Elaboration of Experience

1965 – 1974 Advisor to the Biomedical Division of The Population Council

During this period, I was an advisor to the Population Council. In that role, I was involved in the planning and development of research projects in addition to the implementation of operational programs dealing with family planning, sexually transmitted diseases and gynecologic cancer. These investigations were carried out in many countries. I interacted with government officials from the United States as well as those from the countries involved. I was Co-Director of a program in the Eastern Caribbean involving the longitudinal follow-up of more than 20,000 women for a period of ten years. That study was concerned with the introduction of a combined family planning and cervical cancer screening program in that region.

1966 – 1972 International Collaborative Study of Nephrotic Syndrome

I was asked by the Welcome Trust, the funding agency for this clinical investigation, to participate as the statistician for this study while at

4 the Rockefeller University. I was responsible for the experimental design and subsequently supervised data collection and analysis for this multi-center drug trial of Azothioprine in children with nephrotic syndrome. The investigation included participants from the United Sates, England, Scotland, France, Brazil, Canada, Holland and Italy. I coordinated the data collection process and worked with the researchers involved from each of these centers.

1974 – 1995 Attending Physician at the Columbia-Presbyterian Medical Center

From 1974 to 1994, I was in full-time private practice in gynecology based at the Columbia-Presbyterian Medical Center. During that time, I had approximately 4,000 annual patient visits and performed 250 surgical procedures each year, including abdominal, vaginal and endoscopic procedures. From 1978 to 1983, I was responsible for the mortality and morbidity conference on the service. After I was appointed President of Columbia-Presbyterian Health Services, I reduced my private practice activities. During my tenure as President, I saw approximately 3,000 patients annually and performed approximately 300 surgical procedures a year.

1980 – 1989 Advisor on Medical Affairs to Edward I. Koch, Mayor of the City of New York

During the interval 1980 – 1989, I was an advisor to the Mayor on matters dealing with health issues in the City. From 1980- 1987, I was Vice Chairman of the Board of Directors of the Health and Hospitals Corporation of the City of New York. During this period, I chaired the Committee of the Board responsible for the medical affairs within the corporation. The HHC had an annual budget of 2.6 billion dollars and operated 16 hospitals with more than 10,000 beds, providing in-patient and outpatient care to more than 1.5 million people annually. The Corporation had operational contractual agreements with the five medical schools that provided medical staffing in many of the in-patient facilities as well as outpatient clinics. In addition to my role as Director of the Board of this Corporation, I provided advice to the Mayor concerning government policy on issues of health care and was involved in the screening and selection of members of the Administration, such as the Commissioners of Health and Mental Health.

1992 – 1995 Adjunct Professor at the Rockefeller University

For four years, I taught a one-semester course on the introduction to methods of data analysis in biology and medicine to Ph.D. candidates, post-doctoral Fellows and junior faculty at the Rockefeller University. This

5 course provided an introduction to statistical analysis and the use of existing software for the analysis of data collected in the laboratory as well as in clinical studies. In addition, the development of mathematical models of biological systems was discussed. I am currently using the material presented in this course in the preparation of a textbook on Data Analysis in Biology and Medicine.

1991 – 1995 President of Columbia-Presbyterian Health Services, Inc.

I was appointed President of Columbia-Presbyterian health services on January 1, 1991. Columbia-Presbyterian Health Services was the for-profit subsidiary of The Presbyterian Hospital. Its mission was to develop programs with the potential to generate revenue for the hospital and/or enhance the ability of the hospital to enlarge its patient base. To this end, we initiated two projects in 1994. We established a partnership with PepsiCo World Trade and The Fund for Large Enterprises in Russia and opened an ambulatory care facility in Moscow; and developed plans to expand this program to additional sites in Eastern Europe and the former Soviet Union including St. Petersburg, Prague, Warsaw and Budapest. In addition, we initiated discussions with the Peking Union Medical College for the establishment of similar facilities in Beijing and Shanghai. We also completed and had approved a certificate of need application for the establishment of a freestanding birthing center in Manhattan to be marketed to the managed care programs in New York City.

1995 – 1998 Senior Medical Director for Policy, Empire Blue Cross Blue Shield

This organization is a not for profit health insurance company that provides coverage for approximately five million residents of New York State. In this position, I was responsible for developing regional facilities at academic medical centers for the provision of care for patients requiring organ, bone marrow or stem cell transplantation, high risk obstetrical care, treatment for HIV/AIDS, high risk neonatal care and .

1995 – 1997 Professor and Vice Chairman, Department of Obstetrics and Gynecology, New York University School of Medicine

As Vice Chairman of this department, I was in charge of strategic planning and program development. I prepared a plan to provide facilities for the provision of obstetrical care to women determined to be at high risk for complications of pregnancy and to infertile couples that required assisted reproductive technologies.

1998 – 2003 Associate Professor, Department of Obstetrics and Gynecology at the Columbia Presbyterian Medical Center

During this period, together with Mr. J. Richard Smith, Director of Gynecologic at the Chelsea and Westminster Medical School in London, I have completed two monographs, which have been published by Oxford Health Press. I also completed a book published by the Times Books division of Random House that deals with managed care. I was involved in the marketing of this work including television and radio appearances as well as at bookstores and other sites as organized by the publicity group at Random House.
