In many cases, however, agencies do not have a person designated and trained as a Public Affairs Officer (PAO). In such instances, the CEO or a front-line employee must act as the agency's representative to the public. Many times, the intended message may be lost during the interview; often lack of planning or an inability to relay the message in succinct, easy to understand terms is the cause.
