However, causal generalizations regarding Land abandonment forest transitions are subject to significant problems. First, forest transition theory (FTT), at least in its simplest Forest conservation renditions, tends to emphasize socially benign processes and fails to pay sufficient attention to the causal ro- Thailand le—and social impacts—of negative (push) dynamics. Second, we have yet to understand when and why forest transition drivers sometimes lead to outcomes other than forest transition (e.g., further deforestation). Of par- ticular relevance is the paucity of work analyzing the capacity of actors to counter drivers of forest transitions through adaptation and resistance strategies. These problems can lead to overly optimistic views of the causes and consequences of forest transitions, and this hinders the search for contextually sensitive policy prescriptions compatible with social justice and sustainable development. Using process tracing, this paper presents analysis of the causes of reduced deforestation in the 1980s, and forest expansion in the 1990s and early 2000s, in rain-fed maize farming areas of northern Phetchabun, Thailand.

Sustainable Land Use and Natural Resource Management (SLUSE) 59 Field Course in Phetchabun 2016 From the 3rd to the 14th of March 2016, graduate students from Kasetsart University and Copenhagen University participated in the SLUSE joint trip course conducted in villages in Khek Noi Sub-district and Camp Son Sub- district in Khao Kho District of Phetchabun Province. The cooperation has provided opportunities for participants to explore land use and certain issues based on their studies. On March 2nd, 2016, a group of University of Copenhagen students arrived at the KU-SLUSE (SLUSE center, Kasetsart University) for a campus tour and participated in other activities with Thai KU students in order to enhance cross-cultural understanding. On the following day, the supervisors, the committee, the interpreters and the 34 participants consisting of 7 Thai graduate students from Kasetsart University and 27 students from the University of Denmark departed for the base camp at Thung Salaeng Luang National Park, located near the study areas. The Thai and foreign students were divided into 5 groups and assigned to work cooperatively on data collection and sampling, discussion, and presentation prior to their research under the supervision of the KU-SLUSE Coordinators; Assistant Professor Dr. Ratcha CHAICHANA, Dr. Wannana SOONTORNNARUERANGSEE, Ms. Sopana JANTAWONG, Dr. Thilde Bech BRUUN, Dr. Søren BROFELDT, and Dr. Kelvin EGAY from Sarawak University. This is due to overcrowding and a lack of food at Khao Kho district jail, which remains over- crowded. Amnesty International is concerned for their health. Non-governmental organisations (NGOs) and health authorities have been allowed to provide medical assistance to some of the refugees, but there appears to be no systematic and reliable provisions of food to all of them. The refugees are still at risk of forcible return to Laos where they would be in danger of serious human rights violations, including torture and ill-treatment. Approximately two weeks ago, the Provincial Governor of Phetchabun, Torphong Ampan reportedly said that the refugees would be sent back to Laos via the Loei Province border checkpoint. His deputy reiterated this statement, citing a National Security Council policy to deport illegal immigrants. Approximately 6000 ethnic Hmong Laotians live in the makeshift refugee camp in Huay Nam Khao. They started arriving there in large numbers in 2004, seeking refugee status. The majority of them claim they have been persecuted because of their alleged connection with Hmong rebel groups in an ongoing conflict with the Lao military. The Thai authorities define them as “illegal immigrants”, while the Lao government has expressed doubt that they are Lao nationals.

Because of the lack a feeling of importance of groundwater, especially, in the late 20th century, groundwater has been significantly damaged by human activities, resulting in groundwater issues, such as land subsidence, seawater intrusion, and groundwater pollution by toxic substances, that have become remarkable problems in everywhere in the world. The countries in the East and Southeast Asia have been also faced the many groundwater problems which are needed international cooperation to be solved. Since the establishment of the organization in 1966, geological and geophysical surveys have been carried out by the CCOP under the cooperative schemes in the East and Southeast Asia for offshore natural resources. These data have been distributed to member countries as printed maps and publications. As for a groundwater project, “Groundwater database in East and Southeast Asia͇had been compiled under the DCGM Phase IV project of CCOP from 2001 to 2004. The following project, named “Groundwater Assessment and Control in the CCOP Region by CCOP-GSJ/AIST Groundwater project” from 2005 to 2008, had been started from a point of view of finding a solution of issues on an exploration and an exploitation of a groundwater resource.

This study employed quantitative methods in which the researcher administered 400 questionnaires and analyzed data using descriptive methods such as percentage, mean, and standard derivation. The results indicated the overall good governance levels in the Phetchabun Province were high: the most important is responsibility (mean = 3.85, S.D. = 0.91), followed by the rule of law (mean = 3.92, S.D. = 0.93), morality (mean = 3.85, S.D. = 0.91), accountability (mean = 3.57, S.D. = 0.98), cost-effectiveness (mean = 3.48, S.D. = 1.00), and participation (mean = 3.18, S.D. = 0.98). The problem for leaders of local administrative organizations in Phetchabun province are that many development policies and activities are led by the central government and cannot develop and respond to the requirements of the local area.
