4 The Second Decade 1969 - 80 – the inflationary seventies Contrasting with the political and economic stability of the previous decade, the 70s brought massive changes to Australian society. The Labor Party led by Gough Whitlam won the 1972 election and became the focal point for some of this change. Australian servicemen and women returned home from Vietnam, the Nuclear Non-Proliferation Treaty was ratified, 18 year olds were given the vote, the white Australia policy was rescinded, the notion of multiculturalism was introduced to Australian society and university tuition fees were abolished. Mineral prospecting and the search for natural gas and oil produced results that demonstrated Australia had sufficient coal, natural gas and some oil reserves which could be used for power production and heating. Australia also proved to have huge deposits of uranium and other minerals. This led to the minerals boom of the early 70s. One example of the frenzy that accompanied this boom is the mining company, Poseidon, whose share price surged from 80 cents to $280 before collapsing. This mining boom brought with it the beginnings of inflation. The AAEC, during this decade, was forced to realign its research goals. Although the Jervis Photo courtesy of the University of Melbourne Archive Bay power reactor complex had been cancelled in 1971-2, work on uranium enrichment at Lucas Heights continued. The cancellation of the Jervis Bay reactor impacted on rofessor David Caro AO some universities, which in anticipation of the development of nuclear power, had been David Caro’s career at the Universities considering the possibility of providing nuclear engineering courses. -

The AINSE Executive Committee believed that this presented an opportunity for AINSE to reflect on its achievements during the HIFAR era and also to look ahead to the contribution that AINSE might play over the next 50 years which would become the OPAL era. -

3 The First Decade 1958 - 1968 – a firm foundation The beginning of what was to become known as the ‘Swinging Sixties’ was also, in Australia, a period of economic stability and prosperity. Post-secondary education was designed to be available to all, with most bright young people entering the trades, nursing, teacher training and for some, university. Government scholarships, company cadetships and other forms of financial assistance were available to those who wished to attend university. Most students who qualified for university entrance were the recipients of some form of assistance. On the international stage, the Cold War was still in existence, and this came to a major and dangerous stand-off with the Cuban missile crisis in 1962. The United Nations had established the International Atomic Energy Agency (IAEA) in July 1957, to control and develop the use of atomic energy. Australia was one of the seven nations which sponsored the draft resolution at the United Nations, one of the twelve nations which revised the statutes and one of the eighteen nations to ratify these. Australia was selected (to the First Board of Governors) as the most advanced country in South-East Asia and the Pacific38. The AAEC experienced a decade of development in this period.
