The report marks one year since we began scrutinising the impact of the Government’s pandemic response on civil liberties, with the publication of our first monthly report on 28th April 2020. Each month, we have documented and analysed complex Regulations, erratic policing, criminal justice failures and growing surveillance systems for the benefit of parliamentarians, making a series of recommendations to protect rights and liberties as well as public health. We are pleased to report that over the past year: • Our concerns about a lack of parliamentary scrutiny were raised repeatedly in parliament by the Shadow Health team and the Covid Recovery Group, leading to an assurance of prior parliamentary votes before lockdowns; • Over 60 MPs and peers signed our joint letter to the Home Secretary calling for an explicit exemption for the right to protest in the coronavirus regulations; • Lockdown exemptions for protest (albeit limited), mental health, and domestic violence reasons were added to lockdown Regulations, following our recommendations; • The Joint Committee on Human Rights, 13 rights groups, over 40 parliamentarians, human rights lawyers and Reverend Martin Poole backed our call for a review of every lockdown fine issued; • The CPS initiated monthly reviews of every charge and prosecution under the Health Protection Regulations and Coronavirus Act, in line with our recommendations; • The Government’s centralised contact tracing app was dropped in favour of a more privacy-preserving alternative; • The Department of Health launched public awareness campaigns explaining exemptions to Regulations which require the wearing of face coverings, in line with our recommendations; • The Government’s professed ban on political leafleting was lifted following our letter to the Cabinet Office; • 79 MPs have backed our pledge against COVID-status certification; among numerous other successes. However, our fears that Britain would enter a prolonged state of exceptionalism after passing a wave of extreme laws with little scrutiny have been realised. Exactly a year after coming into force, the draconian Coronavirus Act was renewed for a further six months on 25th March 2021, despite its historic rate of 100% unlawful prosecutions under the Act. What began as twelve weeks to “turn the tide” has expanded and morphed, with new restrictions becoming enmeshed in our public and private lives. 3 The remarkable vaccination programme, seeing over half of the adult population rapidly vaccinated, appears not to be deterring the Government from its plotted course towards authoritarianism. Rather, proposals for COVID-status certification signal a new era of intrusion, checkpoints and segregation, despite no public health benefit. There is no justification for the ongoing, systemic erosion of civil liberties, which far exceeds what is necessary to contain the virus. Extreme laws are now well-positioned to become normalised and permanent. We urge parliamentarians to be vigilant to ensure this does not happen, and to pursue the important recommendations in this report to preserve rights and liberties at this pivotal moment for our future. 4 Recommendations RECOMMENDATION 1: The Government must stop relying on complex and ever-changing criminal sanctions to enforce restrictions. Instead, clear, widely publicised and easily accessible guidance should be made available across a range of mediums. RECOMMENDATION 2: The Government and National Police Chiefs’ Council must explain to all police forces the difference between legislation, guidance and public health advice. It must also be made clear to members of the public what actions will result in criminal sanctions. RECOMMENDATION 3: It is unacceptable that mourners are facing intrusive and disproportionate policing. Police officers should approach memorial events with sensitivity and respect, rather than heavy-handed dispersals and fines. RECOMMENDATION 4: It is likely that thousands of Fixed Penalty Notices have been issued unlawfully under confusing lockdown restrictions. Police chiefs should urgently instigate a national

There is a range of different values which can be taken into consideration when setting priorities for access to limited doses of a vaccine. What values and interests will guide decision-making in this area must be clearly set out. • How will the UK ensure a sustained commitment to global solidarity? The global nature of the pandemic shows the importance of working as part of a global effort.

    Covid-19 INNOVA testing in schools: don’t just test, evaluate Using testing to manage classroom outbreaks, without isolating close contacts, risks increasing disease spread, say these authors Everybody wants schools to reopen when it is safe to do so, but for pupils, teachers, and their communities to remain safe they must stay close to covid free. Last term, schools limited pupil mixing and activities, and isolated pupil groups at home once a covid-19 case was identified, although many struggled with the lack of clear guidance. This term the government is planning to rely on INNOVA rapid lateral flow tests to mass screen staff and pupils, and serial test close school-contacts of covid cases. [1] The proposed strategies were announced to schools on the last day of term before the Christmas break, providing no time for schools to scrutinise and discuss their scientific basis, or to organise how the lateral flow test policy will be delivered. Lockdown now provides an opportunity to do this, albeit some schools have already started using tests in keyworkers’ children who continue to attend. There are two different components to the government’s testing plan. The first, mass testing of staff and pupils on return and twice weekly thereafter, aims to detect individuals who have asymptomatic or pre-symptomatic infection. Using the test to identify infected individuals who successfully isolate and prevent onward transmission is a clearly good outcome. However, there are three questions to ask: first, whether other testing strategies could produce better outcomes; second, could the same or fewer resources be more effectively used in other ways to contain infection; and third, whether there are likely to be unintended consequences of testing which could counter any benefit.

    Report Recommendations - An Affront to Dignity, Inclusion and Equality: Coronavirus and the impact of law, policy and practice on people with disabilities in the United Kingdom In the following areas our Report urges the government to: On reforming the Coronavirus Act 2020, disability rights and mitigating effects of the pandemic 1. Undertake an immediate review of legislation passed during the coronavirus crisis and communication thereof. In doing so, we ask that the government change this legislation and all related policymaking to meet its duties under the Equality Act 2010, and commitments to the United Nations Convention on the Rights of Persons with Disabilities, and take steps to avoid or mitigate any potential disadvantage for disabled people. 2. Implement recommendations made by the 2016 House of Lords Select Committee Report on the Equality Act 2010 and Disability, and by the Women and Equalities Committee, on enhancing the enforcement of the Equality Act 2010, both by removing deterrents to individuals bringing disability discrimination cases; and by measures which embed the monitoring and enforcement of relevant duties in the work of regulatory and inspection bodies. 3. Undertake an inquiry on the impact of COVID-19 on disabled people to examine why this group has carried such a heavy burden for the pandemic, including the scale of Covid-19 related deaths. 4. Establish a Covid-19 Disability Inclusive Response and Recovery Group, of experts by experience with disabilities and Disabled People’s Organisations, to ensure disabled people are central to decision-making on the economic and social recovery to the pandemic and guidance. 5.

The UK, and other countries with rising vaccination levels, are entering a challenging period in relation to border management. Increased vaccination means lower transmission and thus pressures to relax public health measures including increased travel domestically and abroad. At the same time, the volume of circulating virus globally, new variants continue to evolve, with those more transmissible and virulent, and/or vaccine-evasive VOC moving the goalposts on herd immunity. 2. Most disruptive would be if a partial-escape variant emerges, i.e., one able to infect a significant number of fully vaccinated people and cause severe disease. A recent study modelled different scenarios in Canada for vaccine coverage and efficacy. The most damaging, by far, was a partial-escape variant. COVID-19 cases, hospitalizations and deaths were predicted to be twice as high as the next most serious scenario.1 Even with 75% full vaccination of the total population (Canada’s present target for the end of the summer), a partial-escape variant could result in a fourth wave. Even at 90% full vaccination, the study showed a partial-escape variant would be disruptive. 3. Effective management of travel-related risks will thus be critical over next 12-18 months, particularly given slow progress on achieving global equity in access to vaccines. There are risks to the gains achieved from mass vaccination.

    4. I am instructed to send this letter to sitting Members of Parliament (State and Federal). 5. The most recent Orders from the NSW State Government on Airport workers at Kingsford Smith Airport (Sydney) has caused a number of airport employees (including pregnant and single wage families/adults) to go on stress leave because they have been given an ultimatum to get the vaccine or potentially lose their positions. The amount of emails and calls from airline industry staff to my office is most concerning and I am instructed to make this representation on their behalf because they believe their elected representatives are not taking notice. 6. We are also mindful that the airport staff, front-line workers, pilots, police, paramedics and medical staff are also seeking the protection of all rights and responsibilities pursuant to Australian and International laws. 7. There are people taking sick leave from airport duties due to the mental health related issues and pressures being placed on them to take a vaccine. We understand that that the Australian Government cannot guarantee the vaccines safety in the short, mid and long term, but yet the NSW Government are issuing Orders for companies to vaccinate all staff, whilst Federal Parliamentarians do not question the validity or acknowledge this growing concern in electorates all over Australia. 8. I am instructed those workers are not allowed on Commonwealth airport property effective as of 6 July 2021 as a result of State Orders. The workers are not only feeling the pressures imposed upon them with speed and stealth at which the Orders were passed, but they are also concerned about being targeted if they speak out.

A Health Declaration form should be available on all the international flights and to be filled by the Passengers before boarding the flight (at the departure airport) and to be delivered to The Quarantine Authorities upon arrival. Airline must provide the Health Declaration form at the departure airports and insure that the passengers have filled and signed it before boarding the flight (on the international flights) Passengers travelling to Egypt should be screened at the airport of departure. Passengers who are suffering from a temperature (Equal / above) 38C or those who are suffering from one of the respiratory symptoms (cough / sneezing / shortness of breath …etc.) are not allowed to board the aircraft. Aircraft disinfection form should be delivered to The Quarantine Authorities upon arrival for the international flights. The disinfection of the Aircraft and the disinfection of aircraft air conditions filters should be done according to WHO guidelines and the aircraft manufacturer, Aircraft will not be allowed to take off again till obtaining a sanitary quarantine approval from the Egyptian Quarantine Authorities. In case of any of the respiratory symptoms appear on a passenger during the flight, all necessary precautions must be taken if possible by (separate the suspected passenger in an area far from the rest of the passengers / assign one of the cabin crew members to serve the sick passenger / provide a bathroom for the sick passenger only).
