, two (2) coaches, and two (2) athletes appointed from three (3) randomly selected LSC's. This committee shall have jurisdiction over questions of entry, eligibility, technical protests with the exception of officials' judgment calls and weather issues. The Meet Committee Meeting may only be called by the Z.A.G.C. (or Designee) or the Head Referee. To apply for national certification for meet officials. To provide all awards, individual and team, for the meet. Provide a Championship Ready Room for finals as is the preferred standard for National Championship Meets away from the pool deck.

At the Meet The host shall provide preliminary heat sheets; finals heat sheets and final results. Each of the publications shall include the Southern Zone Meet Records (Appendix V), all National Qualifying Times and National Top 16 Reportable Times. The prelim heat sheets shall be available no later than the start of the General Meeting. The finals heat sheets shall be available prior to the start of finals each day. A maximum of twelve (12) deck passes will be issued to each LSC for those coaches, managers and/or chaperones listed on the meet entry form. Excluding disability assistance with a maximum of two (2) passes. The host shall be responsible for providing all timers and officials necessary to conduct the meet. Any visiting officials are encouraged to assist in officiating the meet. At which time the meet host cannot provide adequate timers the team timing assignments shall apply, two (2) timing passes will be issued to each LSC to be worn only by the timer when timing. (see warm-up procedure for timing assignments)The meet host shall be responsible for arranging timers either through their own volunteers or assigning attending LSC’s timing responsibilities. There shall be an OVC official or OVC applications at the meet, in order that OVC's may be issued in a timely manner. The host shall designate a "trading post" area where swimmers may exchange equipment. The host shall distribute a copy of the Meet Evaluation Form to the Head Coach of each LSC, the Head Referee, the Z.A.G.C. or Designee and the 2 athletes on the Meet Committee and collect them prior to the Conclusion of the meet. Meet production shall include: Finalist Ready Room (this must be away from the pool deck); Formatted: Tab stops: 0.75", Left Athlete/Coach Credentials; Athlete, Seating on deck; Finalist Introductions and Awards Ceremony. The athlete parade will commence Friday before the finals session. The meet host is also encouraged to send the results to various swim publications. All financial reports (Appendix III) must be filed with the Zone Directors, Z.A.G.C. and USA Swimming Athlete Development Director no later than thirty (30) days following the last day of the competition. The Meet Director's report/meet evaluation and the Meet Evaluations filled out at the meet shall be submitted to the Z.A.G.C. no later than thirty (30) days following the last day of the competition.

Seeding • Only long course times shall be used for seeding. • The 11-12 400 Free, the 13-14 and 15-18 800/1500 Free shall be deck-seeded, timed final events. Positive check-in will be required. The heats in these events will be swum fastest to slowest, alternating women and men. • All other individual events will be seeded as Prelim/Final events. • All relays will be swum as timed finals during the Finals sessions. • Re-seeding shall only be done in the case of administrative error by the host. • Under no circumstance will any swimmer left off the LSC’s original Entry Form be permitted to swim any event(s) in the meet.

Scratches No penalty for scratches on the blocks in the preliminaries. For deck-seeded events, swimmers who are checked in and then fail to compete will be barred from their next individual event. For the Finals, those swimmers who qualify for the finals and fail to declare their intention to scratch to the Head Referee or Clerk of Course (whichever is applicable) with in thirty (30) minutes of the announcement of the finalists for that event, and then fail to scratch within thirty (30) minutes of their last event of that session and then fail to compete in the event in the finals, will be barred from all subsequent competition in the meet. (Exception: The Head Referee may allow a swimmer to compete further if based on his judgment, the swimmer was ill or the reason for missing the final was beyond the control of the swimmer.).

Scoring Each meet shall be scored separately. Each LSC shall be scored as a team for the Southern Zone Age Group Swimming Championship. Each Zone Team and Individual team entering the Southern Zone Age Group Open Water Championship shall be scored separately for this meet. Each event shall be scored according to the amount of lanes in use at said facility. 1. Disability Eligibility / Time Standards Formatted: List Paragraph, Indent: Left: 1", Widow/Orphan control Each LSC may bring six (6) swimmers 3 boys and 3 girls with disabilities who are 11 to 18 years of age selected in any manner deemed appropriate by their LSC in conjunction with the LSC’s Adapted Swimming Chair and assisted by the Southern Zone Adapted Swimming Coordinator if necessary. Swimmer’s disability must satisfy the definition of a disability as outlined in USA Swimming Rules and Regulations: A permanent physical or mental impairment that substantially limits one or more major life activities. These swimmers with disabilities are in addition to the permitted 48 swimmers and are not required to meet the time standards for their age groups/events. However, they must provide a time for each event they enter. Swimmers with disabilities may compete in finals, earn awards and score points for their team in the same manner as the able bodied swimmers.

2. Entries

10 SO. ZONE MEET HANDBOOK, rev. 09/12 Entries for swimmers with disabilities should be submitted on the attached entry form indicating preference for seeding, and highlighted on the hard copy of the LSC's meet entry.

3. Classification of a swimmer with a disability is irrelevant.

It is the responsibility of the swimmer, or his/her coach, to inform the Meet Referee of any disability-related accommodations he/she may need to compete. This information must be given in advance of the meet. The Meet Referee shall inquire about the swimmer’s needs and determine any modifications that may be required. This information shall be relayed to the starter and stroke and turn judges. Visually impaired swimmers who require tappers must bring their own devices and individuals to use them. The Meet Referee may reassign the lane of a deaf swimmer if a required view of the strobe light is obscured, and the light cannot be repositioned.

The meet referee shall determine an appropriate method of seeding the athlete into events.

It is the responsibility of the USA Swimming Disability Swimming Chair to provide the Meet Referee with current American Records for swimmers with disabilities. It is the swimmer’s responsibility to complete and submit an application for an American Record should one beis set.

4. Create four categories of disabilities: 1. Visually Impaired 2. Hearing Impaired 3. Cognitively Impaired 4. Physically Impaired

5. Each swimmer wishing to enter the disability events would have to have a classifiable disability that would fall into at least one of the four categories. 6. If a swimmer had more than one category of disability, they would then choose which of the categories they would like to compete in for the duration of the meet. 7. Each disability swimmer would enter the able-bodied 50, 100, or 200 free in prelims for their age group and use the results for seeding purposes for the disability timed final events.** All disabled swimmers would be swimming at finals. 8. Swim the 50 Free on Tuesday, 200 Free Wednesday night, and 100 Free on Friday night all as timed final events. 9. Swim each event as coed and all age groups. 10. Score each gender and category separately. 7.11. Allow disability swimmers to enter six total events with any number of those being the disability events.

The winner will be decided by a vote during the last session of the competition. Each LSC, the meet director, head referee and chief starter will be entitled to one vote. A minimum of nine (9) votes will be required for selection.

Medical releases: The Southern Zone and meet host recommend that the coach carry emergency medical releases for their athletes.

Captains: Each LSC is required to designate at least one and no more than three athletes as captains. One captain must attend the pre-meet general meeting.

General meeting: There will be a mandatory meeting for all head coaches and at least one captain from each LSC on the first day of the meet a minimum of 2 hours prior to start of warm-up for the meet.

Parade: The athlete parade will be on Friday prior to Finals.

Meet committee: The meet director and Southern Zone Age Group Chairman will appoint a meet committee. It will consist of the head referee, zone age group chairman or his designee, 3 coaches and 2 athletes from 5 different, randomly selected LSC's. This committee will have jurisdiction over technical protests with the exception of officials' judgment calls. The committee will follow the USA Swimming rules and regulations, the Southern Zone Age Group Swimming Championships meet handbook and the meet information letter at all times.

Liability: This meet is held under the sanction of USA Swimming, inc., and meet host. The sanction number is #______. No entry will be accepted unless the swimmer is registered with USA Swimming, inc., and the LSC they represent. The complete USA Swimming registration number for each individual must be placed on the team entry form. In granting this sanction, it is understood and agreed that USA Swimming, inc., and all meet officials shall be free from any liabilities or claims for damage arising by reason of injuries to anyone during the conduct of the event. Damage to the facility, when proven, will cause the offending swimmer's LSC to be held account- able for repairs.

Disability info: Each LSC may bring six (6) swimmers 3 boys and 3 girls with disabilities who are 11 to 18 years of age selected in any manner deemed appropriate and assisted by the southern zone adapted swimming coordinator if necessary. Swimmer’s disability must satisfy the definition of a disability as outlined in USA Swimming rules and regulations: a permanent physical or mental impairment that substantially limits one or more major life activities. These swimmers with disabilities are in addition to the permitted 48 swimmers and are not required to meet the time standards for their age groups/events. However, they must provide a time for each event they enter. Swimmers with disabilities may compete in finals, earn awards and score points for their team in the same manner as the able bodied swimmers.

15 SO. ZONE MEET HANDBOOK, rev. 09/12 Disability entries: Entries for swimmers with disabilities should be submitted on the attached entry form indicating preference for seeding, and highlighted on the hard copy of the LSC's meet entry. Classification of a swimmer with a disability is irrelevant.

It is the responsibility of the swimmer, or his/her coach, to inform the meet referee of any disability-related accommodations he/she may need to compete. This information must be given in advance of the meet. The meet referee shall inquire about the swimmer’s needs and determine any modifications that may be required. This information shall be relayed to the starter and stroke and turn judges. Visually impaired swimmers who require tappers must bring their own devices and individuals to use them. The meet referee may reassign the lane of a deaf swimmer if a required view of the strobe light is obscured, and the light cannot be repositioned.

The meet referee shall determine an appropriate method of seeding the athlete into events.

It is the responsibility of the USA Swimming disability swimming chair to provide the meet referee with current American records for swimmers with disabilities. It is the swimmer’s responsibility to complete and submit an application for an American record should one be set.

Visiting officials: the meet is approved as a national certification meet for officials. It is requested that any LSC with qualified officials, who are interested in working at the meet, please contact the meet director.

USA SWIMMING SOUTHERN ZONE

AGE GROUP SWIMMING CHAMPIONSHIPS CODE OF CONDUCT

The following code is in effect throughout the 2XXX USA Swimming Southern Zone Age Group Swimming Championships. Anyone who, in the opinion of the LSC Zone Meet Coaching Staff, acts in a manner that would interfere with the travel objectives listed below, will be subject to immediate return home (at the expense of the parent and/or swimmer) and other punishments including barring from future LSC trips or competition may be imposed.

1) The LSC may travel as a team to these meets/training sessions and everyone is expected to behave in an exemplary manner. The reputation of the LSC, as well as the other athletes with you, is dependent on your behavior.

2) The LSC Coaching Staff holds the final word on any rules, regulations or disciplinary actions.

3) a) The consumption or purchase of alcohol, smoking or chewing tobacco, or use of any other illegal drug or substance of any kind will not be allowed. In addition, any member found or suspected to be in the presence of others (regardless of team affiliation) partaking in any of the above activities will be subject to the same punishments and probable expulsion from the LSC Zone Team. Any swimmer suspected of such activity will appear before a review committee composed of the LSC Coaching Staff, and LSC Zone Team Captains. b) Use of inappropriate language, including obscene language or gestures and other threatening language or conduct will not be tolerated while traveling with the LSC Zone Meet.

4) At no times will male and female athletes be in the same hotel room together. This applies to your LSC Zone Team members or members of any other LSC Zone Team.

5) No team meetings or practices may be missed. Be punctual to all meetings and warm-up times.

6) No team member may be out of their room after the assigned curfew time and no one may leave their room alone. Permission must be obtained from the LSC Coaching Staff to leave the room.

7) Any damages or thievery incurred at a hotel will be at the expense of the swimmers assigned to that room, and further disciplinary action will be taken. No loud or boisterous behavior will be tolerated in the hallways or public areas, such behavior should be kept to a minimum in your rooms. Make all phone calls (except within the hotel) from a pay phone.

8) Any individual damages or thievery incurred on the trip will be at the expense of the swimmer, and further disciplinary action will be taken. Such behavior will not be tolerated.

9) All team members will be polite in restaurants. Leave a 15% tip (Minimum). If there is a problem with the service, see the LSC Coaching Staff.

10) Agree to follow these and any other rules having to do with the behavior and the LSC Zone Team, as established by the Coaching Staff and the LSC.

SECTION I - ZONE MEET HOST RESPONSIBILITIES

Pre-meet Obligations By March 1, the Meet Host will have a conference call with all LSC Zone Team Directors. By March 1, the meet host shall add specifics (i.e. key officials' names, pool specifications, warm-up procedure, admission fees (if any), hotels, restaurants, maps, special events, etc.) to the meet information draft provided by the Z.A.G.C. and return completed information letter to the Z.A.G.C. By March 1, the meet host shall distribute the completed meet information to the Z.A.G.C., Zone Directors, Zone Secretary and the LSC's in the following manner: one (1) copy each to the LSC General Chair, LSC Age Group Chair, Official's Chair and permanent office. By March 1, the meet information will be posted on the Southern Zone Website. By July 1, the meet host shall mail an invitation, registration to officiate form to the Official's Chair of each LSC, and a current address form for key positions in the LSC (see #2 above for positions) to the General Chairman of each LSC. Such forms should be returned to the meet host by the entry deadline. In addition, the host agrees to the following: To sign and adhere to all requirements and agreements in the USA Swimming Zone Age Group Championship Meet contract and the USA Swimming Southern Zone Age Group Open Water Championships. Post a Psych Sheet, timelines and info needed 24 Hrs after the entries have been received. To provide a specific, detailed warm-up schedule and procedure in the meet information letter and ensure the enforcement of these procedures by the Meet Marshals. To provide pool time for practice/warm-up one (1) day prior to the start of the meet. Additional time may be scheduled at the discretion of the Meet Director (the day of the distance/meeting event in the morning). To provide a meeting room for the General Meeting which shall be held two (2) hours prior to the first event of the meet and 1 hour prior to the start of the first open water event. Officials - The following minimum standards for the number of officials at the Zone Championships: 1 Referee; 1 Starter; 2 Place Judges; 2 Stroke Judges; 4 Turn Judges; Administrative Referee; Marshals as needed; Relay Take-Off Judges as necessary. To provide heat sheets to all LSC coaches and meet officials. To provide an Exception Report at the General Meeting for all to view and correct. To check membership credentials of all coaches, chaperones and officials as required by USA Swimming. To determine, in consultation with the Z.A.G.C., the make-up of the Meet Committee. The Committee shall include the Z.A.G.C. or Designee (Chairman) Head Referee, two (2) coaches, and two (2) athletes appointed from three (3) randomly selected LSC's. This committee shall have jurisdiction over questions of entry, eligibility, technical protests with the exception of officials' judgment calls and weather issues. The Meet Committee Meeting may only be called by the Z.A.G.C. (or Designee) or the Head Referee. To apply for national certification for meet officials. To provide all awards, individual and team, for the meet. Provide a Championship Ready Room for finals as is the preferred standard for National Championship Meets away from the pool deck.

At the Meet The host shall provide preliminary heat sheets; finals heat sheets and final results. Each of the publications shall include the Southern Zone Meet Records (Appendix V), all National Qualifying Times and National Top 16 Reportable Times. The prelim heat sheets shall be available no later than the start of the General Meeting. The finals heat sheets shall be available prior to the start of finals each day. A maximum of twelve (12) deck passes will be issued to each LSC for those coaches, managers and/or chaperones listed on the meet entry form. Excluding disability assistance with a maximum of two (2) passes. The meet host shall be responsible for arranging timers either through their own volunteers or assigning attending LSC’s timing responsibilities. There shall be an OVC official or OVC applications at the meet, in order that OVC's may be issued in a timely manner. The host shall distribute a copy of the Meet Evaluation Form to the Head Coach of each LSC, the Head Referee, the Z.A.G.C. or Designee and the 2 athletes on the Meet Committee and collect them prior to the Conclusion of the meet. Meet production shall include: Finalist Ready Room (this must be away from the pool deck); Athlete/Coach Credentials; Athlete, Seating on deck; Finalist Introductions and Awards Ceremony. Post-Meet Hy-Tek results files shall be e-mailed to the host LSC’s swim chair, the Z.A.G.C., and each Zone Head Coach. The results shall also be sent to the Southern Zone website for posting within fifteen (15) days after the completion of the competition. The meet host is also encouraged to send the results to various swim publications. All financial reports (Appendix III) must be filed with the Zone Directors, Z.A.G.C. and USA Swimming Athlete Development Director no later than thirty (30) days following the last day of the competition. The Meet Director's report/meet evaluation and the Meet Evaluations filled out at the meet shall be submitted to the Z.A.G.C. no later than thirty (30) days following the last day of the competition.

SECTION II - VISITING LSC OBLIGATIONS

Responsibilities o The official contact within each LSC shall be the Age Group Chair unless the LSC informs the Meet Director and Z.A.G.C. otherwise. o Each LSC shall determine its own team selection procedures that follow the eligibility guidelines. o Each LSC shall create their own Code of Conduct Form.Entries for the pool meet must be on Hy-Tek (or other approved team manager software) with electronic delivery or hand delivered to the Meet Director by 12:00pm on the Monday of the week of the Southern Zone Age Group Swimming Championships. A psych sheet and timeline for the meet must be posted on the Southern Zone website by midnight on Monday. The entries for the Open Water Competition shall be brought to or faxed in by the entry deadline listed in the Zone Open Water Meet Information Letter. o The person in charge of entries for the LSC shall phone the Meet Director after e-mailing the entries to ensure the entries have been received by the host. . Each Head Coach is responsible for ensuring his/her team's compliance with the published warm-up guidelines and procedures for the host LSC and Facility. o Each LSC shall at the earliest possible date forward to the Meet Director a list of officials who are interested in working at the meet. o Each LSC Head Coach shall attend the General Meeting, which shall be held a minimum of two hours prior to the start of warm-up for the meet. o Each LSC shall designate at least one (1) and no more than three (3) team captains. At . least one of whom shall attend the general meeting. o Each LSC shall have a Team Staff with Coaches and Chaperones at a ratio of one (1) adult (Coach/Chaperone) to every five (5) swimmers attending the meet, with up to a maximum of twelve (12) adults. These Zone Team Staff Members must stay with the team throughout the duration of the trip. o The Southern Zone Age Group Open Water Championships will be open to all Year-round USA Swimming 4 SO. ZONE MEET HANDBOOK, rev. 09/14 registered members of the Southern Zone.

SECTION III - ZONE MEET RULES AND REGULATIONS

Dates o The dates of the meets shall be determined by a majority vote of LSC representatives at the annual meeting.

Rules o The meets shall be conducted according to the rules of USA Swimming.  Liability o The meet is held under the sanction of USA Swimming, inc., and the meet host. In granting this sanction, it is understood and agreed that USA Swimming, inc., and all meet officials shall be free from any liabilities or claims for damage arising by reason of injuries to anyone during the conduct of the event. Damage to the facility, when proven, will cause the offending swimmer's LSC to be held account- able for repairs.

Eligibility o All swimmers shall be USA Swimming year-round registered athletes, and must be registered with an LSC within the Southern Zone. o Each LSC may select a maximum of forty-eight (48) athletes for its team. They may select a maximum of eight (8) females and eight (8) males in each of the 11-12, 13-14 and 15-18 age groups. o Any swimmer who has achieved the current Summer Junior National Championship Time Standard in any event (long or short course) prior to fourteen (14) days before the entry deadline {the actual date shall be published in the meet information letter} is ineligible for competition in the Southern Zone Age Group Championships. o The age of a swimmer on the first day of the respective meet shall determine the swimmer's age for that meet.

Events The order of events is published in Appendix I.

Open Water USA Swimming Open Water Guidelines are published in the USA Swimming Handbook.

 Entries q Entries for each meet must be submitted using Hy-Tek or other approved automated entry software. A zip file of the team entries, as well as an MSWord or .pdf by Name document and Entry Fee Report documents are required, and must be e-mail to the meet director or meet entry chairman. No other forms of entry shall be accepted. q Master entry shall include the name, address and phone number of the person in charge of entries for the LSC. Each LSC shall bring to the general meeting, a copy of their LSC's Official Selection Procedure for this meet. Entries shall include each swimmer's first and last name, age as of the first day of the meet, home club and their complete USA Swimming number. A list of coaches and chaperones up to 12 individuals must accompany the entries and may be e-mailed. By the end of the general meeting, each LSC shall turn in to SZAGC signed LSC Code of Conduct Forms from each athlete. Entry limits • Each LSC is limited to o Three (3) individual entries for the 400 Free/400 IM/800 /1500 FREE o Unlimited entries for all other individual events, o One (1) relay team per relay event. • Each swimmer is limited to 5 SO. ZONE MEET HANDBOOK, rev. 09/14 o Six (6) individual events for the meet (entered), o Three (3) individual events per day (entered).  Entry Fees q Entry Fees for both meets shall be hand delivered to the Meet Director prior to the conclusion of the General Meeting at the Southern Zone Age Group Swimming Championships. q Entry fees for Southern Zone Age Group Swimming Championships: • Individual events - $7.50/event. • Relay events - $10.00/event. • Fees may be changed by a majority vote of the LSC representatives in attendance at the annual meeting. Entry fees for Southern Zone Age Group Open Water Championships: • $25.00 per event • **2007 and beyond – All swimmers entered in the Southern Zone Meet will pay a $7.50 Surcharge which will go to the Open Water Host, regardless of participation. Swimmers not in the Southern Zone Meet will pay the entry fee of $25.00.

Seeding • Only long course times shall be used for seeding. • The 11-12 400 Free, the 13-14 and 15-18 800/1500 Free shall be deck-seeded, timed final events. Positive check-in will be required. The heats in these events will be swum fastest to slowest, alternating women and men. • All other individual events will be seeded as Prelim/Final events. • All relays will be swum as timed finals during the Finals sessions. • Re-seeding shall only be done in the case of administrative error by the host. • Under no circumstance will any swimmer left off the LSC’s original Entry Form be permitted to swim any event(s) in the meet.

Scratches No penalty for scratches on the blocks in the preliminaries. For deck-seeded events, swimmers who are checked in and then fail to compete will be barred from their next individual event. For the Finals, those swimmers who qualify for the finals and fail to declare their intention to scratch to the Head Referee or Clerk of Course (whichever is applicable) with in thirty (30) minutes of the announcement of the finalists for that event, and then fail to scratch within thirty (30) minutes of their last event of that session and then fail to compete in the event in the finals, will be barred from all subsequent competition in the meet. (Exception: The Head Referee may allow a swimmer to compete further if based on his judgment, the swimmer was ill or the reason for missing the final was beyond the control of the swimmer.).

Scoring Each meet shall be scored separately. Each LSC shall be scored as a team for the Southern Zone Age Group Swimming Championship. Each Zone Team and Individual team entering the Southern Zone Age Group Open Water Championship shall be scored separately for this meet. Each event shall be scored according to the amount of lanes in use at said facility. Southern Zone Age Group Open Water Championship: • The Top 16 Open Water swimmers will score in each age group and gender. The scoring will be as follows: o Individual events: 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1

Awards 6 SO. ZONE MEET HANDBOOK, rev. 09/14 Awards shall be given to 1st through 3rd place after each set of events with the last set of events being awarded the next night. All other awards will be presented to the LSC Head Coach for dispersal. The following awards shall be presented at the Southern Zone Age Group Swimming Championships: • Individual events: 1st-8th place medals, (or lanes in use, ie.10 lanes) • Relay events: 1st-3rd place medals, • Team Awards: 54 1st Place “Champions Medals” and 54 t-shirts. 2nd & 3rd Place: Plaque/Trophy • Age Group Awards: 1st place Women and Men in each age group – Plaque/Trophy • Open Water Awards: Medals: 1st – 8th place, by age group and gender.

• The Charlene Craddock Sportsmanship Award: Medals and 54 caps swim caps. o Shall be awarded to the team who exhibits the highest level of sportsmanship throughout the meet. (This is a Sportsmanship Award as opposed to a Spirit Award). o Shall be voted on by the Meet Director, Head Referee, Chief Starter and LSC's (one (1) vote each) during the last session of the competition. o A minimum of nine (9) votes shall be required for selection.  Officials q The meet is approved as a national certification meet for officials. It is requested that any LSC with qualified officials, who are interested in working at the meet, please contact the meet director.

Warm-up The competition pool shall be open on the travel day (Monday) for approximately 2 hours. The competition pool shall be open approximately 2 hours the morning of the meet prior to exclusive meet warm-up. The competition pool shall be available exclusively for meet warm-up at least two (2) hours prior to the start of the preliminary sessions. The competition pool shall be available exclusively for meet warm-up at least one and one-half (1 1/2) hours prior to the start of the final sessions. Warm-up procedures shall be set by the Host LSC and Facility and will comply with the current USA Swimming Rules and Regulations.  Meet Committee The meet director and Southern Zone Age Group Chairman will appoint a meet committee. It will consist of the head referee, zone age group chairman or his designee, 3 coaches and 2 athletes from 5 different, randomly selected LSC's. This committee will have jurisdiction over technical protests with the exception of officials' judgment calls. The committee will follow the USA Swimming rules and regulations, the Southern Zone Age Group Swimming Championships meet handbook and the meet information letter at all times.

SECTION IV- ZONE MEET DISABILITY INFORMATION

1. Disability Eligibility / Time Standards

Each LSC may bring six (6) swimmers 3 boys and 3 girls with disabilities who are 11 to 18 years of age selected in any manner deemed appropriate by their LSC in conjunction with the LSC’s Adapted Swimming Chair and assisted by the Southern Zone Adapted Swimming Coordinator if necessary. Swimmer’s disability must satisfy the definition of a disability as outlined in USA Swimming Rules and Regulations: A permanent physical or mental impairment that substantially limits one or more major life activities. These swimmers with disabilities are in addition to the permitted 48 swimmers and are not required to meet the time standards for their age groups/events. However, they must provide a time for each event they enter. Swimmers with disabilities may compete in finals, earn awards and score points for their team in the same manner as the able bodied swimmers.

2. Entries

Entries for swimmers with disabilities should be submitted on the attached entry form indicating preference for seeding, and highlighted on the hard copy of the LSC's meet entry. It is the responsibility of the swimmer, or his/her coach, to 7 SO. ZONE MEET HANDBOOK, rev. 09/14 inform the Meet Referee of any disability-related accommodations he/she may need to compete. This information must be given in advance of the meet. The Meet Referee shall inquire about the swimmer’s needs and determine any modifications that may be required. This information shall be relayed to the starter and stroke and turn judges. Visually impaired swimmers who require tappers must bring their own devices and individuals to use them. The Meet Referee may reassign the lane of a deaf swimmer if a required view of the strobe light is obscured, and the light cannot be repositioned.

The meet referee shall determine an appropriate method of seeding the athlete into events.

It is the responsibility of the USA Swimming Disability Swimming Chair to provide the Meet Referee with current American Records for swimmers with disabilities. It is the swimmer’s responsibility to complete and submit an application for an American Record should one be set.

4. Create four categories of disabilities: 1. Visually Impaired 2. Hearing Impaired 3. Cognitively Impaired 4. Physically Impaired

5. Each swimmer wishing to enter the disability events would have to have a classifiable disability that would fall into at least one of the four categories. 6. If a swimmer had more than one category of disability, they would then choose which of the categories they would like to compete in for the duration of the meet. 7.. Allow disability swimmers to enter six total events with any number of those being the disability events.

22 PROPROSAL FOR SWAD SCORING AT SOUTHERN ZONES

Georgia Swimming would like to propose the following change for Swimmers with a Disability (SWAD) at the Southern Zone meet. This past year, SWAD scoring was changed to have the SWAD scored against able-bodied swimmers. This made many SWAD athletes feel as though they were only swimming an exhibition swim. This change being proposed is to bring back scoring for SWAD, but not in the same fashion as it was for the 2013 and previous Southern Zone meet. In those meets, the maximum number of SWAD entrants in ANY event set the scoring for ALL the events. For instance, if there were five entrants in one event, and only one entrant in another event, the single swimmer would score as if there were five swimmers they were competing against.

Our proposal is that the SWAD would swim with the able-bodied athletes in the preliminary events. They would then be broken out and scored according to how many disability athletes are in that PARTICULAR event….five athletes, scoring would be 6-4- 3-2-1; four athletes, 5-3-2-1; three athletes, scoring would be 4-2-1; two athletes, scoring would be 3-1; and one athlete, would score 2 points.

This proposal allows the athletes to not only COMPETE, but to also have the opportunity to SCORE for their team.

Southern Zone Open Water

Proposal:

 Establish a Southern Zone Open Water Championship*

 First year at Florida Swimming Miromar Lakes, Florida

 Rotate LSC host or bid each year or remain at Miromar lakes

 Time period: April/ May/ June ; April 25 2015 Florida Swimming would be able to host .

 2-3 athletes of each gender and age group 11-12/13-14/15-16/17-18 with 3-4 coaches to represent each LSC

 Each LSC would establish their own criteria for selection (as they do for Zone Age Group Championships)

 Option for other teams /swimmers to participate, but those swimmers would not score for LSC Championships; this would encourage more participation and also alleviate costs. The host may also add on other open water competitions when the course is set up.

*This would replace the open water swim competition at age group zone meet

Rationale:

1. Open Water at Zone Age Group Championships water conditions are difficult. The host team invests time and money, only to have the event cancelled.

2. Swimmers at the zone meet have been competing at a high level for 5 days and are mentally and physically spent. They are not prepared to compete in an open water event. Also, most zone swimmers are not open water swimmers and do not want to swim open water.

2. Provide a venue for open water swimmers: some very good open water swimmers do not qualify for zones; this would give those swimmers an opportunity to go to a championship type open water event

3. Southern Zone has some unique venues for open water that are not utilized because of limitation to location of the pool competition.

All references to SOUTHERN ZONE OPEN WATER SWIMMING CHAMPIONSHIP in the

SOUTHERN ZONE AGE GROUP SWIMMING CHAMPIONSHIP section of the USA SWIMMING SOUTHERN ZONE MEET HANDBOOK shall be removed and applied to a separate SOUTHERN ZONE OPEN WATER SWIMMING CHAMPIONSHIP section in the handbook.

Scoring and awarding would remain the same yet be scored as a separate championship. NC Swimming and Sandhills Sandsharks Proposal Southern Zone Open Water Championships June 5-7, 2015 OR Sept. 11-13, 2015 Seven Lakes, NC Proposal: NC Swimming and the Sandhills Sandsharks are interested in hosting a Southern Zone Open Water Championship at Lake Echo, Seven Lakes, NC, either in early June or September. Rationale and Considerations: ​Venue • Our venue and water temperature have consistently met all requirements since 1999. • We already host Open Water meets on the weekend of the first Saturday in June and the weekend of the first Saturday after Labor Day in September at this venue. • We are located in a resort area; Pinehurst, NC (home of the US Open Golf tournament) offers exceptional services for visitors and easily caters to events such as this one.

Our Experience • We host two Open Water meets per year; one is our LSC’s State Champs; the other is part of Open Water Select Camp for swimmers from North Carolina and South Carolina. • We have hosted Zones in the past. • Our June meet has grown from 40 to over 600; we easily accommodate hundreds of swimmers. • NC Swimming and Sandhills Sandsharks also host Open Water Select camp at Lake Echo for top North Carolina and South Carolina swimmers. Format • One or three day meet options: Zone races can be held on one day only; teams who want clinics and a multi-day meet could have those as well, as we run other races that weekend. o Option 1: A one-day format (5K, 3K, 2K) o Option 2: A three- day format (to include a Friday night 1K, Open Water Clinic, and Sunday 2K Team Pursuit) • Early June/September dates fit well with training schedules and ensure that all LSC’s can get their OW swimmers prepared for the race. • Our LSC is home to 3 National Championship/Olympic Open Water swimmers who assist with Open Water clinics and who may be able to attend.

Discussion Points: • Should Open Water Zones parallel Nationals in structure by giving swimmers more opportunities to compete over several days? • Should older swimmers be eligible for bids for Nationals? • Should financial viability be a factor in hosting this event?
