CITY OF WILDWOOD RECORD OF PROCEEDINGS _________________________________________________________________________________ MEETING OF THE HISTORIC PRESERVATION COMMISSION CITY HALL – COMMUNITY ROOM 16860 MAIN STREET WILDWOOD, MISSOURI 63040 April 26, 2018 I. Welcome and Roll Call Meeting: Thursday, 4/26/18, City Hall, Community Room, 7:00 p.m. Attending: Commissioner Compton, Commissioner Hrubes, Commissioner Scott, Commissioner Sprunger, Commissioner Thompson, Alternate Woerther, Council Member Liaison Taylor (arrived at 7:30 p.m.), and Chair Wojciechowski. Absent: Commissioner Rosener, Planning and Zoning Commission Liaison Gragnani, Council Liaison Bartoni Staff: Director of Planning Joe Vujnich and Assistant Director of Planning Kathy Arnett II. Opening Remarks by Chair Wojciechowski Chair Wojciechowski welcomed everyone to the meeting. Roll Call was then completed. III. Approval of the Historic Preservation Commission 2/22/2018 Meeting Minutes A motion was made by Commissioner Scott, seconded by Commissioner Compton, to approve the meeting minutes from February 22, 2018. A voice vote was taken, with a unanimous affirmative result, and Chair Wojciechowski declared the motion approved by a vote of 6-0. IV. New Business a. Ready for Action – One (1) Item i. Discussion on Display Items and Posters (Wards – All) Director Vujnich noted one of the items on the Commission’s 2018 Work Program was ready for discussion. Staff had met with The Vandiver Group to discuss the design of new display boards. A proposal had been received, which was for an amount less than five thousand dollars ($5,000.00). The proposal was for the design of seven (7) boards, including: 1. Local Registry Properties; 2. National Registry Properties; 3. Historic Communities; 4. Old Pond School Restoration; 5. Historic Timeline of Wildwood; 6. Historic Registry Process; and 7. Wildwood Facts and Figures. The boards need to be weather- resistant and mobile. April 26, 2018 HPC Meeting Minutes_Draft 1 | P a g e Discussion was held regarding the following: the cost of printing; the cost of the bid; the ease of storage and mobility of retractable vinyl signs; the potential for adding a board for Route 66 promotion; the desire to let the Wildwood Historical Society know about this project, if they would like to discuss with TVG design for its displays as well; the need to investigate the type of frames on the retractable vinyl signs to ensure stability; the potential for a board on the churches of Wildwood, or partnering with the WHS, since they just completed a book on this topic; a board on the different railroads and stations in Wildwood; a board on the businesses in the area; a board on baseball teams; a board on one-room schoolhouses; and a board on scenic by-ways, including historic markers and properties on the registries that are situated on the routes. A motion was made by Commissioner Thompson, seconded by Commissioner Hrubes, for staff to bring back a proposal with proposed boards and display styles at the May meeting for action. A voice vote was taken, with a unanimous affirmative result, and Chair Wojciechowski declared the motion approved by a vote of 6-0. Council Liaison Taylor arrived. ii. Review of First Draft of Next Chapter in Wildwood Written History for Celebrate Wildwood Booklet (Wards – All) Director Vujnich noted the Commission had previously approved a contract with the Wildwood Historical Society, specifically Jill Von Gruben, for the drafting of the next chapter of Wildwood’s written history. A rough draft had been provided in this evening’s packet and the Department would like to discuss it and have the members provide comments and suggestions. Discussion was held regarding the following: the need for an appendix or graphic that explains locations; the general support of the document; the need to ensure out of area descriptions relate to Wildwood; the consensus the lynching story was well written, in context, and should remain; the appropriate length of the World War I information, since it was less applicable to the area; the potential for more information on the economic benefits of the reconstruction period; and the need to add population statistics to understand the great migration. The Commission Members were asked to provide their comments within the next two (2) weeks to staff. iii. Discussion on March 22nd Historic Property Owner Open House Director Vujnich noted the Open House had been completed in March and requested feedback from the Commission Members who were in attendance, including if they wanted to host similar events in the future. Discussion was held regarding the following:
