OPENING SERVICE: The 121st Convention of the Episcopal Diocese of Oregon began with Holy Eucharist at Central Lutheran Church in Eugene, Oregon. The Rt. Rev. Sanford Z. K. Hampton presided; the Rt. Rev. Jerry A Lamb, Provisional Bishop of the Diocese of San Joaquin, preached.

CALL TO ORDER: The Secretary of Convention, the Very Rev. Hollinshead Knight, called the convention to order at 8:45 p.m.

WELCOME: Ms. Sharon Rodgers, President of the Standing Committee, welcomed the delegates and expressed thanks to Pastor Kegel and Central Lutheran for hosting, as well as to the Rt. Rev. Jerry Lamb for preaching.

ELECTION OF A PRESIDING OFFICER: The Constitution requires that in the absence of a sitting bishop, a presiding officer shall be elected from among the clerical members of the Convention. The Standing Committee nominated its Vice President the Rev. Anne Bartlett for the position of presiding officer of the Convention. There were no nominations from the floor. The ayes have it and the Rev. Anne Bartlett is elected presiding officer of the Convention.

REPORT OF THE STANDING COMMITTEE: Sharon Rodgers, President of the Standing Committee:

2009 was a year of ups and downs for the Diocese of Oregon. The year began on a high note as the Search, Transition, and Standing Committees gathered in Eugene for a joint retreat in mid-January. At that retreat, the Rev. Robert Voyle led us in a process that resulted in agreed-upon lists of diocesan values, descriptive statements, and goals that were then used as the basis for our diocesan profile in our search for our next bishop.

Over the next several months Standing Committee received regular reports from the Search Committee about their progress. Unfortunately, during this same time period the world-wide economic crisis that came to a head in the fall of 2008 began to be felt more and more severely by the congregations of our diocese. Since the largest source of diocesan income is DPA payments from our churches, a serious shortfall began to develop between the projected 2009 income and actual receipts. As a result, at its May meeting Diocesan Council adopted a revised budget for 2009, which projected income $350,000 below what appeared in the budget that was adopted at the 2008 Convention. Council decided that $141,000 of the deficit needed to be deducted from administrative costs. They charged Standing Committee with deciding how those cuts should be implemented.

After considering several possible options, Standing Committee made the very difficult decision to cut three positions from the Diocesan staff. This was obviously extremely hard on the people who lost their jobs, but it was also very painful for their fellow staff members. In addition to cutting three positions, Standing Committee also found it necessary to cut the salaries of the remaining staff by 10% for the balance of this calendar year. We are grateful beyond words for the dedication to this diocese that your diocesan staff has displayed during this extremely difficult period of time. Thankfully, enough of a surplus accumulated by late October that Diocesan Council was able to restore the 10% salary cut at that point, for the remainder of the year.

In a further effort to streamline business practices at the diocesan level, Standing Committee called for the formation of a task force made up of representatives from Diocesan Council, the Board of Trustees, and Standing Committee to work with our Finance Officer Mary Miller in studying how we deal with payroll. After careful study the task force developed a proposal which they presented to all three governing bodies of the diocese, all of whom enthusiastically supported and approved the changes recommended in the proposal.

This task force was the beginning of a concerted effort to have the governing bodies of the diocese work together on behalf of us all. In late July the President Pro tem of the Board of Trustees, the Chair of Program and Budget, and the President of Standing Committee met in Eugene to talk about common diocesan concerns. Since then we have joined with our Chancellor in multiple conference calls to discuss diocesan business. As far as we know, this is the first time representatives of all our governing bodies have worked together in this manner. Hopefully this is a practice that can carry forward even after our new bishop has been consecrated.

Following the adoption of Resolution 2 at the 2008 Diocesan Convention, Standing Committee asked that the Deans and Presidents of Convocations develop a process for carrying out the dialogue around blessing of same gender unions called for by the resolution. In March of this year a group of Convocation Deans and Presidents, along with members of the Congregational Relations subcommittee of Diocesan Council, met to discuss how best to proceed. They developed a set of questions to be considered by convocations using an Appreciative Inquiry approach. All seven convocations carried out these conversations at some point during the spring and summer. The

input received from the convocations is summarized in the very complete report which you will find in your convention packets.

On August 6, 2009 the co-chairs of the Search Committee presented to Standing Committee the names of three nominees for bishop. Standing Committee released those names to the diocese later that day. At the same time Standing Committee opened the three week window during which petition nominees could be submitted. We did not receive any, which means tomorrow morning this convention will choose our next bishop from the three nominees chosen by our Search Committee. Standing Committee is profoundly grateful to the Search Committee for the countless hours of hard work that they devoted to selecting the slate of nominees they presented to us, Likewise, we deeply appreciate the ongoing work of the Transition Committee. They coordinated the walkabout that took place three weeks ago, during which over 700 members of the diocese were able to experience the nominees firsthand.

This diocese has been blessed by so many people who have stepped forward to share their gifts in a host of different ways during the past year. It is Standing Committee’s fervent prayer that the level of commitment to diocesan ministry displayed by so many people during our time of transition will continue to grow in the years to come.

When I had the privilege of finally meeting our three nominees a few weeks ago, I told them that we are ready for them. Two years ago, eighteen months ago, we would not have been ready to elect a bishop. But we are ready now. We have looked long and hard at who and whose we are, at what we value, at how we want to be the body of Christ in this northwest corner of the Episcopal Church. And we have reflected on what kind of leader can best minister with us. I pray that after we leave here tonight, we will spend our time, in our waking and in our sleeping, listening for the still small voice of God. I pray that when we reconvene in the morning we will do so with our hearts and minds open so that it will be you and I and the Holy Spirit who will choose the next Bishop of Oregon. Amen.

ADDITIONAL RESOLUTIONS OF POLICY: The Presiding Officer called for any late Resolutions of Policy. Terri Hoffmann, Chair of the Committee on Resolutions of Policy, presented the following:

Late Resolution I – Submitted by the Diocesan Ministry of Christian Education and Lifelong Formation, the Rt. Rev. Sanford Z. K. Hampton, and Deputies and Alternates to the 2009 General Convention. The Charter for Lifelong Christian Formation. The 2009 General Convention adopted the Charter for Lifelong Christian Formation (Resolution A083) and they call on all dioceses to promote and encourage lifelong formation. It was moved and passed to refer to the Committee on Resolutions of Policy.

Late Resolution II – Submitted by Ellen Nesbitt, Diocesan Coordinator for Episcopal Relief and Development. That the Diocese of Oregon dedicate the first Sunday in Lent as Episcopal Relief and Development Sunday. It was moved and passed to refer to the Committee on Resolutions of Policy.

CONVENTION RECONVENED: The Presiding Officer called the delegates to order at 8:35 a.m.

ELECTION OF THE TENTH BISHOP OF OREGON: The Presiding Officer explained the balloting process before the balloting began, referring to the House Rules, Ten Special Rules of Order, Balloting Instructions and the Explanation of Election of a Bishop and Testimonial as published.

The Presiding Officer introduced the Very Rev. Roy Coulter, Chaplain to Convention, who led the convention in mediation and prayer.

The Presiding Officer declared that the Rev. Michael J. Hanley is elected Tenth Bishop of Oregon. The Convention Chaplain offered a prayer of thanksgiving. Sharon Rodgers, President of the Standing Committee, reported on her telephone conversation with Michael Hanley.

ASSISTING BISHOP’S ADDRESS TO CONVENTION:

My friends, let us imitate the apostles. If you believe that an episcopal election is in the hands of God, do not be displeased at its outcome. If you are, it is with God that you are displeased... “for God has made his choice, and God knows how to dispose things for the best."

If you hadn't figured it out by now, these words are not mine but rather those of St. John Chrysostom, a 5th Century Patriarch of Constantinople and who is regarded as one of the great Saints of the Eastern Church. He is also commemorated on January 27th in our own Calendar. I don't know if Chrysostom was referring to his own election but if you agree with him, as I do, God has chosen, through you, Michael Hanley, to be the Tenth Bishop of Oregon.

Over the past 20 months, I've been asked on numerous occasions, “What have you seen in the Diocese of Oregon? What words would you pass on to the next Bishop of this Diocese?”

First, I would say to Michael, “You have been called to a pretty healthy diocese. As would be the case in every diocese, Oregon is not without its problems and dilemmas, but you will be welcomed by a cadre of strongly committed and faithful lay and clergy leadership most evident in the growing governing partnership that has developed amongst the Standing Committee, Diocesan Council and Board of Trustees. And they are joined by the other 20,000 or so Episcopalians in the Diocese who stand ready to PARTNER with you, my brother in Christ, under the guidance of God's Holy Spirit, to move us forward in mission and ministry.”

MISSION. That would be my second word to the Bishop-elect. The former Archbishop of Canterbury, George Carey, observed that a Bishop has three essential responsibilities: to be a pastor, a teacher and to be a leader of the church in mission. He went on to suggest that the first has been overemphasized to the exclusion, especially of the last. I would pray and hope that Michael will help the Diocese of Oregon to once again become the Missional Church that established our 74 congregations in this part of the state. In my former "incarnation" in the advertising and marketing field, I learned that you have to have a good product and believe in it if you expect people to buy it. God has entrusted us with a wonderful, life-giving "product", The Gospel of Jesus Christ and a unique way of making it known through our beloved Episcopal Church. Unfortunately, many of us have become like ducks, sitting with our mouths wide open, expecting the fish to fly in through our red doors. We need to establish new congregations where an Episcopal presence might help move the Kingdom of God forward. We need to examine how we prepare people for mission and ministry and, where necessary, adapt to a changing culture with a rapidly growing ethnic constituency. We need to strengthen, and in some cases, restore our commitment to college work, historically and potentially the source of so much of this church's lay and ordained leadership and which, for a variety of reasons we allowed to lapse for many years.

May I suggest the obvious—or at least what should be obvious—that by our Baptisms we are all called to Mission, THE primary work of the church. But we must also humbly allow ourselves to be "missionized". What do our Latino and other non-Anglo sisters and brothers as well as "emerging church" folks have to share with us about the love, forgiveness and healing power of The Christ we all claim to follow? How might our worship express and enrich the work of the WHOLE people of God? In short, if we are to once again become a Missional Church we must begin by asking, "What is God calling us to be and do? rather than limiting our prayer and discernment to "What members want and what will they support?"

And now, a word to our Diocesan Staff. Thank you and bless you. You have been through a difficult year. Some of our colleagues have been released due to changing economic circumstances. You have made significant sacrifices of money, time and energy, unknown to most in the diocese, in order to serve the congregations committed to your care. I know that for these good folks their work has been a vocation, not a job. You will have the opportunity to honor Deirdre Steinberg and Stephanie Wight this evening. But along with them I would ask you to recognize, Roberto Arciniega, Marie Bagwell, Debbie Berthold, Beth Dieker, Marlyn Flanders, Lin Knight, Mary Miller, Sandy Norcross, Barbara Ross, Arlene Ullman and Richard VanOrman. Would you please stand and receive the appreciation of a most grateful Diocese of Oregon.

Finally, my Beloved Sisters and Brothers in Christ, Mari and I give thanks for the honor and privilege of serving with you for almost two years. You have welcomed us, loved is, encouraged

us and cut me a lot of slack with your patience. My prayer is that you will do the same for Michael and Marla Hanley and I know you will.

I close with a final word for Bishop-elect Hanley in the form of a little limerick by Dick Watts entitled, "God to St. Peter, Upon Learning of the Death of Dr. Seuss." God says, I wish I'd thought to make a Zizzer-Zazzer-Zuzz The best that I could do was a giraffe. Be sure to let Dr. Seuss in before the bishop- He made me laugh.

REPORT OF THE JUBILEE COMMITTEE: The Rev. Dennis j. Parker presented the report and presented three certificates and $1,000 each to Jubilee Centers at St. Barnabas, McMinnville, Grace, Astoria and St. Michael & All Angels, Portland.

INSURANCE REPORT: Marlyn Flanders, Insurance Administrator, discussed the new dental plan and presented an award to Holy Cross/Santa Cruz, Boring as “The Best Little Church in Oregon” for being the only church to receive zero recommendations for improvements to their building or grounds following inspection by Church Mutual risk manger.

COMMITTEE ON RESOLUTION OF POLICY: Terri Hoffmann, chair, presented Resolution No. 2. The Resolution from the Diocese of East Tennessee on Health Care Coverage for All. It was moved that the Diocese of Oregon support this resolution. Resolution passes. (see Appendix, page 40)

Resolution No. 1: Same-Gender Blessings. It was moved to adopt this resolution. Resolution passes. (see Appendix, page 39)

REPORT OF THE BOARD OF TRUSTEES: The Very Rev. Anthony “Bud” Thurston, President Pro Tem, reported.

In a year of unpredictable financial stability, the Board of Trustees of the Diocese has met each month to manage the financial affairs of the diocese.

Like last year, the Board of Trustees has worked in the midst of significant changes and every attempt has been made to be deeply cognizant of our responsibility with diocesan funds, endowments and trusts.

Last year we reported on the issue of corporation sole, which has made it difficult to sustain decision making with numerous financial matters. A committee was been appointed to review changes to the Canons of the diocese to change the present legal arrangement of corporation sole. In the mind of the Board of Trustees, this action moves us forward in concert with many other dioceses who have omitted corporation sole in their diocesan structure. The Board has continued in honoring the requests that previously were the prerogative of the Bishop of Oregon. These include:

• Seminarian support • Critical and routine pastoral care needs of clergy and families • Ongoing regular annual requests—health care costs assistance • Clergy sabbaticals, conference and retreat requests.

Your Board has continued its work of receiving requests for loans and grants from our congregations. Each month has seen a variety of requests from numerous parishes. In many cases each of these requests brings with it the optimistic hope of growth and new ministry opportunities.

For the remaining time before our new Bishop arrives, the Standing Committee, Diocesan Council and Board of Trustees have made a useful and helpful arrangement of a monthly meeting of the principles of these three groups, along with the Chancellor, in order that decisions can be made that each group has knowledge of and in light of the transparency needed to operate the diocese.

The Board of Trustees, over the last few months, has, through the Diocesan Treasurer and President ProTem initiated a number of visits to congregations who are dealing with severe financial difficulties. Many of our parishes are not current in their DPA and several parishes are also having difficulty meeting their parish payroll responsibilities. The Board will continue to work with each parish as we struggle through this recession and the Board is open and available for discussion regarding the meeting of DPA and payroll goals. Our desire is to be a pastoral presence as well as a listening board for ways in which congregations may make the best of these times.

A committee was appointed with representation from the Standing Committee, Board of Trustees and Diocesan Council to consider a re-design of the process by which the diocese handles clergy and parish staff payrolls as well as healthcare premiums. The recommendations of this committee are now being put into place.

As we approach a new year of financial management of the diocese, and the opportunity to work with a new Bishop, the Board of Trustee members continue to commit themselves to serving the diocese through the management of diocesan monies and programs related to its financial management.

REPORT OF THE TREASURER: Mike Stone, Treasurer, presented the report.

This has been a year of great financial challenges, both at the congregational and diocesan level. As congregations have struggled with reduced financial resources in this new economic climate, so has the diocesan office.

It was clear early this year that the budgets prepared in May and June 2008 were not going to be realistic in this economy, and Diocesan Council made the difficult, and unprecedented, decision to revise the operating budget in late May. The income projected from Diocesan Program Assessment was reduced by $350,000, which represents a 16.79% decrease from the budget voted on by convention last year, with that amount reflected in cuts to Program and Diocesan Staff.

The good news out of this drastic action is that the adjustment appears to have kept the Program Budget from continuing its decent into deficit, and we are now back in balance with revenues and expenses. Although this comes at the cost of three and a half full time positions at the diocesan office and a reduction of the majority of programs by one half.

Because the Board of Trustees is committed to openness and transparency, and the need to share the financial status of the diocese with its members, the decision was made to post our financial reports on the website. You are now able to read the most current Year to Date Program Budget

Report, as well as the Audited Diocesan Financial Statements as they are posted. You will find these reports under the Finance Tab on the left side of the webpage.

The sale of the Triangle Lake Conference Center has been completed, and the Board of Trustees will be putting into effect the recommendations of the Triangle Lake Task Force that were established in 2006 and ratified by the current Board of Trustees in 2009. This process has begun, and you will be seeing more about it in the coming months.

We look forward in 2010 to providing the best services and support to all members of the diocese as we walk together.

CHURCH DIVINITY SCHOOL OF THE PACIFIC: Dean and President Donn Morgan addressed the delegates. This is his last year as dean and president. He expressed congratulations on the election of the Rev. Michael Hanley as bishop and thanked the delegates for their support to the seminary and students. He expressed the importance of theological education and reported on activity at the seminary. We are part of a changing church and the seminary changes as well. The Church of the West is the matrix of CDSP education.

SECOND BALLOT: The results of the second ballot were announced.

2010 BUDGET: The Rev. Jed Holdorph, reporting for the Committee on Program and Budget, presented the 2010 budget. He thanked the members of the committee, the Diocesan Council, Bud Thurston, Mike Stone, Mary Miller, Sharon Rodgers and the members of the Standing Committee. He also expressed thanks to the diocesan staff as they have born the cost of the economic pain this year. He expressed thanks to God for all of our gifts, in all things. He acknowledged that the process was complicated by the economic downturn, that it was painful and tough. It was moved, seconded and passed to adopt the budget.

REPORT OF THE ENVIRONMENTAL COMMISSION: Alice Speers, Convener, presented the annual Energy Conservation grants. St. Gabriel, Portland, was awarded $150 for an energy audit. St. Paul, Oregon City was awarded $550 for retrofitting to florescent lighting. St. Luke, Gresham received the Environmental Award for sustainable practices for their community garden and labyrinth.

CHURCH PERIODICAL CLUB: The Rev. Dn. Nancy Mulheim gave a brief description of the program and awards to seminarians Laurel Hart and Nancy Gallagher and honored the congregations of Holy Spirit, Sutherlin and Ascension Riddle for their Miles of Pennies and long support of the program. St. Bartholomew, Beaverton, St. Paul’s, Oregon City, and St. Mary’s, Eugene all received certificates for their Miles of Pennies support.

EPISCOPAL RELIEF AND DEVELOPMENT: Ellen Nesbitt, Convener, reported that $18,330.78 has been collected so far for Nets for Life. This will be matched up to $250,000 as of November 30th. This equals 5,833 nets, which will save 17,000 lives. Also provided $20,457 for youth scholarships.

CONVENTION RECONVENES: The Presiding Officer called the convention to order at 8:35 AM. Morning Worship was led by seminarian Heather Wenrick, Trinity Cathedral, Portland.

SKYPE TRANSMISSION: Bishop-elect Michael Hanley spoke to the convention via Skype transmission projection. He expressed his deep gratitude for his election.

COMMITTEE ON CONSTITUION AND CANONS: Mr. Paul Dakopolos, Chancellor of the Diocese and Chair of the Committee on Constitution and Canons, was recognized by the Presiding Officer to report on behalf of the Committee.

Proposal 2 - Diocesan Program Fund: Mr. Dakopolos presented the Second Reading of Canon 5.2. (see Appendix, page 42) A motion to amend by substitution Proposal 2. Second. Discussion. Motion set aside. Discussion of Second Reading of Canon 5.2. A motion to amend Section 3, sub (b) be amended by striking 20 percent and inserting 18 percent in the second sentence. Second. Vote on amendment. Amendment passed by simple majority. A motion to amend: divide proposal 2 into three distinct sections, each with its own discussion and vote. The division is as follows: 1. Canon 5.2: Section 4 (a) (proposed); 2. Canon 5.2: Section 4 (b) (proposed); 3. All other pieces. Second. Discussion. Motion failed. A motion to amend: replace Section 4B, Canon 5.2 beginning “Failure…” with “parishes or missions which do not comply with Section 3 of this canon or to pay such assessed costs for two consecutive years will be referred to the Bishop’s office for intervention and follow up.” Second. A motion was made to refer to a task force to be appointed by the Bishop-elect with a request to develop a more complete plan for working with congregations facing financial difficulties and such other improvements as it may deem appropriate. Proposed constitutional change 1 – Convention: Mr. Dakopolos presented this proposal (see Appendix page 41) to change Article 5 Convention to allow duly elected or appointment Lay members of Board of Trustees, Standing Committee, and Diocesan Council the right to vote at annual Conventions. Passed by majority of both orders. Shall lie over for consideration and final action at the next annual meeting of the convention.

FUND FOR POOR AND HOMELESS: Sydney Brewster presented recognition awards for community gardens to St. Mark, Medford, St. Luke, Gresham, and St Michael/San Miguel, Newberg.

RESOLUTIONS OF COURTESY: The Rev. Dn. Pauline Morrison, the Rev. Carol Sedlacek and the Rev. Wes Sedlacek presented the Resolutions of Courtesy by singing a litany (see Appendix, page 45). Motion to amend by adding Mary Miller. Second. It was moved, seconded, and passed to adopt the resolutions as amended.

"SAMARITAN VILLAGE" This nonprofit corporation controls, manages and operates Samaritan Village, 285 NW 35th Street, Corvallis, Oregon 97330, the retirement facility sponsored by The Diocese of Oregon. This facility has been in operation since September 1, 1962 and continues to operate at full capacity, with a short waiting list. The Bishop is President of the Board of Trustees.

"OREGON EPISCOPAL SCHOOL" This nonprofit corporation controls, manages and operates Oregon Episcopal School, a school for boys and girls, formerly known as St. Helen's Hall and Bishop Dagwell Hall, at 6300 SW Nicol Road, Portland, Oregon 97223. The Bishop serves as Chairman of the Board and the Diocesan Convention elects nine Trustees, annually electing three Trustees to serve three-year terms on a rotation basis.

Resolution Number 1: Same-Gender Blessings

RESOLVED, that the Diocese of Oregon meeting in November 2009 in its 121st Convention supports and affirms Resolution C056 of the 76th General Convention (2009), which acknowledges “the changing circumstances in the United States and in other nations, as legislation authorizing or forbidding marriage, civil unions or domestic partnerships for gay and lesbian persons” is passed in various civil jurisdictions, and RESOLVED, that this Convention acknowledges and give thanks for the work of the Standing Committee, Diocesan Council and the Convocation Deans and Presidents in ensuring that, in accordance with Resolution 2 of the 120th Convention of the Diocese of Oregon which met in 2008, “full dialogue regarding access to… all the rites and sacraments of the Episcopal Church, … [including] access to blessings of relationships and unions” took place in Convocation meetings held in 2009, and RESOLVED, that this Convention honors the theological diversity of this Church in regard to matters of human sexuality, and acknowledges that Christians of good conscience may disagree about some of these matters, and RESOLVED, that, in accordance with Resolution D025, also passed by the 76th General Convention (2009) and Resolution D039 (2000), this Convention has come to recognize “that the baptized membership of The Episcopal Church includes same-sex couples living in lifelong committed relationships ‘characterized by fidelity, monogamy, mutual affection and respect, careful, honest communication, and the holy love which enables those in such relationships to see in each other the image of God’," and RESOLVED, that, in accordance with Resolution C056 and recognizing that domestic partnerships have been authorized by legislation in the State of Oregon, this Diocese, acting by and through its 121st Convention, humbly requests that the Bishop of Oregon “provide generous pastoral response to meet the needs of members of this Church” by authorizing the blessing of such partnerships by the clergy of this diocese who may choose to do so.

Resolution Number 2: Health Care Coverage for All

RESOLVED, that this 121st Convention of the Diocese of Oregon supports the following resolution from the Diocese of East Tennessee on “Health Care Coverage for All’, as published.

RESOLVED, That this 25th convention of the Diocese of East Tennessee calls on its congregations to undertake discussions within the parish of the issue of health care coverage in the United States, including: a) recognition that health is multi-dimensional, with spiritual, social, environmental, and mental elements as well as physical, b) reminder of personal responsibility for healthy life choices and concern for maintaining one’s own health, c) proclaiming the Gospel message of concern for others which extends to concern for their physical health as well as spiritual well-being, d) responsibility as a parish to attend to the needs (including health-related needs) of others, both other members of the parish family and those of the wider community, the nation, and the world, e) recognition that there are limits to what the healthcare system can and should provide and thus that some uncomfortable and difficult choices may have to be made if we are to limit healthcare costs; and be it further

RESOLVED, That, following up on the discussions within the parishes, communicants, individually and congregationally, be urged to contact elected federal and state officials encouraging them to: a) create, with the assistance of experts in related fields, a comprehensive definition of “basic healthcare” to which our nation’s citizens have a right, b) establish a system to provide basic healthcare to all, c) create an oversight mechanism, separate from the immediate political arena, to audit the delivery of that “basic healthcare,” d) educate our citizens in the need for limitations on what each person can be expected to receive in the way of medical care under a universal coverage program in order to make the program sustainable financially, e) educate our citizens in the role of personal responsibility in promoting good health with provisions of restricting to some degree treatments for disease in which the patient fails or refuses to comply with good medical practice; and be it further,

RESOLVED, That this resolution be distributed to the other dioceses of the Episcopal Church of America for their consideration and support; and be it further

RESOLVED, That the Diocese of East Tennessee be called upon to establish and fund a task force to develop action plans and educational materials by July 1, 2009 for parishes to conduct the above- described activities, and be it further

RESOLVED, That the Diocese of East Tennessee call upon the Episcopal Church to establish and fund a task force to develop action plans and educational materials for dioceses and parishes to conduct the above-described activities.

The Charter for Lifelong Christian Formation

BE IT RESOLVED, That the 121st Annual Convention of the Episcopal Diocese of Oregon adopt The Charter for Lifelong Christian Formation as an underlying standard for Christian Formation in the Diocese of Oregon; and

BE IT FURTHER RESOLVED, That we affirm that Christian Faith Formation in The Episcopal Church is a lifelong journey with Christ, in Christ and to Christ; and

BE IT FINALLY RESOLVED, That every congregation in the Diocese of Oregon read and study the Charter for Lifelong Christian Formation and attempt to live it out locally.

Late Resolution II:

Establish the First Sunday of Lent as Episcopal Relief & Development Sunday

Be it Resolved, that the Diocese of Oregon dedicate the first Sunday in Lent as Episcopal Relief & Development Sunday and that parishes and individuals be encouraged to support Episcopal Relief & Development's life-saving work through prayer and a special offering that will help heal a hurting world. throughout the year with prayer and financial support.

CONSTITUTIONAL AND CANONICAL CHANGES

PROPOSAL 1. To amend Article 5 of the Constitution by adding underlined matter.

ARTICLE 5 CONVENTION

Sec. 7(a) Except as provided in subsection (b), officers of the Diocese and members of permanent Commissions, Departments, Committees, and Boards shall be entitled to seats in the Convention and all rights except the right to vote.

Sec. 7(b) Notwithstanding subsection (a), duly elected or appointed Lay members of Board of Trustees, Standing Committee, and Diocesan Council shall have all rights, including the right to vote, at annual Conventions.

Action of Convention: RECEIVED A MAJORITY VOTE AND WILL LIE OVER UNTIL THE NEXT CONVENTION WHEN IT WILL BE ADOPTED IF IT RECEIVES A TWO-THIRDS VOTE IN EACH ORDER

PROPOSAL 2. To amend Canon 1.5, 3.3, 5.2 by adding underlined matter and by deleting matter that has been crossed out. Proposed by the Diocesan Council.

CANON 1.5 NOMINATIONS - Sec. 6. The nominations so made shall be communicated to the Secretary who shall then send a list of the nominations to each Member of the Clergy and each Lay Delegate in the Diocese at least 30 days prior to the annual Convention. The information published before the Convention shall include current compliance status of each Parish or Mission with Canon 5.2 Section 3.

The amendment proposed to Canon 1.5 shall be effective January 1, 2013.

CANON 3.3 OF THE DIOCESAN COUNCIL, Section 2

Sec. 2. (a) The Council shall: [1] Advise the Bishop on all financial, property, and secular matters pertaining to Diocesan Missions. [2] Perform such other duties as required by Canon or by Resolution of the Convention.

(b) The Council may:

[1] Recommend measures to increase the funds under its jurisdiction. [2] With the approval of the Bishop, request the Board of Trustees to provide funds for aiding the missionary work of the Diocese, other than clergy salaries. [3] Recommend, by three-fourths vote of its members present at a regular meeting and with the approval of the Bishop, temporary financial assistance to any Parish, upon such conditions as the Council may impose. [4] Adopt by-laws, rules, and regulations for its government, and the government of its officials, agents, and Departments, and the administration of the Assessment levied under authority of Article 16 of the Constitution..

The amendment proposed to Canon 3.3 shall be effective January 1, 2010.

CANON 5.2 OF THE DIOCESAN PROGRAM FUND

Sec. 1. There shall be a Diocesan Program Fund which shall be used for the payment of the expenses of Convention, the charges of the General Convention, the Bishop’s salary, all administrative costs of the Diocese of Oregon, the Assessment levied by the Executive Council, for all Diocesan Missionary projects, and for all charges incurred by the Diocese of Oregon.

Sec. 2. The Diocesan Program Fund shall be derived from all interest received from the Episcopal Endowment Fund and other investments, from grants, contributions, and gifts, and from the Diocesan Program Assessments.

Sec. 3. On Calculation of Diocesan Program Assessments.

(a) Each Parish and Mission of the Diocese shall pay a Diocesan Program Assessment (“DPA”). The DPA for each Parish or Mission shall be either (i) the amount computed according to subsection (b) below or (ii) the amount computed according to a Covenant of Mutual Ministry between that Parish or Mission and the Diocese entered into in accordance with subsection (c) below. In either case the DPA shall be calculated annually for the next succeeding calendar year, and paid monthly. (b) The amount of DPA owed for any year shall be equal to the Applicable Rate times Assessable Income. The Applicable Rate shall equal 10 percent of the Base Amount plus 18 percent of

Assessable Income in excess of the Base Amount. The Base Amount for any year shall equal $30,000 plus a cost of living adjustment for changes after 2009. The cost of living adjustment shall be calculated by the same method as used in calculating cost of living adjustments to Diocesan Stipend, Housing and Utilities. Assessable Income equals the average of the following for the latest two years as reported by the congregation on the Parochial Report: Normal Operating Income (line A of the Parochial Report) less “Outreach from Operating Budget” (line 13 of the Parochial Report). Normal Operating Income and “Outreach from Operating Budget” are defined in the same manner as these terms are defined from time to time in the Instructions for the Episcopal Church Parochial Report as set forth in the Manual of Business Methods in Church Affairs (“The Manual”) as published by ECUSA, or any successor publication.

(c) Diocesan Council has authority, with the approval of the Bishop or other Ecclesiastical Authority, to enter into a Covenant of Mutual Ministry with a Parish or Mission in order to advance strategic goals and priorities of the Diocese. Such a Covenant of Mutual Ministry shall be for a term of no more than five (5) years, and shall supersede the rule of Section 3(b) during its term. Such Covenants of Mutual Ministry shall be public records. Diocesan Council shall, in cooperation with the Bishop, create and publish guidelines and procedures for entering into such a Covenant of Mutual Ministry.

Sec. 4. On Delinquency in Diocesan Program Assessment.

(a) Diocesan Council has authority to enter into payment agreements under which a Parish or Mission in arrears on its DPA is provided time to come into compliance. Such a payment agreement may include a provision for cancellation or reduction of prior DPA. Compliance with such a payment agreement will be considered compliance with Section 3 of this Canon.

(b) A Parish or Mission that is not in compliance with Section 3 of this Canon for more than six consecutive months will be assessed costs for services provided by the Diocese, including but not limited to fees for insurance management and payroll services, travel expenses for Bishop visitations, and costs of Convention and Clergy Conferences that are supported by the DPA. Failure, for two consecutive years, to either come into compliance with Section 3 of this Canon or to pay such assessed costs, shall constitute evidence that the Parish or Mission is essentially defunct within Article 15 of the Constitution.

A Diocesan Program Assessment shall be paid by each Parish and Mission, based upon the amount of General Purpose Income received by each during the month immediately preceding that in which the assessment is due, less amounts of General Purpose Income used for repayment of principal on long-term indebtedness incurred for capital improvements and less amounts of General Purpose Income used for the cost of New Ministry. General Purpose income shall include: All plate offerings, loose offerings, unpledged or undesignated offerings, and all Easter and Christmas offerings, if for general purposes; All amounts designated for the Diocesan or General Church Program; All undesignated receipts from any parish group; All gifts designated for any parish operating expense and for Diocesan or General Church Program; All Diocesan support for the parish budget, except support for Clergy compensation; All investment and endowment income, dividends, interest, or net rental income, available for parish operating expenses and/or the Diocesan and General Church Program; All interest credited to a savings account whose purpose is the support of the parish’s general purpose expenses; Any income (e.g., from cemeteries, columbariums, or special grants from non-Church sources) which can be used for operating expenses, or for the Diocesan and General Church Program.

For the purposes of this section, “New Ministry” is defined as the addition of an assistant in direct ministry, either a Member of the Clergy or lay, at half time (or more), or a Mission Vicar moving from half time to two-thirds time or more. “The cost of New Ministry” is defined, for Members of the Clergy as stipend, housing and utilities only; and for lay persons, as salary only. The reduction in General Purpose Income for the cost of New Ministry shall be with the consent of the Bishop and may be made for not more than five years from the date of the addition of the assistant in direct ministry or change in time for a Vicar or for as long as the New Ministry continues. If the New Ministry terminates before the end of five years, the reduction shall terminate at the same time. In no case may the reduction for the cost of New Ministry exceed an accumulative period of five years.

If such income exceeds: But does not exceed: The payment shall be: $ 0 $1,500 ($18,000 year) 10% thereof $1,501 ($18,012 year) $2,500 ($30,000 year) 12% thereof $2,501 ($30,012 year) $3,333 ($39,996 year) 14% thereof $3,334 ($40,008 year) $4,167 ($50,004 year) 17% thereof $4,168 ($50,016 year) $5,000 ($60,000 year) 18% thereof $5,000 ($60,000 year) $5,833 ($70,000 year) 19% thereof $5,833 ($70,000 year) and up 20% thereof

Any underpayment or overpayment shall be adjusted on the basis of the annual Parochial Report.

Sec. 5 4. If the total Diocesan Program Assessment collected pursuant to this Canon computed pursuant to the rates herein set forth, together with all other income available to the Diocese, provides an amount less than the total sum needed to meet the budget approved by the Convention, the Diocesan Council shall modify the budget as necessary to bring about a balance between income and expenditures. If the total Diocesan Program Assessment collected pursuant to this Canon, computed at the rates set forth in this Canon, exceeds the amount necessary to meet the budget adopted by Convention, Diocesan Council shall determine how the surplus is used.

Sec. 65. Any motion or resolution from the floor of Convention which would increase any item in the budget submitted by the Diocesan Council, or which would add to the budget any item requiring funding, must include in the resolution or motion an estimate of cost and a means of funding the increase or addition. Any such motion or resolution shall require a three-fourths vote of the members present. Any motion or resolution from the floor of Convention which proposes funding a new item or an increase in an existing item by reducing another item in the budget shall likewise require a three-fourths vote of the members present.

Sec. 76. Diocesan Council, working in collaboration with the Treasurer and Finance Officer of the Diocese, shall establish by regulation forms and procedures for reporting, calculation and payment of DPA. Each Parish and Mission of this Diocese shall send to the Treasurer of the Diocese a statement of the previous month's General Purpose Income and its Diocesan Program Assessment payment not later than the 15th of each month, and if not so paid, such Parish or Mission shall be delinquent. If a congregation's Program Assessment is more than two months delinquent, the Bishop shall provide such counsel to the congregation as the Bishop deems advisable. The Diocesan Council, with the consent of the Bishop, may cancel all or part of the Assessments delinquent for longer than two years and forgive the filing of all or part of delinquent required statements of General Purpose Income.

The Amendment proposed to Canon 5.2 shall be effective for the fiscal year beginning January 1, 2011.
