b) Agriculture and Climate Change MEASC is willing to work with the Agricultural Advisory Select Committee to prepare a report upon council’s approval. c) Signi?cant Trees Inventory MEASC has partnered with HASC to produce a proposal to update the Signi?cant Tree Inventory (see attached report). 7. Mayor Ranns reported that with a new Chair of CRD, Mayor Desjardins, there will be a positive change in direction of the CRD Board. Mayor Ranns also reported that he has been appointed to the Special Task Force for Integrated Resource Management and gave a brief explanation of gasi?cation and its positive effect on the environment and cost savings.

Mayor Ranns reported that Councillor Grarnigna has been appointednew Chair of the Te’mexw Treaty Negotiation. Mayor Ranns stated that Councillor Gramigna is very familiar with the Te’rnexw Treaty Negotiation process and will be a very positive addition. Metchosin will now become the venue of the in camera meetings, staff taking on the administrative components, staff time being compensated by the other 1l municipalities that are participating.

Moved and Seconded by Councillors Milne and Gramigna that Council appoint Councillor MacKinnon as an alternate to the West Shore Parks and Recreation Society. Carried b) Te’mexw Treaty Advisory Committee Appointment

c) Firearm Bylaw Amendment Regarding Geese — Letter From Mike Hicks

Mayor Ranns gave a brief explanation of what Mike Hicks was proposing in his letter to Council.

a) Colleen Brownlee,SIRC Report for April 2015—November2015

Ms. Brownlee gave a brief review of the SIRC Report including:

0 SIRC Activity April — October 2015 - Outlined plans and projects for the remainder of 2015 and for 2016 o Overviewed the draft operatingbudget for 2016

Council stated that the SIRC program is excellent for the community and the report was very well done, professional and pro?cient.

b) Sherry Buttnor, RASC Star Party in Metchosin

Ms. Buttnor requested Council waive fee for renting the Municipal grounds for the RASC Star Party. A discussion ensued on the popularity and success of the past RASC Star Parties in Metchosin.

Council agreed to move this item to the next Finance & Environment Committeemeeting, March 7, 2016.

c) Jimmy Miller, West Shore Skate Park Coalition

Mr. Miller gave a brief overview of the history and goals of West Shore Skate Park Coalition, supporting users that are both young and old, gender neutral, ethnically diverse and social- economically varied. Mr. Miller also discussed the following: 0 Would like to workwith Council to ?nd a location for a skate park in Metchosin - Have Council and municipal staff involved in the planning and development - Work together in securing funds 0 Building individual and public awareness around skate parks and its many user groups

Council discussed different options for placement of a skate board park, stated their support in principle at this time and offered Councillor MacKinnon’shelp as liaison for Parks Committee, and Mayor Ranns stated he will approach the subject on the Mayor’s level to seek support. 3. Public Participation

Ken Farquharson, resident and speaking on behalf of APRM, supports Conncil’s resolution for the protection of o1d~growthforests and commends Council for bringing it forward.

Avril Yoachim, resident, expressed concerns regarding the presented SIRC report, questioning salaries of SIRC staff, other options for reasonable rental facilities and stated not all services provided by SIRC were necessary for Metchosin seniors. Ms. Yoachim also questioned the cost of the fee for service agreement.

Steve Gray, resident, supports Council’sresolution for the protection of old-growth forests and acknowledges the ecological, recreational and economicbene?tsfor stopping the cutting of old- growth forests on the island.

Karen Woodland, resident, supports Council’sresolution for the protection of old-growth forests and commented that with climate change more widely accepted, this is one way we can make a contribution.

Business Arising

a) Temporary Use Permit — 640 Lomax

Moved and Seconded by Councillors Grarnigna and Kahakauwilathat Council consider the attached temporary use permit applicationfor 640 Lomax at its February 22, 2016 meeting, and direct staff to prepare a draft permit for public review, send notices of the application and meeting to neighbours specifying the area if more than 60 m, and to the newspaper as required by the Local Government Act.

Councillor Grarnignaasked Council if they wish to increase the noti?cation of neighbours within 60 m radius to cover a greater amount of people.

It was moved and seconded to amend the motion by adding the words “Including all the adjoining properties, all properties on Lomax and the Boys and Girls Club.”

The main motion as amended was adopted,with the ?nal wording being as follows:

Moved and Seconded by Councillors MacKinnon and Milne that Council forward the following resolution to Association of Coastal Communities:

Protection of old-growth forests of Vancouver Island METCHOSIN

WHEREAS old-growth forest is increasinglyrare on Vancouver Island, and is gone for centuries once logged;

And WHEREAS old-growth forest has signi?cant economic,social and environmental value as wildlife habitat,tourism resource, carbon sink and much more;

THEREFORE be it resolved that the old growth forest on provincial Crown Land on Vancouver Island be protected from logging; AND BE IT FURTHER RESOLVED that the Association of Vancouver Island Coastal Communities send a letter to the Provincial Government- Minister of Forests, Lands and Natural

Resource Operations — as well as relevant government organizations requesting that the Vancouver Island Land Use Plan be amended to protect all of Vancouver Island’s remaining old growth forest.

Council discussed the importance of the resolution, taking the resolution to UBCM and adding the urgency in the resolution.

It was moved and seconded to amend the motion by adding the words “And WHEREAS current plans on provincial Crown Land call for logging the remaining old-growth forest, outside of protected areas, Old—GrowthManagement Areas, and similarreserves, over the next 5-10 years.”

The main motion as amended was adopted, with the ?nal wording being as follows:

Christine Chase, The Juan de Fuca Performing Arts Centre

Christine Chase from the Juan de Fuca Performing Arts Centre gave Council an update on the workings of their group and informed Council of their desire to build a Performing Arts Centre in the area. Ms. Chase also invited members of Council to join an upcoming discussion form on February 23"‘,2016.

Public Participation

Sheila Mitchell, resident, spoke on the 640 Lomax TUP application stating her concerns with noise and air quality. Ms. Mitchell asked Council to enforce their bylaws.

Daryl Adrian,resident,spoke on the 640 Lornax TUP application and expressed pollution concerns and potential road damage as well as safety concerns.

Rae Coates, resident, spoke on the 640 Lomax TUP application and expressed health concerns as well as the noise disruptingthe neighbourhood. District ofMetcl1osin ~ 2 - February 22, 2016 Council Meeting Minutes

Erin Flagg, resident, spoke on the 640 Lomax TUP application and commented that the owner should not require a TUP to crush rocks, as this should be covered under his building permit application.

Alan Foster, resident, spoke on the 640 Lomax TUP application stating crushing rocks for a limited time period should be ?ne as long as the sprayer is being used to control dust.

Mike Hormick, resident and applicant of the 640 TUP application and gave a brief depiction of his plans for the proposed crushing of rock expressing his intent to reduce the impact on neighbours and carbon footprint as much as possible.

Lenore Davidson, resident, spoke on the 640 Lomax TUP application stating crushingrocks over a three week period would have less impact on the roads than hauling the rocks to be crushed and back again.

Dave Thompson, resident, spoke on the 640 Lornax TUP application and stated his concerns on noise and suggested Council use this opportunityto take noise measurements that may be helpful for future applications.

Peter Pauwels, resident, spoke on the 640 Lomax TUP application and stated that three weeks of rock crushing would be less disruptive than gravel trucks going all day.

Sherry Rourke, resident and spokes person from True Line Contracting, spoke on the 640 Lornax TUP addressing noise concerns and stated that the noise from the crushing rocks would be less than the gravel trucks travelling on the roads.

Daniel Preston, resident, spoke on the 640 Lornax TUP application expressingher concerns over noise and the amount of gravel trucks that will be on the roads and crushing of the rocks on site would be less intrusive.

Chris Gabriel, resident, spoke on the 640 Lomax TUP application and stated that a time limit for crushing the rocks should be set.

Debbie Norman, resident, spoke on the 640 Lomax TUP application and stated she had put up with constant truck noise from last year and expressed concerns over air quality and noise from the crushingrocks and how it could affect her health. Ms. Norman also informed Council of damage done to her house from past blasting.

Wendy Norman, resident spoke on the 640 Lomax TUP application stating the noise of constant trucks last year was terrible and does not support the crushing of rocks on this property. Ms. Norman expressed health concerns and questioned the permit process.

Mayor Ranns reported on the Integrated Risk Management Committee Task Force, which looks at different approaches to managing waste streams. The Task Force will be looking at private sector ways of dealing with not only biosolids but with Municipal solid waste (kitchen scraps, organic materials etc) and surprising technologiesthat are available and can generate revenue.

Mayor Ranns also shared good news that Metchosin Councillor Kahakauwila won $100,000 in the Scratch and Win Lottery bought at the Metchosin Corner Store.

7. Business Arising

a) Temporary Use Permit — 640 Lomax

Councillor Gramigna thanked the public for their input and ensured the public that all correspondence received to date has been read by Council. Councillor Gramigna commented on the following: 0 District’s responsibility to send out notices, as per the application process 0 48 hours notice of crushing days to neighbours on Lornax through hand delivery of a ?yer and written notice to the District of Metchosin Duration of the TU? Limiting the crushing to certain hours and not on weekends Monitoring Good faith to applicants that take out permits

0 Damage to buildings - Insurance Companies Council further commented on the following: o Appreciating public input o Transporting rocks back and forth to be crushed off site and damageto roads 0 Rock crushing on site being a better option 0 Duration 0 Permitting houses to be built in Metchosin and much of land left to build on is rock 0 Noise 0 Protections built into the permit (eg. misting to alleviate dust)

b) Framework for Discussion, Governance and Service Integration Opportunities in the Capital Region

Mayor Ranns gave a brief update on a recent meeting with area Mayors and Minister Fassbender’s Of?ce regarding the amalgamation issue and informed Council that the Ministers Office has no intention of forcing amalgamationbut looking into integration of services.

Council discussed the correspondence from Peter Fassbender, Minister, Ministry of Community Sport and Cultural Development and Minister Responsible for TransLink, including: 0 Governance is Amalgamation Metchosin being opposed to any amalgamation Public input/Open house Reference to the referendum results Regional referendum questions were not uniform Provincial government funding for a forum Amalgamation Yes website Participating to enforce our opposition to any amalgamation Letter stating “No” Governance at CRD Shared services Ensuring rural be separate from urban

SECTION 279 OF THE COMMUNITY CHARTER — NO FORCED AMALGAMATIONS

WHEREAS Municipalities in Canada have traditionallybeen viewed as “creatures of the Province” and do not enjoy separate distinct legislative status, but rather are subject to the wishes and will of provincial authority;

And WHEREAS In , municipalities enjoy the highest level of autonomy among Canada’s local governments and the nation’s most equitablerelationship with provincial authority, as laid out in the Community Charter;

And WHEREAS The practice of the current provincial government has been to recognize and respect the local autonomy of municipalities over matters of localjurisdiction including on matters of municipal amalgamation;

And WHEREAS More speci?cally, Section 279 of the Community Charter titled “No Forced Amalgamations”, legally ensures and reinforces that municipal autonomy is the highest value in the relationship with the provincial government;

Public Communication

Ken Farquharson, resident, asked the Committeeto support the resolution regarding the protection of old-growth temperate rainforests of Vancouver Island and protect old growth forests for future generations.

Gail Dalzell, property owner, questioned the definition of industrial logging on the resolution to protect old-growth temperate rainforests and the resolution should be aimed toward Crown Land. Ms. Dalzell supports the protection of old growth on Crown Land.

Jodi Buchanan, resident, provided details of an incident that occurred on the evening of December 24”’,2015 involving ?reworks that scared her dog and was subsequentlyhit and killed by a car. Ms. Buchanan implored the Committee to take action towards controlling?reworks in Metchosin, neighbours’ being noti?ed is imperative.

CouncillorMilne gave a brief report on the CEO Report from Greater Victoria Public Library that was added to the agenda including budget being ?nalized, upcoming programs and new branches opening in James Bay and Langford.

Staff Sgt. Stephen Wright, RCMP — 2016/2017 Annual Performance Plan

Staff Sgt. Stephen Wright from West Shore RCMP explained they are still gathering data for their

2015 year end (April 1 — March 31) report and it will be provided to Council shortly. Staff Sgt. Wright asked Council for their input on policing priorities for the upcoming year, reminding Council of 2015 priorities: 0 Organized Crime/Drug Trafficking 0 Traffic Safety 0 Police/Community Relations 0 Aboriginal Policing 0 Property Crimes Staff Sgt. Wright gave Council an update of some of the West Shore Detachment’sissues and changes they have been dealing with over the past year, including: 0 Property crime due to drugs and organized motorcycle gang 0 Langford paying for the addition of four police officers to the detachment 0 Formed a “Crime Reduction Team” within the detachment (seen signi?cant reduction of property crime since)

- Auxiliary Constable Program — The elimination of auxiliary ride-alongs due to liability issues/concerns,has highly impacted the operations as the detachments has highly relied on the volunteers and are considerably valued. These volunteers will now focus on communitypolicing. I The conversion of the Youth Detention Centre as a temporary shelter for the homeless Staff Sgt. Wright told Council of some of the priorities they have in place for 2016, including: 0 Reduction of property crime 0 Road safety 0 Reduction of domestic violence and prevention 0 Rock the Shores Concert District ofMetcl1osin — 2 - March 7, 2016 Finance and Environment Committee Meeting Minutes

The Committee communicatedthat property crime is a big concern throughout the Metchosin community and has seen a signi?cant increase in 2015 and asked if the RCMP could concentrate on this particular issue. The Committee discussed what could be done to help reinstate the Auxiliary Constable Program, including dra?ing a resolution to go to AVICC and UBCM. Mayor Ranns stated he will bring this discussion up at the next Mayor’s meeting.

The Committee asked Staff Sgt. Wright for a current list of priorities and some time to review the list and get input from the community. Staff Sgt. Wright informed the Committee that he will bring forward a list with the 2015 Year End Report and present at a future Council meeting.

3. Public Communication

Pattie Whitehouse,resident, stated using common sense and courtesy should be enough, but clearly Metchosin needs to regulate the use of ?reworks, including notifying adjacent properties. Ms. Whitehouse also stated her support for Stan Orchard’s Bull Frog Program.

Elizabeth Jetowski,resident,stated her support for regulating ?reworks in Metchosin and gave examples of past experiences with the noise of ?reworks. Ms. Jetowski also stated that Metchosin is providing a venue for everyone to come and set off ?reworks and asked Council to conform to the other four municipalities in the Western Communitiesand regulate them,

Bev Bacon, resident, supports the resolution Fossil Exports from Paci?c Ports. Ms. Bacon also expressed concern over reduced sale value on properties with covenants and stated BC Assessment should acknowledgereduced land values because of covenants. Ms. Bacon also stated fireworks are not rural and she expressed her concerns over noise for wildlife.

Karyn Woodland,resident, supports the Fossil Exports from Paci?c Ports resolution.

Jody Buchanan,resident, supports the regulation of ?reworks in Metchosinand shared her experience with Council regarding her dog running off seared from ?reworks on Christmas night and subsequentlybeing hit by a car and killed. Ms. Buchanan also stated her concerns on the effects fireworks have on livestock and wildlife, as well as being a ?re hazard during the dry weather.

Frank Mitchell,resident, supports the Fossil Exports from Pacific Ports resolution,stating he has seen an increased amount of tankers crossing and believes this is an internationalproblem.

Gail Dalzell,property owner, stated Council should not be involved in the covenant process or monitoring, another organization should be handling it. Ms. Dalzell also stated that something should be done regarding ?reworks in Metchosin,but not to strict as it is only a few people being inconsiderate.

Gordon Telford, resident, compared regulating ?reworks to the recent ban on beach ?res. Beach fires have been successfully banned and stated ?reworks need to be regulated and could have the same success as the ban on beach ?res. Mr. Telford thanked Council on the recent ban of beach fires.

WHEREAS the Salish Sea is a special place. its unique coastal environment supports a stunning variety of marine life, including wild salmon and endangered killer whales. These waters have been home to thriving Indigenous communities for thousands of years, and today our communities, regional economy and way of life all rely on the health and natural beauty of the Salish Sea. All of this is at risk.

And WHEREAS right now, more than a dozen new or expanded oil, coal or lique?ed natural gas (LNG) facilities have been proposed or recently approved on the shores of the Salish Sea, primarily aimed at exporting North American fossil fuels to Asian markets. These projects would have signi?cant impacts on our air, ocean and wildlife, and would put communitiesand our climate at risk.

And WHEREAS there is concern about the export of fossil fuels through our shared waters. Tar sands pipelines, oil and LNG terminals and new coal ports proposed on both sides of the Canada/US border would have signi?cant impacts on the air, ocean and wildlife, and would put community health and safety, our economy and our climate at risk.

Our role should be as the “silent partner” and would not include baseline inventories, or ongoing monitoring and enforcement. Metchosin should only enter into covenants where sufficient funds had been deposited in trust to fund ongoing monitoring and enforcement activities in perpetuity.

AND THAT the Committee recommend to Council that they support shoreline conservation through promotion and education. Speci?cally, we would like to see something similar to HAT’s landowner contact programs put in place for Metchosin’s shoreline dwellers.

AND THAT the Committee recommend to Council that individual grant-in—aidrequest, including those from conservation organizations, will be evaluated on their own merits if and when applications are submitted in March of each year (consistent with our Grant in Aid application process and Assistance to Community Group policy). a) Community Heritage Register: Chair reported and discussed the letters of permission for the Church and School have not been received to date and further discussion around possible additions to the Heritage Register. Chair to draft article for MUSE to make public aware of this register.

b) Signi?cant Tree Record: Update from C MacKinnon regarding the MEASC meeting of January 26""Jacqueline Clare completed the redo, a new digitalized copy of the Signi?cant Tree Inventory, copy of which she will fonlvard with MEASC minutes to HASC Chair to be circulated with HASC members for review and comment. a) BC Heritage Legacy Funds: Council approval to apply to fund Historical photos installation at Bike Shelter to a maximum total cost of $3,000.00. Read highlighted relevant parts of BC Legacy Funds guidelines. Assistance required from staff to work with Chair on the application. The Legacy Fund deadline is April 2016. Committee viewed the existing digitized historical photos Chair to circulate 14 of these photos by email to select the 8 of the most relevant ones to the village centre and early farming and transport and then compose descriptions Two quotes are required for both the printing and the graphics costs. Chair will follow up on this.

b) Recruitment HASC now has 6 members recommended that besides MUSE and District website postings we approach resident directly and encourage participation. c) HASC’s Metchosin Heritage Inventory on VHS tape was given Ron Jenkins to view and make enquiries about conversion to DVD.

7. Reports: Chair reported the need to meet in February to further discuss Bike Shelter project historical photos. Thank you card was signed by all for Skip and Elva Kennedy.

Business Arising from the Minutes

a) Community Heritage Register: Viewpoints on Map 8 were circulated and discussed as well as those not on the map (eg. Mt Blinkhorn). C. MacKinnon reported that Parks & Trails and MEASC are also interested and could identify them. Mt. Blinkhorn’s heritage relevance could be of interest to Council. Suggested the Camosun College 160 acres on Barrow Road could be included. Committee to make a list of viewpoints most relevant to Heritage. Discussed brie?y outstanding S05 and Letters of Permission for Warden Stuart at St Mary’s Church.

b) Heritage BC Legacy Funds Application. Chair to contact CAO to ask for assistance with application submission.

Bike Shelter Historic Photos and Text: A list of 12 possible photos and copies of photos with their draft descriptions was circulated and discussed. Committee eliminated 4, discussed layout and the use of 8 photos. Also discussed the numbering photos and posting these on the map. contact Chief Russell Chipps again to ask what band would consider representative of the band’s history. HASC Chair will circulate descriptions to HASC members for review and comment. All photos used must give credit and read “Courtesy of the Metchosin Museum Society.

c) MUSE Article March lssue. Photo and article copy was circulated to update committee, which outlined the shared HASCIMEASC initiative to follow upon and take GPS locations of existing trees and expand upon the tree inventory for Significant Tree Record. Also mentioned was the Bike Shelter Photos Project and Community Heritage Register.

6. New Business:

a) Heritage BC Membership has been paid for the year.

7. Reports: Chair offered that the Minutes be circulated to the committee before forwarding to District. Chair inquired about Chestnut Tree on La Bonne Rd. It was suggested that Al Havers could be contacted. Metchosin Museum Society hosted a successful event at Community with presentation of a book on the history of Leechtown on Friday February 19.

8. Announcements: Chris Pratt announced and suggested visiting the display of framed Douglas Treaty Documents the Royal Bay Secondary School foyer. Chair announced the West Shore Arts Council’s Sunday February 28 Arts Forum at Langford Legion from 1 to 4 pm.

9. Correspondence: Recent Heritage BC Newsletters and Updates received as well as the Heritage BC Poster were circulated commemorating Heritage Week.

— plans are underway for the MetchosinFarm Forum day - Unfortunatelyit is on the same day as the Island Ag show, committee wanted to make note not to do this again.

— Most presenters are lined up and there was an announcement this month in the Muse

— Brent would like funds to pay for refreshments - Logistics still need to be lined up for lunch. Robin felt that there should be a local food lunch, and that Sea Bluff could donate produce. Andy suggested we order Mychosin Pizza.

— Brent to decide on lunch structure for the day.

c) Promoting Agriculture in Metchosin - Robin presented logo proofs on behalf of the logo committee. The logo would he used for stickers for Metchosin products, and swag like T-shirts, ball caps and Stand?elds.

— There are problems with the designs because they may not scale properly. - Andy suggested Neil West may be amenableto upgrading our current design - Robin suggested that the producers could purchase the stickers at cost. The committee decided to give them away to producers at no cost

a) Cimate Change and Metchosin - Jim reported that he is working on this topic but there is nothing to report and for now this topic should be omitted from future agendas.

Late 2012 - Highways and Communication committee discussed the submissionto incorporate the recommended Greenhouse Policy in the OCP and associated bylaws. ...howeverresolved to refer the Greenhouse Policy to staff

September l5, 2014 —thecommittee resolved to send Sherry’s report back to the Ag committee to update their recommended policy as per Sherry’s comments.

September 17, 2014 — Ag Committee received the referral on their agenda

AASC members should review Sherry's report and come to the next AASC meeting prepared to discuss whether they want to update their policy recommendations on greenhouses.
