Norms versus Action: Voting Against Malfeasance in Brazil∗ Taylor C. Boas F. Daniel Hidalgo Marcus A. Melo Boston University MIT UFPE April 22, 2017 Abstract Given the prevalence of official wrongdoing in democracies around the world, whether voters punish malfeasant politicians is a substantively important question. In this paper, we show that Brazilian voters strongly sanction malfeasant mayors when presented with hypothetical scenarios but take no action when given the same informa- tion about their own mayor. Partnering with the State Accounts Court of Pernambuco, we conducted a field experiment during the 2016 municipal elections in which the treatment group received information about official wrongdoing by their mayor. The treatment has no effect on self-reported voting behavior after the election, yet when informing about malfeasance in the context of a vignette experiment, we are able to replicate the strong negative effect found in prior studies. We argue that voters’ behav- ior in the abstract reflects the comparatively strong norm against corruption in Brazil. Yet on election day, their behavior is constrained by factors such as loyalty to local po- litical dynasties and the greater salience of more pressing concerns like employment and health services. ∗Prepared for presentation at the Research in Comparative Politics Workshop, Boston University, April 26, 2017, and the International Congress of the Latin American Studies Association, Lima, Peru, April 29–May 1, 2017. Brazil Ahead of the 2018 Elections
BRIEFING Brazil ahead of the 2018 elections SUMMARY On 7 October 2018, about 147 million Brazilians will go to the polls to choose a new president, new governors and new members of the bicameral National Congress and state legislatures. If, as expected, none of the presidential candidates gains over 50 % of votes, a run-off between the two best-performing presidential candidates is scheduled to take place on 28 October 2018. Brazil's severe and protracted political, economic, social and public-security crisis has created a complex and polarised political climate that makes the election outcome highly unpredictable. Pollsters show that voters have lost faith in a discredited political elite and that only anti- establishment outsiders not embroiled in large-scale corruption scandals and entrenched clientelism would truly match voters' preferences. However, there is a huge gap between voters' strong demand for a radical political renewal based on new faces, and the dramatic shortage of political newcomers among the candidates. Voters' disillusionment with conventional politics and political institutions has fuelled nostalgic preferences and is likely to prompt part of the electorate to shift away from centrist candidates associated with policy continuity to candidates at the opposite sides of the party spectrum. Many less well-off voters would have welcomed a return to office of former left-wing President Luiz Inácio Lula da Silva (2003-2010), who due to a then booming economy, could run social programmes that lifted millions out of extreme poverty and who, barred by Brazil's judiciary from running in 2018, has tried to transfer his high popularity to his much less-known replacement. -

This is paradoxical because in the absence of a causal link from advertising to candidate performance, it is difficult to rationalize the amounts spent on campaigns in general, and on TV advertising in particular. Most studies using US data, however, suffer from omitted variable bias and reverse causality problems caused by the decentralized market-based method of allocating campaign spending and TV advertising. In contrast with received literature, we explore a quasi-natural experiment produced by the Brazilian electoral legislation, and show that TV and radio advertising has a much larger impact on election outcomes than previously found by the literature. In Brazil, by law, campaign advertising is free of charge and allocated among candidates in a centralized manner. Gubernatorial elections work in a runoff system. While in the first round, candidates’ TV and radio time shares are determined by their coalitions’ share of seats in the national parliament, the two most voted candidates split equally TV time if a second round is necessary. Thus, differences in TV and radio advertising time between the first and second rounds are explored as a source of exogenous variation to evaluate the impact of TV advertising on election outcomes. -

This article examines the electoral governance institutional model adopted in Brazil and its consequences for political/electoral competition. It is argued herein that Brazil’s Electoral Justice System, motivated by the institutional design, has ended up becoming one of the main actors of the country’s recent democratic consolidation, being decisive not only with regard to rule adjudication and application, but also to rulemaking. With the purpose of assessing this governance model in action, three important recent rulings by Brazil’s Electoral Justice System are analysed here: verticalization of the coalitions, reduction in the number of councillors, and party loyalty. CURITIBA 2016 “É melhor correr o risco de salvar um homem culpado do que condenar um inocente.” (Voltaire) RESUMO Este trabalho procura analisar aspectos jurídicos e políticos da aplicação da lei da Ficha Limpa, que introduziu diversos critérios de inelegibilidade para candidatos a cargos públicos a partir das eleições de 2012 no Brasil. A proposta é apresentar algumas consequências do regramento no sistema institucional brasileiro e avaliar, tanto quanto possível com dados, se a norma possui efeitos práticos no combate a corrupção – principal objetivo da lei. Duas perguntas movem o trabalho: a lei da Ficha Limpa possui capacidade de diminuir a corrupção no país? A aplicação do regramento tem sido benéfico para o sistema democrático brasileiro? As hipóteses levantadas são a de que a lei não contribuiu como se esperava na mudança do quadro de corrupção no país e, mais do que isso, trouxe consequências prejudiciais à consolidação e melhoria da democracia brasileira. Para tanto, são apresentados argumentos que questionam a constitucionalidade da norma e alguns de seus efeitos, como a judicialização da política e a instabilidade jurídica e democrática. -

Impact of Electronic Voting Machines on Blank Votes and Null Votes in Brazilian Elections in 1998* Jairo Nicolau Universidade Federal do Rio de Janeiro, Brazil Electronic voting machines were used for the first time in general elections in Brazil in 1998; in that year, some cities used this new voting method, while others continued to vote using paper ballots. Few studies have demonstrated that the rate of invalid votes for federal deputy was significantly lower in cities that used electronic voting machines. This article analyzes the frequency of null votes and blank votes for four posts—federal deputy, state deputy, the president and governor. Based on a comparison of the results from the 1998 elections with the results from previous elections (1994), the article demonstrates that electronic voting machines reduced the percentage of blank votes for federal deputy, state deputies, the president and governor. Meanwhile, null votes reduced the competition for the posts of federal deputy and state deputy; however, it increased the competition for posts with greater visibility in the Brazilian political system: the governor and president. Movimento Brasil Livre: analysing a political movement through its online indicators J.P. Guarnieri University of Amsterdam Keywords Brazil, politics, right-wing, neoliberal, activism, social media Abstract In less than four years, Movimento Brasil Livre has been able to garner a lot of attention from the press in Brazil. The neoliberal, conservative movement comprised of young people has been involved in its fair share of polemics, but has also gained supporters throughout the country quite quickly. This study attempts to compare their online activity to their presentation of themselves. It does so by looking at it's Facebook pages and Twitter accounts. Through a combination of data extraction, map generation and content analysis, the study obtains information about the movement's localization, goals and relationships. It finds that they are concentrated in the south and south-east of Brazil, that they are a strongly reactive movement (based on anti-petista sentiment, specifically) who grew through the radicalization of right-wing young people, that there are a few core members and that it is highly self-centred on Facebook, but interacts with both other members of the Brazilian right-wing and with their political opponents on Twitter. Introduction As social media becomes intimately intertwined with our daily lives, it starts to permeate, in some form, every aspect of social life. Our relationships with our friends, family and colleagues, that is, the people we know, the people who are physically and emotionally close to us, are often mediated through social networks in some form. It is not surprising, then, that social media has also become part of our interactions with society at large, and thus is now an essential tool for political organization. -
