Selena Barlow Ms. Barlow, the owner of Transit Marketing LLC, has more than 25 years of experience marketing public transportation services throughout the U.S. Ms. Barlow’s areas of expertise include marketing plan development, market research, community outreach and creation of marketing tools and campaigns. Since the founding of Transit Marketing in 1988, Ms. Barlow has worked with more than 120 transit systems. Prior to the establishment of Transit Marketing, Ms. Barlow was Chief of Marketing for Metro Dade Transit Agency in Miami, FL, where she headed a comprehensive bus and rail marketing division, and Director of Marketing for Sun Tran in Tucson, AZ.

Ms. Barlow holds a Master of Business Administration, with focus on marketing, from the University of Arizona, and a Bachelor of Science in Advertising from the School of Journalism at the University of Florida.

Featured Speakers______Rich Garrity

Mr. Garrity has served as the firm’s primary project manager on complex policy and management studies conducted on behalf of state departments of transportation. He developed procedures and led compliance reviews of state DOT grantees in Ohio, Indiana, Illinois, and North Carolina to ensure that substate grantees meet all applicable Federal Transit Administration (FTA) requirements. He has written several cost model applications for the personal computer, including cost allocation models for the Greensboro Transit Authority and the City of Raleigh (both in North Carolina). He also developed the Head Start Cost Model prepared jointly for the U.S. Department of Health and Human Services and the North Carolina Department of Transportation. He has also developed cost allocation models for community transportation programs sponsored by the North Carolina and Indiana Departments of Transportation. Mr. Garrity served as the developer and organizer of a successful MTAP training course offered by NCDOT in 1993-94. Based on popular demand, he has served as the instructor of specific training workshops on cost allocation for several state DOTs (North Carolina, Ohio, Virginia, Alabama, South Carolina, Indiana, California, Vermont, and Oregon). More recently, he has served as the developer and instructor for the National RTAP Fundamental Financial Management Course (Illinois, Missouri, Idaho, New Hampshire, Maine, Vermont, Tennessee, Texas Department of Transportation, Alabama, Mississippi, Texas, Oregon, North Carolina, and Pennsylvania). Rich has served on the faculty of CTAA’s Institute for Transportation Coordination and Easter Seals Project Action’s Mobility Planning Services Institute.

Robbie Sarles Ms. Robbie L. Sarles is President and owner of RLS & Associates, Inc., a consulting firm in Dayton, Ohio that will this year celebrate 30 years of work exclusively in the transit industry, assisting state departments of transportation, local governments, and rural, small urban and human services transportation systems, both across the country and internationally.

Ms. Sarles is a nationally-recognized trainer and expert in the Federal Transit Administration’s (FTA’s) drug and alcohol testing regulations. She is the Principal-in- Charge for statewide drug and alcohol testing regulatory compliance assessments for Arizona, California, Colorado, Georgia, Indiana, Nebraska, Nevada, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oregon, and West Virginia and has personally conducted more than a thousand drug and alcohol program assessments, policy reviews, and training programs throughout the nation. Ms. Sarles continues to write for the FTA-published Drug and Alcohol Program Quarterly Updates and was a co-author of the Implementation Guidelines for Drug and Alcohol Regulations in Mass Transit and the FTA Drug and Alcohol Best Practices Manual. She was also the primary contributor to FTA’s Prescription and Over-the-Counter Medication Tool Kit, developed in 2002 and updated in 2011. Ms. Sarles developed a model Fitness for Duty Policy that addresses prescription and over-the-counter medication use and led a national project to assess not only the impact prescription and over-the-counter medication use has on transit system safety, but to also quantify the number of systems that have implemented Rx/OTC policies and the extent that Rx/OTC medication use was addressed as part of post-accident investigations. Following this study, Ms. Sarles worked with the FTA TRACS Working Group that was tasked with assisting the FTA Drug and Alcohol Program Manager with reviewing the study and providing recommendations for improving the development of non-regulatory employer Rx/OTC policies, employee Rx/OTC notification, training, and

6 employee reported information in accident/incident investigations.

Ms. Sarles completed an M.S., Transportation Engineering, The Ohio State University; M.S., City and Regional Planning, The Ohio State University; and B.S., Geography and Psychology, Western Kentucky University. She is an Instructor for the Transportation Safety Institute and an Adjunct Professor for the Wright State University, Fairborn, Ohio.

These emerging drugs and drug use trends are a major concern for transit system safety and workforce well-being. This session will explore these trends, and will discuss how transit Drug and Alcohol Program Managers can approach this important safety topic as a vital supplement to their USDOT substance abuse program. Additionally, the new face and behavior of drug use looks very different compared to even just 10 years ago, let alone 20+ years ago. Many people have implicit and/or explicit assumptions about substance use and addiction; many of these assumptions are based on data and experiences that are entirely changed in the present day. The changing demographics of drug use, patterns of drug use, and the public health emergency that is occurring in our society is having huge impacts on our workplace and is likely affecting the safety of our industry.

9:45 A.M. Transportation Camp

Transportation Camp California 2017 is a partnership with CALACT, the California Association for Coordinated Transportation, to bring together diverse views and perspectives on public transportation. The event will take place on Tuesday, November 1st, 2017, during the first day of the CALACT Fall conference in Monterey, California. By hosting Transportation Camp at their semi-annual conference, CALACT is helping to create a unique Transportation Camp atmosphere, where technologists, advocates, and riders can come together in open conversation with the operators of California’s small, rural, and specialized public transit providers.

Though it will take place during a conference, the event will be run as a standard “unconference” — sessions will be proposed on the day of the event, and will range in transportation topics based on the interest of the attendees.

What is Transportation Camp? Transportation Camp is an unconference bringing together transportation professionals, technologists, and others interested in the intersection of urban transportation and technology.

Transportation is a major metropolitan issue, with direct impacts on economic strength, environmental sustainability, and social equity. Recent advances in technology—mobile computing, open source software, open data and APIs, and spatial analysis—present an opportunity to improve mobility more immediately and at a lower cost than has ever been possible in the past.

Transportation Camp raises awareness of this opportunity and builds connections between disparate innovators in public administration, transportation operations, information design, and software engineering.

What is an "unconference?" This is not a traditional conference. The session topics and activities are suggested by the attendees. In addition to talks and presentations from big names in transportation and technology, Transportation Camp provides an opportunity for every attendee to be a participant in shaping and leading the event. Be prepared to get involved and meet people.

Room TBD Women in Transit Leadership Historically in the largely male-dominated transit industry; women are underrepresented in senior leadership. Despite ever increasing numbers of women entering the industry, empowerment is needed for women to receive career guidance, apply for key upper level management positions, and improve their confidence to be seen as leaders. With qualified women eager to become leaders, industry-wide changes will ensure the transit field is not deprived of a vital talent source. A cultural movement will alter this tradition and help transit agencies and organizations develop successful leaders from a pool of qualified female staff. Striving to bring a new perspective to the transportation field, these leaders rely on mentorship and training opportunities to assist entry level female employees in their transition to high level management positions.

The Contracting Agency has the right to inspect all contract deliverables at any time. The Agency also has the right to reject a vehicle or service that does not meet contract requirements. One way contracting agencies evaluate quality is to use of third party inspection services. During the course of this session, participants will discuss the variety of microtransit operations that are currently operating, as well as working to refine an understanding of what forms of microtransit might provide public agencies with a workable model to mimic, in certain respects, the elasticity of the TNCs in relation to meeting the public’s transportation demands. Dealing with Drugs on the Bus Room TBD Transit systems of all sizes and in all areas of the country are being faced with issues associated with the open use of illicit and legal substances onboard and subsequent consequences.  Issues include: o Open and flagrant use and abuse of:   . State law permitted substances that are prohibited on transit vehicles (i.e., marijuana)   . NPS (Synthetic Cannabinoids and Cathinones)   . Inhalants   . This appears to be especially true when considering the mentality of the workforce at most public transportation agencies. As Mark Twain noted, “The only person who likes change is a wet baby.” If, however, public transit agencies are to remain flexible and innovative enough to meet the challenges presented by fluid customer expectation and dynamic transportation alternatives, such as the Transportation Network Companies (TNCs), the mindset of transit employees needs to be elastic enough to accommodate new mobility options and service stratagems.
