Summary:

• Sheffield City Council is compiling a local list of buildings of architectural and historic merit (‘the Local List’). • Local people have nominated buildings and structures for inclusion on the list. • A total of 350 nominations have been received citywide • A total of 4 eligible nominations were received for building and structures in the South East Community Assembly area • All eligible nominations received are assessed against published criteria and based on the results of this assessment the Urban Design and Conservation Team have recommended that all four eligible nominations are included on the Local List.

This report recommends that the South East Community Assembly endorses this recommendation and requests that the Head of Planning includes all 4 eligible nominations on the Local List.

Reasons for Recommendations:

Officers from the Urban Design and Conservation Team have completed an assessment of all four eligible nominated buildings and structures against the following selection criteria: architectural interest, local historical significance, setting or group value, age and rarity and authenticity. All four eligible buildings are recommended for inclusion on the Local List because they score sufficiently highly against this assessment criteria to warrant inclusion.

Recommendations:

It is recommended that the South East Community Assembly:-

1. Endorses the recommendation of the Urban Design and Conservation Team and requests that the Head of Planning includes the following four properties on the local list of buildings of architectural and historic merit:

• Stone slab stile – Elkington Hall Farm, Back Lane, West • Three way stone slab – Owlthorpe Hill, Owlthorpe • Single slab stone stile – Lane, Mosborough • St Cyprian’s – Church

REPORT TITLE: Local Listing of Buildings of Architectural and Historic importance

1.0 Summary:

2.0 WHAT DOES THIS MEAN FOR SHEFFIELD PEOPLE

2.1 The 4 eligible nominations recommended will give people in the South East the opportunity to acknowledge and celebrate local buildings and structures.

2.2 The Assembly will be able to make a tangible improvement in conservation and planning through the local list of buildings.

2.3 The proposed 4 eligible nominations will contribute to the following Assembly priorities:

• Improving the environment • Improving community facilities

The action recommended will contribute to the following ambitions outlined in the Council’s corporate plan

• Vibrant, Safe and Strong Communities • Protecting and Enhancing the Environment

3.0 OUTCOME AND SUSTAINABILITY

3.1 The 4 eligible nominations recommended will help the communities of the South East of Sheffield to play their part in valuing the area’s sense of place or for their association with historical events or individuals. A local list provides an opportunity for such buildings and structures to be formally acknowledged and celebrated.

4.0 Full Proposal

4.1 • Sheffield City Council is compiling a local list of buildings of architectural and historic merit. Inclusion on this Local List does not afford the same level of protection as inclusion ‘statutory list’, held by the Secretary of State for Culture media and Sport, in particular there is no statutory legal protection for buildings on this list and listed building consent is not required for works to these buildings. However inclusion on the Local List will be a material consideration in any future planning application relating to that building or structure. • Local people have nominated buildings and structures for inclusion on the list. • A total of 350 nominations have been received citywide

• In order to be potentially eligible for inclusion in the scheme nominations must satisfy the certain eligibility criteria:

1. Buildings on a statutory list will not be included on the local list 2. Buildings in the Peak Park will not be will not be included on the local list 3. Buildings in conservation areas already benefit from a high degree of protection and will not be included on the local list

• The following 4 eligible nominations were received for buildings and structures in the South East Community Assembly area:

(1) Stone slab stile – Elkington Hall Farm, Back Lane, West Mosborough, (2) Three way stone slab – Owlthorpe Hill, Owlthorpe, (3) Single slab stone stile – Plumbley Lane, Mosborough These three structures were all nominated by Moss Valley Wildlife Group, with a detailed commentary on the significance and quality of these features.

(4)St Cyprian’s – Frecheville Church – Anglican Church, built 1956. Suggested to be included in the full listing process in 1990-95, with demonstrable architectural and historical importance.

• All eligible nominations received are then assessed by Officers from the Urban Design and Conservation Team against the following published criteria: architectural interest, local historical significance, setting or group value, age and rarity and authenticity.

Based on the results of this assessment the Urban Design and Conservation Team have recommended that all four eligible nominations should be recognised as buildings of architectural and historic merit. It is recommended that the South East Community Assembly endorses this recommendation and requests that the Head of Planning includes all four buildings and structures on the Local List.

5.0 Legal Implications

National planning guidance set out in Planning Policy Statement 5 (Planning for the Historic Environment) (issued 23 March 2010) recognises that there may be many buildings and structures that are of heritage interest and therefore valued for their contribution to the local setting, or are of local historical archaeological, architectural or artistic interest and therefore constitute Heritage Assets, but that do not merit national listing as Designated Heritage Assets such as Scheduled Monuments, Listed Buildings or Conservation Areas .

PPS 5 states that it is open to planning authorities to publicly document such locally important Heritage Assets and to use this evidence in the formulation of local policies in the Local Development Framework and in the determination of applications for planning consent involving such Heritage Assets.

Heritage Assets placed on the Local List do not enjoy the same level of statutory legal protection of Designated Heritage Assets but inclusion on the Local List will be a material consideration in the development of local policy and in any future planning applications or appeals relating to the Heritage Asset.

6.0 Financial Implications

There are no specific financial implications arising from the recommendations of this report.

7.0 Equality of Opportunity Implications

There are no specific legal implications arising from the recommendations of this report.

The local list of buildings has been publicised throughout the city and a public nomination process ran between 24 th January and 13 th February 2011. Paper nomination forms were available in all First Point centres and local libraries. Electronic forms were made available on the Sheffield City Council website.

8.0 ALTERNATIVE OPTIONS CONSIDERED

Each of the nominated structures or buildings was considered individually on its own merit. Any of them could have been excluded from listing. However, all were considered to be of sufficient merit to be listed
