tripleC 15(2): 441-458, 2017 http://www.triple-c.at Technopopulism: The Emergence of a Discursive Formation Marco Deseriis Northeastern University, Boston, USA, [email protected], http://neu.academia.edu/MarcoDeseriis Abstract: This article contends that technopopulism is a discursive formation that emerges from the convergence of two preexisting discourses: populism and technolibertarianism. Whereas these discourses are historically distinct the 2008 financial crisis and the 2011 wave of struggles precipitated the political conditions for their intersection. Such convergence produces both tensions and possibilities. On the one hand, technopopulism engenders a radically participatory model of democracy, which is ultimately anti-institutional as citizens cooperate and engage in sophisticated decision-making without the mediation of professional politicians. On the other hand, the more electorally successful technopopulist parties are led by charismatic leaders who synthesize the positions that emerge from the netroots to mobi- lize them against the establishment. These two seemingly contradictory aspects precipitate in two variants of technopopulism: a leaderless-technocratic variant, which is derived from the open source mode of governance and from early experiments of the Global Justice Movement in networked self-government; and a leaderist-populist variant, which is more strictly focused on the electoral competition as an intrinsically hegemonic practice. The article concludes with a reflection on the discursive complementarity of these two variants. TRANSFERENCIA O DISTRIBUCIÓN DE ARCHIVOS ENTRE IGUALES (peer-to-peer) Características, Protocolos, Software, Luis Villalta Márquez Configuración Peer-to-peer Una red peer-to-peer, red de pares, red entre iguales, red entre pares o red punto a punto (P2P, por sus siglas en inglés) es una red de computadoras en la que todos o algunos aspectos funcionan sin clientes ni servidores fijos, sino una serie de nodos que se comportan como iguales entre sí. Es decir, actúan simultáneamente como clientes y servidores respecto a los demás nodos de la red. Las redes P2P permiten el intercambio directo de información, en cualquier formato, entre los ordenadores interconectados. Peer-to-peer Normalmente este tipo de redes se implementan como redes superpuestas construidas en la capa de aplicación de redes públicas como Internet. El hecho de que sirvan para compartir e intercambiar información de forma directa entre dos o más usuarios ha propiciado que parte de los usuarios lo utilicen para intercambiar archivos cuyo contenido está sujeto a las leyes de copyright, lo que ha generado una gran polémica entre defensores y detractores de estos sistemas. Las redes peer-to-peer aprovechan, administran y optimizan el uso del ancho de banda de los demás usuarios de la red por medio de la conectividad entre los mismos, y obtienen así más rendimiento en las conexiones y transferencias que con algunos métodos centralizados convencionales, donde una cantidad relativamente pequeña de servidores provee el total del ancho de banda y recursos compartidos para un servicio o aplicación. Stream-ripping: Its role in the UK music piracy landscape three years on September 2020 PRS for Music Foreword Stream-ripping: its role in the UK music piracy landscape three years on builds on research we published with the Intellectual Property Office three years ago. The initial research, Stream-ripping: How it works and its role in the UK music piracy landscape, came at a time when little work had been done to understand the size of problem posed by stream-ripping. The previous report allowed us to map the landscape of online music piracy and to gain insight into the functioning and the business model of stream-ripping services. We found evidence to support our assumption that stream-ripping was on course to become the dominant mode of online infringement. This second wave of research shows that our expectation is now the reality: stream-ripping services account for more than 80% of the top 50 music specific piracy sites. We can see that the services are becoming more sophisticated, offering better quality downloads, evolving their revenue streams, and becoming more adept at operating beneath the radar, with many using the popular content delivery network Cloudflare to obfuscate the location of their servers. But what we can also see is that concerted efforts by the industry do work: a reduction of more than 50% of BitTorrent sites can be attributed to increased geo-blocking and enforcement efforts over the past three years. Since this research was conducted, the world has changed beyond what anyone could have imagined. Amidst the massive societal changes, the almost global lockdown caused by the COVID-19 pandemic has also accelerated the acculturation of digital services. -

CHAPTER 1 P2P Protocols Introduction This chapter lists the P2P protocols currently supported by Cisco SCA BB. For each protocol, the following information is provided: • Clients of this protocol that are supported, including the specific version supported. • Default TCP ports for these P2P protocols. Traffic on these ports would be classified to the specific protocol as a default, in case this traffic was not classified based on any of the protocol signatures. • Comments; these mostly relate to the differences between various Cisco SCA BB releases in the level of support for the P2P protocol for specified clients. Forms of Government (World General Knowledge) Anarchism A system that advocates self-governed societies based on voluntary institutions. These are often described as stateless societies, although several authors have defined them more specifically as institutions based on non-hierarchical or free associations. Anarchism holds the state to be undesirable, unnecessary, and/or harmful. Anarchy A society without a publicly enforced government or political authority. Sometimes said to be non-governance; it is a structure which strives for non-hierarchical, voluntary associations among agents. Anarchy is a situation where there is no state. Autocracy Autocracy is a system of government in which supreme power (social and political) is concentrated in the hands of one person or polity, whose decisions are subject to neither external legal restraints nor regularized mechanisms of popular control Aristocracy Rule by the nobility; a system of governance where political power is in the hands of a small class of privileged individuals who claim a higher birth than the rest of society. Anocracy A regime type where power is not vested in public institutions (as in a normal democracy) but spread amongst elite groups who are constantly competing with each other for power. Adhocracy Rule by a government based on relatively disorganised principles and institutions as compared to a bureaucracy, its exact opposite.
