THE STATE OF NEW HAMPSHIRE

To the Inhabitants of the Town of Canaan in the County of Grafton in said State, qualified to vote in Town Affairs:

You are hereby notified to meet at the Town House in said Canaan on Tuesday, the 9th day of March, next at ten of the clock in the forenoon, to act upon the following subjects:

1. To choose all necessary Town Officers for the year ensuing,

2. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appro- priations of the same.

3. To see if the Town will vote to authorize the Select- men to borrow money in anticipation of tax revenues.

4. To see if the Town will vote to authorize the Select- men to convey by quitclaim deed all property acquired by tax deed, or take any action thereto.

5. To see if the Town will vote to authorize the Select- men to continue the present policy of joint financial coopera- tion with the State of New Hampshire in the construction of bridges, and to hire necessary funds to provide the Town's share in any construction authorized and undertaken in the year ensuing.

6. To see if the Town will authorize the Selectmen to borrow money for Town bridge construction or take any action thereto.

7. In pursuant to a petition of ten or more legal voters:

To see if the Town of Canaan, New Hampshire will vote to take over and maintain road from Route No. 4 in a Northerly direction, to the property line of John R. Bruce.

8. To see if the Town of Canaan will accept the high- way leading from the North Easterly end of Hill Court road for a distance of 300 ft. more or less to the William Reagan Road or take any action thereto. This article to be accepted only on conditon that a deed to said road is given to the Town of Canaan of ample width to enter upon and maintain said road.

9. To see if the Town will authorize the Selectmen to take down the old Bathhouse so called, at the Public Beach on Canaan Street Lake and grade land for better launching of boats and beach improvements or take any action thereto.

10. To see if the Town will vote to employ the services of the State of New Hampshire assessors to obtain more equal- ized assessments and raise money to pay for same, or take any action thereto.

NOTE: Polls to open at 10 A.M. and close at 6 P.M. Articles in warrant to be taken up at 1:30 P.M.

48 PUBLIC HEALTH NURSE'S REPORT

The following is a report of the activities conducted in the town of Canaan by the N. H. Division of Public Health, Public Health Nursing, for the year 1964:

The following immunizations were given:

Sabin Oral Polio Vaccine, Type I 88; Type HI 78; Type II 53. Diptheria, Tetanus and Whooping Cough vaccine children

(under 5 years of age) series 16 boosters 21. Diptheria and Tetanus (children 5-18 years of age) series

23 boosters 6. Smallpox vaccinations new 22 revaccinations 2. Tetanus (18 to adults) series and boosters 3 Immunization Clinics were held at the schools on the fol- lowing dates: 4/3 and 5/15 serviced by the school physicians.

Immunizations given:

Diptheria and Tetanus series — 5-15 years 22 boosters 49 Tetanus (high school age) series and boosters 308

Many other children attended clinics at Warren and Leb- anon to complete immunizations that they had missed at Ca- naan clinics. Given at these clinics to Canaan children:

Diptheria, Tetanus and Whooping Cough Series 12 Boosters 8

Diptheria and Tetanus boosters — 4

Two other children were given psychological testing.

49 In September a Sterneedle Tuberculin Testing Program was carried out in the Grade School and at Mascoma Regional School on special grades.

The tests weer offered to students and teachers and a large percent took advantage. Chest x-rays were recommended for

all tuberculin reactors and family contacts were recommended to be tested or x-rayed. All gave good cooperation. All new

reactors to the test were advised to follow with x-rays for three years.

Due to the large number of children due for new and return x-rays, the N. H. Tuberculosis aand Health Associa-

tion, cooperating with the N. H. Division of Public Health and Mascoma Regional School, Department conducted a Chest

x-ray Clinic on Oct. 5 at Mascoma Regional School. This helped a great deal, as in previous years the children had been requested to attend Lebanon Chest x-ray. This involved transportation and more loss of school time for the student. A total of 82 Chest x-rays were taken on student reactors, con-

tacts, and previous followed cases. The teachers also took ad- vantage of an annual x-ray.

A report was sent to all persons having chest x-rays. A

few adults took advantage of the Mobil x-ray Unit when it was in Hanover the last of September. Other adults attended the

Chest x-ray at Lebanon on the P. M. of Oct. 5.

In June 10th-25th of 1964 a Dental Fuuorine Program was held at the American Legion Home for children 3-6 years of age. This clinic was sponsored by the Mascoma Regional Schools P .T. A. The organization, transportation and furnish- ing clerical assistance at the clinic involves considerable time. The P. T. A. did a very good piece of work. There were 44 children who took advantage of this service. They received

50 dental cleaning and 4 fluorine treatments, and some excellent advice for the care of children's teeth, from Mrs. Marjorie Plaisted, Dental Hygienist, who serviced the clinic. The Pub- lic Health Nurse spent one day at the program interviewing the mothers regarding their children's immunization status and any other problems that she could be of assistance. The pro- gram covered children from the Mascoma Region.

. :- Assistance have been given children through the X. H. Sight Conservation Program — eye examinations and glasses Hanover Cripple Children's Clinics, Pediatric fitted ; through

Cardiac Clinic, Laconia and Warren Retarded Clinics ( where psychological testing has been done.)

Home visits have been made on families as necessary. These covered infants, preschools, mothers, adults and com- municable diseases.

My sincerest thanks to Dr. Dinerman and Dr. Brown for their assistance at clinics; to the School Nurse, Mrs. Olson, R. N., for her efficient help; the School personnel at Canaan Grade and Mascoma Regional; the P. T. A. for sponsoring the Fluorine Program, and for the use of the American Legion and Masonic Hall for the programs. My thanks also to the committee with Mrs. Betty Fleetham as chairman, for giving such excellent assistance at the immunization clinics. Last, but not least, my thanks to the Canaan Reporter for the excellent publicity given our programs. I am sure that all who assisted in any way with the program feel that it is a vvorth w^hile service to their community.

I. GENERAL ACTIVITIES L Monthly Director's meetings were held to transact the business of the Council, and to determine and imple- ment policies and programs.

2. The Directors established three working committees to assist in specific areas; namely, Project, Surface Transportation and Air Transportation Committees.

3. Assisted in securing construction of a new access road to the Lebanon Regional Airport.

4. U. V. D. C. sponsored application for Flood Plain Zone studies in and River Valleys. These are the first such studies to be conducted in or New Hampshire and will assist member towns in preparing land use plans, define flood potential, and provide for optimum use of land.

5. Assisted Lebanon officials in formulating a re-develop- program to effect the rebuilding of the Central Busi- ness District which was destroyed in the disastrous fire.

6. Arranged and conducted tours of the area and its busi-

nesses for the State Development Agencies, U. S. Dept., of Commerce, and other state and federal agencies. Esta-

blished effective liasion with all supporting agencies.

7. Established Indian-Mascoma Rivers Watershed Project Committee and conducted educational meetings in Ca- naan and Enfield relative to this project. Prepared pro- ject application which was subsequently endorsed by all communities and County and State agencies. Project will result in improved water resources and recreational development and eliminate flood hazards in Canaan and Enfield.

8. Channel 49 (UHF) allocated to the Upper Valley Area as direct result of U. V. D. C. contact with Congressional delegation and Federal Communication Commission. This allocation will result in a NEW BUSINESS in U. V. D. C. Area and in improved

64 communication facilities.

9. Assisted in the establishment of MASCOMA EN- TERPRISES, INC., in Enfield, New Hampshire which created four (4) new permanent jobs and pro- jected employment of twelve (12). 10. Arranged for proposal of an engineering study of an Industrial Park at Lebanon Regional Airport, pre- pared land maps and a request for re-zoning of the area for Industrial Use. 11 Industrial land at Lebanon Regional Airport re-zon- ed for Industrial Use by the City Council through the joint efforts of the U. V. D. C. and the Lebanon Industrial Development Committee.

12. Directors elected the following officers for 1964-65: David T. Hall President Hartford James Campion Vice Pres. Hanover Allan M. Herrick Secretary Norwich Norman H. Ellms Treasurer Canaan Directors established the policy of rotating monthly meetings, open to the public, in member communities at which time a specific program and related pro-

jects are submitted to community officials and citi- zens. Recommended programs were presented to En- field, Canaan, Hartford, Norwich and Woodstock in 1964. (Hanover plan presented in January 1965.)

13. U. V. D. C. serves as liaison between local communi- ties, citizens and businesses with the State Highway Depts. regarding Interstate Highway construction.

14. The Council participated in negotiations with state officials and area legislators relative to establishment of Regional Vocational-Technical school in the U. V. D. C. area. Prepared and submitted supporting data to the N. H. Dept. of Education and Executive Branch.

15. Coordinated local activities in regard to proposed curtailment of F. A. A. flight services at Lebanon

Regional Airport resulting in postponement of pro- posed cutback.

65 16. Filed brief and presented oral testimony at ICC hearings on Boston and Maine Railroad petition to abandon passenger service.

17. Arranged for design and construction of U. V. D. C. signs to be located at strategic locations in the area,

18. Sponsored seminar for area facilities to promote in- crease in recreation/tourist business. Conducted Travel Agent Orientation program — FIRST of its kind in the area. End result will be the development and marketing of a four-season package plan.

C. 37 News Releases issued relating to U. V. D. C. towns, programs and activities. Resulted in feature articles printed in newspapers and magazines. D. Commenced weekly program over local radio station to discuss U. V. D. C. program, goals, and policies.
